NZ Govt Commits $662.5 Million to Maintain Defence Capabilities
$662.5 million to maintain existing defence capabilities
NZDF lower-paid staff will receive a salary increase to help meet cost-of living pressures. Budget 2022 sees significant resources made available for the Defence Force to maintain existing defence capabilities as it looks to the future delivery of these new investments.
“Since taking office, this Government has committed approximately $4.5 billion to 12 major defence capability projects – the largest capability investment Defence has ever received,” Peeni Henare said.
“These investments will support the Defence Force to continue to deliver for New Zealanders across the full range of their requirements, including maritime patrol, search and rescue, and disaster response.
“The first of four P8A Poseidon maritime patrol aircraft is due to be delivered later this year.
“In addition, production is starting next calendar year on the C130J-30 Hercules transport aircraft, five of which have been ordered, and good progress is being made on all of the other projects.
“The NZDF delivers for our country, and has been very busy in the last two years responding to contingencies and emergencies such as the conflict in Ukraine and natural disasters in the Pacific and at home, on top of its contribution to the Government’s COVID-19 response,” Peeni Henare said.
“Last year, I announced my priorities and principles for Defence, which put a strong focus on our people, infrastructure, and the region we live in – the Pacific. This Budget boost is an example of these priorities put into action.
“The significant funding boost for depreciation expenses will ensure that the Defence Force’s existing capabilities are maintained and support its people and infrastructure. What we are funding today is the regeneration and strengthening of our Defence Force.”
$90 million over four years will go to improving the pay of lower-paid Defence Force staff.
“We have seen throughout the COVID-19 response that some of New Zealand’s lowest paid workers can be some of our most essential, so I am proud that Defence is doing its bit to boost pay for those on lower incomes, delivering them greater economic security,” Peeni Henare said.

Anzac class frigate Te Mana returns to New Zealand after upgrade in Canada
Naval News July 2022 Navy Forces Maritime Defense Industry
POSTED ON THURSDAY, 14 JULY 2022 16:46
According to information published by the New Zealander MoD on July 14, 2022, under grey skies, the Royal New Zealand Navy frigate HMNZS Te Mana triumphantly sailed into Waitematā Harbour and received a well-deserved Ceremonial Homecoming following the completion of a three-year frigate systems upgrade in Canada.

The upgrade programme was managed by the Ministry of Defence and carried out by Lockheed Martin Canada, which delivered new radars, electronic detection and other above-water systems, the self-defence missile system, decoys against missiles and torpedoes, and an upgrade to the hull-mounted sonar, along with the combat management system that integrates these.
About the Anzac class frigate HMNZS Te Mana
HMNZS Te Mana (F111) is one of ten Anzac-class frigates and one of two serving in the Royal New Zealand Navy (RNZN). The ship was laid down under the joint Anzac project by Tenix Defence at Williamstown, Victoria in 1996, launched in 1997, and commissioned into the RNZN in 1999.
The Anzacs are based on Blohm + Voss' MEKO 200 PN (or Vasco da Gama-class) frigates, modified to meet Australian and New Zealand specifications and maximise the use of locally built equipment.
Each frigate has a 3,600-tonne (3,500-long-ton) full load displacement. The ships are 109 metres (357 ft 7 in) long at the waterline, and 118 metres (387 ft 2 in) long overall, with a beam of 14.8 metres (48 ft 7 in), and a full load draught of 4.35 metres (14 ft 3 in).
The ships are fitted with a Combined Diesel or Gas (CODOG) propulsion machinery layout, consisting of two controllable-pitch propellers driven by a single General Electric LM2500-30 gas turbine and two MTU diesel engines: initially the TB83 model, but these were replaced in 2010 with more powerful TB93s.
Maximum speed is 27 knots (50 km/h; 31 mph), and maximum range is over 6,000 nautical miles (11,000 km; 6,900 mi) at 18 knots (33 km/h; 21 mph). The standard ship's company of an Anzac consists of 22 officers and 141 sailors.
The main armament for the frigate is a 5-inch 54 calibre Mark 45 gun, supplemented by an eight-cell Mark 41 vertical launch system for RIM-7 Sea Sparrow, two 12.7-millimetre (0.50 in) machine guns, and two Mark 32 triple torpedo tube sets firing Mark 46 torpedoes.

25 MAY 2023 First Bushmasters ready to roll
HON ANDREW LITTLE
Defence
Defence Minister Andrew Little has marked the arrival of the first 18 Bushmaster protected mobility vehicles for the New Zealand Army, alongside personnel at Trentham Military Camp today. “The arrival of the Bushmaster fleet represents a significant uplift in capability and protection for defence force personnel, and a milestone in the Government’s historic investment in our defence kit,” Andrew Little said. The 43 Bushmasters are Australian-designed and built vehicles and will replace the New Zealand Army’s ageing armoured Pinzgauers. “Bushmaster vehicles carry more troops than the armoured Pinzgauer and offer greater blast and ballistic protection to personnel,” Andrew Little said. “Our soldiers operate in a variety of challenging situations. The Bushmasters are multipurpose vehicles that will boost their ability to help communities here in New Zealand, the Pacific, and overseas – whether they are on peace and security missions, search and rescue, or natural disaster operations.” December 2017, the Government has invested more than $4.5 billion in 12 major defence capability projects. This includes $102.9 million towards the Bushmaster fleet. “This Bushmaster fleet was designed specifically for our use. It comes in five different variants to carry out a range of tasks, including mobile communications and command hubs, troop transport, and protected ambulances,” Andrew Little said. The Bushmasters will also enhance the New Zealand Defence Force’s interoperability with our overseas partners, as many already use them. “The remainder of the Bushmaster vehicles will arrive in batches throughout 2023. They are being tested and certified for use at Trentham Military Camp, before being sent to their home bases,” Andrew Little said. Budget 2023 also included investment in world class communications systems to ensure interoperability with our international partners.

