The Canadian Armed Forces (CAF) personnel are conducting a joint training exercise with members of the Polish Army in Tomaszow Maz, Poland.
Code-named Lancer Strike, the exercise involves participation from approximately 35 soldiers from 3rd Battalion, the Royal Canadian Regiment, as well as soldiers from the Polish 25th Air Cavalry Brigade.
The exercise forms part of Operation Reassurance, a military campaign being undertaken by the CAF to support Nato assurance measures for Central and Eastern Europe, following Russia's aggressive actions in eastern Ukraine and its illegal and illegitimate annexation of Crimea.

Canadian Defence Minister Jason Kenney said: "Operation Reassurance Land Task Force's participation in Polish Army training exercises demonstrates Canada's ability and willingness to work closely with our Nato allies and security partners in response to international crises in the region.
"These exercises also help the Canadian Army maintain a state of high-readiness to respond quickly and effectively across the full spectrum of operations."
Exercise Lancer Strike aims to boost interoperability of the Canadian and Polish forces, while also helping them to develop skills for operations in mountainous terrain for the Canadian Army and air mobility skills for the Polish Army.
During the exercise, Canadian Land Task Force members would participate in live fire ranges, tactical training, as well as aircraft mounting/dismounting and safety drills. The exercise is scheduled to conclude on 29 June.
Besides enabling the country to strengthen operational readiness and interoperability with its Nato allies and security partners, joint training exercises such as Lancer Strike also strengthen Nato's collective capability to respond in a timely and effective manner to an array operational contingencies in Central and Eastern Europe and worldwide.
As part of Operation Reassurance, the Canadian Government is providing military capabilities for training, exercises, demonstrations and assigned Nato tasks based on the principles of defence, deterrence and de-escalation.

Colt Canada has received a contract from the Canadian Department of National Defence (DND) to replace the Canadian Ranger's Lee Enfield rifle.
The $1.5m contract will enable the Canadian Rangers to evaluate the new rifle design this year, and award a second contract to Colt for the production of 6,500 rifles.
Production of the rifles is expected to support the existing 90 jobs at Colt Canada and create approximately 30 jobs in the Kitchener-Waterloo region.
Canada launched a request for proposal (RFP) for the new Ranger Rifle design in September 2014. Stoeger Canada was the successful rifle contender in the Colt Canada RFP with a customised TIKKA T3 compact tactical rifle.
Canadian Associate Defence Minister Julian Fantino said: "The Canadian Rangers play a vital role in Canada's ability to assert sovereignty in the North, and are critically important in the service they provide to the Canadian Armed Forces.
"Our government is committed to ensuring they have the tools they need, and on behalf of our government, I want to thank them for all they do to keep our borders and citizens safe and secure."
Public works and government services minister Diane Finley said: "This contract with Colt Canada will ensure that the Canadian Rangers get the equipment they need to protect Canada, while creating and supporting over 120 good and high-paying jobs in the Kitchener-Waterloo region."
A derivative of the UK Army's Lee-Metford rifle, the Enfield is a bolt-action, magazine-fed, repeating rifle.

However, the Enfields rifles are scheduled to be replaced with modern rifles that can address the Ranger's requirements into the future.
The rifles' replacement parts are becoming less available and are likely to become completely unavailable after 2017.
The new rifles are scheduled to be phased into service for use by the Rangers between mid-2016 and late-2019.
A sub-component of the Canadian Armed Forces Reserve, the Canadian Rangers provide patrols and detachments for national-security and public-safety missions in sparsely settled northern, coastal and isolated areas of the country

Public Works and Government Services Canada (PWGSC) has selected NovAtel's GAJT-AE anti-jam antenna electronics for evaluation onboard Canadian Army platforms.
Conducted through PWGSC's Build in Canada Innovation Program (BCIP), testing will analyse the performance of GAJT-AE on the Canadian Army equipment in operational conditions to confirm the antenna's suitability and robustness for this role.
The testing is expected to take place later this year at 4th Canadian Division Support Garrison Petawawa, and will be completed by the end of March 2016.
NovAtel Marketing vice-president Jason Hamilton said: "NovAtel has had great success working closely with the Canadian Army on the previous round of BCIP.
"It is essential to have military users test our products in operational scenarios.

"We look forward to the valuable feedback that the Canadian Army testing of GAJT-AE GPS anti-jam antenna electronics will provide. NovAtel will use this feedback to continue developing products in support of Canada and its Allied partners."
A number of GAJT-AE antennas will be purchased by PWGSC on behalf of the Canadian Department of National Defence, while the Director Land Requirements will oversee the testing, with support from the Quality Engineering Test Establishment.
Manufactured at NovAtel's global headquarters in Calgary, GAJT-AE is a GPS anti-jam solution suitable for small and weight-constrained applications, and ensures that the satellite signals necessary to compute position and time are always available.
Three versions of GAJT are currently manufactured by NovAtel, including GAJT-710ML, GAJT-710MS, and GAJT-AE.
GAJT-710ML is claimed to be the world's first single-unit GPS anti-jam antenna system for land vehicles, networks, and timing infrastructure.
While GAJT-710MS is designed for marine vessels, from small boats to capital ships, the GAJT-AE can be used with an external antenna in size and weight constrained applications.

