La Russie et les Emirats arabes unis mènent des négociations sur la livraison de nouveaux chasseurs russes Sukhoi Su-35, a annoncé dimanche Sergueï Tchemezov, PDG du holding russe de hautes technologies Rostec, lors du salon aérospatial Dubai Airshow 2015.
"Le Su-35 est très bien représenté au salon. Nous menons des négociations avec les Emirats arabes unis sur la livraison de ces avions", a indiqué M.Tchemezov devant les journalistes.
Selon Igor Korotchenko, directeur du Centre russe d'analyse du commerce mondial des armes (TsAMTO), les entretiens porteraient sur l'achat d'au moins plusieurs dizaines de chasseurs.
"Les Emirats arabes unis sont un Etat riche. Ils peuvent se permettre de commander n'importe quel lot d'avions (…). Il s'agira d'au moins plusieurs dizaines de chasseurs", a noté M.Korotchenko.
Il a rappelé que le chasseur Su-35 est capable de détruire des cibles terrestres et navales et de réaliser des missions d'interception.
"L'éventuelle signature d'un contrat avec les Emirats arabes unis sur la livraison de chasseurs russes Su-35 sera un événement remarquable pour les deux pays. Le Su-35 sera un avion idéal pour les Emirats (…), il devance tous ses concurrents occidentaux présentés au Salon de Dubaï. Les Emirats arabes unis pourront prendre une position de leader parmi les pays du Golfe et avoir l'armée de l'air numéro un dans la région", a indiqué M.Korotchenko à Dubaï.
Le Sukhoi Su-35 (code Otan: Flanker-T+) est un chasseur polyvalent hautement manœuvrable de génération 4++. Sa vitesse maximale atteint 1.400 km/h près du sol et 2.400 km/h en altitude. L'appareil est capable de détecter des cibles volantes à plus de 400 km de distance.

DUBAI — The United Arab Emirates Air Force has announced a deal for two early warning aircraft worth $1.27 billion with Saab Defense and Security.
The Swedish made early warning sensors will be fitted in to the Bombardier Global 6000 platform, said Maj. Gen. Abdullah Al Hashimi, UAE Ministry of Defence executive director of strategic analysis.

Delivery of the first three AW609 TiltRotors to the JAC, with three additional options, is expected to start in the 2019 timeframe.
The JAC will be the launch customer for the search and rescue variant of the AW609 TiltRotor, which will include a tailored equipment configuration to meet its specific operational requirements.
The AW609’s speed and range characteristics, combined with its ability to hover, will dramatically increase SAR mission capabilities of the UAE’s Joint Aviation Command.
The Joint Aviation Command currently operates eleven AW139 helicopters for a range of missions, including SAR. The JAC will further expand its operational capabilities leveraging on the 275 knot maximum speed and 750 nm range of the AW609 TiltRotor.
With approximately twice the speed and twice the range of a helicopter, the AW609 can dramatically reduce the time it takes to reach a rescue scene.
The AgustaWestland AW609 is a twin-engined tiltrotor VTOL aircraft with a configuration similar to the Bell Boeing V-22 Osprey. Denel Vehicle Systems has concluded a contract of more than R900-million with NIMR in the United Arab Emirates for the development and supply of advanced mine-protected vehicles.
This contract for N35 is one of the largest received by Denel Vehicle Systems (DVS) in recent years and will provide work for two of the company’s major divisions for the next 24 months.
Zwelakhe Ntshepe, Group Executive Business Development says the new contract confirms Denel’s leadership role in landward mobility and mine-protected vehicles. It is one of several contracts awarded to DVS since it joined the Denel Group earlier this year.
“We are delighted to work with NIMR, one of world’s leading manufacturers of wheeled armoured vehicles,” says Ntshepe. “There is a strong synergy between our companies and products and we are confident that we can, together, develop and improve the N35 to be among the best in its class.”
The N35 – formerly known as the RG-35 – is an armored vehicle with superior mine protection and combat capabilities and can be used in command, ambulance and recovery roles.
Ntshepe says the contract with NIMR follows on the awarding of several other contracts to Denel’s landward defence business in recent months amounting to over R1 500m in total. These are:
The OMC division, within Denel Vehicle Systems specialises in wheeled armoured and mine-protected vehicles, received a development contract for the N35 from NIMR. A production contract for 24 RG-31 mobile mortar platform (MMP) vehicles.. The contract includes vehicle manufacture and technical support and will be delivered in the next 12 months. Contracts from Armscor for maintenance of – and the supply of spares for – both combat and support vehicles. The Gear Ratio division, within Denel Vehicle Systems is working on a contract from NIMR for the assembly of driveline components. A contract was also concluded with Steloy Castings for components used in the new Transnet electric locomotives.

