Boeing delivers first AEW&C to Turkey


U.S. aircraft manufacturer Boeing has silently delivered the first airborne early-warning and control (AEW&C) aircraft to Turkey under a program that was launched more than a decade ago. Now, however, the buyer and the seller are wrangling over penalties for delays Hurriyet Daily News reported.

The defense procurement agency, the Undersecretariat for Defense Industries (SSM), and the Turkish Air Force simultaneously announced Jan. 31 that the AEW&C aircraft had arrived in Turkey for acceptance tests. The tests are to be followed by an inauguration ceremony Feb. 21 at the 3rd Main Jet Base Command in Konya, they said.

Last year, Defense Minister İsmet Yilmaz said Turkey would impose sanctions on Boeing for the delays.

Under a July 23, 2003, contract priced at more than $1.6 billion, Boeing was to develop and deliver four AEW&C aircraft to the Turkish Air Force by 2008. The program involved the delivery of the 737-700 airframe, ground radar and control systems, ground control segments for mission crew training, mission support and maintenance support.

Penalty uncertainty

Recently, press reports said Turkey demanded Boeing pay $600 million in penalties, but defense officials denied that there has been a deal on any amount of penalty.

There are disagreements over whether the delays stemmed entirely from the company's shortcomings or whether they were due to extra features that Ankara demanded be installed on the aircraft, officials said.

Yilmaz said last April that Boeing only had to pay for the delays considered to be the company's fault.

"But this is not always an easy task to find out and agree on," said one official familiar with the program. "We are trying to iron out our differences."

Even when they agree on compensation, neither Turkey nor Boeing may announce the matter, citing clauses in the contract necessitating "commercial secrecy."

The 737-700 aircraft are to be used as part of Turkey's NATO capabilities. An airborne early-warning and control system is an airborne radar system designed to detect aircraft, ships and vehicles at long ranges, and to control and command the battle space in an air engagement by directing fighter and attack aircraft strikes. Used at a high altitude, the radars on the aircraft allow the operators to distinguish between friendly and hostile aircraft hundreds of miles away.

Industry sources familiar with the talks said part of the compensation may come in the form of free spare parts, larger local work share for Turkish companies, free ground control equipment and extended guarantees.

Turkish companies that work as subcontractors of the program, dubbed the Peace Eagle, include Havelsan, Turkish Aerospace Industries (TAI), Mikes, Aselsan and Turkish Airlines (THY).

Un navire militaire turc a contraint le Princess, un navire sismique de CGG travaillant pour Total et battant pavillon norvégien, à quitter sa zone de prospection au large de Chypre, le samedi 1er février en soirée.

Le ministre chypriote des Affaires étrangères, Ioannis Kasoulides, a affirmé que le navire norvégien avait reçu l'ordre d'abandonner sa position par une communication radio turque alors qu'il menait des recherches sismiques pour Total près des blocs 10 et 11 de la ZEE chypriote, au sud de l'île.

Les médias turcs donnent une version différente des faits. Selon le site Lemon Grove Cyprus, la frégate turque Giresun a ordonné au Princess de ne pas pénétrer dans les blocs 5 et 6 délimités par la République de Chypre. Le Princess se serait trouvé à ce moment-là dans le bloc 7.

Une partie des blocs 5, 6 et 7 chevauche des eaux revendiquées par la Turquie au titre de sa ZEE. Selon les médias turcs, l'incursion du Princess a duré cinq heures et s'est achevée vers 23 h 50 (heure locale). La frégate Giresun accompagnait elle-même le navire sismique turc Barbaros Hayreddin Pasha au moment de cet incident naval.

Total E&P Cyprus Ltd vient de se voir attribuer un permis d'exploration pour trouver du pétrole et du gaz dans le bloc 10 et une partie des blocs 6, 7 et 11 de la ZEE chypriote, selon un communiqué officiel des autorités chypriotes du vendredi 31 janvier. Le permis est valable trois mois, du 1er février au 1er mai, et peut être renouvelé.