Another multimillion-dollar military purchase has gone off the rails.

The Harper government is terminating its contract with Thales Canada Ltd., which was to supply new radar units to support Canada's CF-18 fighter jet squadrons in Cold Lake, Alta., and Bagotville, Que.

The deal signed in November 2010 was initially worth $55 million for two tactical-control radar systems, with delivery to begin in 2013. Thales won the tender over one other bidder.

Defence Department documents show costs had risen to more than $78 million by 2013. And by November last year, the Public Works Department was deep in negotiations with Thales to resolve problems.

"In February 2015, Canada and Thales reached agreement in principle to terminate this contract by mutual consent," said Public Works spokeswoman Annie Trepanier.
Final talks underway

Negotiations for a final termination agreement are still underway, and Public Works declined to provide any information about penalties, losses to the taxpayer or even the reason for the termination.

"Public Works is working with DND [Department of National Defence] to identify an appropriate path forward to meet their long-term capability needs on this project," Trepanier said in a terse email.

National Defence documents indicate the military had spent at least $6.5 million on the doomed project by 2013.

The botched deal is yet another military procurement gone sour, alongside the more high-profile F-35 Stealth Fighter project, the Cyclone helicopter purchase to replace the aging Sea Kings, and used British submarines that have been sinkholes for maintenance and repair dollars.

The deal for two Ground Master 400 air-defence radars, a product launched by Thales in 2008, was to replace existing equipment acquired in 1991.

"Our government's investments are helping to ensure that our airmen and women have up-to-date equipment and infrastructure needed to perform their missions," Peter MacKay, then defence minister, said in early 2011 when announcing the deal.

MacKay said first deliveries were expected by February 2013, and that 40 jobs would be supported until final deliveries in September this year.

The France-based parent of Thales Canada, Thales Group, said its Ground Master 400 systems have been sold to Germany, Finland and Malaysia, among others.

Canada's existing tactical radar systems are designed to be mobile, and have been deployed to Germany in 2000, Florida in 2008, and to Resolute Bay, Nunavut, in May this year, among other locations. Most of the time, they support Norad fighter-jet training at their home bases by providing a comprehensive picture of the skies up to 450 kilometres away.

An expert in military procurement, David Perry, said it's not clear whether smaller deals like the radar project are as beset with problems as high-cost contracts. Departments are required to report regularly to Parliament only on major Crown projects worth more than $100 million, which means smaller projects can escape proper scrutiny.

"We tend to place a lot of the focus on the big projects.… Is it only the big ones that have been problematic or are they just the only ones you ever hear about?" said Perry, a senior analyst with the Ottawa-based Canadian Global Affairs Institute.

Perry said he plans a project beginning next month to examine all military procurement contracts, big and small, to correct for any bias that results from the $100-million reporting requirement.
'No longer supportable'

Public Works issued a notice to the defence industry in early 2008, calling for letters of interest to replace the existing Westinghouse AN/TPS-70 radar systems, saying they were "past their life expectancy [and] are no longer supportable."

But National Defence spokesman Maj. James Simiana said the existing systems "are operational and they are still capable of supporting both Bagotville and Cold Lake."

An Ottawa spokesman for Thales Canada, Siegfried Usal, confirmed there's an agreement in principle with Public Works to terminate the project.

"No final resolution has been negotiated yet, therefore Thales will not comment further on this," Usal said in an email.

Mack Defense today announced that it has been awarded two contracts by the Department of Public Works and Government Services Canada on behalf of the Department of National Defense to deliver more than 1,500 8x8 trucks for the Medium Support Vehicle System (MSVS) Standard Military Pattern (SMP) program and to provide an initial five years of In-Service Support (ISS) for the SMP fleet operating in Canada and throughout the world.



Mack Defense will also provide 300 trailers and 150 Armour Protection Systems as part of the two contracts valued at $725 million CAD. Deliveries will begin in the summer of 2017 with completion in the fall of 2018.


“We are extremely proud that the Canadian government has chosen Mack Defense to provide the Canadian Armed Forces with our MSVS SMP solution,” said Ryan Werling, president of Mack Defense. “Mack has supplied the Canadian Armed Forces with trucks since World War II and we are honored to continue to support Canada’s domestic and international missions for years to come.”

