(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.


This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.

The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.

Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.

The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.

Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.

Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.

No one was available at the U.S. Department of Defense for comment.

ORLEANS | Textron Marine & Land Systems, an operating unit of Textron Systems, a Textron Inc. (NYSE: TXT) company, today announced it has been engaged to build 80 armored military vehicles for the Iraqi Ministry of Interior for use by the Iraqi Federal Police, to be contracted through the U.S. Army Foreign Military Sales (FMS) process. The total value of the procurement is approximately $94 million.

Of the 80 vehicles, 72 will be configured as Armored Personnel Carriers (APC), while the remaining eight will be in the standard U. S. Army M1117 Armored Security Vehicle (ASV) configuration employed as Command and Control vehicles. All of the vehicles to be delivered under this contract will be equipped with the Textron Marine & Land Systems 40/50 turret armed with an MK-19 40mm grenade launcher and .50 caliber machine gun. A total of 184 vehicles (122 ASV and 62 APC) built by Textron Marine & Land Systems have already been delivered to Iraq under previous procurements.

“These vehicles will be a great addition to the significant number of Textron Marine & Land Systems armored vehicles already in use by the Iraqi Ministry of Interior. The ASV has demonstrated its outstanding combat effectiveness in meeting expanding roles and missions in Iraq, while proving to be safe and reliable,” said Textron Marine & Land Systems General Manager Tom Walmsley. “The workforce at Textron Marine & Land Systems takes a great deal of pride in producing vehicles that defend and protect our U.S. troops as well as our allies. That same commitment is extended to providing highly mobile and well protected vehicles to the Iraqi forces.”

The ASV is a 4X4 wheeled armored vehicle that offers significant crew protection through the employment of multiple layers of armor, defending against small arms fire, artillery projectile fragments, Improvised Explosive Devices (IEDs) and land mines. The ASV possesses superior mobility, agility, handling and ride quality through the utilization of a four-wheel independent suspension system. Textron Marine & Land Systems has designed and produced more than 2,600 ASV and APC vehicles for the U.S. Army, Iraq, Colombia and Bulgaria.

The US is providing over 900 million dollars worth of used US Army equipment to the Iraqi Army with the Iraqis paying 143 million for their share of refurbishment costs. The majority of the equipment being transferred is 1,026 M113 variants of vehicles with the remaining 255 items being artillery and support.

As speculated on in August 2008: “The planned replacement and disposal of 6,000 US M113s will probably facilitate this [Iraqi Army] expansion. M113s are used for mortar carriers, ambulances, tracked logistics, as well as armored personnel carriers and, despite the claims to the contrary, are proven assets in 60 of the world's armies.”


On 23 June, the Iraqi Minister of Defense mentioned this deal during an interview on Al-Hurrah [H/T: Jack Winters]. In addition to Iraq negotiating to purchase brand new F-16 Block 52s, the Defense Minister is in the US to finalize a deal where “the US Army is giving the Iraqi Army equipment worth 1 Billion, the DM [Defense Minister] said that this equipment will make a big difference, and that from the way he said it, it sounds like heavy equipment. The US will pick up most of the money needed and the Iraqi defense department will pay (140 million) to refurbish the equipment.” He also mentioned an air defense brigade to be formed by 2012 [NFI].

Prior to this interview, there had been unconfirmed reports of M109A5 Self-Propelled 155mm Howitzers, M113 FOV [Family of Vehicles], and M198 Towed 155mm Howitzers to be delivered to Iraq during 2011-2013.

In response to a request for information, Lieutenant Colonel Martin Downie, US Army, Public Affairs Chief, US Forces-Iraq (J9) stated:

  • "Through the Foreign Military Sales (FMS) process for Excess Defense Articles (EDA) the GoI is getting numerous pieces of equipment to help modernize the Iraqi Army. This equipment includes: M113s, M198s, M109A5s, and M88A1s. I've seen nothing on SAMs."


In a follow up, LTC Downie amplified :

  • “The GoI paid $143M as part of their cost share for the refurbishment for the equipment. The total value of everything is $900M+. This is what they are getting:

    Major items:
    1026 - M113s Family of Vehicles
    120 - M198 towed howitzers
    21 - M88A1 armored recovery vehicles

    Additional items:
    Equipment for a strategic bridge company
    60 - M1070s heavy equipment transporters
    24 - M109A5 self propelled howitzers
    30 - Fuel tankers

    This cost share includes refurbishment of these vehicles, basic issue items, ammo, spares, field support reps to assist with maintenance, and training in varying degrees based on the type of equipment.”


