WASHINGTON, Oct 15 (Reuters) - The U.S. Air Force is seeking to retire early more than 300 fighter aircraft next year to save $3.4 billion in the hope of funding advanced Lockheed Martin Corp (LMT.N: Quote, Profile, Research, Stock Buzz) fighters and other modernization efforts, a published report said on Wednesday, citing internal Pentagon documents.
The plan would retire 137 F-15 and 177 F-16 fighters plus nine A-10 close air support attack aircraft as much as 11 years before the end of their scheduled useful lives, InsideDefense.com, an online news service, reported.
"Without accelerating these retirements, we are left with a larger, less-capable force unable to penetrate anti-access environments," the Air Force was quoted as telling John Young, the Pentagon's top arms buyer, in defense of a fiscal 2010 spending plan it submitted in August.
"Anti-access" is Pentagon jargon for spots defended by advanced surface-to-air missiles and state-of-the-art fighters such as those used or planned by Russia and China.
A key Air Force concern is what it calls a potential fighter gap until Lockheed's radar-evading F-35 Joint Strike Fighter is produced in large numbers.
An Air Force spokesman said it would be inappropriate to discuss an internal working document that will continue to change until it is incorporated into the next president's fiscal 2010 budget submission.
The document was quoted as saying an Air Force analysis showed a "smaller but modernized fighter force, when coupled with a robust bomber fleet, can effectively bridge the gap until the F-35 can be produced in required numbers (ramping to 110) and the F-22 can be modified to a common configuration."
Air Force officials have said they plan to increase F-35 production over the next five years to address the fighter gap, InsideDefense.com said.
Two F-35s have entered flight test, two are in ground test and 17 are in various stages of assembly, including the first two production-model jets scheduled for delivery to the U.S. Air Force in 2010, Lockheed said last month.
The president of the Air Force Association, retired Lt. Gen. Michael Dunn, said it remained to be seen if Congress would let the Air Force get rid of so many aircraft so early and if Pentagon leaders would grab the savings to fund competing priorities within other armed services.
"There will have to be a lot of dialogue inside the Pentagon between the Air Force and the office of the secretary of defense, probably the secretary himself, before a decision is made," Dunn, a former president of the Pentagon's National Defense University, said in a telephone interview.
Old warplanes typically involve high maintenance costs and may require big outlays for structural upgrades. Still, lawmakers often have blocked Air Force attempts to retire aging warplanes early, partly to preserve jobs -- in their voting districts -- at bases from which they are flown.
In the fiscal 2010 budget request being readied at the Pentagon for the next president, the Defense Department is seeking ways to continue production of Lockheed Martin's F-22, the top U.S. dog fighter, while boosting F-35 output to capture economies of scale quickly, Pentagon officials have said.
The final say on whether to go on building the F-22 is being left to the next president, who is to be elected Nov. 4 and take office Jan. 20 -- only weeks before the administration's budget request normally is sent to Congress.
The proposed early retirements represent accelerations of seven years in the case of the F-15, six years for the F-16 and 11 years for the A-10, according to the document cited by InsideDefense.com.
The savings would fuel a push to modernize the Air Force's bombers, late-date fighters and go toward a new "nuclear-specific" B-52 bomber rotational squadron and Northrop Grumman Corp'a (NOC.N: Quote, Profile, Research, Stock Buzz) RQ-4 Global Hawk unmanned aerial system expansion, the document was quoted as saying. 8/8/2011 - LOS ANGELES AIR FORCE BASE, El Segundo, Calif. -- The second flight of the Hypersonic Technology Vehicle 2, developed by the Defense Advanced Research Projects Agency, is scheduled to launch Wednesday at 7 a.m. PDT from Space Launch Complex 8 at Vandenberg Air Force Base, Calif., aboard a Minotaur IV Lite rocket.
The early morning launch is the second flight of HTV-2 in a test series designed to validate technologies that will enable high-performance, long-duration, and maneuverable hypersonic flight.
Furthermore, the HTV-2 program serves as a demonstration of the hypersonic technologies that are needed to achieve a prompt global reach capability.
This will be the 4th launch of Orbital Sciences Corporation's Minotaur IV rocket which uses decommissioned Peacekeeper intercontinental ballistic missile motors. This is also the 9th launch for the Minotaur program from Vandenberg AFB, Space Launch Complex 8. DARPA selected the Minotaur IV launch vehicle highlighting the responsive, reliable and cost-effective nature of the rocket.
The Minotaur family of launch vehicles are provided via the Orbital/Suborbital Program 2 and managed by the U.S. Air Force Space Development and Test Directorate's Launch Systems Division located at Kirtland AFB, NM.
"The first flight of HTV-2 allowed DARPA to greatly increase our understanding of the hypersonic environments encountered by the vehicle; the data collection was a resounding success. The entire team is looking forward to yet another successful flight demonstration for our DARPA partners," said Col. Kent Nickle, Chief of SMC/SD's Launch Systems Division and HTV-2 Flight 2 Mission Director.

