Pakistan Selects German Submarines

Pakistan to buy German subs, ignore French

KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.

Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.

The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.

This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.

However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.

In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.

The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.

Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.

They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

Pakistan Expands Lockheed Martin Sniper Advanced Targeting Pod Fleet

ORLANDO, Fla., July 14, 2015 – Lockheed Martin (NYSE: LMT) received a follow-on foreign military sale contract to produce and upgrade Sniper® Advanced Targeting Pods (ATP) for the Pakistan Air Force’s F-16 fleet. The contract includes the production of 15 Sniper ATPs and upgrades to the Pakistan Air Force’s existing 22 Sniper ATPs.

To meet the Pakistan Air Force’s urgent operational need, pod deliveries will begin in late 2015. Upgrades, which will increase compatibility with the aircraft and enable enhanced features, will also begin in late 2015.

“Sniper ATP has supported the Pakistan Air Force’s mission since 2010,” said Rich Lovette, Sniper international program director at Lockheed Martin Missiles and Fire Control. “Additional Sniper ATPs and upgrades will give the Pakistan Air Force a more robust precision targeting capability to support the nation’s security requirements.”

Sniper ATP provides pilots high-resolution imagery for precision targeting, surveillance and reconnaissance missions. Sniper ATP detects, identifies, automatically tracks and laser designates small tactical targets at long ranges. It also supports employment of all laser and GPS-guided weapons against multiple fixed and moving targets.

Sniper ATP is interoperable across multiple platforms, including U.S. Air Force and multi-national F-15, F-16, F-18, A-10, B-1 and B-52 aircraft.

Aselsan to provide CIWS for Pakistani fleet tanker

James Hardy, London - IHS Jane's Defence Weekly
21 July 2015

Systems and electronics house Aselsan has announced a EUR4.68 million (USD5.09 million) contract with fellow Turkish technology and systems manufacturer Savunma Teknolojileri Mühendislik ve Ticaret (STM) to supply close-in weapon systems and communications equipment for the Pakistan Navy's under-construction fleet tanker.

Aselsan said in a 20 July statement that it would supply its STOP stabilised gun system and Communication Switch System (MAS) to be installed on the tanker in 2016.

Armée Pakistanaise / Pakistani Armed Forces (PAF) - Page 28 Pakist10

STOP mounts a 25 mm gun on a two-axis stabilised turret that also features an electro-optical (EO) sensor suite and fire-control software. Aselsan said the EO sensors included a thermal camera, TV camera and laser rangefinder.

STM signed a contract in January 2013 with Pakistan's Ministry of Defence Production to provide technical and material support for the construction of the double-hull fleet tanker, which is being built in-country by Karachi Shipyard and Engineering Works (KSEW). STM is supplying materiel, integrated logistic support, training tests, and trials, along with consultancy and management support for the four-year programme.

The new tanker displaces 15,600 tonnes, is about 155 m in length and will be equipped with replenishment-at-sea rigs and a helicopter flight deck. It is to be powered with a conventional all-diesel machinery plant, driving controllable pitch propellers, and will be able to achieve a speed of 20 kt.

PAKISTAN TO BUY EIGHT SUBMARINES FROM CHINA IN SECRET DEAL

Pakistan and China on Thursday agreed to a multi-billion dollar deal that would see Beijing provide eight submarines to the Pakistan Navy, in an agreement that analysts are calling the largest-ever defence deal China has agreed to with any country.

Despite the magnitude of the deal, government officials did not provide any details, even declining to confirm the size of the transaction. However, the composition of the Chinese delegation with which the agreement was reached suggests that the arrangements have been struck for purchase of eight submarines.

“Pakistan and China have reached an understanding on matters of defence cooperation relating to Pakistan Navy,” announced the finance ministry after a meeting with Chinese authorities. “Financial arrangements to this effect were also concluded.”According to a briefing that the defence ministry gave to parliament in April this year, Pakistan was negotiating a deal for acquisition of submarines from China. In the same month, the UK-based Financial Times, citing a retired senior official, claimed in a report that the contract could be worth $4 billion to $5 billion, the largest defence deal ever by China.

Sources in the finance ministry said that Pakistan would make down payments to China in four installments and the delivery of the submarines will be made in the coming years.

