WASHINGTON, Oct 15 (Reuters) - The U.S. Air Force is seeking to retire early more than 300 fighter aircraft next year to save $3.4 billion in the hope of funding advanced Lockheed Martin Corp (LMT.N: Quote, Profile, Research, Stock Buzz) fighters and other modernization efforts, a published report said on Wednesday, citing internal Pentagon documents.

The plan would retire 137 F-15 and 177 F-16 fighters plus nine A-10 close air support attack aircraft as much as 11 years before the end of their scheduled useful lives, InsideDefense.com, an online news service, reported.

"Without accelerating these retirements, we are left with a larger, less-capable force unable to penetrate anti-access environments," the Air Force was quoted as telling John Young, the Pentagon's top arms buyer, in defense of a fiscal 2010 spending plan it submitted in August.

"Anti-access" is Pentagon jargon for spots defended by advanced surface-to-air missiles and state-of-the-art fighters such as those used or planned by Russia and China.

A key Air Force concern is what it calls a potential fighter gap until Lockheed's radar-evading F-35 Joint Strike Fighter is produced in large numbers.

An Air Force spokesman said it would be inappropriate to discuss an internal working document that will continue to change until it is incorporated into the next president's fiscal 2010 budget submission.

The document was quoted as saying an Air Force analysis showed a "smaller but modernized fighter force, when coupled with a robust bomber fleet, can effectively bridge the gap until the F-35 can be produced in required numbers (ramping to 110) and the F-22 can be modified to a common configuration."

Air Force officials have said they plan to increase F-35 production over the next five years to address the fighter gap, InsideDefense.com said.

Two F-35s have entered flight test, two are in ground test and 17 are in various stages of assembly, including the first two production-model jets scheduled for delivery to the U.S. Air Force in 2010, Lockheed said last month.

The president of the Air Force Association, retired Lt. Gen. Michael Dunn, said it remained to be seen if Congress would let the Air Force get rid of so many aircraft so early and if Pentagon leaders would grab the savings to fund competing priorities within other armed services.

"There will have to be a lot of dialogue inside the Pentagon between the Air Force and the office of the secretary of defense, probably the secretary himself, before a decision is made," Dunn, a former president of the Pentagon's National Defense University, said in a telephone interview.

Old warplanes typically involve high maintenance costs and may require big outlays for structural upgrades. Still, lawmakers often have blocked Air Force attempts to retire aging warplanes early, partly to preserve jobs -- in their voting districts -- at bases from which they are flown.

In the fiscal 2010 budget request being readied at the Pentagon for the next president, the Defense Department is seeking ways to continue production of Lockheed Martin's F-22, the top U.S. dog fighter, while boosting F-35 output to capture economies of scale quickly, Pentagon officials have said.

The final say on whether to go on building the F-22 is being left to the next president, who is to be elected Nov. 4 and take office Jan. 20 -- only weeks before the administration's budget request normally is sent to Congress.

The proposed early retirements represent accelerations of seven years in the case of the F-15, six years for the F-16 and 11 years for the A-10, according to the document cited by InsideDefense.com.

The savings would fuel a push to modernize the Air Force's bombers, late-date fighters and go toward a new "nuclear-specific" B-52 bomber rotational squadron and Northrop Grumman Corp'a (NOC.N: Quote, Profile, Research, Stock Buzz) RQ-4 Global Hawk unmanned aerial system expansion, the document was quoted as saying. HAWAII-BASED F-22 RAPTORS ACHIEVE INITIAL OPERATIONAL CAPABILITY

HONOLULU - Nov. 9, 2012 - The Hawaii Air National Guard’s 199th Fighter Squadron and the active duty Air Force’s 19th Fighter Squadron (Those squadrons fall under the 154th Wing and 15th Wing, respectively) have achieved Initial Operational Capability (IOC) status.


