Canada Accepts First Of 17 Lockheed Martin C-130J Super Hercules

MARIETTA, Ga., June 4th, 2010 -- Canada formally accepted the first of 17 Lockheed Martin [NYSE: LMT] C-130J Super Hercules aircraft today at ceremonies here and at Canadian Forces Base Trenton.

Canada finalized its CC-130J contract with Lockheed Martin in December 2007, with a subsequent agreement from the U.S. Air Force to ensure an early delivery of the first two Canadian aircraft. The balance will be delivered by the end of 2012. The CC-130Js (the Canadian designation) are the "stretched" configuration of the C-130J and are of similar specification to those already operated by the U.S. and other worldwide air forces.

"This year is the 50th anniversary of the first CC-130 Hercules aircraft accepted by Canada," said the Honourable Peter MacKay, the Canadian Minister of National Defence. "I am proud to mark this milestone by welcoming the J-model Hercules into our fleet – on budget and on schedule – ensuring the Canadian Forces have the equipment it needs to be a modern, multi-role force able to take on the challenges of the 21st century."

"Lockheed Martin is proud to again support Canada and the Canadian Forces," said Tony Frese, Lockheed Martin C-130J program director. "The C-130J Super Hercules is an operationally proven platform and the ideal aircraft to replace Canada's existing C 130 fleet. The current C-130s have been Canada's indomitable workhorse for decades and this new aircraft will now meet the demanding tactical airlift needs of the Canadian Forces."

The C-130J generates greater operational efficiency than Canada's existing E and H models, by flying further, faster, with more payload and higher reliability. The aircraft's increased performance gives it an enhanced range with a payload capability of over 4,000 nautical miles. In addition, its short-field performance allows the aircraft to engage in direct support missions for frontline forces down to the last tactical mile.

C-130Js are currently deployed in several theatres and are operating at a high tempo efficiently and reliably. C-130Js are used daily for troop and equipment re-supply via ground delivery and airdrop, for air-to-air refueling, ground refueling, humanitarian relief and search and rescue.

Lockheed Martin recently announced the team of Canadian companies that will provide maintenance and support for Canada's new CC 130J fleet. The initial in-service support (ISS) contract period is for six-and-a-half years from contract award in December 2009 to June 30, 2016.

Canadian Navy Renegotiates CH-148 Helicopter Order

The Canadian Navy will receive only six of the planned 19 CH-148 multirole shipboard helicopters from Sikorsky by June 2012, as confirmed during renegotiations by the Department of Defence.
Sikorsky is acquiring a total of 28 CH-148 Cyclone helicopters to replace the Canadian Navy's Sea King aircraft under a C$5bn ($4.7bn) contract awarded in November 2004.
As per the renegotiated deal, Sikorsky will deliver the CH-148 helicopters at a rate of one a month beginning in November 2010, according to ctv.ca.
A total of 19 helicopters were scheduled to be delivered by June 2012, however, the defence department that said only six helicopters would be sent to Canadian bases by that time.
Defence Department spokeswoman Lianne Lebel said six helicopters would be sufficient to complete the necessary operational testing and training until fully compliant helicopters were delivered.
"The remaining 22 helicopters with upgraded engines will begin flying to Canadian bases in 2012, while the six early choppers will be sent back to have their engines retrofitted," she said.
Deliveries of the helicopters, originally scheduled to begin in November 2008, will begin in November this year

Canadian Navy Invests in New Submarine Base
PCL Construction will upgrade the Syncrolift system and construct a submarine maintenance facility at Canadian Forces Base (CFB) Halifax under a contract awarded by the Canadian Government.
Under the $28.1m contract, PCL will upgrade the electrical and mechanical mounts of the current jetty to support docking work periods on the Syncrolift.
Construction of the new permanent submarine facility at CFB Halifax will enable the Cape Scott fleet maintenance facility to maintain two vessels at a time.
PCL will also replace the associated support structures, transfer systems and the electrical control system of the inshore winches.
Canadian Defence Minister Peter MacKay said the contract was part of the Canada First Defence Strategy to protect Canadian interests at home and abroad.

