Australia suspends PC-9 operations after crash

The crew of a Royal Australian Air Force Pilatus PC-9/A trainer ejected safely after the aircraft suffered suspected engine failure.

Following the incident at the RAAF base in East Sale, Victoria, all RAAF PC-9A flights have been suspended pending an investigation.

Emergency response personnel reached both downed crew members swiftly, the RAAF said. They were in a stable condition and were transferred to hospital.

In October 2009, an Irish Air Corps PC-9 was lost owing to a controlled flight into terrain event, killing the crew. A subsequent investigation identified no defects in the aircraft.

Australia could get first two A330 tankers in June

Australia could take delivery of its first delayed A330-based multi-role tanker/transports in June, while Airbus Military has received certification for a safety modification to the type's fly-by-wire refuelling boom.
Aircraft two and three from the Royal Australian Air Force's eventual five-strong KC-30A fleet have been awaiting acceptance at the company's Getafe site near Madrid, Spain since late last year.
"Our expectation is that both aircraft will be in Australia in June," said Antonio Caramazana, Airbus Military's vice-president derivative programmes. "Our Australian customer is very conscious of the aircraft's capabilities, and would like as mature a system as possible when it enters use."

The first aircraft to have been converted is having instrumentation removed by Iberia Maintenance following the completion of flight-test activities. It will then have a new air refuelling boom system installed, to replace the one which was lost during a training mishap involving a Portuguese air force Lockheed Martin F-16 in January. Delivery could occur "towards the end of this year", Caramazana said.
Company officials speaking at Getafe on 18 May refused to reveal full details of the January incident, but said it was the result of human error and that "the boom was not out of the [flight] envelope". A human/machine interface modification that adds a stick-shaker function to the boom operator's controls will give "better feedback" in the future, it said. The enhancement was certificated on 29 April, but has not been requested by the Australian customer.
Airbus Military is in negotiations with Australia's Defence Materiel Organisation over a commercial settlement linked to the late handover of the KC-30A fleet, said Caramazana. Once this process has been completed the RAAF could receive four of its aircraft this year, with the last to follow during 2012.
Conversion work on aircraft four is about to be completed by Qantas Defence Services, with this to fly in August. The RAAF's last A330 is due to be flown to Australia from Toulouse on 22 May and will enter conversion next January.
Meanwhile, Airbus Military has confirmed plans to display Saudi Arabia's first of six A330 MRTTs at the Paris air show in June. The General Electric CF6-engined aircraft will be delivered later this year, following the receipt by August of technical certification and qualification, Caramazana said.

La marine australienne publie un compte-rendu fictif d’un exercice


La marine australienne a voulu renforcé le moral de ses troupes avec un article sur ses brillants exploits en haute-mer. Le problème est que cet article s’est révélé entièrement fictif.

Dans le dernier numéro du journal de la marine australienne, Navy News, les 14.000 marins australiens ont pu lire le récit captivant d’un exercice auquel le sous-marin HMAS Dechaineux a participé.
Le seul problème de cet article, intitulé “les Alliés chassent le Dechaineux”, est que cela n’est jamais arrivé.
L’article raconte comment 2 frégates australiennes, le Ballarat et le Parramatta, ont patrouillé les eaux de la mer de Chine du Sud, pendant que le Dechaineux pistait la force maritime qu’ils protégeaient.
Mais le Dechaineux ne s’est pas rendu en mer de Chine du Sud pour participer à l’exercice “Bersama Shield” parce qu’une panne sur sa propulsion l’a bloqué à Singapour.
Mais il était trop tard pour le “Navy News”. Le journal imprimé à l’avance était déjà dans les rues, diffusant les exploits imaginaires du Dechaineux, qualifié de « meilleur sous-marin classique au monde ».
Le Dechaineux est toujours bloqué à Singapour, pendant que les techniciens essaient de corriger le problème.
Le ministère australien de la défense a refusé de donner des détails sur la panne « pour des raisons opérationnelles ».
La marine australien maintient que les performances de sa flotte de sous-marins, qui connait de nombreux problèmes techniques, s’améliore.