The vehicle systems will include multiple variants such as cargo, material handling cranes, load handling systems (LHS), and mobile repair trucks (MRT). Mack Defense will work with key strategic Canadian partners including Volvo Group sister company Prevost; Dumur Industries Ltd; EODC, Inc.; and Link Suspensions of Canada (Raydan Division). System assembly will take place in Prevost’s Sainte-Claire, Quebec, plant. The

Volvo Group’s global supply chain, with a strong presence across Canada and in 42 other countries worldwide, serves as the foundation of the In-Service Support program.

Dumur Industries, a North American leader in the manufacture of fabricated parts and assemblies for military equipment as well as for the transportation, agricultural equipment, mining and oil and gas sectors of industry, has been awarded a contract to build the protective hull and other components on armoured personnel carriers. On Thursday, the federal government announced the awarding of two contracts to Mack Defense of Allentown, Penn., for the purchase of new trucks for the Canadian Armed Forces. Through the contracts valued at $834 million, the government will purchase 1,500 medium support vehicle system (MSVS) trucks, 300 trailers and 150 armour protection systems (APS) for the vehicles.

“These trucks are the backbone of the Canadian Armed Forces fleet. They do the heavy lifting,’’ said Andrew Scheer, MP for Regina — Qu’Appelle, representing the federal government. “The trucks will be used to get personnel, equipment and supplies to wherever they are needed, whether to assist with domestic operations in response to natural disasters, such as floods, or to support our men and women in uniform in expeditionary operations.”

Scheer said the contracts will create 590 jobs and maintain another 110 jobs across Canada, including 37 positions at Dumur Industries, which was awarded a subcontract by Mack Defense for the production of the APS cabs for 150 trucks.

The first delivery of the trucks and equipment is planned for summer 2017, with completion expected by fall 2018.

Ian Harrison, general manager of the Dumur Industries, said the privately owned company specializes in welding and fabricating ballistic steel components for military vehicles, such as the protective hull of armoured personnel carriers or LAVs (light armoured vehicles).

But the Mack Defense project “is one of the biggest assemblies we’ll ever put together and it will take all of the resources we have today, plus some more, to get this job done,’’ Harrison said.

Canada’s newly reborn CF-18 fighter squadron conducted its first operational fight since reactivating on 30 June.

The Royal Canadian Air Force (RCAF) announced on Facebook that the 401 Tactical Fighter Squadron based at Cold Lake, Alberta, took to the skies 20 July, marking the unit’s first operational flight since disbanding in 1996.

The squadron previously flew the CH-136 Kiowa helicopter out of Saint-Hubert, Quebec, and has now switched to fighters to bolster Canadian support for North American Aerospace Defense Command (NORAD).

Its reactivation means Canada now has two operational fighter squadrons at the Cold Lake in central Canada and two nearer to the east coast at Bagotville air base in Quebec.

The 401 Squadron, known as the “Rams,” has the Latin motto “mors celerrima hostibus” or “very swift death for the enemy” and will likely support NORAD air policing missions in the North Pacific initially.

“The fighter force has been very active in operations at home and abroad,” Col Eric Kenny, commander of 4 Wing Cold Lake, said in a recent press statement. “Having four operational fighter squadrons – two in Cold Lake and two in Bagotville – provides us the flexibility and capacity to respond to our NORAD and international commitments more efficiently.”

Canada’s aging fighter force has indeed been busy. Several jets are currently supporting the air campaign against the Islamic State militant group in Iraq and Syria, and there has been an increase in Russia bomber flights into NORAD’s air defense identification zone amid a downturn in relations with the West.

Canada’s currently has 64 active McDonnell Douglas CF-18 Hornets that were introduced in the 1980s, according to Flightglobal’s MiliCAS database. An ongoing modernisation programme is expected to keep the CF-18 flying through 2025 until another fighter takes its place.

The Canadian government has delayed a decision on whether to proceed with its planned purchase of 65 Lockheed Martin F-35 Joint Strike Fighters until after a federal election planned for October.

The government has been evaluating alternative fighters – including the Boeing F-18E/F Super Hornet, Dassault Rafale and Eurofighter Typhoon – but the process has seen more paperwork than progress.

Dans un communiqué diffusé la semaine dernière, le ministère canadien de la Défense a indiqué avoir retenu le radar tridimensionnel à balayage électronique ELM 2084 de l’industriel israélien Elta Systems pour les besoins de ses forces armées.

C’est ce radar qui est intégré au système Iron Dome, utilisé par Tsahal pour intercepter les roquettes tirées depuis la bande de Gaza.

Ce contrat, d’un montant de 243,3 millions de dollars canadiens, prévoit la livraison de 10 radars ELM 2084 à compter de 2017. Il sera exécuté par la filiale canadienne du groupe allemand Rheinmetall.