Total est l'un des trois groupes énergétiques ayant obtenu de Nicosie l'autorisation de mener des recherches au large de ses côtes. En février 2013, le groupe français s'était déjà vu attribuer un permis pour l'exploration des blocs 10 et 11, adjacents du bloc 12 où l'américain Noble Energy a annoncé avoir découvert un très important gisement gazier.

Chypre a annoncé lundi son intention de se plaindre auprès des Nations unies de l'expulsion par la marine turque du navire prospectant au large de ses côtes. "Ce comportement provocateur d'Ankara n'affecte en rien nos projets d'exploitation d'hydrocarbures", a assuré un porte-parole du gouvernement.

Turkey strengthens its navy


Turkey is building up its naval forces in a bid to address shared regional threats and strengthen its position as a force on the seas, experts told SES Türkiye.
In co-operation with the Military Electronic Industries (Aselsan), Turkish Aerospace Industries, and the Scientific and Technological Research Council of Turkey (TUBITAK) the government is building a new generation of naval hardware, including homemade amphibious ships, auxiliary ships, radar systems, and coastal security boats and warships.

Aselsan is designing a sophisticated naval radar called CAFRAD Faz-1. It will boost the TF-2000 warship under development in Turkey. Other on-going projects would renovate submarines and replace some of the Coast Guard's old ships.

The build-up dates back to the 1996 rollout of the National Ship project, which saw Turkey build its modern littoral combat warship with high-sea patrol capability. The project's first ship was launched in 2008.

Turkey must further strengthen its navy as it claims to be a global actor, said retired naval commander Salim Dervisoglu, author of a report on the navy published by the Ankara-based Wise Men Centre for Strategic Studies (BİLGESAM).

Dervisoglu said Turkey's naval forces have two major shortcomings: lack of a landing platform dock (LPD) and insufficient aircraft carriers.

The Turkish Undersecretary for Defence Industries (SSM) announced in December that the country's first LPD is going to be built with Navantia, a Spanish state-owned shipbuilding firm.

The LPD project drew criticism for its 3 billion euro budget. LPDs are considered the biggest naval ships after aircraft carriers. The dock will consist of helipads for up to 12 helicopters and will have the capacity to host one battalion, several landing vehicles, tanks and other platforms. The capacity of the ship will also be suitable for evacuation operations. It will be used in the Aegean Sea, in the Black Sea and in the Mediterranean Sea as well as in the Atlantic Ocean and the Indian Ocean.

Defence industry expert Lale Kemal told SES Türkiye there are unanswered questions about the LPD project.

"Does Turkey need such an expensive project? Should this project have the top priority? Is there a threat to Turkey in the high seas? Who gives the decision on the projects like LPD?" she said.

Kemal said a transparent parliamentary commission should provide information about the military purchases and seek answers to these questions.

"Please note that we are not investigating the fact that Turkey reinforces its naval force. Of course it will. It has surrendered by the seas. But the priority should be given to more moderate projects that will meet Turkey's urgent needs," she said.

In a parliament speech during the 2014 budget talks Turkey's Defence Minister Ismet Yilmaz said 90 percent of total defence projects have been realised with the active involvement of national industries.

"In that context our technology has reached a higher level in which we can produce our own warships," he said.

Yilmaz said Turkey is doing its best to fulfil its responsibilities in the Black Sea and Mediterranean Sea.

BILGESAM president and former soldier Atilla Sandikli said the government's naval expansion reflects its regional ambitions.

"Turkey is no longer a country which remains within its borders. The foreign political vision of the country now requires an active role in the international arena," Sandikli told SES Türkiye. "When Turkey possesses modern ships, submarines, frigates enduring the high seas it will be able to join international drills or undertake important missions in important international operations."

