BAE submits UAE Typhoon bid
BAE Systems has formally submitted a bid to build 60 Eurofighter Typhoon jets for the United Arab Emirates (UAE), stepping up its attempt to strike a deal that could support thousands of UK jobs and is vital for the company’s prospects.
The Typhoon programme, developed by BAE, Italy’s Finmeccanica and Airbus–maker EADS, suffered a major setback last year when it lost out to French company Dassault for a major contract to supply India with 126 fighter jets.
However, the aircraft has emerged as the favourite to win the UAE contract, which could be worth around £6bn and has been described as a “game-changer” by the chief executive of BAE, Ian King.
More than 5,000 people work on the Typhoon project in Britain for BAE, which is the country’s biggest defence contractor. Securing the UAE deal would be a major boost to the manufacturing sites in Lancashire where the fighter jet is constructed.
In a note, UBS, BAE’s house broker, said: “We estimate that this order could potentially be worth £6bn for the aircraft alone and multiples of that including training, support and weapons packages.”
The British company is leading negotiations with the UAE on behalf of the Typhoon consortium. The potential deal is also likely to include a technology-sharing agreement on unmanned aircraft.

Roketsan envisage signé un autre contrat cette année normalement à un autre pays du Moyen-Orient (Golfe surement)..

The estimated cost is $4.0 billion.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in the Middle East. The UAE continues host-nation support of vital U.S. forces stationed at Al Dhafra Air Base and plays a vital role in supporting U.S. regional interests.
The sale of these munitions is in support of the UAE’s fleet of F-16s. This proposed sale will improve the UAE’s military readiness and capabilities to meet current and future regional threats, reduce the dependence on U.S. forces in the region, and enhance any coalition operations the U.S. may undertake. The UAE will have no difficulty absorbing these munitions into its armed forces.
The proposed sale of these weapon systems will not alter the basic military balance in the region.
The principal contractors will be The Boeing Company in St. Louis, Missouri; Raytheon in Indianapolis, Indiana; and Raytheon in Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale may require the assignment of approximately 2-4 U.S. Government or contractor representatives to the UAE. The actual number and duration to support the program will be determined in joint negotiations as the program proceeds through the development, production and equipment installation phases. Additionally, the proposed sale will require multiple trips to UAE during the life of the program for program and technical reviews.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Abou Dhabi a notifié à la société Emiraje Systems sa décision d’annuler le contrat du programme Emirates Command & Control Systems (ECCS). Ce programme visait à équiper l’armée émirienne d’un système C4ISR (command, control, communication, computer, intelligence, surveillance et reconnaissance).
La société Emiraje est un joint-venture entre Cassidian (groupe EADS) et C4AS (groupe Emirates Advanced Investments) créé en février 2009 pour mener à bien le très ambitieux projet de numérisation de l’armée émirienne. Elle a été choisie par Abou Dhabi en 2011 pour réaliser le contrat ECCS, avec une première étape chiffrée à 550 millions de dollars.
Selon une source proche du dossier, cette décision, inattendue, outre qu’elle conduira au licenciement de près de 150 employés, ne sera pas sans conséquence pour l’armée et l’industrie de défense des Emirats. L’annulation de ce contrat aura également pour effet la suppression des volets transferts de technologie et de compétence qui y étaient associés, comme souvent exigé par les autorités du pays, pour créer un pôle d’excellence dans les domaines de l’intégration de systèmes et du développement de solutions C4ISR. Ce projet devait ainsi contribuer au développement de la base industrielle émirienne et permettre à ce pays d’accéder à un rôle de leader dans ces domaines sur le plan régional.
Contacté par TTU, un porte-parole de Cassidian a confirmé que des “settlement talks” sont en cours entre le client et la société Emiraje. La procédure d’annulation du contrat devrait être terminée vers la fin de l’année. Plusieurs sociétés se sont déjà proposées pour concevoir et fournir un nouveau produit apte à satisfaire les besoins de l’armée émirienne.
S’il est encore trop tôt pour tirer tous les enseignements de la décision émirienne, il convient néanmoins de se poser dès maintenant un certain nombre de questions sur l’opportunité de créer un joint-venture entre des actionnaires ayant des objectifs différents, parfois même contradictoires, sur l’efficacité d’une société aux composantes multinationales et aux intérêts pas toujours pleinement identifiés, pour aboutir à un montage industriel aussi complexe.
Il n’en reste pas moins que ce projet représente pour l’armée émirienne un enjeu considérable et il aurait sans doute beaucoup gagné, dans un premier temps, à être abordé de manière moins ambitieuse, permettant de s’adapter aux besoins actuels de l’armée émirienne, tout en lui permettant d’évoluer, avec le recrutement et la formation progressives des différentes catégories de personnels impliquées.