Australian Defence Officials Announce Changes to Air Warfare Destroyer Construction Program

The Australian Minister for Defence Stephen Smith and the Minister for Defence Materiel Jason Clare today announced the reallocation of construction work for the $8 billion Air Warfare Destroyer (AWD) Project.

Australia is constructing three AWDs based on a proven design from the Spanish Navy. The ships are due to be delivered from December 2014. When complete, the AWD will be one of the more capable types of warship of its size in the world.

The AWD Project is an important element of Force 2030. The Government and Defence have been actively working with Defence Industry and the AWD Alliance, which is managing the AWD project, to deliver the project. The AWD Alliance consists of ASC, the Defence Materiel Organisation (DMO) and Raytheon.

Construction of the AWDs involves 90 separate steel blocks being built at three shipyards in Adelaide (ASC), Melbourne (BAE Systems) and Newcastle (Forgacs). Three additional sonar block assemblies are being built in Spain and the United Kingdom.

The Melbourne BAE Systems shipyard is also building 14 steel blocks for the superstructure of two new 27,500 tonne Landing Helicopter Dock ships (LHDs) due for delivery in 2014 and 2015.

Last year the project encountered difficulties in relation to engineering and construction of some of the first AWD hull blocks. To assist the AWD project schedule, earlier this year the AWD Alliance reallocated construction of nine steel blocks from BAE Systems in Melbourne to the Forgacs shipyard in Newcastle.

The Melbourne BAE Systems shipyard remains stretched, working on two major projects at the same time – steel blocks for the Air Warfare Destroyers and the superstructure and integration of the Landing Helicopter Dock Ships.

The Government, the AWD Alliance and BAE Systems take the schedule for both these important projects extremely seriously.

In February 2011, BAE Systems advised the AWD Alliance of potential schedule delays. Over the last few months, the AWD Alliance and BAE Systems have been working closely to develop options to improve the production program.

In March, the Minister for Defence met with Guy Griffiths, the Group Managing Director - International of BAE Systems UK, in London to discuss this project.

The Minister for Defence Materiel has also met with the CEO of BAE Australia, Jim McDowell, on a number of occasions about this project.

Earlier this month BAE Systems presented the AWD Alliance with a plan to adjust its workload on the AWD Project.

The advice of the AWD Alliance is that if no action is taken to relieve the pressure on the Melbourne BAE Systems shipyard the first ship would be two years late, approximately 25 per cent over schedule.

The AWD Alliance (with the support of BAE Systems) therefore proposes to take the following action:

• Up to 13 steel blocks will be reallocated among the three Australian shipyards in Adelaide, Melbourne and Newcastle – seven for advanced fit out and six for construction; and
• Up to five steel blocks will be reallocated to Navantia in Ferrol, Spain.

These changes involve the reallocation of blocks for the first two ships only and are subject in the usual way to satisfactory commercial arrangements with the shipyards.

BAE will complete the structural steel and initial outfitting work on the seven steel blocks it is currently working on, as well as all its work on the 14 blocks for the superstructure of the Landing Helicopter Dock Ships and the integration work.

A decision on the reallocation of blocks, if any, on the third AWD will be made later in the project.

This action will reduce the schedule risk to both this project and to the LHD ships project.

The AWD Alliance has advised that this action will reduce the delay of the completion of Ship 1 by up to 12 months, and of all three AWDs by up to 12 months.

It will also reduce the pressure on BAE Systems to complete the construction of the superstructure and the integration of Australia’s two new LHD ships.

Defence will plan its comprehensive options to manage the transition from the current Adelaide Class frigates to the AWDs taking into account the agreed reallocation of blocks.

Second RAAF F/A-18F Tactical Operational Flight Trainer Achieves Ready-for-Training Status

L-3 Link Simulation & Training (L-3 Link) announced today that a second F/A-18F Tactical Operational Flight Trainer (TOFT) has achieved ready-for-training status for the Royal Australian Air Force (RAAF).