UAE to get 12 more HIMARSs

The United Arab Emirates (UAE) will get another 12 Lockheed Martin M142 High Mobility Artillery rocket Systems (HIMARSs) under a USD143 million contract announced by the US Department of Defense (DoD) on 30 December.
Mounted on an FMTV truck, HIMARSs can carry a pod with either a single 610 mm ATACMS ballistic missile with a range of 300 km or a pod containing six 227 mm M26 artillery rockets or the guided GMLRS version.
The US Defense Security Cooperation Agency (DSCA) announced in 2006 that the UAE had requested the sale of 20 HIMARSs with 202 ATACMS pods, 260 GMLRS pods, and 104 M26 pods. The US Army confirmed in October 2013 that the systems had been delivered when it released photographs of them being operated by the UAE's 97th Heavy Artillery Regiment during a training exercise.
The DSCA announced in September 2014 that the UAE had requested a second batch of 12 HIMARSs with 100 ATACMS pods and 65 GMLRS pods.
The 30 December DoD contract announcement said the cabs on the new batch will have improved protection and that the UAE will also receive associated training, spares, and product-improvement modifications. It also stated that the contract includes for Jordan's HIMARSs and that it is expected to be completed by 30 December 2017.
A Lockheed Martin representative told the dodbuzz.com website in October 2015 that the company had reopened both the ATACMS and GMLRS production lines due to renewed international demand.
During the Dubai Air Show in November 2015, Tim Stanton, Lockheed Martin's director of tactical missiles and international business development, told Arabian Business that his company had received an international order that was large enough to justify reopening the production line for HIMARS ammunition.
Arabian Business did not report whether this was a reference to the ATACMS or GMLRS production lines, but the DoD announced in May 2015 that Lockheed Martin had been awarded a USD174 million contract to produce an unspecified number of ATACMS missiles for the UAE.

- Un roulier émirati à la base navale de Toulon
Assisté par des remorqueurs de la Marine nationale, le roulier Al Salmy, immatriculé aux Emirats Arabes Unis, a accosté hier matin dans la base navale de Toulon. Le navire va embarquer des véhicules blindés émiratis venus en France pour suivre un cycle de préparation opérationnelle. Les unités engagées ont, ainsi, réalisé des manœuvres au centre de l’armée de Terre française de Mailly-le-Camp, dans l’Aube. Ils vont désormais rejoindre le Moyen-Orient, où l’armée des EAU est actuellement très sollicitée, étant notamment engagée au Yémen contre les rebelles houthistes au sein de la coalition menée par l’Arabie Saoudite. Avant de rejoindre Toulon, l’Al Samy, parti de Fujaïrah quelques jours plus tôt, avait d’ailleurs fait une brève escale au Yémen. En dehors des forces terrestres, on notera que la marine émiratie a également été déployée au large du Yémen, où la corvette Baynunah, livrée par les chantiers CMN de Cherbourg en 2011, s’est notamment illustrée.
Concernant l’Al Salmy, ce navire de l’armement émirati Salem al Makrani est sorti en 1984 des chantiers danois de Frederikshavn. Long de 131.7 mètres pour une largeur de 19.4 mètres, il compte 1500 mètres linéaires de garages, soit une capacité de 1050 voitures.

Le ministre français des Affaires étrangères Laurent Fabius a déclaré lundi à Dubaï qu'il était "optimiste" et que "les choses se présentent positivement" pour la vente d'avions de combat Rafale aux Emirats arabes unis.
Interrogé par l'AFP, il a cependant refusé de préciser qu'une éventuelle commande porterait sur 60 appareils et qu'elle pourrait être passée cette année, des chiffres évoqués l'an dernier par les médias. "Les accords sont faits quand ils sont signés. Mais nous avons abordé ce sujet avec le prince héritier (cheikh Mohammed Ben Zayed Al-Nahyane) que j'ai rencontré" lundi à Abou Dhabi, a déclaré Laurent Fabius. "Il y a des discussions. Les discussions continuent. Nous sommes optimistes, Jean-Yves Le Drian (le ministre français de la Défense) et moi-même", a-t-il ajouté.
M. Fabius s'est cependant gardé de crier victoire: "Je suis toujours prudent mais les choses se présentent positivement". Le Rafale, longtemps boudé sur les marchés étrangers, a remporté ses deux premiers contrats à l'exportation en 2015, avec 24 appareils vendus à l'Egypte et 24 autres au Qatar. Mais, au Moyen-Orient, les négociations n'ont pas encore abouti avec les Emirats arabes unis.
Outre le prince héritier d'Abou Dhabi et son homologue émirati, cheikh Abdallah Ben Zayed Al-Nahyane, M. Fabius a été reçu dans la soirée à Dubaï par le Premier ministre, cheikh Mohamed Ben Rached Al-Maktoum.
Le chef de la diplomatie française, qui a participé à Abou Dhabi à une conférence sur les énergies du futur, s'est aussi rendu sur le site du chantier du Musée du Louvre qui doit ouvrir ses portes en décembre 2016 sur une île proche de la capitale émiratie.