- RQ-4 Block 30 Global Hawk reaches critical milestone
LANGLEY AIR FORCE BASE, Va. -- The commander of Air Combat Command declared initial operational capability for the RQ-4 Block 30 Global Hawk Aug. 10.
The Air Force successfully deployed the Block 30 RQ-4 Global Hawk in support of Operation ODYSSEY DAWN in Libya and Operation TOMODACHI in Japan, and the IOC declaration is another significant milestone for the aircraft.
"The basic requirement for Block 30 IOC is to support one continuous Block 30 24-hour orbit for 30 days," said Gen. William M. Fraser III. "There are enough assets and infrastructure in place to support the one continuous Block 30 orbit requirement for IOC."
"There is still much that needs to be done to reach Global Hawk full operational capability," Fraser added. "To that end, we'll continue working closely with Headquarters Air Force and Northrop Grumman."

Test du drone supersonique HTV-2
L’armée de l’air américaine a perdu contact avec un drone expérimental Falcon HTV-2, destiné à voler à une vitesse supérieure à Mach 20, lancé le 11 août en vol d’essai, a annoncé le Pentagone.
Le HTV-2 a été lancé depuis la base Vandenberg, en Californie. Cet engin qui ne décolle pas comme un avion a été lancé par une fusée Minotaur IV d’Orbital Sciences, qui devait l’amener sur une trajectoire supersonique. L’engin s’est séparé de la fusée, mais au bout de 26 minutes tout contact avec lui était perdu.
Depuis 2003, le Pentagone met au point le Falcon HTV-2 dans le cadre de son programme visant à assurer la possibilité d’une « frappe globale rapide », destinée à anéantir, en l’espace d’une heure, des cibles dans le monde entier, soit par des armes conventionnelles, soit par des armes nucléaires. Le Falcon HTV-2 est capable de voler dans les couches supérieures de l’atmosphère à une vitesse Mach 20, soit plus de 20.000 kilomètres à l’heure.

The Defense Advanced Research Project Agency (DARPA) tried with little success on Thursday to fly its high-speed Hypersonic Technology Vehicle-2 (HTV-2), a mishap the agency chalked up to continued trouble controlling the aerodynamic phase of flight. Despite the fact that this is the second HTV lost by DARPA, however, officials pledged to carry on with the project. "We'll learn. We'll try again. That's what it takes," DARPA director Regina Duncan said in a statement. "Filling the gaps in our understanding of hypersonic flight in this demanding regime requires that we be willing to fly." The aircraft took off and briefly achieved Mach 20 speed, but nine minutes later, DARPA lost contact with the glider. Initial evidence suggests that it "impacted the Pacific Ocean along the planned flight path," DARPA said. The agency said it has gathered an independent engineering review board to examine the data collected during yesterday's flight and advise the agency on how to proceed. "Here's what we know," said HTV-2 program manager Air Force Major Chris Schulz. "We know how to boost the aircraft to near space. We know how to insert the aircraft into atmospheric hypersonic flight. We do not yet know how to achieve the desired control during the aerodynamic phase of flight. It's vexing; I'm confident there is a solution. We have to find it." With top speeds of 13,000 miles per hour, the HTV-2 is designed to to fly anywhere in the world in less than an hour, DARPA says. Thursday's flight was DARPA's second failed attempt; it was last tested in April 2010. Takeoff was successful, but DARPA again lost contact with the aircraft after nine minutes and the vehicle was lost somewhere over the Pacific Ocean. Wired speculated earlier this week that in the event of an unsuccessful flight, DARPA might kill the HTV project. USAF to Replace U-2 Spy Plane by 2015
Northrop Grumman's RQ-4 Global Hawk will replace the US Air Force (USAF) Lockheed U-2 spy plane in 2015, according to Air Force officials.
US Air Force's Global Hawk functional manager Lt. Col. Rick Thomas said: "No U-2s in the Air Force in fiscal year 2015."
Defense News also reported Thomas as saying he is confident the RQ-4 will match the capabilities provided by the U-2.
Before replacing the U-2, however, the Global Hawk will have to carry the aircraft's high resolution wet film camera, Optical Bar Camera.
"We're looking at a cooperative effort with industry to look at a universal mount," he added.
Doubts have been raised, however, that the Global Hawk will ever live up to what was originally promised as the sensors are currently sub-par and "will continue to be well below par."