Associés à d’autres capteurs, ces radars donneront la capacité aux forces canadiennes de détecter les projectiles ennemis tout en localisant la position d’où ils ont été tirés et de pister les cibles aériennes ».

Ces radars moyenne portée seront « en mesure de suivre instantanément le feu ennemi et d’assurer la sécurité des personnels des forces armées canadiennes en opération », a commenté Jason Kenney, le ministre canadien de la Défense.

À l’approche de nouvelles élections prévues en octobre prochain, le gouvernement conservateur de Stephen Harper a mis les bouchées doubles s’agissant de l’équipement des forces canadiennes. Et cela afin de faire taire les critiques de l’opposition.

En effet, depuis 2006, les forces canadiennes n’ont pas toujours été les mieux loties sur le plan budgétaire, alors que le gouvernement conservateur les a régulièrement sollicitées, que ce soit en Afghanistan, en Libye et plus récemment en Irak et en Europe de l’Est, dans le cadre des mesures de réassurance de l’Otan.

En 2013, le budget canadien de la Défense a atteint son plus bas niveau (1,1% du PIB) depuis 25 ans, alors que les capacités des forces armées doivent être renouvelées.

Aussi, depuis quelques semaines, plusieurs contrats importants ont été notifiés, comme celui portant sur l’acquisition de 1.500 camions auprès de Mack Defense pour 642 millions de dollars, ou encore celui concernant le remplacement des fusils de Rangers qui patrouillent dans le Grand Nord.

Et, en même temps que l’annonce sur les radars moyenne portée, le groupe Rheinmetall a aussi annoncé avoir signé avec Ottawa un second contrat de 250 millions de dollars portant sur la fourniture de systèmes modulaires intégrés pour les fantassins.

Canadian Army unveils its new urban operations training system

The Canadian Army (CA) is continuing to prepare the Army of Tomorrow by constructing urban warfighting training villages on some of its military bases – complete with special effects like the intense flash of a detonation, the nerve-wracking sound of artillery fire and the acrid smell of spent explosives.



War takes the soldier wherever the enemy may be, and that means close-quarters combat in cities and towns has been and will continue to be common in many conflicts. Practise makes perfect, or at the very least, it increases soldiers’ competence and confidence levels when faced with the realities of actual urban combat.

With the intent to polish up its urban tactics, techniques and procedures, the CA is building urban landscapes out of concrete and enhancing them with special effects such as realistic sights, sounds and smells.

Called the Urban Operations Training System (UOTS), it consists of six life-sized villages on Canadian military bases including Edmonton, Shilo, Petawawa, Valcartier, Gagetown and Wainwright.

UOTS facilities are designed for use by opposing teams totalling up to 250 soldiers with their vehicles and equipment at a time.

The largest UOTS installation is scheduled for completion in the fall of 2017 in Wainwright, representing 50 per cent of the basic infrastructure budget, not including special effects equipment. When completed, it will have between 18 and 23 full-scale buildings.

In May 2012, $140M was approved for the implementation of the new system. Local contractors have been constructing the buildings on the bases, but the special effects sensors and simulators are the domain of Cubic Defense Application (CDA). UOTS is part of a larger simulation system known as Weapons Effects System (WES), parts of which are also delivered by CDA.

BAE Systems' Mk 38 Naval Guns Chosen For Canadian Arctic/Offshore Patrol Ships

Irving Shipbuilding of Canada has awarded BAE Systems a contract to deliver up to six modified 25mm Mk 38 Machine Gun Systems for the Royal Canadian Navy's Arctic Offshore Patrol Ship (AOPS) program. The award also covers spare parts, technical support, and long-term field support services. Irving Shipbuilding is the prime contractor for the ships and will build them at its Halifax shipyards.


"We will be working very closely with Canadian industry on this program," said Joseph Senftle, vice president and general manager of Weapons Systems at BAE Systems. "BAE Systems is currently selecting its Canadian partners to participate not only in the build of these naval gun systems, but also to join our Mk 38 global supply chain. This will help bring sustained economic value to Canada as part of the AOPS program."

The AOPS program will introduce six vessels that can patrol the Arctic region and remain there for longer than the service's existing ships to support sovereignty and surveillance operations. BAE Systems' first gun system will be delivered in 2017, with follow-on deliveries of approximately one per year through 2021, as the AOPS ships are built and become ready for launch.

Each Mk 38 System features a highly accurate gun targeting and surveillance system as well as the M242 Cannon. They will be modified for protection against arctic conditions. The Mk 38 has also been selected by the U.S. Navy, U.S. Coast Guard and the Spanish Navy.