The TOFT, which L-3 Link built under contract to and in conjunction with the Boeing Company, was also delivered with an additional brief/debrief system and a new Australian photo texture database using L-3 Link’s latest visual system techniques and tools. Both TOFTs are installed at RAAF Base Amberley and represent the first high-fidelity F/A-18F simulators to be operated by a foreign military.

"Royal Australian Air Force F/A-18F aircrews are now able to undergo a full spectrum of advanced tactical training on these high-technology simulators," said Leonard Genna, president of L-3 Link. "These TOFTs, which leverage our proven F/A-18 simulator common hardware and software baselines, are meeting the RAAF’s unique training requirements."

Each trainer is integrated with L-3 Link’s 360-degree SimuSphere visual display and SimuView image generator, which support training scenarios ranging from basic flight to multi-ship tactical employment. Boeing Training Systems and Services’ mission computer emulation, simulated radar, electronic countermeasures and Joint Helmet-Mounted Cueing System provide both pilots and air combat officers with a completely immersive training environment.

The two fully integrated mission briefing and debriefing systems capture all mission event data as F/A-18F aircrews undertake air-to-air and air-to-ground simulated exercises. Following mission execution, RAAF aircrews use L-3 Link’s debriefing system to evaluate their tactical performance and review lessons learned to maximize training exercises.

First Airbus Military A330 MRTT leaves on delivery flight to Australia

The first Airbus Military A330 MRTT new generation tanker/transport for the Royal Australian Air Force (RAAF) has left Madrid at 10h00 local time on its ferry flight to Australia.



Designated the KC-30A in RAAF service, the aircraft is scheduled to arrive at RAAF Base Amberley, Queensland on Monday 30 May, and to be formally handed over to the customer in the next few days.
On its ferry flight, the A330 MRTT is being flown by Airbus Military and RAAF crews, and will transit via McCarran (Nevada) and Hickam (Hawaii) in the USA.
The aircraft is the second converted by Qantas Defence Services in Brisbane, which was returned to Madrid for painting and finishing. It will be joined by the second aircraft for the RAAF in June, and two further aircraft later in the year. The fifth and final aircraft ordered by the RAAF, which arrived in Brisbane for conversion a few days ago, will be delivered next year.
The arrival of the aircraft at RAAF Amberley follows an extensive development and test programme for what is the world’s only certified and flying new generation tanker/transport aircraft. Civil Supplemental Type Certificate was obtained in March 2010, and the military certification in October.
In RAAF service the A330 MRTT will be equipped with two underwing refuelling pods, the fly-by-wire Airbus Military Aerial Refuelling Boom System (ARBS), and a Universal Aerial Refuelling Receptacle Slipway Installation (UARRSI) enabling it to be refuelled from another tanker. It is powered by two General Electric CF6-80E engines. It is equipped with a comprehensive defensive aids suite (DAS) and fitted with 270 passenger seats.
About the A330 MRTT
Having received its supplemental type certificate from European civil certification Authority EASA in March 2010 and military certification from Spanish Authority INTA in October, the Airbus Military A330 MRTT is the only new generation strategic tanker/transport aircraft flying and available today. The large 111 tonnes/ 245,000 lb basic fuel capacity of the successful A330-200 airliner, from which it is derived, enables the A330 MRTT to excel in Air-to-Air Refuelling missions without the need for any additional fuel tank. The A330 MRTT is offered with a choice of proven air-to-air refuelling systems including an advanced Airbus Military Aerial Refuelling Boom System, and/or a pair of under-wing hose and drogue pods, and/or a Fuselage Refuelling Unit.
Thanks to its true wide-body fuselage, the A330 MRTT can also be used as a pure transport aircraft able to carry 300 troops, or a payload of up to 45 tonnes/99,000 lb. It can also easily be converted to accommodate up to 130 stretchers for Medical Evacuation (MEDEVAC). To date, a total of 28 A330 MRTTs have been ordered by four customers (Australia, Saudi Arabia, the United Arab Emirates, and the United Kingdom), with Saudi Arabia having already placed a repeat order.