The IOC announcement comes at the end of a three day long exercise that clearly demonstrates the units’ ability to fly and maintain the world’s most advanced fighter aircraft for any contingency operation. “This is a huge milestone for our combined 154th and 15th Wings. IOC means we are able to deploy a portion of our F-22 Raptors, anytime, anywhere, in support of theater operations. Our F-22 Raptors underscore the U.S. commitment to the Pacific region and adds additional air dominance capability to U.S. Pacific Command”, said Brig. Gen. Braden Sakai, 154th Wing commander. “Having this capability in Hawaii gives the U.S. Pacific Command the ability to respond rapidly to any contingency, anywhere in the theater in minimal time”.



The F-22A Raptor is capable of both air-to-air, as well as air-to-ground precision strike and is the Air Force’s primary air superiority fighter providing unmatched capabilities for air supremacy and homeland defense.



The fifth-generation F-22 Raptor has unparalleled stealthiness, supercruise, unmatched maneuverability and improved sustainability that would enable the aircraft to strike deep and fast, day or night, paving the way for friendly air, ground and naval forces to operate freely; gather and distribute intelligence across the battlefield; and even engage incoming missiles.



Joint Base Pearl Harbor Hickam is home to a total of 20 F-22 Raptors. The HIANG and the active duty air Force share responsibility for flying and maintaining the F-22s.

BAE Systems successfully converted its 300th F-4 Phantom fighter jet into an unmanned flying drone for the U.S. Air Force.



The achievement is a significant milestone in the 16-year-long QF-4 program, which provides full-scale, remotely controlled aerial targets that the Air Force uses for weapons testing and aircraft training.

The QF-4 work is conducted at BAE Systems’ 123,000-square-foot hangar in Mojave, California. Approximately 100 employees provide a range of services to transform decommissioned F-4s into QF-4s, a complex process that typically takes about six months. Depending on the condition of the F-4s, the services may include systems engineering and integration; electrical, mechanical, and software engineering; and various types of structural alterations.

“Our proven performance on this program exemplifies our global capabilities to upgrade and modify aircraft,” said Gordon Eldridge, vice president and general manager of Aerospace Solutions at BAE Systems. “We have been the sole provider of QF-4s for the Air Force since 1996. Congratulations to the entire Mojave team, which now has more than 35 years of combined experience and a solid track record of success.”

There are 14 more QF-4s scheduled for delivery by the middle of 2013. After each conversion is complete, the aircraft is flown to Tyndall Air Force Base in Florida and other training sites, where it is used primarily for target practice.

In addition to the QF-4 program, BAE Systems offers military customers around the world a range of services for aircraft upgrades and modifications, including for F-16 fighters and C-130 transports. These services include state-of-the-art avionics and electronics upgrades, as well as heavy maintenance support and structural modification programs. For example:

• BAE Systems is a leading systems integration provider of avionics upgrades for F-16s. In August, South Korea selected BAE Systems as the sole source contractor to upgrade its fleet of more 130 F-16s. Additionally, the company supports 270 of the U.S. Air National Guard’s upgraded F-16s and 50 of the Turkish Air Force’s upgraded F-16s. BAE Systems’ upgrade solution includes the Commercial Fire Control Computer, which is currently the highest throughput and most supportable mission computer in any F-16.

• BAE Systems also has a strong history of performance in support of C-130s. The company has designed, supported and completed more than 200 modifications to C-130 variants since the late 1990s. In 2011, BAE Systems was awarded a $23 million U.S. Air Force contract to design and test mission computers for 37 C-130 aircraft. Under that contract, the company is developing, qualifying and testing the new computers, integrating existing software and manufacturing the kits that the Air Force uses for final installation.

L’armée américaine va installer un radar et un télescope en Australie

En novembre 2010, Washington et Canberra signèrent un accord de défense spatiale à l’occasion d’une visite en Australie d’une délégation américaine emmenée par Hillary Clinton.

Deux ans plus tard, cet accord va être mis en application. Ainsi, il a été annoncé, ce 14 novembre, l’implantation prochaine en Australie d’un radar en bande C mis en oeuvre par l’US Air Force et d’un télescope de surveillance.