The United Arab Emirates has taken the wraps off two new light ground attack assets, with its Alliant Techsystems AC-208 Combat Caravan and Air Tractor AT-802U both making an appearance in the static park.
The AC-208U Combat Caravan brings a menacing new twist to the long story of the successful Cessna Caravan turboprop.
The aircraft boasts four hard points for the Lockheed Martin AGM-114 Hellfire anti-surface missile. The aircraft on display has two realistic dummy rounds mounted.
The grey liveried aircraft also has a sensor pod and a sensor operator’s station directly behind the pilot, and can carry ten passengers in a utility role.
ATK has previously said that it equips the Combat Caravan with an L-3 Wescam MX-15D electro-optical/infrared sensor. An ATK-developed STAR fire control system allows an on-board operator to attack targets identified on the MX-15D.
Painted matt black, the AT-802U at the show features six hard points on the wings, two of which carry dummy bombs, plus an additional centreline hard point. The centreline hard point mounts an electro-optical/infrared pod.
According to Flightglobal’s MiliCAS database, the UAE has received 20 of 24 AT-802Us on order. MiliCAS lists the UAE has having seven Caravans, but it is not clear how many of these have been modified to the AC-208 configuration.
Major counterinsurgency (COIN) operations in recent years has created a market for light, inexpensive-to-operate turboprops that can provide ground support from spartan airfields. Other major types aimed at this mission are the Embraer EMB-314 Super Tucano and the Beechcraft AT-6 Texan.
The Combat Caravan has also been obtained by Iraq and Lebanon. MiliCAS indicates that the UAE is the only air force to operate the AT-802U weaponised variant of the aircraft, although Burkina Faso, Croatia, Gambia, and Israel operate the AT-802 in a utility role.

Roketsan a une collaboration étroite avec les EAU depuis plus d'une décennie. Sans doute, les Emiratis vont généraliser le Cirit sur leurs différentes plateformes.
S'il faut rester cost-effective pour l'Afrique, les industriels Turcs sont là.
L'AT-802U sera qualifié Cirit & UMTAS.

Lockheed Martin has yet to receive any official word from the United Arab Emirates (UAE) with regard to the proposed sale of an additional 25 F-16E/F Block 60 Desert Falcon combat aircraft announced earlier in the year, a company official told IHS Jane's on 18 November.
Speaking at the Dubai Air Show, Bill McHenry, F-16 Business Development, said that Lockheed Martin is awaiting acknowledgment from the UAE following the announcement by US Defense Secretary Chuck Hagel that the additional F-16 Block 60 aircraft would be provided as part of an arms package valued at approximately USD5 billion.
"Hagel announced the [additional] F-16s in April, but we're still waiting for confirmation from the customer," McHenry said.
The United Arab Emirates Air Force & Air Defence (UAE AF & AD) currently operates 55 single-seat F-16E and 24 twin-seat F-16F platforms, which it began receiving in 2004.
These Block 60 aircraft are the most advanced variant of the F-16, fitted with the Northrop Grumman AN/APG-80 active electronically scanned array (AESA) radar. Although it is no longer built, McHenry said a ready supply base to manufacture this radar still exists as it hasn't long been out of production, meaning the F-16 could still be built to Block 60 specifications if required. However, he noted: "[Lockheed Martin] doesn't comment on customer specifications or requirements."
The UAE is currently engaged in a fighter procurement competition to replace its 43 ageing Dassault Mirage 2000s, and the announcement that it was to receive the additional F-16s raised questions about the UAE's immediate requirement for an alternative fighter.
However, with no official contract to back-up Hagel's announcement, it would appear that the fighter replacement programme remains on track, with the UAE looking to field a new type in the 2017 time frame.
What had appeared to be a done deal for the Dassault Rafale was thrown open in late 2011 when a new request for proposals (RfP) was issued to Eurofighter for its Typhoon and to Boeing for its F-15 Eagle and F/A-18E/F Super Hornet.
An anticipated announcement pertaining to this competition, due to have coincided with the arrival at the show of UK Prime Minister David Cameron, had not materialised by the time of his departure on 16 November, and it does not appear likely that any such announcement will be made at this year's event.

