Les Emirats arabes unis (EAU) ont passé une nouvelle commande à la France. Abu Dhabi achète 17 radars basse couche au groupe de défense Thales pour plus de 200 millions d'euros. Ce sont des radars de surveillance de l'espace aérien, appelé GM 200, qui « regardent » loin devant eux (à 200 km de distance) en basse altitude. Les radars seront fabriqués par les usines Thales de Limours au sud de Paris et de Rouen-Ymare en Normandie.
Ce contrat ajouté à la commande de deux satellites d'observation militaires porte un 1 milliard d'euros la totalité des accords signés à Abu Dhabi par les industriels Thales, sa filiale Thales Alenia Space et Astrium en présence de Jean-Yves Le Drian, le ministre de la défense, et de Sheikh Mohammed. Airbus Military has delivered the third of three new generation A330 MRTT multi-role tanker transports ordered by the United Arab Emirates (UAE).
The handover of the aircraft, the world´s most advanced air-to-air tanker, means that 17 examples of the type are now in service with four customers – Australia, Saudi Arabia, UAE and the United Kingdom.
Converted from an Airbus A330 commercial passenger jet by Airbus Military at Getafe near Madrid, the aircraft will serve with the UAE Air Force and Air Defense at Al-Ain airbase.
Following an extensive series of flight-tests in Abu Dhabi, the aircraft has successfully completed receiver qualification of the two fighter types that the UAE AF&AD will refuel in service – the F-16E/F Block 60 and Mirage 2000.
The first five A330 MRTT crews completed their training earlier this month and the final five will begin training in September for completion in early 2014.
Airbus Military Vice President Derivative Programmes, Antonio Caramazana said: “It is deeply satisfying to see the completion of these deliveries to the UAE AF&AD. The A330 MRTT will contribute greatly to enabling the UAE to play a growing role in maintaining stability in the Gulf region.”
In UAE AF&AD service the A330 MRTT is equipped with two underwing refuelling pods, the fly-by-wire Airbus Military Aerial Refuelling Boom System (ARBS), and a Universal Aerial Refuelling Receptacle Slipway Installation (UARRSI) enabling it to be refuelled from another tanker. It is powered by two Rolls-Royce Trent 700 engines and has 256 passenger seats.

A Russian and a United Arab Emirates defense contractor are planning to jointly build an unmanned combat helicopter drone as global military’s become more sci-fi, RIA Novosti newswire reported on Monday.
Russia’s Berkut Aero will reportedly team up with the UAE’s Adcom Systems to take Russia’s Berkut VL helicopter as a model for Russia’s first-ever combat helicopter drone. The aircraft would be stationed on a Russian aircraft carrier and fly to remote areas, Berkut Aero development director Dmitry Rumyantsev told the wire.
Adcom Systems representative Karim Badir also confirmed to RIA Novosti that the company was considering the Russian chopper as a basis for a new attack drone.
The Berku VL is a superlight two-seat helicopter. It has a range of up to 600 kilometers. Adcom Systems builds unmanned assault vehicles, radar systems and advanced communication systems.
Over the last several weeks, in light of the recent military skirmish in Syria, major powers have been announcing their interest in increasing their military presence, power and technological capabilities on the battlefield.
China’s premier Xi Jinping did so last week during a visit aboard China’s first-ever aircraft carrier, the Liaoning.
Russia’s military recently said it too was designing a new generation long range bomber to compete with the same aircraft in the U.S., and said they would be equipped with hypersonic missiles that can travel at speeds upwards of mach 5.
Russia and the United States have strained, but generally friendly military ties.
In fact, starting on Monday, Russian military inspectors will begin a series of monitoring flights over the U.S. under the international Treaty of Open Skies, a Russian Defense Ministry official said today. Russian pilots will conduct two flights on board the large Boeing sized Tupolev Tu-154M-LK-1 plane between September 2 and 16, said Ruslan Shishin, acting head of the ministry’s National Nuclear Risk Reduction Center. The Tupolev will be taking off from the Wright-Patterson Air Force Base in Ohio and the Elmendorf Air Force Base in Alaska along agreed flight routes with the maximum range of 4,900 kilometers (3,044 miles) and 3,700 kilometers (2,300 miles) respectively.
Russia is the third largest defense spender in the world. The country spent around $90 billion in 2012, according to the Stockholm International Peace Research Institute. Meanwhile China spent $166 billion and No. 1 U.S. spent $682 billion worldwide last year.
For a country once known as a military superpower, Russia has shrunk back into its shell. And strongman president Vladimir Putin isn’t all too happy about it.
Last year, Putin urged the Russian Air Force to develop a range of drones including strike and reconnaissance types. “We need a program for unmanned aircraft. Experts say this is a most important area of development in aviation,” Putin was quoted saying in the local press.
Russia plans to spend around 400 billion rubles ($13 billion) on drone development over the next 8 years.
The copter drone with UAE will be a first for the Russia military, but not for the U.S.
In May, the U.S. Navy established its first aircraft squadron made up of both traditional helicopters and remotely piloted drones. The Navy expects its squadron of unmanned copters to deploy in early 2014 on the LCS Fort Worth. The littoral combat ship will have two Fire Scout unmanned helicopters and one Seahawk helicopter.