The financial arrangements were agreed during a meeting between Finance Minister Ishaq Dar and Xu Ziqin, President of the Chinese state-owned China Shipbuilding & Offshore International Company Limited (CSOC).

Finance Secretary Waqar Masood and Economic Affairs Secretary Saleem Sethi assisted Dar. Chinese Ambassador Sun Weidong also participated in the negotiations.

CSOC is the trade arm of China Shipbuilding Industry Corporation (CSIC) and its main business is the manufacture, repair, lease, and sales of military ships and submarines.

Sources in the finance ministry said that the agreement is still subject to final review form higher authorities in Beijing, following which a formal agreement will be signed. The press release issued by the ministry after the event was vague. According to the release, Dar said that the visit by the CSOC delegation to Pakistan would enhance and further strengthen their bilateral economic and defence cooperation.

The release quoted Xu thanking Dar for his contribution in concluding the arrangements, saying it was reflective of the deep rooted China-Pakistan friendship.

Last month, both the countries had also signed an agreement for construction of six patrol vessels for the Pakistan Maritime Security Agency (PMSA). The agreement had been signed by China Ship Trading Company (CSTC) and the Pakistani defence production ministry. According to the agreement, four ships will be constructed in China while the remaining two will be built at Karachi’s Shipyard under a transfer of technology agreement.

Armée Pakistanaise / Pakistani Armed Forces (PAF) - Page 28 3222

Turkey likely to gift 34 T-38M Talon jet trainers to Pakistan

According to Pakistanese media, Turkey has decided to provide 34 T-38M Talon jet trainers to Pakistan. The Northrop T-38 Talon is a two-seat, twin-engine supersonic jet trainer and it was the world’s first supersonic trainer and also the most produced. The Turkish Air Force has a current fleet of 68 T-38 trainer aircraft.

The T-38 remains in service as of 2015 in air forces throughout the world. The decision was conveyed by Turkish Commander of Air Force General Abidin Unal to his counterpart in Pakistan Air Chief Marshal Sohail Aman when they met recently.

It is likely the planes would be handed over to Pakistan before the end of the year. Highly placed sources of the Pakistan Air Force (PAF) told local media that the supply of 34 planes will reduce financial burden on the PAF and the planes will cater to PAF needs at least for the next 10 years.

T-38M is a modernised Turkish Air Force T-38A with full glass cockpit and avionics, upgraded by Turkish Aerospace Industries under the project. The US Air Force is using T-38M extensively and about 50,000 pilots have got training on this type of plane.

The sources said that Pakistan's Air Chief Marshal Sohail Aman would go to Turkey to receive the gift from the Turkish Air Force.

Pakistan has also initiated search for a most sophisticated multi-role fifth generation plane and for the purpose Sweden, American, Turkish and some European planes are being examined.

Pakistan reportedly signed contract for four Mi-35 Hind attack helicopters

Pakistan on Wednesday signed an agreement with Russia to purchase Mi-35 ‘Hind’ attack helicopters. “An agreement was signed between Pakistan and Russian authorities in Rawalpindi for the purchase of four Mi-35 helicopters,” said a senior military official on Wednesday, August 19.

The official, however, did not provide any further details about the deal, or shed any light on the configuration of the helicopters which Pakistan will receive. No timeline for delivery of the helicopters was revealed.
The agreement is believed to have been finalised during Chief of Army Staff General Raheel Sharif’s visit to Russia in June earlier this year.

Russia’s move is a major shift in its policy in the wake of strategic partnership between US and India.

Moscow has for long ignored Islamabad in a bit to please its long term ally New Delhi. But as a result of India’s growing tilt towards the US, Russia has now begun to expand its cooperation with Pakistan.

For its part, Islamabad is eager to improve its ties with Moscow to diversify its options in the event of any stalemate in ties with Washington.

Last year, Russia had sent a draft contract to Pakistan for the dispatch of four Mil Mi-35M combat helicopters.

Russia’s state arms exporter Rosoboronexport, said that talks pertaining to the delivery of helicopters were under way with the Pakistani side. However, it declined to disclose the details of these consultations.

“Following the results of the talks held earlier on helicopters, which Pakistan would like to get from Russia, a draft contract on the delivery of four Mi-35M gunships has been sent to the Pakistani side. Pakistan is now studying the document,” the source said.

