(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

Iraq's holdings of M109s were entirely made up of war prizes. In addition to an unknown number of Iranian M109s taken during the 1980-1988 Gulf War, Iraq is believed to have captured 18 Kuwaiti M109s in its August 1990 invasion and annexation of Kuwait.
Northrop Grumman to Supply Navigation and Communication Systems for New Iraqi Navy Patrol Boats 15:39 GMT, February 18, 2010 CHARLOTTESVILLE, Va. | Northrop Grumman Corporation (NYSE:NOC) has been awarded a contract to supply the navigation and communication systems for nine new 35-meter patrol boats being built for the Iraqi navy.
The $19 million firm, fixed price contract was awarded to Northrop Grumman's Sperry Marine business unit by Swiftships Shipbuilders, LLC of Morgan City, La. Work on the contract will be performed by Northrop Grumman's Ocean Springs, Miss., facility.
Under the contract, each of the vessels will be fitted with an integrated bridge system (IBS) based on Sperry Marine's new-generation VisionMaster FT navigation technology. The IBS will include navigation radars and electronic chart display and information systems running on TotalWatch multifunction workstations. The package will also include Northrop Grumman's Integrated Tactical Data Link, tactical communications, interior communications and other navigation subsystems and sensors. The contract will also include engineering and technical support for installation, commissioning, testing and training.
"Sperry Marine is rapidly becoming a major supplier of IBSs for the growing international coastal and offshore patrol vessel sector," said J. Nolasco DaCunha, vice president of Northrop Grumman Sperry Marine. "We have designed the VisionMaster FT products with built-in flexibility to meet the unique space constraints, manning levels and operational requirements of patrol vessels engaged in coastal and offshore missions."
Swiftships is building the nine coastal patrol boats for the Iraqi navy under a $181 million Foreign Military Sales (FMS) contract from U.S. Naval Sea Systems Command. The boats' hull and superstructure are aluminum alloy. The vessels are designed to operate up to 200 miles from shore, with four officers and eight crew members.

USAF Begins Iraqi Air Force Pilot Training The US Air Force has begun the first Iraqi air force college pilot-training course, using Iraq's new T-6A trainer aircraft. The T-6A, a tandem-cockpit aircraft, first arrived in Tikrit, Iraq, on16 December 2009, in preparation for the training. Produced by Raytheon, the T-6A is a single-engine, two-seat primary trainer designed for joint primary pilot training (JPPT). The fully aerobatic T-6A aircraft features a pressurised cockpit with an anti-g system, ejection seat and an advanced avionics package with sunlight-readable liquid crystal displays. The first class will include 20 Iraqi Air Force pilots, some of which will continue training to become the first group of instructors at the college. Training with T-6 aircraft will be the second step of an 18-month pilot training programme. Pilots selected for the training have completed 20 training hours in a Cessna 172 Skymaster, and learned basic flight and fundamentals. The 52nd Expeditionary Flying Training Squadron (EFTS) commander Lt Col. Charles Westbrook said we'll do contact aerobatic manoeuvres with loops and aileron rolls, instrument navigation training, low altitude and formation flying, and tactical training. The 52nd EFTS operations officer Lt. Col. Jeff Myer said, "we're covering the entire gamut needed to run a pilot training programme. "Everything from simulator profiles to actual aircraft profiles, developing syllabuses - not only for primary training, but also the instructor syllabus and a senior-officer course syllabus," he said.

Ceradyne To Manufacture Armor For New Iraqi Navy Ships April 2, 2010 by Matthew Potter
Ceradyne announced that it was awarded a contract to provide armor plates for new naval vessels being built for Iraq. The sub-contract is with Turner Strategic Technologies who is actually building the ships. If all parts of the main contract is exercised Ceradyne’s part could be worth $6 million.
Iraq has slowly been investing in new and more modern equipment over the last few years. This has included helicopters and some basic fixed wing aircraft. The Iraqi Navy especially has languished since the First Gulf War and these new ships will be a welcome upgrade to its capability.
“Iraq has finally and formally requested 24 F-16s from the US. At this time they are not at the ‘order’ stage but as I noted in my commentary to you in November 2008 the possibility of an Iraqi LOA by the end of this year – if President Obama agrees – is feasible. Delivery could start as early as next year but likely in 2012/13 time frame.”
That tip came without confirmation or sourcing, but DJ later received a verbal confirmation from Scramble magazine, and adds:
“Boss of the IqAF thought that he would need 96 F16s minimum. 24 indicates the start of the first of at least 4 orders. Looks like the planned target is still 2020.”
The next step for Iraq is formal DSCA publication of their request, once it gets through the US State Department’s bureaucracy and political approvals. Congress would then have 30 days to block the sale. Failing that, a contract/ Letter of Acceptance could be signed.

Plutot que de faire un chèque, l'idée serait de proposer à l'Irak des Mirages F1 dont l'armée de l'air française n'a plus usage et que l'on rééquiperait pour l'occasion. Dans le jargon, on dira qu'il s'agit de « rétrofiter des aéronefs sous cocon ». Cela permettrait non seulement de régler le différent financier, mais aussi de couper l'herbe sous le pied des américains qui ont bien l'intention de vendre des chasseurs F16 à l'Irak. Du coté du fabricant du Mirage, on ne doit pas voir d'un très bon œil se profiler cet accord. Dassault a bien sûr plus intérêt à vendre du matériel neuf que de voir s'échanger entre Etats des avions d'occasion.