RAAF Second F/A-18F TOFT Receives Operational Status

L-3 Link Simulation & Training's (L-3 Link) second F/A-18F tactical operational flight trainer (TOFT) for the Royal Australian Air Force (RAAF) has achieved ready-for-training status.
The company has also delivered the TOFT with an additional brief / debrief system and a new Australian photo texture database using L-3 Link's latest visual system techniques and tools to the RAAF.
L-3 Link president Leonard Genna said the RAAF crew can undergo a full spectrum of advanced tactical training on these high-technology simulators.
"These TOFTs, which leverage our proven F/A-18 simulator common hardware and software baselines, are meeting the RAAF's unique training requirements," he added.
The two fully integrated mission briefing and debriefing systems capture all mission event data as F/A-18F aircrews undertake air-to-air and air-to-ground simulated exercises.
The two TOFTs, installed at RAAF Base Amberley, Queensland, Australia, are the first high-fidelity F/A-18F simulators to be operated by a foreign military.

INSURGENT ground fire may have been a factor in a fatal helicopter crash over southern Afghanistan yesterday.
An Australian army aviator died and five others were injured in the crash.
The chopper, an Australian Army twin-rotor Chinook, crashed during a resupply mission after departing southern Kandahar air base, Defence chief Angus Houston said.
In a black day for the Australian Defence Force in Afghanistan, the helicopter crash occurred just hours after an Australian soldier was shot and killed by a "rogue soldier" from the Afghan National Army.
Air Chief Marshal Houston said he did not know what caused the Chinook to crash but enemy action could not be ruled out.
"We're very eager to know whether any enemy action was involved or whether there was some other problem with the helicopter," he said.
The helicopter crashed 90km east of Tarin Kowt in Oruzgan province about 9pm last night AEST.
A US Chinook, which accompanying the Australian helicopter, landed immediately to provide medivac assistance.
The Australian officer received treatment but died at the crash site.
The five crash survivors all Australian are now recovering in a coalition military hospital in Kandahar.
It brings to 26 the number of ADF soldiers killed in action in Afghanistan and follows the death last week of special forces Sergeant Brett Wood.
The 27-year-old army lieutenant had served in East Timor and had most recently flown disaster relief missions in flood-stricken Queensland

Australia to buy AMRAAMs for Super Hornet fleet

Australia plans to buy up to 110 Raytheon AIM-120C-7 AMRAAM medium-range air-to-air missiles for use on its Boeing F/A-18F Super Hornet fighters.

Outlined in a request dated 2 June, the Foreign Military Sales deal is worth $202 million and will include associated equipment, parts, training and logistical support, said the US Defense Security Cooperation Agency.

Australia has also requested 10 air vehicle-instrumented, and 16 captive air training missiles.

"Australia is one of our most important allies in the western Pacific," said the agency. "Australia's government policy places interoperability with US forces as an important goal and objective for equipment acquisition."

Australia has received 15 Super Hornets from its 24-aircraft order, with the remaining nine to be delivered this year.

Le HMAS Succes ( AOR304 ), est la Durance de la marine australienne, entré en service en 1986. En fait, le HMAS Succes est construit sous licence en Australie, au chantier de Cockatoo, c'est d'ailleurs le dernier navire de si important tonnage ( 8000t et 18000T pc ) à être construit dans ce chantier. La Marine australienne a signé un constrat avec un chantier au singapour pour doubler la coque de son PR au courant de cet année. Il devrait être remplacé d'ici 2015.