Avant de signer un contrat portant sur l’achat de 60 avions Rafale, les Émirats arabes unis souhaitent d’abord se séparer des Mirage 2000-9 acquis auprès de la France à la fin des années 1990. Depuis que les négociations – souvent mouvementées - ont commencé entre Abou Dhabi et Paris, une piste revient régulièrement sur le tapis : celle de l’Irak.
Cette option a été avancée pour la première fois en 2011. Il était alors question d’une reprise, par la France, de 60 Mirage 2000-9 émiratis pour environ 1,5 milliards d’euros. À charge ensuite pour la partie française de trouver un repreneur. À l’époque, l’Irak faisait figure de candidat potentiel, pour une vingtaine d’appareils.
Les choses en restèrent là jusqu’en décembre 2014, avec la proposition faite par les Émirats arabes unis au gouvernement irakien concernant la livraison d’une dizaine de Mirage 2000-9, au titre de leur contribution à la sécurité de l’Irak, en particulier celle des zones situées près d’Erbil (Kurdistan) où ils disposent d’importants intérêts stratégiques, à savoir des investissements dans le pétrole et le gaz.
Seulement, aucun Mirage 2000-9 n’a depuis été livré aux forces aériennes irakiennes, alors que les premiers exemplaires aurait dû l’être, selon une source émiratie, en mars 2015. D’après Defense News, la France aurait bloqué cette affaire.
Mais la récente visite de Laurent Fabius, le ministre français des Affaires étrangères, à Abu Dhabi, va peut-être de lever quelques freins. « Je suis toujours prudent, mais les choses se présentent positivement », a-t-il ainsi commenté à propos des négociations portant sur la commande éventuelle de 60 Rafale.
En tout cas, la cession à l’Irak de quelques Mirage 2000-9 émiratis semble se préciser et des discussions entre Bagdad et Abou Dhabi sont toujours en cours.
D’après une source « proche du dossier » citée par Defense News, les Émirats auraient souhaité que les appareils soient basés au Kurdistan. Et, comme l’on pouvait s’y attendre, Bagdad a refusé une telle option. « Le gouvernement irakien nous a assuré que les territoires kurdes seront protégés et nous attendons maintenant la décision française », a-t-elle assuré.
Directeur de l’Iraqi Group for Strategic Studies, Wathaq al-Hashimi, a précisé que les autorités irakiennes ont l’intention de déployer les Mirage 2000-9 sur la base aérienne de Balad, à une soixantaine de kilomètres au nord de Bagdad.
Cependant, il reste plusieurs questions en suspens (et elles expliquent sans doute les réticences françaises). En premier lieu, il y aura celle de la formation des pilotes irakiens sur Mirage 2000-9. Ensuite, il faudra voir comment pourra être assuré le maintien en condition opérationnelle (MCO) ainsi que son financement. Enfin, il faudra également armer ces appareils.

| UAE To Buy 8 Italian-Made Drones for €316M - Citation :
- The UAE agreed to a €316 million contract to purchase eight Piaggio P.1HH Hammerhead unmanned aerial vehicles, the General Headquarters of the United Arab Emirates Armed Force said Tuesday.
The aircraft will be equipped with EO/IR (Electro-Optical Infra-Red) cameras, radar and communications systems, Piaggio said in a statement, adding that the contract also covers logistic support and training.
The contract has been signed with Abu Dhabi Autonomous Systems Investments (ADASI).
Italy-based Piaggio is controlled by Mubadala, an Abu Dhabi-based strategic investment firm.
Last year Piaggio said the Italian Air Force, which has been closely involved in the development of the UAV, would be the launch-customer of the Hammerhead, with deliveries to start this year.