AOPS is a Government of Canada procurement project for the Royal Canadian Navy. The project is expected to equip the Canadian Forces with six naval ice-capable offshore patrol ships able to assert and enforce sovereignty in Canada's waters where and when necessary, including the Arctic. The ships will conduct missions for northern surveillance, search and rescue, and interoperation with the Canadian Forces and other government organizations. The first Arctic/Offshore Patrol Ship is scheduled to be delivered in 2018.

Revision Military subcontracts BMT for Canadian LAV upgrade project

BMT Fleet Technology has received a contract to help Revision Military support the Canadian Armed Forces' Light Armoured Vehicle (LAV) modernisation programme.
In June, Revision received a $20m contract from General Dynamics Land Systems-Canada (GDLS-C) to supply energy storage systems to power the on-board sensor suites of the LAV 6.0-Reconnaissance (Recce) vehicles.
Under the contract the BMT Group subsidiary will provide integrated logistics support (ILS) and specialist advice to Revision.
BMT Fleet Technology president Darcy Byrtus said: "Designing for logistical support is a critical aspect of the engineering and design of LAV upgrade.
"Successfully executed logistical support analysis can prevent costly changes, long out-of-service periods and shortfalls in mission performance.
"BMT's extensive experience in the field of ILS programme design and training enables customers to optimise operational availability in the most cost effective manner."
Built around Revisions' Nerv Centr SWatPack scalable battery system, the energy storage system can operate in a wide range of hot and cold temperatures, as well as climatic conditions beyond the objectiv

The system is said to provide more silent watch time than 30 standard 6T format AGM batteries at less than half the weight.
In October 2011, GDLS-C received a C$1.06bn ($1.05bn) contract for the modernisation of 550 Canadian LAV III vehicles, with an option for an additional 8 0.
Designated as LAV 6.0, the upgraded vehicle would be fitted with a larger and more powerful engine and a completely new driveline, an optimised hull for comfort and survival of its occupants, as well as a wider turret featuring a new integrated fire control system.
Nearly 651 LAV IIIs are believed to be currently operational with the Canadian Army and are conducting missions in Afghanistan and other areas of operation, as primary mechanised infantry vehicles.

Meggitt to provide Canadian Armed Forces with small arms and indirect fire training systems

Meggitt Training Systems (Quebec) Inc.has been awarded a $25 million, three-year contract from Public Works Government Services Canada on behalf of the Department of National Defence,to provide in-service support to the Canadian Armed Forces for Meggitt’s Small Arms Trainer (SAT) and Indirect Fire Trainer (IFT).


he contract includes operator and maintenance support for related training activities, incorporating onsite support for health, usage and equipment monitoring at major bases across Canada, the US-based company announced on August 24.

The Meggitt SAT simulator system supports individual and group training across the spectrum of military, paramilitary and security operations. Meggitt’s IFTs are used to train soldiers in forward observer, fire direction center and mortar crew skills proficiency.

Canadian SOF To Buy New Vehicles, Improve Airstrike Comms

OTTAWA – Canada’s special forces, which are becoming the government’s go-to organization for international missions, will purchase new fleets of vehicles and upgrade its ability to direct airstrikes.

The projects come as special forces units are being called on more by the government to take on key roles in operations against Islamic militants. Various units from the Canadian Special Operations Forces Command (CANSOFCOM) are involved in training Kurdish troops in the war against the Islamic State. Over the last several years, the command also has sent training teams to Kenya, Jordan, Niger and Mali to help militaries develop counterterrorism skills.

CANSOFCOM is now looking at various options for what it is calling its Next Generation Fighting Vehicle (NGFV) program. That acquisition will provide special forces units with a tactical multirole vehicle, explained Brig. Gen. Mike Rouleau, CANSOFCOM’s commander.

Industry will be asked to provide bids on the project in 2017. The project is estimated to cost up to CAN $249 million (US $180 million). A contract would be awarded in 2018 and Rouleau said deliveries will coincide with the withdrawal from service of the command’s existing fleet of high mobility multipurpose wheeled vehicles (HMMWV).

Some of the CANSOFCOM HMMWVs are currently being used in Iraq.

Companies have already expressed interest in the NGFV project. General Dynamics Land Systems Canada of London, Ontario, will examine whether the Ocelot would fit the requirements. The Ocelot, which the British military calls the Foxhound, has a modular design, allowing for quick modifications of its cabin for specific missions

Ryan Werling, president of Mack Defense, Allentown, Pennsylvania, said the firm would be interested in the NGFV program. But he noted that CANSOFCOM still has to outline what exactly it is looking for in a vehicle.

“We are expecting an RFI to be released to industry this year,” he explained. “It’s hard to figure out what the offer is at this point.”

At the CANSEC 2015 military trade show in Ottawa in late May, the firm highlighted both its Sherpa vehicles and the special forces variant of the Acmat Light Tactical Vehicle.

CANSOFCOM spokesman Maj. Steve Hawken said the command has not yet determined the exact quantities of NGFVs that it needs.