"Nous avons conclu une entente de principe selon laquelle nous créerons une production conjointe de munitions aux Emirats. A l'heure actuelle, nos spécialistes étudient les capacités de Tawazon", a déclaré M. Tchemezov lors du salon aérospatial Dubai Airshow 2013.
Selon le PDG de Rostech, le groupe émirati fournit des munitions pour des armes à feu, des pièces d'artillerie, des avions, des hélicoptères et des drones.

UAE Increases Stake in Piaggio Aero
A United Arab Emirates (UAE) investment fund has beefed up its stake in Italy-based Piaggio Aero, just as the aeronautics firm gets ready for the debut flight of its P.1HH Hammerhead UAS, scheduled to take place within days at Sicily’s Trapani Air Base. Mubadala, the US $55 billion fund set up by the Emirate of Abu Dhabi in 2002, increased its stake in Piaggio Aero from 33 to 41 percent on Nov. 12, as part of an equity increase of €190 million (US $255 million), which also saw Tata Ltd., a UK offshoot of India’s Tata Group, increase its stake from 33 to 44.5 percent. Italian private investor Piero Ferrari has increased his stake from 1 to 2 percent, while hedge fund HDI has dropped from 33 to 12.5 percent. That means Mubadala and Tata are now the main financial backers of development of the Italian-built Hammerhead, which is an unmanned version of Piaggio Aero’s main seller, the P.180 twin-prop business aircraft. “The first flight will be within a week or two from Trapani,” said Alberto Galassi, the Italian CEO of the firm. Following two years of development, the Hammerhead completed its first engine start and runway taxi in February. Testing has been shifted from Italian Air Force facilities in Sardinia, Galassi added. “The programme has attracted the interest of the shareholders,” he said, adding that “a lot” of the new capital pumped into the firm will be devoted to continuing development of the UAS. Like the P.180, the Hammerhead features two pusher propellors and canards on the nose. It offers a 15.5-meter wing span, maximum takeoff weight of 6,146 kilograms and will fly to 45,000 feet with 16 hours endurance, with the company claiming it can get to a target faster and stay on target longer than rivals. Italy’s Selex ES will supply an electro-optical turret, forward-looking infrared, its e-scan Seaspray 7300 radar and mission management system. The venture is the fruit of Piaggio’s focus on new, intelligence-, surveillance- and reconnaissance-related uses for the P.180 following the impact of the financial crisis on business flying. The firm is also working with Adasi, part of the Abu Dhabi strategic investment firm Tawazun, to produce a manned maritime patrol version of the P.180, with the UAE seen as launch customer. One Italian analyst who declined to be named suggested Tata might sell its stake in Piaggio Aero to the UAE, leaving the Arabian Gulf state as controlling shareholder. To meet its current UAS needs, the UAE has meanwhile purchased the export version of the General Atomics Predator A, the XP, which has been marketed to non-NATO countries. Despite the UAE money behind the Hammerhead, the first military to show interest in the UAS has been Italy’s. Taking many by surprise, Italian procurement chief General Claudio Debertolis said at this summer’s Paris Air Show that Italy could buy 10 of the aircraft, adding that he was also tipping the UAS as a candidate for a common European medium-altitude, long-endurance program and would assist in promoting it to other countries. The Italian Air Force is now certifying the programme and “supervising” it, Galassi said. “We are lucky to have our shareholders; they have a strategic vision and Mubadala thinks long-term,” hesaid. “But at the same time this is a classified Italian program. The Italian Air Force will likely be the first to confirm its interest, with others to follow,” he said. “I’d call this an Italian programme.” But the Italian Defence Ministry has not invested in the programme, creating an unusual situation in which Indian and Arabian Gulf capital is funding the development of a UAS in which Italy is certifying and showing keen interest. “There has been interest from the UAE, but right now no request and no requirement,” Galassi said. Italy and the UAE have discussed UAS development before. In 2009, the gulf state selected the Italian M-346 jet trainer, but the deal stalled, allegedly over problems related to a side deal on UAS. Plans had reportedly been made to codevelop a UAS with specifications that exceeded those set down by the Missile Technology Control Regime, which restricts the sales of missiles and UAS able to carry a 500-kilogram payload at least 300 kilometers. Italy is a signatory of the treaty. At the Paris Air Show, Debertolis said Italy would consider arming the Hammerhead, noting that the aircraft was large enough to hold weapons in internal bays and that half of what is cabin space in the manned version would remain unused. But he added that the payload would remain within the 500-kilogram maximum set down by the Missile Technology Control Regime. Galassi said Piaggio Aero is not yet thinking about arming the UAS. “We are not weaponizing the Hammerhead; that is not in development now,” he said.