Ce radar en bande C, qui sera le premier utilisé par l’armée américaine dans l’hémisphère sud, permettra de surveiller les débris spatiaux mais aussi les lancements de fusées et de missiles nord-coréens et très vraisemblablement chinois.

Il en va de même pour le télescope de surveillance, qui a été développé par l’agence de recherche et de développement du Pentagone (Darpa) afin de suivre les petits objets évoluant à 35.000 km d’altitude.

Cette annonce a été qualifiée “d’avancée majeure dans la coopération spatiale bilatérale et dans le rééquilibrage des Etats-Unis vers la région Asie-Pacifique” par le secrétaire américain à la Défense, Leon Panetta, actuellement en visite officielle en Australie.

Par ailleurs, Canberra a donné son accord, l’an passé, à une augmentation significative de la présence de l’armée américaine sur son territoire où cette dernière dispose déjà d’une station d’écoute installée sur la base d’Alice Springs. Ainsi, près de 2.500 soldats du corps des Marines devraient être affectés à Darwin d’ici 2016-2017 et des facilités ont été concédées pour les navires de l’US Navy.

F-22 Fighter Crashes at Tyndall Air Force Base




Tyndall Air Force Base, Fla. -
UPDATE 10 p.m. Thursday:

Officials at Tyndall Air Force Base are investigating the cause of an F-22 fighter jet crash. Thursday afternoon, the single seat stealth fighter plunged to the ground near highway 98. The pilot ejected right before impact.

As hours past, the hazy details became a little bit clearer for the 325th Fighter Wing Commander, who just the day before, took command of this squadron.

"We were able to secure the area and that's what we're currently going to do and we're going to keep it secure for the next while." Col. David Graff says.

According to Graff, the pilot, who has not been identified ejected safely. An eyewitness tells News 13 they observed the plane nose dive for 8 to 10 seconds, while another captured a photo, seconds after impact. This accident comes on the heals of several investigations into the safety of the $150 million aircraft.

The jet also known as the ‘Raptor' has seen its fair share of media coverage surrounding potential problems with the aircrafts oxygen deficiency. But Commander Graff says there are no indications to show this incident is linked to previous issues.

"The F-22 is a phenomenal aircraft and the best fighter aircraft we have in the United States. I have full confidence in its capabilities and flight worthiness." Col. Graff says.

A similar F-22 was damaged in May at Tyndall. No one was hurt. Coincidently, the Air Force Times released the findings of the May mishap just hours before this crash. According to the report, the May incident was blamed on pilot error.

Thursday's crash happened around 3:30 p.m and is now under investigation. Highway 98 has been reopened to traffic.

Raptors take flight again after crash

TYNDALL AIR FORCE BASE— That roar heard over the Bay County was the F-22 Raptor resuming flights.

Col. David Graff, commander of the 325th Fighter Wing, resumed F-22 flights four days after an F-22 Raptor crashed on Tyndall Air Force Base property, last Thursday.

Graff reportedly flew one of the first F-22 Raptor missions Monday morning at approximately 7:45 a.m. A total of 14 F-22 aircraft completed training missions on Monday, officials wrote in a news release.

“I have complete confidence in the F-22 and its reliability. We will continue to accomplish our mission while the Safety Investigation Board searches for the cause of last week’s accident,” Graff said.

Immediately following the crash, an interim safety investigation board was established with local members, tasked with securing the scene and preserving all evidence. The official SIB composed of specially trained members from different military installations arrived this weekend and has taken charge of the investigation.

Safety Investigation Board results are never released to the public, but are conducted to prevent future mishaps. Safety investigations of weapons systems such as aircraft, missiles and space platforms also assess possible force-wide implications on the combat readiness of these systems.

An Accident Investigation Board will convene following the SIB. The purpose of this board is to provide a report which can be released to the public. This report includes the facts and circumstances surrounding the accident and a statement of opinion on the cause or causes of the accident.

A complete investigation into the incident may take months.