The command believes there are off-the-shelf products that could satisfy its current requirements and have been talking to allied special forces about what vehicles they use.

CANSOFCOM has also added two new vehicle programs to its procurement list.

Hawken said the command is interested in acquiring an enhanced all-terrain vehicle (EATV) and an ultra-light combat vehicle (ULCV).

CANSOFCOM has already been conducting trials for the EATV with a Polaris MRZR-4 all-terrain vehicle, which it purchased from the Medina, Minnesota, firm.

But Hawken emphasized that does not mean Polaris has an inside track on the procurement.

“This will be an open competitive bid process to ensure the government of Canada obtains the best vehicle for the best value,” he said.

The ULCV and the EATV are seen as complementary vehicle platforms.

“The ULCV’s requirements will provide for increased payload, range, and will mount crew-served weapons, communications and sensors,” Hawken explained. “Both of these procurements are running in parallel and are expected to be delivered during the same two- to five-year time frame,” he added.

CANSOFCOM has yet to finalize numbers of ULCV and EATV systems to be purchased. But the acquisitions are expected to be of off-the-shelf military technology, Hawken noted.

In addition, the command, along with the Canadian Army, is upgrading its ability to coordinate airstrikes, said industry representatives.

Both have acquired the Digital Precision Strike Suite for evaluation although the numbers of systems obtained have not been released.

The equipment was acquired through a government-to-government agreement with the US Naval Air Warfare Center, said Krysthle Poitras, a spokeswoman for the Canadian Army.

“The Digital Precision Strike Suite is used by tactical observers to integrate high-resolution ground imagery, synthetic aperture radar data, forward-looking infrared and specialized algorithms in order to provide precise coordinates for precision guided munitions,” she added.

The Canadian Forces did not provide further information on the acquisition for special forces.

The Digital Precision Strike Suite is a collection of technologies that increases the success for first-pass attacks with smart weapons, according to the Naval Air Warfare Weapons Division in China Lake, California. One of the programs to come out of this development is the Precision Strike Suite for Special Operations Forces, it noted.

That system uses a laptop that correlates real-time target images with existing geographical database imagery and assigns a latitude, longitude and elevation to any part of the target, according to information on the Naval Air Warfare Weapons Division’s website. Such targeting data is then transmitted quickly to the aircraft and precision guided munitions.

Canadian special forces are currently in northern Iraq teaching Kurdish forces there how to call in airstrikes.

Up to $99 million would be spent by the Canadian Army on acquiring the new equipment, according to industry sources. But CANSOFCOM may move ahead with its own purchase, they said.

Canadian soldiers to start training mission in Ukraine

Canadian Armed Force (CAF) personnel have arrived in Ukraine to provide military training and capacity building to Ukrainian soldiers at the International Security and Peacekeeping Centre in Yavoriv.
Deployed as part of Operation Unifier, the Canadian soldiers will focus on teaching vital skills in partnership with the Ukrainian Armed Forces personnel over the next few months.
Canada Joint Task Force Ukraine commander lieutenant-colonel Jason Guiney said: "In short we're here to pass on our knowledge to our Ukrainian partners to ensure they have the skills to survive and thrive on the battlefield.
"Our soldiers are ready for this mission and we're looking forward to being in the field and working on the fundamentals of soldiering."
While the largest component of the mission includes the delivery of tactical training in Yavoriv, the programme also features other key elements such as working on more specialised training with Ukrainian troops across the country and in Canada.
One of the specialised training activities will comprise an explosive ordnance disposal (EOD) and improvised explosive device disposal (IEDD) programme at the Ukrainian Ministry of Defence Demining Centre in Kamyanets-Podilsky.
During the EOD / IEDD programme, the Canadian engineers will collaborate with Ukrainian soldiers to enhance their existing counter improvised explosive device (C-IED) operations.
In June, Canada pre-deployed a team of eight EOD / IEDD specialists to liaise with their Ukrainian counterparts, observe training, and prepare training plans.
A C-IED training team leader said: "We are going to partner with the Ukraine to enhance the capability of their C-IED teams and build on the extensive and impressive skills they already have displayed during our short time here."
In addition to CAF personnel, the Canadian Military Police trainers are also delivering specialised courses on the use of force, as well as investigation techniques to the Ukrainian Military Police officers, outside the capital Kiev.

Un avion de ravitaillement canadien en pleine mission contre le groupe armé État islamique durant l’Opération IMPACT a transmis sa position en vol durant plusieurs heures, selon des données du site de suivi de vols Flightradar24.

Les avions civils et militaires du monde entier utilisent un système appelé Automatic dependent surveillance-broadcast (ADS-B), qui permet à un avion de déterminer sa position par un système de positionnement par satellite et envoie périodiquement cette position et d’autres informations aux stations sol et aux autres appareils équipés de l’ADS-B évoluant dans la zone.