WASHINGTON (Reuters) - The Pentagon said on Friday it has finalized a contract worth $4 billion (2.5 billion pounds) with Lockheed Martin Corp to supply equipment for a missile defence system to the United States and the United Arab Emirates.
The deal involves Lockheed's Terminal High Altitude Area Defence (THAAD) missile defence system that is designed to intercept ballistic missiles in midair.
The contract reflects growing confidence and demand for the missile defence system, said Riki Ellison, founder of the non-profit Missile Defence Advocacy Alliance.
The deal, which has been in negotiation for several years, will combine orders for the United States and UAE, generating savings for the United States of about 10 percent, said Mat Joyce, Lockheed program manager for THAAD.
The United States is in talks with Qatar on a similar sale.
Saudi Arabia, Japan and South Korea have also expressed interest, Joyce said.

BAE submits UAE Typhoon bid
BAE Systems has formally submitted a bid to build 60 Eurofighter Typhoon jets for the United Arab Emirates (UAE), stepping up its attempt to strike a deal that could support thousands of UK jobs and is vital for the company’s prospects.
The Typhoon programme, developed by BAE, Italy’s Finmeccanica and Airbus–maker EADS, suffered a major setback last year when it lost out to French company Dassault for a major contract to supply India with 126 fighter jets.
However, the aircraft has emerged as the favourite to win the UAE contract, which could be worth around £6bn and has been described as a “game-changer” by the chief executive of BAE, Ian King.
More than 5,000 people work on the Typhoon project in Britain for BAE, which is the country’s biggest defence contractor. Securing the UAE deal would be a major boost to the manufacturing sites in Lancashire where the fighter jet is constructed.
In a note, UBS, BAE’s house broker, said: “We estimate that this order could potentially be worth £6bn for the aircraft alone and multiples of that including training, support and weapons packages.”
The British company is leading negotiations with the UAE on behalf of the Typhoon consortium. The potential deal is also likely to include a technology-sharing agreement on unmanned aircraft.

The UAE will have no difficulty absorbing these munitions into its armed forces.

The principal contractors will be The Boeing Company in St. Louis, Missouri; Raytheon in Indianapolis, Indiana; and Raytheon in Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale may require the assignment of approximately 2-4 U.S. Government or contractor representatives to the UAE. Abou Dhabi a notifié à la société Emiraje Systems sa décision d’annuler le contrat du programme Emirates Command & Control Systems (ECCS). Ce programme visait à équiper l’armée émirienne d’un système C4ISR (command, control, communication, computer, intelligence, surveillance et reconnaissance).
La société Emiraje est un joint-venture entre Cassidian (groupe EADS) et C4AS (groupe Emirates Advanced Investments) créé en février 2009 pour mener à bien le très ambitieux projet de numérisation de l’armée émirienne. Elle a été choisie par Abou Dhabi en 2011 pour réaliser le contrat ECCS, avec une première étape chiffrée à 550 millions de dollars.
Selon une source proche du dossier, cette décision, inattendue, outre qu’elle conduira au licenciement de près de 150 employés, ne sera pas sans conséquence pour l’armée et l’industrie de défense des Emirats. L’annulation de ce contrat aura également pour effet la suppression des volets transferts de technologie et de compétence qui y étaient associés, comme souvent exigé par les autorités du pays, pour créer un pôle d’excellence dans les domaines de l’intégration de systèmes et du développement de solutions C4ISR. Ce projet devait ainsi contribuer au développement de la base industrielle émirienne et permettre à ce pays d’accéder à un rôle de leader dans ces domaines sur le plan régional.
Contacté par TTU, un porte-parole de Cassidian a confirmé que des “settlement talks” sont en cours entre le client et la société Emiraje. La procédure d’annulation du contrat devrait être terminée vers la fin de l’année. Plusieurs sociétés se sont déjà proposées pour concevoir et fournir un nouveau produit apte à satisfaire les besoins de l’armée émirienne.
S’il est encore trop tôt pour tirer tous les enseignements de la décision émirienne, il convient néanmoins de se poser dès maintenant un certain nombre de questions sur l’opportunité de créer un joint-venture entre des actionnaires ayant des objectifs différents, parfois même contradictoires, sur l’efficacité d’une société aux composantes multinationales et aux intérêts pas toujours pleinement identifiés, pour aboutir à un montage industriel aussi complexe.
Il n’en reste pas moins que ce projet représente pour l’armée émirienne un enjeu considérable et il aurait sans doute beaucoup gagné, dans un premier temps, à être abordé de manière moins ambitieuse, permettant de s’adapter aux besoins actuels de l’armée émirienne, tout en lui permettant d’évoluer, avec le recrutement et la formation progressives des différentes catégories de personnels impliquées.