This represents some of the major components for mechanizing 2 or 3 Iraqi Army divisions:

  • 27 battalion-equivalents of M113 variants [probably including 120mm mortar carriers, APCs, and command vehicles],
  • 5 battalions [20 batteries] of M198 towed field artillery,
  • 1 battalion [4 batteries] of M109A5 self-propelled field artillery,
  • 3 support battalions [fuel tankers, M1070s, M88A1s], and
  • 1 strategic bridging company.


The Iraqi Army is probably mechanizing 2-3 divisions at a rate of 1 division each year from 2011 to 2013. This deal provides for most of the components for those divisions. The Iraqi plan is probably to form a mechanized reaction corps centered in Baghdad.

Iraqi pilots to receive F-16 prerequisite pilot training
July 16, 2010 (by Lieven Dewitte) - The Iraqi government has signed an agreement with the U.S. government to train 10 Iraqi pilots. The agreement follows a request submitted by Iraq last March to purchase 18 F-16 Block 52s, for which congressional approval is pending.


The pilot training agreement provides for the training of an initial cadre of ten selectively-chosen Iraqi Air Force pilots who are projected to begin training this fall in the United States. Upon graduation, these pilots will have completed all flight training necessary to move immediately into F-16 flying training.

The program will include all necessary components of T-6A Texan II and T-38 Talon training including a course called Introduction to Fighter Fundamentals. The intensive flight training will be complemented with specialized English language training for aviation. The training for each student will last from 12 to 17 months depending on the experience level of the pilot.

Oshkosh awarded $40 million contract for Heavy vehicles to the Iraqi Armed Forces

Oshkosh Defense, a division of Oshkosh Corporation, announced today its first ever order for vehicles to the Iraqi Armed Forces. The inaugural order is for 60 Heavy Equipment Transporter Systems (HETS), which includes the Oshkosh HET vehicle and a trailer. Oshkosh also will provide operator training, spare parts and manuals.

“Oshkosh Defense is committed to helping international militaries become more independent by supplying vehicles that increase their mission and logistics support capabilities,” said Ron Ziebell, Oshkosh Defense vice president and general manager, International Programs. “We look forward to working with the Iraqi Armed Forces as they strive to improve security within the region.” The Oshkosh HET is designed to rapidly transport M1A1 Main Battle tanks, armored vehicles and self-propelled guns, as well as a six-person crew, so the vehicles and soldiers arrive in mission-ready condition.

The contract, valued at more than $40 million, was received through the U.S. Army TACOM Life Cycle Management Command (LCMC). Work under the contract is expected to be completed in May 2011.

The HET is part of the company’s line of international vehicles and technologies designed to meet a variety of logistical and operational needs around the world

WASHINGTON, August 5, 2010 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Iraq of contractor logistics support for various helicopters for an estimated cost of $152 million.

The Government of Iraq has requested a possible sale of two years of contractor logistics support for Mi-17 Helicopters and two years of logistics support for U.S.-origin rotary wing aircraft not in DoD’s inventory. The estimated cost is $152 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.

This proposed sale will advance Iraqi efforts to develop a strong national military and police force structure. The support and services will enable Iraq to equip new forces to assume the missions currently accomplished by U.S. and coalition forces and to sustain itself in its efforts to bring stability to Iraq.

Une délégation officielle irakienne est attendue à Paris pour négocier un accord concernant la vente de 24 Mirages F1. Des avions qui ont été payés rubis sur l'ongle en 1985 par l'Irak, mais qui n'ont jamais été livrés en raison du blocus qui avait été mis en place autour du pays de Saddam Hussein. A l'occasion d'une visite à Bagdad il y a quelques semaines, Christian Estrosi a fait savoir au ministre irakien des affaires étrangères que Paris était prêt à rouvrir le dossier. Plutot que de faire un chèque, l'idée serait de proposer à l'Irak des Mirages F1 dont l'armée de l'air française n'a plus usage et que l'on rééquiperait pour l'occasion. Dans le jargon, on dira qu'il s'agit de « rétrofiter des aéronefs sous cocon ». Cela permettrait non seulement de régler le différent financier, mais aussi de couper l'herbe sous le pied des américains qui ont bien l'intention de vendre des chasseurs F16 à l'Irak.
Du coté du fabricant du Mirage, on ne doit pas voir d'un très bon œil se profiler cet accord. Dassault a bien sûr plus intérêt à vendre du matériel neuf que de voir s'échanger entre Etats des avions d'occasion.