Or, durant une mission, un des avions de la Force opérationnelle aérienne en Irak n’a pas éteint son système ADS-B, révélant ainsi sa position durant plusieurs heures.

Ainsi, le vol nommé HOSER 15 est apparu sur le site Flightradar24, identifiant l’avion comme étant un A310-CC-150 de l’Aviation royale canadienne dans le ciel de l’Irak au-dessus de territoires contrôlés par l’EI.

Dans un courriel envoyé à 45eNord.ca, le ministère de la Défense nationale a confirmé l’incident, indiquant qu’il s’agissait d’une erreur des pilotes.

«Dans ce cas précis, l’équipage a choisi à tort le mauvais mode de transpondeur» précise la réponse du MDN. «Ils ont été mis au courant de cette situation et des mesures correctives ont été prises. Dans ce cas, il est estimé que l’avion et l’équipage n’ont pas été exposés à une menace supplémentaire».

On peut voir dans le tracé de l’avion que l’équipage a tourné en rond durant un long moment à l’ouest de Mossoul et de Baiji. Les ravitailleurs effectuent des cercles lorsqu’ils sont en train de ravitailler des appareils, tels des CF-18.

Le ministère précise que c’est une «procédure d’opération standard pour les aéronefs des Forces armées canadiennes dans l’espace aérien irakien d’utiliser les transpondeurs, [et]dans certaines circonstances, de se coordonner avec les avions de la coalition et les services de contrôle de la circulation aérienne irakiens. Pour assurer le succès de la mission et pour la sécurité du personnel des FAC, aucune information supplémentaire ne sera fournie pour le moment».

D’autres avions de la coalition ont commis la même erreur depuis le début de la lutte contre le groupe armé État islamique. On peut ainsi retrouver facilement des traces des vols de la Royal Air Force et de l’US Air Force. Certaines missions menées par les forces spéciales américaines à l’aide d’avions peuvent aussi être retracées.

Hundreds of employees gathered in the new Assembly Hall at the Halifax Shipyard to celebrate the start of production of the first Arctic Offshore Patrol ship (AOPS) for Canada. Delivery of the first HMCS Harry DeWolf-class ship is expected in 2018.





“Today is a milestone we have all been anticipating. It is a great day to be a shipbuilder in Nova Scotia as we mark the beginning of this generational opportunity,” said Kevin McCoy, President of Irving Shipbuilding. “We’re doing this with the best team and the largest and most modern shipbuilding facility in North America. Our focus is on delivering the best value to Canada with a growing supply chain from coast to coast to coast.”

Production has begun on two units for the centre section of the first Arctic Offshore Patrol ship. Welders, pipefitters, marine fabricators and iron workers are among the trades involved in the process, using the new state-of-the-art panel line.

The ship is the first of up to 21 vessels that will renew Canada’s combatant fleet over the next 30 years under the National Shipbuilding Procurement Strategy. Irving Shipbuilding has built more than 80% of Canada’s current combatant ships.

All of the employees on the recall list have been contacted. Current direct employment at Marine Fabricators in Dartmouth (where steel is cut) and the Halifax Shipyard is about 900 direct employees (staff and hourly). Over the next two years, the workforce at both sites is expected to rise to 1600 direct employees with over 1000 directly employed on AOPS production. In addition, total employment at Irving Shipbuilding (all operations) is forecasted to rise to over 2500 direct employees at peak production of the larger Canadian Surface Combatant vessels that will replace Canada’s current fleet of Halifax Class frigates.

AOPS is a Government of Canada procurement project for the RCN. The project is expected to equip the Canadian Forces with six naval ice-capable offshore patrol ships able to assert and enforce sovereignty in Canada's waters where and when necessary, including the Arctic. The ships will conduct missions for northern surveillance, search and rescue, and interoperation with the Canadian Forces and other government organizations. The first Arctic/Offshore Patrol Ship is scheduled to be delivered in 2018.

Chemring Technology Solutions has received a contract to supply its Breach MC radio frequency initiator to the Canadian Department of National Defence (DND).
Under the terms of C$996,000 contract, the company will deliver an undisclosed number of Breach MC radio frequency initiators for use by the Canadian Armed Forces.
The initiators are expected to enable specialised groups, such as explosive ordnance disposal (EOD) teams, to remotely initiate explosive charges at close range for dismounted operations.
Chemring Technology Solutions managing director Mike Luedicke said: "On operations there is usually little time available for EOD operators to dispose of IEDs.
"Breach MC gives them flexible options and will deliver to the Canadian Armed Forces a new system that is quick, convenient and safe, supporting them to achieve their mission more effectively."