Not a single submarine seaworthy


FOR the first time in a generation, Australia does not have a single submarine available to defend the nation today.
The Australian understands the entire fleet of six Collins-class submarines cannot be put to sea despite the navy's claim that two of them remain officially "operational".
The situation is so dire the navy is believed to have deferred major scheduled maintenance work on its most seaworthy submarine, HMAS Waller, in the hope that at least one submarine will be available in the coming weeks.
Not having a single task-ready submarine is an embarrassment for the navy, whose attempts to improve the performance of the $10 billion fleet have been stymied by breakdowns, accidents and the growing unreliability of the ageing vessels.
The navy claims two of its submarines, HMAS Waller and HMAS Dechaineux, are available, but insiders say the reality is that neither vessel could be put to sea today if required because each is undergoing detailed inspections for mechanical problems.
HMAS Dechaineux is in dock at HMAS Stirling in Perth for an intrusive inspection of its main motor after limping home from Singapore, where defects were found in its propulsion system.
It is understood Dechaineux will be unable to sail for at least several weeks.
HMAS Waller is also in dock at HMAS Stirling after engineers found signs of the same propulsion system problems that last month forced Dechaineux to withdraw from a five-nation defence exercise in the South China Sea.
It is understood that HMAS Waller will be unable to leave port until next week.
The other four subs are unavailable. HMAS Farncomb is out of the water at the submarine repair facility at Henderson near Perth as workers seek to replace a broken emergency propulsion unit.
HMAS Collins is undergoing scheduled maintenance at Henderson and is due out later this month, while HMAS Sheean and HMAS Rankin are both in long-term maintenance at the Australian Submarine Corporation in Adelaide.
The navy's plans to improve the reliability of the fleet are being undermined by the discovery of unexpected defects, especially with the propulsion system, as the submarines begin to age.
There is also a shortage of spare parts.
The navy has become increasingly evasive about the state of its submarine fleet and is restricting its public comments on the issue, citing national security.
However, critics say the navy has in the past been open about the availability of its submarines and that it is hiding behind claims of national security to avoid public scrutiny.
Defence declined to answer detailed questions from The Australian about submarine availability, saying only that two boats were in deep maintenance, two were in mid-level maintenance and two "are in the water in Western Australia".
The Australian understands HMAS Waller was originally scheduled to begin a mid-cycle docking maintenance for 12 months today, but that the navy has now deferred this plan for several months because so many other boats are out of action.
Opposition defence spokesman David Johnston criticised navy chiefs for being evasive about submarine availability during Senate estimates hearings in Canberra last week.

New Naval Combat Helicopters


Minister for Defence Stephen Smith and Minister for Defence Materiel Jason Clare today announced that the Australian Government had approved the acquisition of 24 MH-60R Seahawk ‘Romeo’ naval combat helicopters at a cost of over $3 billion.
The 2009 Defence White Paper committed the Government to equipping naval warships with a new combat helicopter capable of conducting a range of maritime missions with advanced anti-submarine warfare capabilities and the ability to fire air-to-surface missiles.
This announcement delivers on that commitment.
The new helicopters will replace the Navy’s current combat helicopter capability provided by 16 Seahawk S-70B-2 helicopters and will also provide the air to surface strike capability which was to have been provided by the cancelled Seasprite program.
This decision follows a 15-month competitive acquisition process involving the Sikorsky-Lockheed Martin built MH-60R and the NATO Helicopter Industries NH90 NFH assembled by Australian Aerospace.
This competitive process has ensured value for money for the tax payer.
The Australian Government has chosen the ‘Romeo’ helicopter because it represents the best value for money for taxpayers and was the lowest risk option.
The ‘Romeo’ is a proven capability currently operated by the United States Navy. The United States Navy has accepted around 100 ‘Romeos’ which have accumulated 90,000 flying hours, including on operational deployments.
Interoperability with Australia’s Alliance partner, the United States, is also a significant advantage of this helicopter.
The helicopters are largely military off-the-shelf built by Sikorsky and Lockheed Martin and will be purchased through the Foreign Military Sales process from the US Navy.
Defence has signed a Letter of Agreement for the acquisition with the United States Government.
The first two helicopters will arrive in mid-2014 for testing and evaluation with operations expected to commence in mid-2015.
Acquisition of 24 ‘Romeos’ means that Navy will have the capacity to provide at least eight warships with a combat helicopter at the same time, including ANZAC Class frigates and the new Air Warfare Destroyers. The remainder will be based at HMAS Albatross in Nowra, New South Wales, and will be in various stages of the regular maintenance and training cycle.
They will be equipped with a highly sophisticated combat systems designed to employ Hellfire air-to-surface missile and the Mark 54 anti-submarine torpedo.
The Government will work with Australian Small-to-Medium Enterprises to identify opportunities to form part of the ‘Romeo’ global supply chain.
The Government has established a joint working group between Defence and the Department of Innovation, Industry, Science and Research to progress Australian industry involvement in the project.