Huumm...Ça nous arrange pas cette histoire, à moins qu'il ne s'agisse pas des f1 cr et ct qu'on pourrait récupérer!
Ça dépends si les avions qui étaient destinés à l'Irak ont été mis sous cocon ou pas!

Euh les mirage cr et ct portés au format astracs? Ça se respecte et ça fait autant de travail qu'un f16! Il est plus manœuvrable en plus!

HANSCOM AFB, Mass. | An Electronic Systems Center team is scheduled to complete work on a project by the end of August that lays the backbone for communication and connectivity for the Iraqi air force.

The Iraq Information Technology Infrastructure Project, or I3P, uses new local area, base area and wide area networks to connect four Iraqi air bases to one another and to the country's defense and intelligence network. It's a key project to enable U.S. servicemember withdrawal. The work is being directed by the Command and Control, Intelligence, Surveillance and Reconnaissance Directorate Foreign Military Sales Team for Iraq.

The development and fielding of this system faced the challenge of working in a war zone. When the I3P team of government, and advisory and assistance professionals made its most recent trip to Iraq, the team's flight landed after a mortar attack.

"Although there was a sense of tension and stress, I was able to refocus the team around the mission," said Capt. Wesley Crawley, the program manager. "The team is always aware of the inherent dangers of the in-country environment, but is able to look past the conditions to what we are accomplishing."

I3P will be used as the foundation for all future command and control systems throughout the country, providing a vital Iraqi air force capability that will allow Iraq to reach its minimum essential capability, officials said.
To reach their MEC, Iraqi officials are working to have foundational capabilities in place that will allow their military forces to provide external defense prior to U.S. forces departing at the end of 2011.

"The current conditions in Iraq are rudimentary," said Richard Dellovo, a network engineer. "They currently have 'sneaker communications,' meaning they are running notes to one another. Through the I3P, we're providing them with services that we take for granted."
Items included as part of the I3P are Voice over Internet Protocol phones, radio and command and control, or C2 equipment, along with several hundred miles of fiber cabling to connect the various areas.
Members of the team are instructing Iraqi air force members on the systems through a train-the-trainer concept.

"All the would-be teachers are receiving training to use the system, educate the other operators, and maintain the system," said Paul Risotti, the project manager.
With information transmitted through the I3P equipment, the Iraqis will be able to perform air management and strategic air reconnaissance through direct communication with aircraft and the Iraqi Air Operation Center.

As the Iraqis work to re-establish their air force, I3P is the framework that will provide a level of security so they can maintain their own protection, said Philip Steele, an acquisition specialist.
In addition to working in a war zone, there have been a number of challenges the team has had to work through. They had to deal with extreme weather conditions, logistics issues and cultural differences.
Lack of electricity is another problem team members have had to face. Currently, only three hours of electricity per day are provided for the local population.
"We're trying to install modern-day technology but it is running on antiquated systems," said Mr. Steele, adding that the equipment is still being run off generators. "We keep trying to emphasize the great need to have full-time electricity to keep the equipment we're providing up and running."
The next step for the team is to establish a Sector Operations Center and Long Range Radar.
"As an acquisition officer, it's highly unusual that we are working with the Iraqis in a constant terroristic and combat situation," Captain Crawley said. "In this case, we're able to see the immediate impact in a war zone. We're helping the Iraqis build a robust C2 capability to sustain themselves and their country while decreasing the reliance on U.S. troops."

Pour cette somme, j'espère qu'ils ont inclus la couverture radars et la dca, l'artillerie et d'autres surprises, parce que je la sens pas trop cette histoire moi. Ca ressemble à du: "je me sers avant de ne plus pouvoir le faire"!

il prix a l unité de leur F-16 c est
le prix d un gros navire de guerre avec tous ses equipement pour un seule F-16
ou encore pas loin du prix d un soum tous equipé
le prix de 2 bataillon PMU2
50 millions de plus que le prix d une FMMM

je sais pas, mais question prix c'est pas trés intéréssante, d'ailleurs c'est du commerce, en tant que commerçant, si tu trouve quelqu'un que tu peux y profité, tu n'hésitra pas, surtout lorsque tu es déjà sous mon pouvoir que ca soit d'une façon directe ou pas ... d´un autre coté,je comprends les US,car si un pilote decide demain de refaire le coup des mirage F1 en iran,ces derniers ne devraient pas se rejouire du cadeaux de noel.

peut etre une explication des prix surfacturés,le GAO critique les financements d´aide US a l´armée iraquienne,alors que ce pays a un exedent budgetaire