Selon l’organisme d’observation et d’analyse géostratégique Stratfor, les mouvements militaires américains et français relevés au cours du mois de septembre, s’ils peuvent avoir diverses explications, ne sont sans doute pas étrangers à la situation en Afrique du Nord et au Moyen Orient. Le 13 septembre, une dizaine d’avions de transport militaire MC-130H, HC-130N, HC-130P et AC-130U sont arrivés des États-Unis et ont atterri à Souda Bay, en Crête. On ne sait pas s’ils ont quitté l’île, ni quelle est leur destination. Le 24 septembre, une dizaine de F/A-18 Hornets, avions de combat de l’US Marine Corps sont arrivés en deux vagues sur la base militaire espagnole de Moron, utilisée depuis 1953 par l’US Air Force. Leur destination finale n’est pas connue non plus. Selon Stratfor, peut-être sont-ils à destination l’un des pays de Conseil de Coopération du Golfe (CCG), où des escadrons, notamment de F-22, ont déjà été déployées.

Le 24 septembre, le New York Times publiait un article affirmant que l’Irak et les Etats-Unis étaient en train de négocier un accord sur le retour de petites unités américaines en Irak pour des « sessions d’entraînement ». Selon le général Robert Caslen, une unité des opérations spéciales a été récemment déployée dans ce pays, « à la demande du gouvernement irakien ». Toujours le 24 septembre, le quotidien français, le Figaro, informait du déploiement d’une centaine de soldats des opérations spéciales françaises dans la région sub-saharienne en relation avec la situation au nord Mali. Le Figaro notait que des avions de reconnaissance maritime pouvant être utilisés pour le renseignement, seraient déployés dans la région et que les commandos de la marine française renforceraient ceux des opérations spéciales au sol.

Selon le journaliste Guido Olimpio, des drones américains traquent les rebelles en Libye, tandis que les forces des opérations spéciales américaines seraient en train d’organiser des opérations de renseignement qui pourraient précéder des frappes chirurgicales en Libye et au Mali.

Il se peut, dit Stratfor prudemment, que tous ces déploiements aient été prévus auparavant pour l’entraînement ou dans le cadre d’opérations en cours. Ils ne signifient pas, non plus, des missions imminentes. Les Etats-Unis et la France peuvent simplement être en train de positionner des forces militaires dans une région de conflit qui pourrait nécessiter une intervention ou une action militaire rapide, mais « pris ensemble, ils sont trop convaincants pour être ignorés, étant donnés les conflits en Afrique du nord, en Afghanistan et en Syrie, ainsi que les tensions actuelles avec l’Iran.

CLIFTON, N.J., Nov. 19, 2012 - ITT Exelis (NYSE: XLS) has completed extensive electromagnetic compatibility testing of its Advanced Integrated Defensive Electronic Warfare Suite, or AIDEWS, at Edwards Air Force Base, Calif. AIDEWS provides pilots with situational awareness and protection against radar-based threats, including modern surface-to-air and air-to-air weapon systems.



The testing, part of the qualification process for the Pakistan F-16 upgrade program, was conducted to ensure AIDEWS will work with other systems integrated into the aircraft, and verify that the multiple systems will not interfere with one another. This chamber-based testing also helps to reduce the amount of flight testing needed to verify the electronic warfare system’s performance, reducing cost and time to qualify a system.


Six weeks of testing, at Edwards AFB, was performed on multiple radio frequency systems operating simultaneously in an F-16 carrying the AIDEWS pod. The team measured pod antenna patterns on the F-16, as well as system interoperability between the AIDEWS jamming pod, fire control radar and ALR-69 Radar Warning Receiver.


“This milestone speaks volumes about our system’s capability and maturity,” said Stuart Altman, Exelis Electronic Systems business area lead for AIDEWS. “This kind of comprehensive testing shows we already have a well-integrated, effective system to protect the F-16, and we’ll be using the results of this testing to make the system even better.”


AIDEWS is built upon the proven ALQ-211 family of electronic warfare systems now in use to support a broad range of U.S. and allied defense customers on many aircraft. The system is currently in full production with more than 160 systems under contract for six nations as part of the F-16 Foreign Military Sales program.