The United Arab Emirates has taken the wraps off two new light ground attack assets, with its Alliant Techsystems AC-208 Combat Caravan and Air Tractor AT-802U both making an appearance in the static park.
The AC-208U Combat Caravan brings a menacing new twist to the long story of the successful Cessna Caravan turboprop.
The aircraft boasts four hard points for the Lockheed Martin AGM-114 Hellfire anti-surface missile. The aircraft on display has two realistic dummy rounds mounted.
The grey liveried aircraft also has a sensor pod and a sensor operator’s station directly behind the pilot, and can carry ten passengers in a utility role.
ATK has previously said that it equips the Combat Caravan with an L-3 Wescam MX-15D electro-optical/infrared sensor. An ATK-developed STAR fire control system allows an on-board operator to attack targets identified on the MX-15D.
Painted matt black, the AT-802U at the show features six hard points on the wings, two of which carry dummy bombs, plus an additional centreline hard point. The centreline hard point mounts an electro-optical/infrared pod.
According to Flightglobal’s MiliCAS database, the UAE has received 20 of 24 AT-802Us on order. MiliCAS lists the UAE has having seven Caravans, but it is not clear how many of these have been modified to the AC-208 configuration.
Major counterinsurgency (COIN) operations in recent years has created a market for light, inexpensive-to-operate turboprops that can provide ground support from spartan airfields. Other major types aimed at this mission are the Embraer EMB-314 Super Tucano and the Beechcraft AT-6 Texan.
The Combat Caravan has also been obtained by Iraq and Lebanon. MiliCAS indicates that the UAE is the only air force to operate the AT-802U weaponised variant of the aircraft, although Burkina Faso, Croatia, Gambia, and Israel operate the AT-802 in a utility role.

Roketsan a une collaboration étroite avec les EAU depuis plus d'une décennie. Sans doute, les Emiratis vont généraliser le Cirit sur leurs différentes plateformes.
S'il faut rester cost-effective pour l'Afrique, les industriels Turcs sont là.
L'AT-802U sera qualifié Cirit & UMTAS.

Lockheed Martin has yet to receive any official word from the United Arab Emirates (UAE) with regard to the proposed sale of an additional 25 F-16E/F Block 60 Desert Falcon combat aircraft announced earlier in the year, a company official told IHS Jane's on 18 November.
Speaking at the Dubai Air Show, Bill McHenry, F-16 Business Development, said that Lockheed Martin is awaiting acknowledgment from the UAE following the announcement by US Defense Secretary Chuck Hagel that the additional F-16 Block 60 aircraft would be provided as part of an arms package valued at approximately USD5 billion.
"Hagel announced the [additional] F-16s in April, but we're still waiting for confirmation from the customer," McHenry said.
The United Arab Emirates Air Force & Air Defence (UAE AF & AD) currently operates 55 single-seat F-16E and 24 twin-seat F-16F platforms, which it began receiving in 2004.
These Block 60 aircraft are the most advanced variant of the F-16, fitted with the Northrop Grumman AN/APG-80 active electronically scanned array (AESA) radar. Although it is no longer built, McHenry said a ready supply base to manufacture this radar still exists as it hasn't long been out of production, meaning the F-16 could still be built to Block 60 specifications if required. However, he noted: "[Lockheed Martin] doesn't comment on customer specifications or requirements."
The UAE is currently engaged in a fighter procurement competition to replace its 43 ageing Dassault Mirage 2000s, and the announcement that it was to receive the additional F-16s raised questions about the UAE's immediate requirement for an alternative fighter.
However, with no official contract to back-up Hagel's announcement, it would appear that the fighter replacement programme remains on track, with the UAE looking to field a new type in the 2017 time frame.
What had appeared to be a done deal for the Dassault Rafale was thrown open in late 2011 when a new request for proposals (RfP) was issued to Eurofighter for its Typhoon and to Boeing for its F-15 Eagle and F/A-18E/F Super Hornet.
An anticipated announcement pertaining to this competition, due to have coincided with the arrival at the show of UK Prime Minister David Cameron, had not materialised by the time of his departure on 16 November, and it does not appear likely that any such announcement will be made at this year's event.
