Lockheed Martin’s team will also provide ground stations, and communications terminals to support the airborne system.

Lockheed Martin has assembled a strong team for this program that includes Patria Oy, Rockwell Collins, DRS Technologies, Applied Signal Technology, AdamWorks, and L3 Communications. In addition to this core team, Lockheed Martin will work closely with Finnish Industry to maximize industry participation ensuring national autonomy to maintain the payload as well as advancing host country technical capabilities.

The Finnish Air Force has begun air-to-ground weapon testing for the F-18 Hornet fighter mid-life upgrade 2 (MLU2) project.
During the captive carry test, the MLU2 prototype performed its first flight for an hour and 29 minutes with the AGM-154C joint stand-off weapon (JSOW) glide bomb.
Effects of the JSOW on the aircraft's flight properties and its in-flight integration were studied during the test.
The MLU2 Hornet upgrade includes the air-to-ground capability. It will attain operational status in the middle of the decade.
The upgrade is associated with the introduction of air-to-ground capabilities authorised by the Finnish Air Force in 2004.

Patria to Upgrade Finnish Navy's Fast Attack Vessels
Patria will upgrade the Finnish Navy's Rauma Class fast attack craft under a €64.7m ($79.7m) contract, scheduled to be signed on 30 June.
As a prime contractor, Patria will upgrade four Rauma Class craft and integrate the subcontractor supply onboard the vessels.
The upgraded vessels are expected to serve until 2020 and meet the requirements set by the new threats.
Subcontractors of the upgrade work include Saab AB, Western Shipyard Oy and Kongsberg Maritime AS.
Work will be carried out between 2010 and 2013, and the vessels are expected to be ready for battlefield operations by 2014.

Pilatus Aircraft Ltd is pleased to announce a major milestone with the hand-over of the first PC-12 NG Multi-Purpose Liaison Aircraft to the Finnish Air Force.

The first of six PC-12 NG Multi-Purpose Liaison Aircraft ordered by the Finnish Air Force was handed over during a commemorative ceremony at the company’s headquarters in Stans, Switzerland on the 1st July 2010.

The procurement contract for six aircraft, worth € 22.5 million, was signed in April 2009. Type conversion training of the first tranche of Finnish Air Force pilots and maintenance personnel was conducted at the Pilatus factory in Stans during the second quarter of 2010. The delivery of the first PC-12 NG Multi- Purpose Liaison Aircraft to Finland will take place later this month, three months ahead of the original contract schedule, and delivery of the remaining aircraft will be completed by August 2010.

The decision by the Finnish Air Force to purchase the Pilatus PC-12 NG is a significant benchmark for Pilatus as it marks the first fleet sale of the PC-12 to a European Air Force. The Finnish Air Force joins 32 other Air Forces around the world operating Pilatus aircraft.

The PC-12 NG aircraft with its outstanding versatility, performance and operational flexibility will be used in a Multi-Purpose Liaison Aircraft role to transport Finnish Air Force personnel and cargo and will ultimately replace the Piper PA-31-350 Chieftain aircraft which has been in service with the Finnish Air Force since 1983.

The Finnish Defence Forces are preparing to spend more than a billion euros in the upgrading of its fleet of F-18 Hornet jet fighters.

The US-built planes are at about the halfway point of their effective lifespans. The upgrade is set to extend their usefulness so that new fighters would not be needed before 2025. Nevertheless, the Finnish Air Forces is looking at other possible jet fighters on the market.

The most recent achievement of advanced military aviation is the American F-35 fighter, which Norway’s air force is planning to acquire.

Finland is also looking at the F-35, although the super-modern jet is also super expensive.

Precision Weapons for Hornet The Air Force says that it is now concentrating on the upgrading of the Hornet.

The planes, which are primarily attended to give the Finns the capability to repulse an attack, are being modified to function as assault planes, capable of hitting land targets from a long distance.