Government of Canada Awards LAV III Upgrade Definition Contract to General Dynamics Land Systems-Canada
The Honourable Peter MacKay, Minister of National Defence, and the Honourable Rona Ambrose, Minister of Public Works and Government Services, announced today that the Government of Canada has awarded a $34.4 million contract to General Dynamics Land Systems-Canada. Under this contract, General Dynamics will perform trade-off studies, design work, prototype build and testing to define the upgrades that will be incorporated into Canada’s fleet of LAV III vehicles. The resultant upgrade package will enhance LAV III performance in the areas of survivability, mobility and firepower.

“With this contract, we are now able to evolve the LAV III to an even higher standard of performance,” said Dr. Sridhar Sridharan, senior vice-president of General Dynamics Land Systems-Canada. “The end product will be a much more capable and better protected vehicle ready to take on the threats and challenges of current and future battlefields.”

Once the Government of Canada has authorized the implementation of the upgrade package, significant work will be performed at General Dynamics Land Systems-Canada facilities in London, Ontario, and Edmonton, Alberta, as well as the company’s nationwide network of over 400 Canadian suppliers. All regions of Canada will benefit from this work.

Marine: Ottawa veut deux navires pour 2,6 milliards

Ottawa a relancé son projet d'achat de deux nouveaux navires de soutien interarmées pour la Marine canadienne, après qu'un plan semblable ait échoué il y a deux ans. Le coût de cette acquisition pourrait s'élever à 2,6 milliards de dollars.

Le ministre de la Défense, Peter MacKay, a annoncé la nouvelle, mercredi, en conférence de presse à Halifax. Il a affirmé que ces navires représenteront un avantage important pour les opérations de la Marine dans le Nord canadien, grâce à leur capacité d'effectuer de longs déploiements. Les navires pourraient aussi être utilisés pour des missions à l'étranger.
M. MacKay a aussi soutenu que les nouveaux navires amélioreront la capacité de l'armée à faire face à des catastrophes et des missions humanitaires, telle que celle qui a eu lieu en janvier en Haïti.
La dernière tentative du gouvernement fédéral pour l'acquisition de navires de soutien a avorté il y a deux ans. Selon le ministre de la Défense, les soumissions présentées à l'époque par les fournisseurs ne correspondaient pas aux attentes.

Après un appel d'offres, ces navires seront construits par un chantier naval canadien, a assuré M. MacKay, mais le choix de ce lieu ne sera pas effectué avant deux ans.
Le porte-parole néo-démocrate en matière de Défense, Peter Stoffer, a souligné que le même processus avait déjà capoté par le passé, ce qui place, à son avis, un point d'interrogation sur le succès de cette tentative.
«Qu'est-ce que vous (le gouvernement) avez fait dans les deux dernières années?», a-t-il demandé dans le cadre d'une entrevue.
Le gouvernement libéral avait d'abord annoncé, en 2004, un plan pour remplacer les navires de soutien âgés de la Marine qui comptaient 40 ans de service.
Après que le Parti conservateur ait pris le pouvoir en 2006, le gouvernement a manifesté son intention de faire construire trois nouveaux navires de soutien au coût de 2,1 milliards de dollars.
Le projet a été mis en suspens à l'été 2008. Le ministère fédéral des Travaux publics avait alors affirmé que les soumissions de l'industrie dépassaient le budget alloué pour cet investissement et qu'elles ne correspondaient pas aux exigences.
«Nous sommmes absolument déterminé à faire réussir ce projet», a soutenu le ministre MacKay.
Contrairement au processus débuté en 2006, l'achat d'un troisième navire est seulement optionnel, selon le gouvernement.
«Cela fera partie des négociations qui se dérouleront une fois que nous avons choisi la conception du navire», a affirmé la ministre des Travaux publics, Rona Ambrose.
Eric Lerhe, un commodore de la Marine à la retraite, a argué qu'il ne croyait pas qu'un troisième navire pourra être construit à l'intérieur de l'enveloppe budgétaire prévue.