New Australian Navy Ship Maintenance Contracts Mean More Certainty for Industry

Australian Minister for Defence Materiel Jason Clare today announced that the tender had been released for a five-year contract for the repair and maintenance of the Australian Navy’s eight Anzac Class frigates. The contract is worth approximately $300 million.

Four companies or joint ventures have been short-listed to compete for the work -- BAE Systems, Babcock/UGL Infrastructure, Thales Australia, and DMS Maritime/Transfield Services. They were short-listed following an open tender process.

This is the first of the new group maintenance contracts to be released for tender.

Currently, each maintenance activity is contracted individually to a panel of companies who compete for the work.

This reform will end that system and create five-year performance-based contracts for the maintenance and repair of Navy ships.

Mr Clare said reforming the way this work is contracted will provide the Navy and local industry with more certainty.

“This reform provides more security for Australian businesses and more job security for their workforce,” Mr Clare said.

Formal handover of the aircraft took place on 22nd June and follows the delivery of the first aircraft on 1st June.

The third aircraft is under conversion in Brisbane by QDS and will be delivered later this year. The fourth aircraft to be delivered is under refurbishment in Madrid, following completion of developmental, certification and qualification testing and will be delivered to the DMO by the end of the year. The fifth and final aircraft for the RAAF, also converted by QDS, will be delivered in 2012 and the fleet will serve with 33 Squadron RAAF.
In RAAF service, the A330 MRTT will be equipped with two underwing refuelling pods, the fly-by-wire Airbus Military Aerial Refuelling Boom System (ARBS), and a Universal Aerial Refuelling Receptacle Slipway Installation (UARRSI) enabling it to be refuelled from another tanker. It is powered by two General Electric CF6-80E engines, has an optimized cabin layout of 270 seats, crew rest compartment and integral airstairs, and underfloor cargo hold for both military pallets and civil cargo containers.

Australia gets second KC-30A tanker

The Royal Australian Air Force's second of five Airbus A330-based KC-30A multi-role tanker transports has been delivered to its Amberley air base in Queensland.

Formally accepted by Australia's Defence Materiel Organisation on 22 June, aircraft A39-002 follows the first KC-30A, which was delivered three weeks earlier. The newest aircraft arrived at Amberley on 18 June following a ferry flight from Airbus Military's Getafe site near Madrid.

Airbus Military said the third aircraft for its A330 tanker launch operator is currently in conversion at Qantas Defence Services' (QDS) Brisbane facilities in Queensland, and will be delivered before the end of the year. A fourth aircraft for the RAAF is being refurbished following its involvement in earlier certification activities in Europe.

"The fifth and final aircraft for the RAAF, also converted by QDS, will be delivered in 2012," Airbus Military said. The General Electric CF6-80E-powered fleet will be flown by the service's 33 Sqn.

Le ministre de la défense Jason Clare a accueilli hier trois nouveaux F/A-18F Super Hornet d'une valeur de plus de $ 175 millions à Amberley base de la RAAF dans le Queensland.

"Le Super Hornet est l'un des meilleurs avions de combat au monde et sont livrés sur le budget et en avance sur le calendrier", a déclaré M. Clare.

C'est le quatrième lot du Super Hornet de la RAAF a reçus, portant le parc actuel d'Australie à dix-huit.

Six autres avions seront livrés d'ici la fin de l'année.