DUBAI, 17th November, 2013 (WAM) -- Tawazun Dynamics has announced that its flagship product, the Al Tariq system. has been successfully integrated into Dassault?s Mirage 2000 fighter aircraft.Under an agreement with France?s Dassault Aviation, Al Tariq will be fitted on U.A.E. Air Force and Air Defence, UAEAF&AD, Mirage 2000-9 aircraft.
Tawazun Chief Executive Officer, Saif Mohamed Al Hajeri, said the integration of Al Tariq on the Mirage was a step forward for Tawazun Dynamics in particular and the U.A.E.?s defence industries in general.
"We are delighted with the growing cooperation between U.A.E. companies and the world?s leading OEMs (original equipment manufacturer) in aerospace. We see our collaboration with Dassault Aviation on the Mirage as a precursor for stronger collaboration between Tawazun Dynamics and the U.A.E.?s defence industry in general, with the leaders in the fields." Eric Trappier, Chairman and CEO of Dassault Aviation, stated that the implementation of Al Tariq system on Mirage 2000-9 highlights the continuous support of Dassault Aviation to the United Arab Emirates Air Force and Air Defence.
"This new success illustrates our commitment to the development of U.A.E.?s defence industry. Dassault Aviation is very proud of this achievement, which marks the quality of the cooperation with its long term partner Tawazun and demonstrates the excellence and the strength of our 40 year relationship with the United Arab Emirates." Tawazun Dynamics? General Manager, Hamad Mohamed Al Marar, said the company may also announce integration programmes on other fighters in the near future.
"Tawazun Dynamics is currently operating its new state-of-the-art facilities within the Tawazun Industrial Park in Abu Dhabi," he added.
On display at the Dubai Air Show, Al Tariq is a family of strap-on bomb kit systems, custom made for Mk81, Mk82 and Mk83 bombs. Expertly utilising GPS/INS guidance, increased targeting accuracy by utilising Semi Active Laser or Imaging Infrared seekers. Al Tariq provides users with all weather, day/night operational capabilities.

AMMROC To Maintain UAE Aircraft
DUBAI — Abu Dhabi-based Advanced Military Maintenance, Repair and Overhaul Center (AMMROC) has signed a $5.8 billion with the UAE Armed forces, described as the crowning moment of a five-year relationship. The announcement, made today by the Mubadala-owned company, will give AMMROC responsibility to ensure the operational readiness of the armed forces inventory of fixed- and rotary-wing aircraft, including military aviation maintenance, repair and overhaul services. AMMROC Chief Executive Brig. Gen. Fahed Al Shamesi said the signing represents the trust the UAE Armed Forces has in his company’s ability to provide support and readiness. Launched in July 2010, AMMROC is a joint venture company owned by Mubadala Aerospace, Sikorsky Aerospace Services and Lockheed Martin; it is headquartered in Abu Dhabi. According to Al Shamesi, the company will provide support services for the next two years, initially to all UAE military aircraft. “This includes the Air Force, Navy, special forces, presidential guards and the Army,” he told Defense News. The agreement will enable the UAE Armed Forces to remain focused on aircraft operations while AMMROC provides maintenance and repair services, he added. This also reinforces AMMROC’s vision to operate a world class facility providing a self-sustaining, commercially viable platform for the UAE Armed Forces. The General Headquarters of the UAE Armed Forces anticipates entering into a performance based logistics arrangement with AMMROC, the company said in a statement.