Air Force Two to retire at DAFB
A workhorse aircraft that helped transport presidents, vice presidents and their entourages for decades will retire at Dover Air Force Base on Thursday, becoming a part of a growing fleet at the Air Mobility Command Museum.
The museum's newly assigned, twin-engine VC-9 "Nightingale" jet saw service from 1975 to 2005 with the 89th Wing at Andrews Air Force Base, just outside the nation's capital. It still bears its official United States of America paint scheme: robin's egg blue, white, polished aluminum and gold.
"We're fairly sure that, as soon as the VC-9 gets here, it'll become a crowd favorite," said Michael Leister, the museum's director.
During its most-active years, it was mainly used as Air Force Two by vice presidents, including Walter Mondale during the Carter years, George H.W. Bush during the Reagan years and Dan Quayle during the Bush years. President Ronald Reagan and
President Bill Clinton made trips aboard the Nightingale as well, transforming the plane temporarily into Air Force One.
"This is actually a very historic aircraft. It flew as Air Force One a number of times, when presidents needed to go into smaller airports that couldn't handle a 707 or 747," Leister said.
Museum officials have scheduled a free, public arrival ceremony, with the VC-9 expected to land at about 1 p.m. Thursday after a trip from Scott Air Force Base. Visitors should arrive about a half-hour early for the event.
The plane was built to cruise at 565 miles at 35,000 feet, and has interior features that include a conference area and a communications suite.
The military transferred the plane to the Air Force Reserve when a new Boeing 757 was assigned to the presidential fleet.
Dover, the third-largest of a dozen Air Force field museums, applied for the VC-9 after the Air Force reported it would be retired.
Although visitors will have a chance to get a close look on Thursday, about a month of decommissioning and maintenance work, including draining of fuel lines, will be needed before regular tours can being.
Visitors can reach the museum -- the only museum dedicated to airlift and aerial refueling history -- from Del. 9, off Del. 1 at the southern end of the base .

The base museum, supported by a nonprofit foundation, has 30 aircraft and a variety of military and aviation history exhibits, including a huge C-141 jet transport, propeller-era airlifters such as the C-133 Globemaster, a B-17 "Flying Fortress" bomber and a C-47 "Gooney Bird" transport that saw combat service during World War II.
Work is currently under way on restoration of a World War II-era combat glider, among other projects.
About 130 volunteers, including many retirees, volunteer at the museum. About 70 percent of the facility's displays focus on airlift history, about 20 percent on aviation and 10 percent on history and displays involving the Dover base itself.

AUVSI: USAF formally approves first RQ-4 Block 30 operational orbit By Stephen Trimble
The US Air Force has accepted that four Northrop Grumman RQ-4 Block 30 unmanned aircraft systems (UAS) are now ready to maintain one orbit of continuous surveillance over a 30-day period.
That declaration on 12 August of initial operational capability (IOC) means the program has overcome some of the USAF's concerns about reliability of the Block 30 variant's equipment.
But USAF officials also signaled the program's performance is still under scrutiny, with Air Combat Command (ACC) General William Fraser warning that "there is still much to be done" before the program achieves full operational capability.