The first of 126 Boeing QF-16 drones has been delivered to the US Air Force (USAF) for development testing at Tyndall Air Force Base (AFB) in Florida, the 325th Fighter Wing announced on 20 November.

The converted Lockheed Martin F-16 Fighting Falcon multirole aircraft was handed over to the 53rd Weapons Evaluation Group (WEG) at Tyndall AFB on 19 November where it will be evaluated and trialled before the type replaces the 1960s-era QF-4 Phantom II as the USAF's optionally-manned aerial target.

With stocks of suitable McDonnell-Douglas F-4s running low, and with BAE Systems' contract to deliver 300 QF-4s to the USAF nearing its conclusion, the service decided in 2010 to launch the QF-16 programme. This will not only open up a whole new source of surplus airframes for conversion, but the early-model Block 15, 25 and 30 F-16s being converted will more realistically represent the kind of threat that modern pilots are likely to go up against.

Boeing is undertaking the QF-16 conversion work at its Cecil Field facility in Florida, and the maiden (manned) flight of the first QF-16 (QF001) took place out of that facility on 4 May.

MOSCOW, November 26 (RIA Novosti) - Inspectors from the United States will conduct an inspection flight over Russia under the Open Skies Treaty starting on Monday, a Russian Defense Ministry spokesman said.

“In the period from November 26 to November 30, as part of the international Open Skies Treaty, US representatives will conduct a surveillance flight on board a US [Boeing] OC-135B observation aircraft over the territory of the Russian Federation,” the spokesman said.

The flight will be made along the route coordinated earlier with Russian specialists, who will be on board of the aircraft monitoring implementation of agreements on the use of technical equipment for the observation, he said.

The Open Skies Treaty, signed in 1992 on an initiative of U.S. President George H.W. Bush, established a regime of unarmed aerial observation flights over the territories of its member states to promote openness and transparency of military forces and activities.

The treaty entered into force on January 1, 2002 and its regime covers the national territories (land, islands, internal and territorial waters) of all 34 treaty signatory states. It is an important element of the European security structure.

ST. LOUIS, Nov. 27, 2012 -- Boeing [NYSE: BA] will help to modernize the B61 free-fall ballistic munition by designing a new tail kit under a $178 million contract from the U.S. Air Force.

The design, development and qualification phase of the B61 (Mod 12) Life Extension Program is expected to run for three years. The program further expands Boeing's Direct Attack weapons portfolio.

The B61 is a U.S. nuclear weapon that was designed in the early 1960s and went into full production in 1968. B61 (Mod 12) will replace obsolete parts and improve its reliability. Per the contract, Boeing will work with the departments of Defense and Energy on this program.

"Boeing has provided a wide range of reliable and affordable direct attack weapon solutions to the warfighter for more than a decade," said Debbie Rub, Boeing vice president and general manager for Missiles and Unmanned Airborne Systems. Après un an de négociations, Lockheed Martin et le Département américain de la Défense viennent de conclure un accord de principe sur un cinquième lot de 32 nouveaux avions F-35.

L’entente est évaluée à environ 3,8 milliards $, même si les deux parties sont en train de finaliser les détails, a dit une source proche du dossier.

Chacun des nouveaux avions coûterait moins de 50% du prix payé par le gouvernement américain lors de l’achat des avions dans le premier lot, a également précisé la source qui n’était pas autorisée à s’exprimer publiquement.

L’accord permettra également de dégager des fonds préliminaire pour un sixième lot d’avions, que Lockheed, le plus grand fournisseur du Pentagone, a construit à ses frais pendant un certain temps.

Le porte-parole du Pentagone George Little a déclaré que plus de détails sur le coût par avion seraient disponibles une fois que le contrat final serait signé.

Cet accord permet de dissiper le nuage noir qui planait au-dessus du programme d’achat du Pentagone le plus coûteux de son histoire, un programme de 396 milliards $. Cela faisait depuis le mois de décembre 2011 que les deux parties tentaient de parvenir à un accord sur ce lot d’avions.