With a range of nearly 1km, Breach MC is suitable for use in operations needing initiation of electro-explosive devices including explosive method of entry (EMOE) and remote disruptor activation for explosive ordnance disposal (EOD) and unexploded ordnance (UXO) tasks.
Claimed to be the only short range selectable firing system available in the market, the securely coded radio frequency (RF) initiator enables a single operator to coordinate multiple initiations, eliminating the requirement for several operators and reducing the risk of human error.
The operators can create up to ten firing groups, each containing any number of receivers to stagger explosions, or simultaneously initiate all receivers by selecting the 'fire-all' mode.
Breach MC uses the same transmitter for both electronic and shock tube receivers in order to deliver flexibility in the field, while the commercial off the shelf batteries maximise its operational availability.
In addition, secure coding and data validation checks are being performed to prevent inadvertent initiation of the receiver, ensuring operator safety.
Canada-based distributor Deltic Group will supply the initiators, but the delivery schedule remains

Lors de son audition par les parlementaires, cette semaine, Louis Gautier, le secrétaire général de la Défense et de la Sécurité nationale qui avait chargé de négocier la rupture du contrat concernant les deux Bâtiments de projection et de commandement (BPC) commandés par la Russie, a indiqué que le Canada, l’Inde, Singapour et l’Égypte ont intéressés pour racheter ces navires, actuellement à quai à Saint-Nazaire.

Seulement, suite à une dépêche de l’AFP rédigée sur la base du compte-rendu de cette audition, le Canada a dit n’être « plus intéressé » par l’acquisition d’un de ses ex-BPC russes. Du moins, « pour le moment ».

« Les Forces armées canadiennes ne visent pas l’acquisition de ces navires pour le moment », a ainsi déclaré un porte-parole du ministère canadien de la Défense, rapporte la même AFP.

Sans doute que le coût pour adapter l’un de ces navires aux besoins de la marine royale canadienne en est l’explication principale. En effet, pour que le Canada puisse exploiter un ancien BPC russe, il faudrait le mettre aux normes « Otan » alors que, bien évidemment, il a été construit selon des standards russes.

D’où l’intérêt de revendre ces navires à des pays qui utilisent déjà de l’armement russe, comme l’Inde, ou encore l’Égypte, qui, apparemment, a commandé des hélicoptères Kamov Ka-52. D’ailleurs, d’après Mer&Marine, qui cite plusieurs sources, « une délégation en provenance du Caire est attendue prochainement à Paris pour négocier un achat de BPC ». Et cela, sans doute avec l’appui financier de l’Arabie Saoudite, voire de la Russie.

Par ailleurs, le coût de l’annulation de la vente des deux BPC à la Russie devrait dépasser le milliard d’euros. « Les montants finalement garantis par la Coface pourraient être de l’ordre de 1,1 milliard d’euros », somme à laquelle il faudra soustraire « le montant de la transaction » en cas de revente, a expliqué Louis Gautier aux parlementaires.

Cette évaluation tient compte des frais de gardiennage, de maintenance et d’assurances des deux navires à quai (2 millions d’euros par mois) mais, a priori, pas du coût des opérations de démontage des équipements russes, qui devraient durer 6 mois.

Le chef du Parti Libéral canadien, Justin Trudeau, a vivement critiqué le choix du F-35 comme futur avion des forces aériennes canadiennes. Lors d'un déplacement à Halifax, le candidat aux élections fédérales a estimé que le gouvernement sauvera "des dizaines de milliards" de dollars en portant son choix sur des avions moins onéreux, ce qu'il s'est engagé à faire s'il est élu.

L'avion a été sélectionné par le gouvernement de l'actuel Premier Ministre, Stephen Harper. Le contrat s'élève officiellement à 25 milliards de dollars pour l'achat de soixante-cinq appareils. Cet achat est très controversé au Canada. En 2012, un rapport du vérificateur général a accusé le gouvernement d'avoir mal évalué le coût des avions et manqué de transparence, et ce, à tous les niveaux.

Au cours de son intervention, Justin Trudeau a annoncé que les milliards économisés permettront d'accroitre et d'accélérer le renouvellement de la Marine royale canadienne. "Nos engagements nous permettront de nous assurer que la Marine royale canadienne est en mesure de fonctionner comme une flotte de haute mer à long terme. En choisissant de remplacer les CF-18 actuels par des aéronefs plus abordables que les F-35, nous pourrons garantir la livraison des approvisionnements actuels à la marine."

La remise en cause du F-35 a de quoi alimenter le rêve canadien de Dassault.

Le discours tenu à Halifax a permis à M. Trudeau de détailler sa stratégie pour les Forces armées canadiennes. Il a également évoqué la possibilité d'un pont aérien pour amener des réfugiés syriens au Canada.

Les élections se tiendront le 19 octobre 2015.