Turkey is expected to take part in joint military exercises as a member of regional co-operation bodies including NATO. Turkey initiated Operation Mediterranean Shield in 2006 to secure oil transportation in Ceyhan and therefore boost global energy security. Its naval presence also deters threats in the eastern Mediterranean.

When considering Turkey's role in these organisations it is inevitable for the country to develop and strengthen its naval force, Sandikli said.

Both Sandikli and Dervisoglu agreed that a global actor should raise its flag in international waters as a sign of power. Turkey could achieve this aim only with a strong and modern naval force equipped with new technologies, they said.

"For example Turkey couldn't take part in the Libya operation [in 2011]. We couldn't get a navy command because we didn't have a decent command ship. We didn't have a landing ship to evacuate people," Sandikli said.

As another example he offered Turkey's participation in a 1998 NATO drill that required its forces to land in Bulgaria.

"But since we had very small amphibious vehicles which were not suitable for the tough conditions of the Black Sea we couldn't succeed," he said.

Turkey faces a range of non-military threats which require naval intervention, including human trafficking, drug trafficking, and organ smuggling, Sandikli said.

"New energy roads in the Mediterranean Sea need protection. We have responsibilities in Cyprus. Greece has intention to extend its territorial waters to 12 miles. If Greece extends its territorial water this means that Turkey in some locations would stick within the three miles of area," he told SES Türkiye.

Turkey has more than 7,000 kilometres of coastline, not including islands.

Turkey´s TURKSAT 4A Communication Satellite will be launched on 15 February 2014 in Kazakhstan to space with Proton rocket.

ANKARA (AA) - Turkey's TURKSAT 4A Communication Satellite - Turkey´s fifth satallite - will be launched with a Proton rocket on 15 February 2014 from Baykonur Space Centre in Kazakhstan.

The Turksat 4A telecommunication satellite was produced jointly with Turkish and Japanese engineers.

Television broadcasts and satellite communication signals will be able to reach all of the African continent with TURKSAT 4A.

Turkey´s Prime Minister Recep Tayyip Erdogan on January 8, visited Mitsubishu Electric Company’s satellite production plant in Tokyo where TURKSAT 4A and TURKSAT 4B communication satellites are produced.

According to Erdogan, every step of production activities of TURKSAT 4A satellite were carried out under the supervision of Turkish company TURKSAT A.S.

“The co-operation carried out in aeronautics and space technology with Japan has results beyond TURKSAT 4A and TURKSAT 4B satellites’ production. Substantially these kinds of projects have major importance with respect to transfer this knowledge and experience in this field to our country’’ he said.

Prime Minister Erdogan indicated that TURKSAT 4A and TURKSAT 4B communication satellites will increase Turkey’s communication capacity up to triple.

Turkey´s other satellite  TURKSAT 4B, Turkey´s sixth satellite, will be launched on the second quarter of this year. Officials says withTURKSAT 4B Internet services provider fees will be fifty percent cheaper in the country.

Two Turkish F-16 fighter jets scrambled on Saturday to intercept one Syrian MIG-25 fighter jet which came close to the south of Cilvegozu Border Gate of Hatay province, Xinhua quoted the General Staff of the Turkish Armed Forces in a statement, adding the Syrian fighter jet moved away only 2.7 sea miles to Turkey's border.

On the same day, two other F-16 fighter jets scrambled when another Syrian MI-17 helicopter approached the south of Karbeya area of Turkey's Hatay province. The Syrian MI-17 helicopter moved away only 3.7 sea miles to the border, the statement added.

Interception of jets between the two countries have increased since a Turkish warplane was shot down in 2012 by the Syrian army after it reportedly violated the Syrian airspace, according to local media.

Turkey downed a Syrian MI-17 attack helicopter in September last year, saying it made a 2km incursion into its airspace while ignoring warnings.

Mais j'ai lu que sa 1ere mission est de permettre à l'Afrique de capter nos chaines & radios.