The government of Canada has requested a possible sale of 10 AN/TPQ-36 (EQ-36) Enhanced FIREFINDER Radars or 10 AN/MPQ-64F1 SENTINEL Radars, 10 AN/VRC-92E or AN/VRC-92F Single Channel Ground and Airborne Radio System (SINCGARS) Vehicular Dual Long-Range System Radios; 10 SENTINEL 11521A High Mobility Multipurpose Wheeled Vehicles (HMMWVs), 10 AN/TPX 57 Identification Friend or Foe (IFF), trailers, generators, repair and return support, tool and test equipment, communications support equipment, U.S. Government and contractor technical and logistics personnel support services, support equipment, spare and repair parts, and other related elements of logistics support. The estimated cost is $377 million.

The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a NATO ally that has been, and continues to be, an important force for political stability and economic progress in North America. The proposed equipment sale will assist Canada in modernizing its forces. This will promote Canadian interoperability with U.S. forces and allow both countries to work together on future operations. The proposed sale of this equipment and support will not alter the basic military balance in the region.

Canada Selects Lockheed Martin F-35 For Next-Generation Fighter

FORT WORTH, Texas, July 16th, 2010 -- The Government of Canada today announced plans to acquire the Lockheed Martin F-35 Lightning II as the country’s next-generation fighter aircraft. The F-35 will replace Canada’s fleet of CF-18 Hornets that entered service in the early 1980s.

“We’re very pleased with the decision and are committed to supporting the Government of Canada in moving forward with the F-35,” said Tom Burbage, Lockheed Martin executive vice president and general manager of F-35 Program Integration. “The Lightning II will help ensure Canada’s national security, and also positions Canadian industry to immediately capture long-term work that will endure for the next 30 years.”

The F-35 is a supersonic, multi-role, 5th generation stealth fighter developed and funded by a consortium of nine countries, including Canada. It is designed to excel in both air-to-air and air-to-ground operations and features the most comprehensive and powerful avionics of any fighter ever produced. Canada plans to acquire 65 F-35s to replace the CF-18 fleet that is currently in service. Delivery of Canada’s F-35s will begin in 2016.

Three F-35 variants derived from a common design, developed together and using the same sustainment infrastructure worldwide, will replace at least 13 types of aircraft for 11 nations initially, making the Lightning II the most cost-effective fighter program in history.

Lockheed Martin is developing the F-35 with its principal industrial partners, Northrop Grumman and BAE Systems. Two separate, interchangeable F-35 engines are under development: the Pratt & Whitney F135 and the GE Rolls-Royce Fighter Engine Team F136.

Canada formally commits to buy 65 F-35s

The Canadian government formally committed today to buy 65 Lockheed Martin F-35s six years ahead of first delivery in order to qualify national industry to bid for more work in the multi-national programme.

Since the first aircraft will arrive in 2016, the commitment by Ottawa does not need to be sealed by a contract until at least 2013.

By then, Lockheed expects the F-35 to be approaching peak production rates, with one aircraft delivered every working day.

Canadian officials have valued the cost of the acquisition at CAD$9 billion (US$8.5 billion), or about CAD$138 million per aircraft, including engines, weapons and sensors.

An additional contract for maintenance support is expected to also cost multiple billions of dollars more, but Canadian government officials declined to provide an approximate estimate as the contract remains in negotiations.

Critics in Canada's Labour Party attacked the Harper government for making a commitment on a sole-source basis six years in advance of delivery.

The Department of National Defence had several options. For the past year, Boeing has marketed the F/A-18E/F Super Hornet and Eurofighter has offered the Typhoon to Ottawa as alternatives to the F-35.

After announcing the commitment, Canada Minister of Industry Tony Clement responded that the F-35 was selected in 2002 by the previous Labour government after the US competition between Lockheed and Boeing for the Joint Strike Fighter contract.

"I am questioning the [Labour Party's] hypocrisy which seems to soar higher than this aircraft," Clement says.

Canadian industry has received about CAD$350 million in F-35-related work since joining the nine-member international partnership programme eight years ago.

As the F-35 production rate climbs to 250 aircraft per year, Lockheed intends to sign up more companies among the aircraft's committed buyers to handle the extra workload.