The multinational naval exercise, Northern Coasts, hosted by the Finnish Navy, began in the Baltic Sea on 13 September.
The exercise includes 50 warships and 4,000 naval personnel, ten helicopters and 25 aircraft from 13 countries along with participation from the army and air components.
The exercise is designed as a crisis management operation to meet security threats such as terrorism, smuggling and piracy, according to the Xinhua News Agency.
The naval drills, which will last till 24 September, aim to improve the interoperability between the participating units and countries with emphasis on maritime operations in confined and shallow waters.
Finland is hosting the military exercise for the first time. It was previously hosted by Germany.

The Government of Finland has requested the sale for the upgrade of (24) M270 Multiple Launch Rocket Systems (MLRS) to the Universal Fire Control System configuration, (1) M31 Guided Multiple Launch Rocket System Unitary, (1) Army Tactical Missile System T2K, (36) Ruggedized Memory Units, (25) Interface devices, (8 ) M68 to M68A2 trainers, tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $100 million.

The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a friendly nation that has been, and continues to be, an important force for political stability and economic progress in Europe.

Finland will use this equipment to modernize its armed forces by expanding its existing architecture to counter threats from potential attacks. This will contribute to the Finnish military’s goal to update its capability while further enhancing interoperability among Finland, the U.S., and other allies. Finland, which already has M270 MLRS in its inventory, will have no difficulty absorbing these upgraded systems.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be Lockheed Martin Industries in Camden, Arkansas. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require approximately ten U.S. Government or contractor representatives to travel to Finland for a period of up to one year for equipment de-processing/fielding, system checkout and training.

FAF to Decommission Hawk Trainer Jets

The Finnish Air Force (FAF) is considering the decommission of 41 BAE Hawk attack and trainer jets by 2014 as well as replacing all 27 Vinka trainer aircraft by 2017.
The FAF's move will open the door for possible procurement cooperation with Sweden, which is also considering the replacement of its Saab jet trainers over a similar time period.
Finland will upgrade 18 Hawk aircraft and extend their service life by 20 years for exclusive use for pilot training.
During the replacement programme, the FAF will decommission 41 of its 67 remaining two-seat Hawks.
The air force have removed ten Hawks from operational service due to metal fatigue affecting the aircraft's frames and wings, according to defensenews.com.

Finland To Upgrade Anti-Air Missile Arsenal



HELSINKI - Finland wants to add new short-range anti-aircraft missiles to its arsenal and the Ministry of Defense is working on a time frame that could see orders placed in 2011 to 2012 and first deliveries by 2015.

The Finnish Armed Forces has begun to compile a list of potential producers and their short-range anti-aircraft missile (SRAAM) offerings in a pre-technical evaluation exercise. The Finnish Army's preference is for a shoulder-fired missile for deployment with regional forces and units tasked to protect key installations, military and civilian.
The Army's current SRAAM arsenal contains Russian- and Swedish-made shoulder-launched weapons, including the Saab-produced RBS-70. The new systems would primarily replace the 23mm Sergei AA launchers, firing Igla-M missiles, acquired as part of bilateral trade agreements with the Soviet Union in the 1960s and 1970s.
The request for bids is likely to happen in 2011, said Lt. Col. Sami-Antti Takamaa.
"A political decision on the procurement is expected during the term of the next government," Takamaa said. Finland faces fresh parliamentary elections on April 17, 2011. The present government is leaving all major defense capital investment decisions for the next administration.
Bids are expected to be sought from SRAAM producers in France, Sweden, Russia, Poland, South Korea and the U.S. The value of the contract is certain to be influenced by political decisions regarding the future size of Finland's regional and reserve forces, which is expected to be significantly reduced by 2014.

Finland's defence ministry has issued a request for quotation to five bidders in a competition to select a mini unmanned air vehicle for the nation's army. The bidders responded to a request for information late last year and have demonstrated their systems in Finland.

In contention are the BlueBird SpyLite, EADS DRAC, Elbit Systems Skylark, Israel Aerospace Industries EyeView-650 and the Rafael-promoted Aeronautics Defense Systems Orbiter.

Finland plans to acquire 30-45 UAV systems that will include between 120 and 176 air vehicles, with the deal to have a value of around $25 million.