Cet accord intervient quelques jours seulement après une rencontre «très productive» entre le chef des achats en armes du Pentagone Frank Kendall et la nouvelle présidente de Lockheed Martin, Marillyn Hewson.

LACKLAND, Texas: 24th Air Force, the U.S. Air Force’s cyber component to U.S. Cyber Command, took part in the Cyber Flag 13-1 training exercise at Nellis Air Force Base, Nev. Oct. 29-Nov. 8.

USCYBERCOM designed Cyber Flag to bring together Department of Defense cyber and information technology professionals to hone their cyber skills against a realistic adversary in a tactical virtual environment.

“Our increasing dependency on reliable and efficient network connectivity and the growing threat posed by cyber adversaries highlight the importance of practicing combined operations in defense of the DOD information infrastructure,” said Capt. Christian Mapp, 24th Air Force exercise branch chief. “As the service provider for Air Force networks, 24th Air Force participation with the other service components is critical to ensuring a synchronized and coordinated approach to DOD network defense being available and capable should the need ever arise.”

Mapp said the Air Force assembled a total force team comprised of more than 70 active duty, Reserve and Air National Guard cyber warriors from across the nation.

This year’s Cyber Flag was larger than the first Cyber Flag held in 2011 on the same cyber range. This year’s exercise saw approximately 700 participants, up from last year’s 300, and doubled the network size. All participants had a specific role to play, playing the part of a U.S. team or role-playing an adversary.

“Exercises like Cyber Flag test participants’ readiness when faced with a realistic cyber event in a stressed environment against a dynamic and skilled adversary. This was not a simple ‘capture the flag’ event,” said Col. George Lamont, director of USCYBERCOM Joint Exercises and Training.

The exercise included an opposing force whose mission was to penetrate and disrupt the computer networks of the “good guys,” or Blue Force – made up of DOD cyber service components.

Lt. Col. Jamie Maki, 24th Air Force chief of exercise and training chief, said Cyber Flag is designed to provide realistic training opportunities for a number of DOD commands to deter and, if necessary, defeat a cyber attack. Additionally, much like Red Flag is to the air world, Cyber Flag aims to give cyber operators experience with tactics, techniques and procedures of our cyber adversaries and test our own tactics, techniques and procedures. The teams were given opportunities to coordinate actions across the offensive and defensive spectrum as well as partnering with our sister services.

Despite this only being the second Cyber Flag, Maki said some of the key successes of the exercise included such efforts as the integration of cyber intelligence analysts proving invaluable to the mission planning cell, ultimately enhancing the defensive posture and virtually eliminating stovepipe efforts. Additionally, the collaboration between teams detecting cyber intrusions and first responders leveraged tactical insights and skill sets yielding greater synergy and mission effectiveness. Finally, the exercise partnered service teams with coalition partners highlighting the global nature of the cyber domain.

“Through the use of a virtual network environment, individuals supporting Cyber Flag benefited by gaining exposure to problem sets they may not normally experience in their day-to-day jobs. Furthermore the event affords the opportunity to work in concerted effort with their sister-service counterparts to operate and defend DOD networks across the full spectrum of operations against a realistic adversary,” Mapp explained.

Cyber security continues to be a priority across the government. The DOD has a critical role in developing and supporting the nation’s cyber security efforts.

“Cyber Flag highlights the interconnected nature of the DOD information infrastructure, making the key takeaway from Air Force Cyber Command’s participation in Cyber Flag the necessity to demonstrate a holistic approach for clearing the net and securing the high ground,” said Mapp.

L'arme a frappé, "avec succès", sept bases militaires américaines. Une nouvelle technologie qui pourrait facilement se retourner contre son propriétaire.

Parfois, de la science-fiction à la réalité, il n'y a qu'un petit pas. L'avionneur américain Boeing a testé avec succès une bombe volante à impulsion électromagnétique, rapporte le "Daily Mail" le 1er décembre. Durant une heure de vol, le missile a déchargé une forte impulsion de micro-ondes et a mis hors service sept installations militaires de l'armée américaine dans l'Etat de Utah, sans faire de mort.