Making the commitment "ensues that Canadian companies will have opportunites to compete for contracts," Clement says.

Un pilote de CF-18 a été transporté à l'hôpital avec des blessures de nature encore inconnue, vendredi, après l'écrasement de son appareil pendant une séance d'entraînement pour un spectacle aérien, en Alberta.
Selon un communiqué des Forces armées canadiennes, le capitaine Brian Bews, basé à Bagotville au Québec, a pu s'éjecter de l'appareil avec succès et a été secouru.

L'accident s'est produit aux environs de midi, à l'aéroport de district de la municipalité de Lethbridge, dans le sud de l'Alberta.


Les autorités de la Base des Forces canadiennes Cold Lake ont affirmé que le pilote avait atterri avec force sur le sol et avait été traîné sur la piste.

Selon la capitaine Holly Brown, il était encore trop tôt pour connaître l'état de santé exact du pilote, mais il serait toujours vivant.

Le CF-18 qu'il pilotait était un appareil uniquement utilisé pour les spectacles aériens, a précisé la capitaine Brown, de la 17e Escadre Winnipeg.

Une enquête menée par les autorités militaires et le ministère des Transports a débuté dès que les services d'urgences ont établi le périmètre de sécurité.

La police a affirmé que personne au sol n'avait été blessé.

Le président du spectacle aérien, Robb Engen, a indiqué que l'aéroport de district était fermé au trafic aérien. Une décision quant à la tenue de l'événement sera prise plus tard vendredi.

Selon des témoins, le pilote effectuait des manoeuvres à basse altitude lorsque l'appareil a semblé perdre de la puissance et que des composantes s'en sont détachées.

Selon un site Internet du ministère de la Défense, le capitaine Bews s'est enrôlé dans les Forces canadiennes en 1999. Il a suivi une formation de pilote de l'OTAN à Moose Jaw, en Saskatchewan. Il a été choisi pour piloter un chasseur. En 2004, il réalisait un rêve en volant sur un CF-18 Hornet. Il a été muté à la base de Bagotville en 2008.

The 2010 Demo Hornet jet crashed and was destroyed on July 23 during a practice session for the Alberta International Airshow in Lethbridge, Alta. Captain Brian Bews, the demo pilot from 425 Tactical Fighter Squadron based at 3 Wing Bagotville, Que., successfully ejected from the aircraft and is currently recovering from the back injury he sustained during the ejection sequence. He is expected to make a full recovery, but is not expected to fly for several months.
“It is unfortunate we will not be able to finish the season,” said Brigadier-General Richard Foster, Acting Commander 1 Canadian Air Division, “but we simply cannot and will not rush the preparation of another demo pilot. The well-being of our pilots and their safety will always be the deciding factors in such decisions.”
The exact cause of the crash is unknown at this time. A Flight Safety investigation is currently underway.

Canadian Air Force Intercepts Russian Bombers
The Canadian Air Force has intercepted two Russian strategic bombers that entered Canadian airspace while patrolling over the Atlantic Ocean.
Canada sent two F-18 jets from the Bagotville Air Force Base in Quebec after identifying two Russian Tu-95 Bears in the country's buffer zone, according to RIA Novosti.
Canadian Defence Minister Peter MacKay said that the Russian planes did not enter Canada's sovereign airspace, but it entered the 300nm zone within the country.
The Canadian F-18 pilots made contact with the Tu-95 pilots and forced them to turn north-east out of Canadian airspace.
Russia resumed strategic bomber patrol flights over the Pacific, Atlantic and Arctic oceans in August 2007, following an order from President Vladimir Putin.
The Russian Air Force carries out regular patrols performed by Tu-95 Bear, Tu-160 Blackjack strategic bombers and Tu-22M3 Backfire long-range bombers.