Enfin, les Émirats, qui sont déjà très bien équipés, utilisent dans les combats au Yémen la plupart de leurs systèmes d'armes achetés ces dernières années, notamment les Mirage 2000-9 appréciés par les pilotes émiratis. Al-Qaeda has acquired sophisticated surface-to-air missiles, The Independent has learned, which were used to shoot down an Emirati fighter jet in a dangerous escalation of the civil war raging in Yemen.
A French-made Mirage jet, flying in the air force of the United Arab Emirates (UAE), crashed into a mountain side just outside the southern port city of Aden on 14 March. Authorities claimed that the crash was “the result of a technical malfunction”, but sources dispute this, claiming that the jet was shot down with Russian munitions. The incident raises the spectre of other jihadist branches accessing sophisticated surface-to-air missiles in Syria, Iraq and further afield.
The UAE is part of a Saudi-led coalition that has carried out a year-long war against Shia Houthi rebels, primarily from the air. Also involved in the war is al-Qaeda’s regional affiliate, al-Qaeda in the Arabian Peninsula (AQAP). With the bombing war dragging on, AQAP has worked assiduously and quietly to consolidate its hold in south Yemen.
Two pilots flying the jet were killed in the crash and locals reported seeing Apache helicopters and the jet engaged in an attack on AQAP forces dug into a district to the west of Aden. Security sources have estimated that some 300 jihadist fighters were under attack at the time the jet came down.
A source in Yemen told The Independent that the surface-to-air missile was a Russian-manufactured SA-7 or “Strela”. The SA-7 is a shoulder held heat-seeking missile. It has a “kill zone” range of between 15 and 1,500 metres in altitude, suggesting that the Mirage was flying low in a strafing run on the AQAP positions when it was hit.
The SA-7 has been around for several decades. The most likely source is Bulgaria which, after the breakup of the Soviet Union, sold Russian military hardware, including the SA-7, to countries alll over the Middle East.
The incident was the fourth time a coalition jet had crashed in the Yemen campaign, but the first in which a surface-to-air missile was used.
In late December an American-made F-16, part of Bahrain’s air force, came down in Saudi Arabia. The pilot ejected and survived in what appeared to be a crash related to a technical problem.
In May of last year, a Moroccan pilot died when his F-16 crashed in the north Yemen governorate of Saada. The Houthis claimed at the time that the jet was flying low and was hit by anti-aircraft guns positioned in the mountains. Coalition authorities said technical problems caused the crash.
The third plane, a Saudi F-15, came down in international waters in the Gulf of Aden at the start of the war, with officials citing mechanical issues.
A second source, who has close links with the Saudi intelligence service, said that the missile which brought down the Emirati jet this month was acquired by AQAP in raids on military bases that have occurred over the past year.
“Al Qaeda has confiscated huge amounts of weapons from bases in Yemen,” he said. He cited two such bases, one at al-Aryan along the southern coast east of Aden and another at Ataq, the capital of the southern governorate of Shabwah.
Using alliances with local tribes, al-Qaeda now controls the oil rich governorate of Hadhramaut together with the coastal city of Mukalla. Shabwah lies to the west of Hadhramaut and it too is largely controlled by AQAP and its tribal affiliates. “Al-Qaeda are smarter than Islamic State [Isis],” the source said. “They speak with the tribal elders, they co-opt people, get them on their side. Islamic State uses fear and coercion. It’s flashy and seeks a lot of attention but al-Qaeda is laying low and playing the long game.”
The source also said that what he called “co-operative army officers” were making it easy for the jihadists to get weapons, many of them supplied by the Americans to the Yemeni army during the presidency of Ali Abdullah Saleh. Mr Saleh who ruled Yemen with an iron hand for several decades was forced out in 2012 in the wake of popular protests.
The source claimed that soldiers loyal to Mr Saleh, who is allied to the Houthis, as well as soldiers supporting the current Saudi backed president Abd Rabbuh Mansur Hadi are selling arms to AQAP. “They are getting the weapons from both sides,” the source

Activities of the Khalifa 2 exercises in which formations of the Egyptian and UAE Naval Forces took part were concluded in the UAE territorial waters.
The several days’ drills involved intensive training activities on carrying out joint operations.
Warships from the two countries carried out naval tactics during the day and night times as well as training on how to confront enemy targets in cooperation with the air force.
The exercise represented one of the most important and biggest drills in the Gulf region as it tackles combat activities as well as means to exchange military expertise through the use of the most up-to-date naval combat technology.
The exercise, which affirms the depth of historical relations between the two countries, is part of training with armies of friendly countries.