The bidders are due to submit their responses by the end of February 2011, with Helsinki expected to narrow its shortlist to two types for a final competitive stage next April.

Patria received a significant order from the Finnish Air Force for series installations of MLU2 systems upgrades for its Hornet fighters. The value of the order is over EUR 24 million and it has a noteworthy employment effect at Patria's Halli Works in Jämsä.

The Finnish Air Force order covers modification of 35 Hornet fighters and related manufacturing of components and harnesses. The work will commence in 2012 and is to be completed in 2013–2015, as the installations take place in conjunction with scheduled maintenance and structural updates of the aircraft.

The work will be carried out by Patria's Aviation and Systems Business Units in Halli, where personnel resources will also be increased in the coming years as a result of the order. The order's employment effect is some 150 man years.

"Supporting work and preparations for the MLU2 series installations of the upgrade are already under way in Halli. Patria has worked in close cooperation with the Finnish Air Force and the United States Navy, which is responsible for the MLU2 systems, since 2004, when planning for the system upgrade's implementation began," says Lassi Matikainen, President of Patria’s Aviation Business Unit.

The goal of the Finnish Air Force is to upgrade all of its 62 fighters by the end of 2016. Patria has earlier implemented the first systems upgrade (MLU1) between 2007 and 2010 and performed the final assembly and testing of 57 single-seat F-18 C models when the fighters were purchased.

The Finnish Air Force is carrying out an investigation into an accident Wednesday night involving one of its F-18 Hornet jet fighters at Tampere-Pirkkala airport.

According to the Air Force, the plane, which was taking part in night flight exercises, skidded off the runway upon landing and slammed into a snowbank. The pilot ejected safely and was taken to hospital where doctors said he had sustain only very minor injuries.
Night exercises have been underway this week at Tampere-Pirkkala that include take-offs and landings without runway lighting. The plane involved in the accident is attached to the Satakunta flight wing.
A board of inquiry has been set up to investigate the incident.

Finland to donate two helicopters to international crisis management


Last Mi-8 helicopters to go via Hungary to Afghanistan


Finland is donating its last two Soviet-built Mi-8 transport helicopters to international crisis management activities.
The move has been discussed with several other countries. The likely recipient will be Hungary, which is expected to deploy the helicopters in Afghanistan.
The Mi-8 model is suited for operations in Afghanistan, because there are already a number of helicopters of the same make and model in use in the country.
“We have been discussing the matter with Hungary”, says Sanna Laaksonen of the Ministry of Defence.
“The matter has not yet been decided. The helicopters would be put to good use there. We do not need them any more.”

Many countries have been reluctant to send helicopters to Afghanistan, because they are expensive to use and repair.
The Finnish donation would be part of the Multinational Helicopter Initiative (MHI), which was set up three years ago by the European Union and NATO.
Its 17 members have invested nearly EUR 30 million in the project.
The aim of the initiative is to get more helicopters involved in crisis management operations.
The MHI has helped upgrade old helicopters.
Finland’s contribution has been half a million euros. The two helicopters that are to be donated would come in addition to the funds.
Finland is not planning to ask the MHI for money, and Finland has no plans to send its new NH90 transport helicopters to Afghanistan.

The helicopters that are to be sent to Afghanistan were originally acquired for use by the Finnish Border Guard in 1981.
The Border Guard replaced them in 1988 with the new Super Pumas.
The Mi-8s are familiar to many Finns.
The Border Guard, the Air Force, and the Army first started using them in the 1970s

Four bidders enter last phase of Finnish UAV contest

A Finnish armed forces competition to select an unmanned air system supplier has reached its final stage, with four bidders believed to still be in contention.

Demonstration flights should begin before the end of April under the roughly $25 million programme, which seeks the delivery of 30-45 mini UAS for surveillance, target acquisition and reconnaissance duties.

Industry sources say the remaining designs being considered for the deal are the Aeronautics Defense Systems Orbiter 2, BlueBird SpyLite, Elbit Systems/Patria Skylark LE and the FlyEye from Polish manufacturer WB.