Canada buys Maveric MUAV
Before the month is out, Canadian forces will be flying the Maveric miniature unmanned aerial vehicle (MUAV) under a $2.9 million deal with Prioria, the company announced 10 Aug.
Prioria will supply the Canadian Department of National Defence (DND) and Canadian Forces with five Maveric systems to fulfil MUAV requirements at home and in Canada's operation Athena in Afghanistan, the company says.
The intelligence-gathering Maveric, which debuted in 2008, is equipped image-stabilized cameras and an on-board processor able to interpret the streaming visual data for collision avoidance cues. Using Prioria's proprietary algorithms and the company's 100g (0.04oz) on-board avionics suite, Maveric can autonomously sense and avoid certain fixed objects in its flight path. The 1.13kg (2.5lb) airframe also features bendable 73.6cm (29in) wings that wrap around the fuselage for tube stowage.
The first delivery of training planes is set for 16 Aug, says Prioira, with a 15 Oct delivery of operational aircraft and 15 Nov for final delivery and logistical support set up, says Prioria, with ING Engineering of Ottawa providing the DND with logistical support as a subcontractor. Lockheed to Modernise Canadian Navy's Halifax Combat Systems
Lockheed has completed a critical design review (CDR) with the Canadian Navy, as part of a deal to modernise the combat systems on Halifax Class multimission frigates.
Under the combat systems integration contract awarded in 2008, Lockheed will provide a new command and control system, radars, tactical data links, electronic support measures and other warfare capabilities to 12 Halifax ships.
The current command and control systems will be maintained by the company until the entire fleet is modernised.
The CDR will broadly cover the designs and plans for shipboard systems, trainers and facilities, and evaluate the design and progress on the land-based and on-board trainer systems along with the upgrades to the Canadian Navy.
Lockheed Canada is the original manufacturer and in-service support provider for both the Halifax and Iroquois Class vessels.

Delivery of the Canadian Forces sixty-five F-35 Lightning II jets is expected to start in 2016. We expect that no less than twenty-four operational aircraft will be located at each of the wings, with the intent of maintaining a 50-50 balance between the fighter squadrons. The remaining F-35s will be attached to a training squadron at a location to be announced in the future.

“Canada’s operational needs will be best served through continued use of the existing basing and infrastructure that are already supporting our fighter jet operations,” stated Laurie Hawn, Parliamentary Secretary to the Minister of National Defence, during an infrastructure announcement at 4 Wing Cold Lake. “This announcement gives local authorities and businesses the certainty they need for long-term planning.”

“3 Wing Bagotville and 4 Wing Cold Lake have long and proud histories of protecting Canadian and North American airspace at home and contributing to coalition operations abroad,” said Lieutenant-General André Deschamps, Chief of the Air Staff. “With the arrival of the F-35 Lightning II,both fighter Wings will be well equipped to be at forefront of fighter operations to 2050 and beyond.”

3 Wing Bagotville and 4 Wing Cold Lake are vital components of the Air Force and the Canadian Forces, and they will continue to support the strong readiness posture that has marked the military’s operational success, at home and abroad. The Government of Canada has requested a possible sale of 8 AN/AAQ-24(V) Directional Infrared Countermeasure Systems (DIRCMs), which consist of: 16 Small Laser Transmitter Assemblies (SLTA), 54 Missile Approach Warning Sensors AAR-54(V) (MAWS), 11 AN/AAQ-24(V) Processors, 12 AN/AAQ-24(V) Control Indicator Units, and 21 AAQ-24(V) Smart Cards; 2 SLTA, additional spare components which consist of 6 AAR-54(V) (MAWS), 1 AN/AAQ-24(V) Processors, 1 AN/AAQ-24(V) Control Indicator Units, and 4 AN/AAQ-24(V) Smart Cards; support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government (USG) and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $72 million.

The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a NATO ally that has been, and continues to be, an important force for political stability and economic progress in North America.

The upgrade of Canada’s CH-47F CHINOOK helicopters with the DIRCM system will allow Canada to use this capability to enhance the survivability of its aircraft and crew for its medium-high lift helicopter (MHLH) mission at home and abroad. The upgraded CH-47F helicopters will be used during deployments into Afghanistan supporting coalition goals and U.S. national objectives. Canada, which already has AN/AAQ-24(V) systems as part of its CC177 (C-17 equivalent) fleet, will have no difficulty absorbing these additional systems.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be the Northrop Grumman Systems Corporation in Rolling Meadows, Illinois. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Canada.