The New Zealand Army has laid out its plans to introduce Bushmaster 4×4 Protected Mobility Vehicles into service.
The army has procured 43 Bushmasters from Thales Australia – under a NZD102.9 million (USD62.3 million) contract signed in July 2020 – to replace the ageing armoured Pinzgauer Light Operational Vehicles (LOVs) that were introduced into service between 2004 and 2006.
The first batch of 18 Bushmasters was delivered to the New Zealand Army in May 2023.
Sarah Minson, deputy secretary for Capability Delivery at the New Zealand Ministry of Defence (MoD), told Janes on 2 February that New Zealand received the remaining 25 Bushmasters in 2023 as well.
The Bushmaster vehicle fleet was delivered to New Zealand in batches in 2023, with the final batch arriving in August, Minson said.
The MoD is now focused on the introduction into service of the vehicles, crew training, and the procurement of communications and digital systems for the fleet, Minson added.
“A phased approach is being taken to introduce all 43 Bushmaster vehicles into service. The timing of the introduction for each vehicle is being planned according to requirements for the variant of the vehicle, as well as pre-existing New Zealand Army commitments, personnel availability, training requirements, and safety assurance,” she said.

First C-130J-30 for RNZAF received full livery and markings
The first of five new Lockheed Martin C-130J-30 Super Hercules transport aircraft for the Royal New Zealand Air Force (RNZAF) was painted in its final livery in December 2023.
Earlier this month it was also adorned with the RNZAF Kiwi roundel and the Mariners compass of 40 Squadron Ki Nga Hau e Wha (To the four winds). The serial number for this first Super Hercules is NZ7011 (c/n 382-5978). The second airframe will follow soon as it is ready to receive its full paint job. Deliveries of all five aircraft should be completed in 2025.
In the meantime the first three aircrews have now been trained and certified and they participated in a USAF exercise whilst being embedded in the 19th Airlift Wing. Back at the RNZAF Base Auckland Whenuapai, the building that will house the simulator is well underway with the roof just being completed.
As Scramble Magazine wrote earlier, the RNZAF ordered the Super Hercules to replace its current fleet of five ancient C-130H(NZ) transporters of which the first three were delivered in 1965. Two of the legacy C-130s were already retired in February 2023 (NZ7003) and November 2023 (NZ7004).

Chief of Air Force welcomes first flights of C-130J
The Chief of Air Force, Air Vice-Marshal Darryn Webb, has welcomed news of the debut flights of NZ7011, the first of our five C-130J-30 Super Hercules fleet.
05 APRIL, 2024
Three test flights have taken place over Georgia and Alabama in the past few days, with the first, flying from Dobbins Air Reserve Base in Marietta, Georgia, in the air for over three hours and covering nearly 1000 kilometres.
AVM Webb said that the new fleet will take the Air Force’s air mobility capability to the next level.
“The iconic C-130H has been a fantastic aircraft for us for a very long time, across a huge range of tasks and environments. The C-130J will deliver everything that its predecessor does, and more – it has greater range, speed and capacity.
“It is a proven performer flown by many Air Forces, starting with the Royal Australian Air Force, which will enhance our interoperability with our closest Defence partner. These new aircraft takes us another step towards honing the modern Air Force as combat-capable, deployable and sustainable. They bring air mobility to the same cutting edge as our new P-8A Poseidon aircraft deliver for air surveillance and maritime patrol, and as our high-performing rotary wing assets.”
The new fleet will deliver benefits to personnel in much of the Air Force, AVM Webb said.
“They will enhance career opportunities and progression in many of our trades and roles, and help us to achieve the resilience and readiness across the board which are key goals for us.
“We look forward to seeing NZ7011 and the rest of the fleet in New Zealand skies, starting later this year,” he said.

NZDF to Deploy P-8A Poseidon to Korea for UN Mission

NZDF to Deploy Poseidon Aircraft on Furthest Deployment
The NZDF has contributed personnel and maritime surveillance patrol aircraft to help enforce Security Council sanctions against North Korea since 2018.
North Korea continues to launch ballistic missiles in violation of Security Council resolutions. The sanctions are intended to persuade the country to denuclearise and abandon its ballistic missile weapons capabilities.
Commander Joint Forces New Zealand, Rear Admiral Jim Gilmour, said the NZDF was committed to working alongside partners on enforcement operations, to uphold the international rules-based system and contribute to regional stability and security.
The maritime surveillance and reconnaissance patrols will be over international waters looking for violations of the sanctions resolutions, including illicit ship-to-ship transfers of banned goods such as oil and coal, he said.
Air Component Commander, Air Commodore Andy Scott, said the deployment included several “firsts” for the Royal New Zealand Air Force’s latest aircraft, the Boeing P-8A Poseidon.
Previous patrols in support of enforcing Security Council sanctions were conducted by the now-retired P-3K2 Orion.
The Poseidon aircraft and crew will be based in Japan, conducting sanctions enforcement flights in support of the Enforcement Coordination Centre. Patrols will be conducted during April and May.