First Flight of Hawk Mk 66 with Upgraded Cockpit


The Finnish Air Force is making good progress with the service introduction of its ex-Swiss BAE Systems Hawk 66 jet trainers. A red-and-white Hawk with a new glass cockpit fitted in Finland made its first flight on Thursday 5 May. HW-374 on a post-upgrade test flight from Halli.

On the first flight from the Finnish Air Force Flight Test Center's base at Halli, the crew verified that the aircraft had safe flight characteristics and checked the engine and other systems for normal operation. Airborne time was 1 hour and 1 minute.
The aircraft's original Swiss tail number U-1267 had been replaced by the Finnish military registration HW-374. The aircraft was purchased from Switzerland in 2007 in conjunction with seventeen other pre-owned Hawk Mk 66s. The Finnish Air Force has operated the Mk 51 and Mk 51A versions of the Hawk since 1980. These aircraft retain their original gray or green camouflage.
The Hawk Mk 66 fleet will be assigned to the Training Air Wing at Kauhava in 2011 and 2012 for fast jet and tactical flight training. All Mk 66s will undergo a cockpit upgrade which replaces conventional analog instruments with digital multi-function displays. The aircraft will also be fitted with a new digital mission planning and recording system.
The Mk 66 upgrade program is a joint effort of Patria Aviation and the Finnish Air Force. The Flight Test Center will continue test flights with HW-374 throughout the spring and well into the summer.
The Finnish Air Force will introduce into service 18 upgraded Hawk Mk 66s in 2011–12.
The next aircraft out of the upgrade line will be HW-376. It is scheduled to make its first post-upgrade flight during May. The Finnish Air Force plan calls for the upgrade of 26 Hawk Mk 66s, Mk 51s, and Mk 51As by 2015. At the time of writing, nine aircraft have been upgraded.
So far just one Hawk Mk 66s has flown in Finland. The Flight Test Center carried out a small number of test flights with the aircraft – that still bore its ex-Swiss tail number U-1261 and had not yet been upgraded – from its base at Halli in 2009 and 2010.

Lockheed Martin Receives $45.3 Million Contract to Upgrade Finland’s Precision Fires Capability





DALLAS, TX, May 18th, 2011 -- Lockheed Martin [NYSE:LMT] received a $45.3 million contract to upgrade 22 Finnish Army M270 Multiple Launch Rocket System (MLRS) launchers, incorporating the Universal Fire Control System and other enhancements. The upgrade enables the launchers to fire precision GPS-guided munitions for the first time.
“Finland has used MLRS products for four years, and the M270 launcher upgrade gives the Finnish Army a modernized fire control system and new artillery options with GPS-enabled precision munitions,” said Scott Arnold, vice president for Precision Fires at Lockheed Martin Missiles and Fire Control. “This important upgrade will allow Finland to use the full range of MLRS precision munitions, including GMLRS Unitary and Army Tactical Missile System (ATACMS) Unitary.”
The agreement takes advantage of current full-rate component production for U.S. MLRS contracts. Finland joins other countries that have recognized the combat-proven precision advantages that the MLRS Family of Munitions delivers. This is Lockheed Martin’s third international M270 launcher upgrade contract.
“We want to make precision fires an affordable capability for our customers. We’ve accomplished that for Finland through a combined production run and using new capability upgrades to extend launcher life,” Arnold said.
Specifically, the launcher upgrade extends strike distance with the Universal Fire Control System, which is also common on new High Mobility Artillery Rocket System (HIMARS) models. It also provides GPS-guided precision fires capability for the first time, and enables M270 launchers to launch Finnish-furnished practice rockets, exemplifying the ease of integrating new products into the system. The contract also includes training and component support.
The launcher and its munitions are designed to enable troops to engage and defeat artillery, air defense concentrations, trucks, light armor and personnel carriers, as well as support troop and supply lines. The enhanced MLRS M270 launcher can move away from the area at high speed following missile launch and can be transported to and from conflicts using NATO cargo aircraft. Similar units have been in operation with the U.S. Army since 2002.