L'armée utilisera le X-Band, en clair c'est le Satcom, cela sera utile pour les drones.

Officieusement, des essais Cirit ont été effectué.

Y a des travaux en cours sur la structure pour + de payload (SATCOM, SAR, bombes).

Les livraisons devraient commencer en 2016.

Très utile, à titre d'exemple, quand les TSK ont frappé en Syrie un convoi ISIS, la reco a été assuré par un Gozcu (équivalent Raven).

Quand un pays membre de l’Otan, en l’occurrence la Turquie, annonce avoir choisi un système de défense aérienne chinois, cela ne manque pas de provoquer quelques remous dans la mesure où des informations confidentielles pourraient être transmises à Pékin, ce qui serait de nature à compromettre les procédures entre les Alliés. Et si le founisseur sélectionné est la cible de sanctions pour avoir violé l’embargo sur les armes à destination de la Syrie et de l’Iran, comme c’est le cas de China Precision Machinery Import-Export Corporation (CPMIEC), alors cela n’arrange évidemment pas les choses.
Pour sa défense aérienne, la Turquie avait lancé un appel d’offres, auquel répondirent plusieurs industriels. Outre CPMIEC et son HQ-9, il y avait le russe Almaz-Antey (S-300 PMU-2), les américains Raytheon et Lockeed-Martin (Patriot PAC-3) ainsi que le consortium européen Eurosam (SAMP/T).
Plusieurs éléments firent pencher la balance du côté du groupe chinois. En premier lieu, il était moins cher que ses concurrents (la somme d’un milliard de dollars a été avancée). Mais surtout, la promesse de co-produire le système en question faite aux autorités turques fut déterminant, du moins a priori, étant donné la volonté d’Ankara de développer son industrie de l’armement.
Seulement, et même si, dans un premier temps, les rodomontades de l’Otan et des Etats-Unis n’ont pas fait plier la Turquie sur ce dossier, des doutes se font jour chez certains responsables turcs. A commencer par ceux qui sont chargés de négocier le contrat avec la partie chinoise.
Le secrétaire d’Etat turc aux Industries de défense, Murad Bayar, s’en est ouvert dans un entretien publié par le quotidien Hürriyet, ce 17 février. “Il existe certains risques (dans les discussions avec les Chinois) mais pour l’instant cela de provoque pas de gros blocages”, a-t-il affirmé. Et, à la question de savoir si les autorités turques n’étaient pas “entièrement convaincues” par les performances du système HQ-9, ce responsable a répondu “nous pouvons effectivement le dire”.
“Si nous constatons que le projet ne peut continuer avec la Chine alors nous prendrons en considération la deuxième offre”, a indiqué Murad Bayar. Ce qui serait une seconde chance pour Eurosam et son SAMP-T. Tant que contrat n’est pas signé avec CPMIEC, tout est encore possible. D’ailleurs, les concurrents écartés l’automne dernier ont encore jusqu’au mois d’avoir pour soumettre aux autorités turques leurs offres révisées. Le choix définitif devrait être confirmé d’ici l’été prochain.
Quant à la possible transmission de données confidentielles de l’Otan à la Chine, Murad Bayar s’est voulu rassurant tout en disant comprendre les craintes des alliés. “Ils ont des inquiétudes que nous comprenons et acceptons”, a-t-il dit, en assurant que “toutes les mesures sont prises” sur le plan de la sécurité des informations.
Cela étant, un autre pays membre de l’Alliance atlantique met en oeuvre des armements obtenus auprès de la Russie, sans que cela ait, semble-t-il, provoqué de vives protestation. En effet, la Grèce dispose de systèmes de défense aérienne S-300 d’origine russe, donc incompatibles avec les standards de l’Otan, précédemment acquis par Chypre dans les années 1990. Les forces armées grecques l’ont récemment mis en oeuvre lors de l’exercice “Lefkos Aetos 2013″ (Aigle Blanc).