Reaching that milestone is still six years away and requires Northrop to prove that the Block 30 fleet can maintain six continuous orbits of four aircraft each over a 30-day period, according to ACC. All six orbits must be performed simultaneously, forming a continuous surveillance presence all over the world.
Meeting that standard requires not only the delivery of 24 aircraft, but the ability to sustain a continuous cycle of surveillance missions all over the world.
Northrop has delivered 11 Block 30s to the USAF so far, but only four have proven reliable enough to meet the USAF's definition for an operational system.
Achieving that standard is critical for the USAF's plan to begin retiring the Lockheed Martin U-2 Dragon Lady surveillance fleet. The service's 33 U-2s should be retired from 2015-2016.
The Block 30 RQ-4 is equipped with high-resolution surveillance cameras and signals intelligence receivers.
Earlier this year, USAF officials cited performance shortfalls with the Block 30 system. The USAF reduced planned buys of the Block 40 variant to fund reliability improvements with the Block 30 system.
Operational tests also revealed the Block 30 was performing below the USAF's standards for reliability. An Air Force cargo plane collided with a drone in Afghanistan, a potentially serious mishap that could give ammunition to critics wary of allowing pilotless aircraft to operate in civilian airspace.
Air Force Capt. Justin Brockhoff, a spokesman for the military in Afghanistan, confirmed that a C-130 cargo plane made an emergency landing Monday at a base in eastern Afghanistan after colliding with an RQ-7 Shadow, an unmanned aerial vehicle that is usually operated by the Army and the Marine Corps.
"The C-130 received light damage during the incident and the aircrew was unharmed," Capt. Brockhoff said.

Air Force Lifts Flight Ban on Lockheed F-35 Fighter Jet
The U.S. Air Force today lifted a two-week-old flight ban that had grounded Lockheed Martin Corp. (LMT)’s F-35 Joint Strike Fighter, following a power problem on a plane at Edwards Air Force Base in California.
An investigation found there was a defective valve in the plane’s Integrated Power Package, a turbo machine that provides power to start the engine, according to an Air Force statement.
While the probe continues, engineers determined that it is safe to resume test flights, said Joe DellaVedova, a spokesman for the Joint Strike Fighter Program Office. The F-35 is the Pentagon’s biggest procurement program at a planned $382 billion to buy 2,457 of the stealth F-35 jets in different versions for the Navy, Air Force and Marine Corps.
Flights will resume for 18 of the 20 fighters that the Air Force has been flying, DellaVedova said. Two planes based at Eglin Air Force Base in Florida will remain grounded because they lack the monitoring systems used in developmental test aircraft that can detect any problems in flight, he said.
Flight operations will resume for the rest of the planes, which are based at Edwards and at the Patuxent River Naval Air Station in Maryland.
Budget Target
The F-35 may be a target for budget cuts as the Pentagon is pressed to help lower the federal deficit. The Defense Department will need to find at least $325 billion in cuts over the next 10 years in the first phase of a $2.4 trillion deficit- reduction agreement approved by Congress. Another round of $500 billion in defense cuts may be imposed if Congress fails to approve enough budget savings in other areas.
Before leaving office in June, former Defense Secretary Robert Gates said the Pentagon may need to reconsider how many planes should be purchased.
The F-35 has five more years of developmental testing to complete before it is used in operations, DellaVedova said.
Concern about the plane stemmed from an Aug. 2 incident at Edwards, when the Integrated Power Package, made by Honeywell International Inc. (HON) of Morris Township, New Jersey, failed during an engine run, forcing an engine shutdown. No injuries to the pilot or ground crew occurred.
A valve in Honeywell’s power package did not function properly, according to the Air Force statement. Flights can resume on aircraft while the valve is monitored, it said. A permanent fix for the problem is being developed.
The Air Force has also grounded Lockheed’s F-22 Raptor, the military’s most advanced fighter, because of reported problems with the plane’s system for supplying oxygen to the pilot.
The flight ban on the F-22, in effect since May, remains until an investigation is completed in a few months, said Air Force spokesman Lieutenant Colonel John Haynes.