L'opération, conjointement menée par Boeing avec les laboratoires de l'armée de l'air américaine à la demande du Pentagone, a été baptisée CHAMP pour "Counter-Electronics High Power Microwave Advanced Missile Project" (Projet de missile à micro-onde de haute puissance contre-électronique, NDLR). Le programme a tout de même coûté 29 millions d'euros. C'est surtout la première fois qu'un tel missile est testé. Chose étrange, Boeing a d'ailleurs publié un communiqué de presse pour se vanter de la "réussite totale" du projet et une vidéo "d'artiste".

Pour lui, cette technologie marque "le début d'une nouvelle ère dans la guerre moderne". "Dans un proche avenir, cette technologie pourrait être utilisée pour rendre les systèmes électroniques et les bases de données d'un ennemi inutilisables avant même que les troupes ou les avions arrivent sur place."

Bien que le projet soit frappé du sceau du secret, les experts estiment que le missile est équipé d'un canon à impulsion électromagnétique. Celui-ci utilise un "four à micro-ondes ultra-puissant" pour générer un faisceau concentré d'énergie qui provoque des surtensions dans les équipements électroniques.

Star Wars
L'ingénieur principal en charge du projet, Peter Finlay, assure que "nous sommes encore loin de ce qu'il est possible de voir dans Star Trek ou Star Wars, mais c'est un vrai progrès. Nous pouvons faire des choses que nous pensions impossibles avant."

Petit bémol, cette technologie pourrait se retourner contre son propriétaire avec une certaine efficacité. Interrogés par le "Daily Mail", des experts craignent que le projet puisse créer une nouvelle course aux armements, les pays se bousculant pour créer leurs propres armes à impulsions électromagnétiques.

Trevor Taylor, professeur à la Royal United Services Institute, concède que le monde occidental serait beaucoup plus vulnérable à une telle attaque en raison d'une dépendance aux systèmes électroniques. Selon lui, "idéalement, il aurait fallu qu'un accord de contrôle soit signé. Car, une fois que la technologie est effectivement opérationnelle, le contrôle devient plus difficile."

The new missile will most likely replace the aging and ever dwindling arsenal of nuclear and conventionally armed AGM-86 air launched cruise missiles. It will also likely replace the stealthy AGM-129, which is a somewhat newer design.

Responses to the tender must be in by 20 December. "The solicitation is further evidence that the air force is serious about fielding the next generation long-range strike family of systems, which will likely include standoff cruise missiles capable of penetrating contested airspace," says Mark Gunzinger, an analyst at the Center for Strategic and Budgetary Assessments.

"We have tended to focus on platforms in the discussion of air force modernization, equally important is the development of new generations of weapons," says Dan Goure, an analyst at the Lexington Institute.

As integrated air defences become ever more lethal, the more difficult it is for existing systems to penetrate those defences. As such, the LRSO must be much stealthier and far more resistant to countermeasures than the weapons it replaces, Goure says. It must also have much longer range and potentially carry a variety of different payloads depending on the task. It could also be faster. Potentially, it might be able to loiter over an area or even be retargetable in flight.

Goure is unsure if the next generation weapon would necessarily replace the US arsenal of nuclear-tipped cruise missiles, however. "We may be out of that business by the time the thing is actually fielded," he says. In addition to needing more security measures to ensure the safety of the warhead, the US government must be absolutely certain that the missile is able reach the chosen target for the nuclear mission. "Do I need something that is even more sophisticated?" he asks.

Gunzinger says he hopes that the new programme leads to a joint developmental effort with the US Navy to replace that service's Tomahawk cruise missiles. "Hopefully, this might become a joint programme that will produce a cruise missile that could be launched from US Navy as well as air force platforms," he says.

Goure says the potential exists that the two services could jointly develop such a weapon, but the USAF may not be willing to accept the compromises that might come with a naval missile design. Navy cruise missiles have to be able fit into the 21in torpedo tubes and the vertical launch tubes of a Virginia-class submarine, and therefore are restricted in size. "It's got to be no bigger than what the navy can fit," he says.