Rafale-Eurofighter : le duel continue aux Emirats Arabes Unis
La visite à l’occasion du Salon aéronautique de Dubaï du Premier ministre britannique, David Cameron, n’a pas débouché sur une annonce à ce stade. De manière plus discrète, Jean-Yves Le Drian, le ministre de la Défense français rencontre aussi ses homologues sur place. En dépit de la visite au Salon de Dubaï de David Cameron, BAE Systems n’a pas obtenu récompense visible de ses efforts pour décider les Emirats Arabes Unis d’acheter une soixantaine d’Eurofighter, l’avion de combat européen, au détriment du Rafale de Dassault. Dans les jours qui ont précédé la venue du Premier ministre britannique, la rumeur faisait état de l’annonce d’un « memorandum of understanding » (MOU) signé à l’occasion de la manifestation. A ce stade, ce sont surtout les mégacommandes de Boeing et d’Airbus qui ont occupé la scène. « Le Royaume-Uni est toujours dans la course » pour conclure la vente d’Eurofighter, a déclaré David Carmeron, témoignant de sa confiance dans la poursuite des discussions entre Londres et Abu Dhabi, sur fonds d’accord de défense entre les deux capitales. Cité par le « Financial Times », BAE, qui fabrique l’Eurofighter en partenariat avec EADS et Finmeccanica, a déclaré que ses équipes continuent à « comprendre » les besoins du pays. Du pain béni pour BAE Le salon de Dubaï n’a pas encore fermé ses portes, et l’annonce d’un « MOU » est toujours possible. Après tout, si l’Eurofighter est dans la course, c’est bien à la demande des autorités émiraties il y a deux ans, lors de la précédente édition du salon de Dubaï. Très fâchées vis-à-vis de l’évolution, alors exclusive, de la négociation avec Dassault, elles avaient publié un communiqué assassin sur le manque de compétitivité de l’offre commerciale de l’avionneur français. Du pain bénis pour BAE, d’autant que l’échec - face au Rafale - en Inde a été très durement vécu. Un « MOU » marquerait-il pour autant une avancée significative ? Du côté français, on ne s’en émeut pas plus que cela, rappelant que ce genre d’engagement, surtout dans un pays du Golfe, n’a pas grande valeur. « Qui peut y croire ? », lâche un industriel. Surtout, rappelle-t-on, avec 60 Mirage 2000-9 modernes et qui n’ont pas usé leur potentiel, loin s’en faut, et davantage encore de F-16 eux aussi au top de la technologie, Abu Dhabi n’a pas un besoin pressant de passer à la génération suivante d’avions de combat. Au passage, Paris aura son mot à dire sur la revente des Mirage, vu qu’il s’agit d’un matériel d’armement français... Le Drian fidèle à sa méthode Il est donc fort probable que le duel Rafale-Eurofighter dure encore pas mal de temps dans le ciel d’Abu Dhabi. En attendant sa conclusion, Jean-Yves Le Drian, le ministre de la défense, continue ses visites dans la région, fidèle à sa méthode faite de contacts directs et de confiance avec ses homologues. C’est cette méthode qui a permis de ressouder la relation avec les Emiratset l’Arabie Saoudite en matière d’armement, marquée par deux gros contrats, dans les satellites et dans le naval respectivement. Même s’il serait malvenu de sous-estimer la concurrence britannique, une source proche des discussions estime qu’il serait très surprenant qu’Abou Dhabi casse cette dynamique bilatérale en choisissant l’Eurofighter. A Dubaï, Jean-Yves Le Drian a également prévu de rencontrer le vice-ministre de la Défense saoudienne, le prince Salman bin Sultan. Il doit aussi faire un stop à Doha avant de rentrer à Paris. Il sera question de conforter la bonne relation entre la France et le Qatar, mais aussi d’évoquer le dossier Rafale opposé, là encore, à l’Eurofighter dans l’appel d’offres en cours pour remplacer les Mirage 2000 qataris.