Earlier this year, US State Department had approved Pakistan’s request to purchase US-made attack helicopters, missiles and other equipment valued at almost $1 billion.

Armée Pakistanaise / Pakistani Armed Forces (PAF) - Page 28 Pak10

The Pentagon had said that Pakistan’s request included 15 AH-1Z Viper helicopters made by the Bell arm of Textron Inc alongside 1,000 Hellfire missiles produced by Lockheed Martin Corp and a host of other communications and training equipment with valued at a total of $952 million, according to a notification to Congress, which approves every sale.

Pakistan has been exploring options to replenish and upgrade its fleet of Bell AH-1 Cobra attack helicopters as its operation against militants enters the final phase. Among the options available were the Z-10 by China and the T129 ATAK multirole combat helicopters, manufactured by the Turkish Aerospace Industries (TAI).

China and Pakistan air forces launched joint military drills Shaheen-4

Chinese and Pakistani air forces on Sunday Sept. 6th launched joint drill codenamed Shaheen-4 (Eagle-4) by pressing in several contingents of fighter jets, bombers and early warning aircraft. The joint exercise is part of a series of military exchange programmes between the two air forces, Chinese Air Force spokesperson Shen Jinke said.

The two air forces deployed contingent fighter jets, bombers and early warning planes, Shen said. He however, did not say how long the drill would last nor disclosed the area where it is taking place.
The first such drill was held in Pakistan in March 2011, the second in China's western Xinjiang Uygur Autonomous Region in September 2013, and the third was held in Punjab, Pakistan, in May last year.

Shen said that China's Air Force was willing to expand the scope of cooperation with various countries.

Over the years China has emerged as Pakistan's prime military weapon supplier as they forged close strategic relationship. The two countries jointly produce the JF-17 Thunder fighter aircraft.

Reports in Beijing said Pakistan plans to acquire another of China's multi role fighter the J-10. J-10's first overseas buyer will be Pakistan, Fu Qianshao, an aviation equipment expert with China's People's Liberation Army Air Force told official the media recently.

According to the official media reports, China is wooing Iran to buy 150 jets of J-10 in the backdrop of lifting of UN sanctions.

Pakistan has dispatched a 75-member military contingent to take part in the September 3rd massive military parade held in Beijing to commemorate the 70 anniversary of victory against Japan in WW-II.

Pakistan to receive new C-IED support package from UK

The UK Government has announced plans to donate a package worth approximately £1m to Pakistan to support the previously gifted counter improvised explosive device (C-IED) equipment.
Britain has gifted nearly £13m of C-IED equipment to Pakistan as part of a three-year programme to help the country develop a multi-agency ability to combat IEDs. The programme was completed in May this year.
Last month, the UK offered a new enhanced three-year package of C-IED support, which will renew support in finding and defusing IEDs, and will also include vital training in how to gather and analyse forensic evidence from bomb scenes.
The latest package covers the supply of spare parts for C-IED equipment, including Vallon metal detectors.
In a written statement to Parliament, UK Defence Secretary Michael Fallon said: "By working together, we will make our streets safer at home in the UK and in Pakistan.

"Pakistan has a rapidly expanding C-IED capability, with over 5,000 of its security forces trained, and more of these IEDs are being defeated across the provinces and lives are being saved.
"Pakistani battalions, who have benefited from UK support, have been operating for more than a year as part of the military's counter terrorism operations."
Facing a severe threat from IED attacks conducted by terrorists based in Pakistan, the country has requested the UK for assistance in developing the capabilities of its security forces to tackle IED threat, which allegedly caused more than 16,000 casualties in the country during the past decade.
Expected to be gifted later this year, the package is valued at £948,439, and the UK government will also spend approximately £40,000 for packaging and shipping of the equipment.

China may deliver to Pakistan 300 Type 99 main battle tanks

By Dylan Vosman - Sep 13, 2015

Armée Pakistanaise / Pakistani Armed Forces (PAF) - Page 28 2173

Defense experts have reported that China may deliver to Pakistan 300 Type 99 main battle tanks, reported defence-blog.com.

Pakistan has started test trials of latest upgrade of Type-99 main battle tank after unsatisfactory VT-4 (export version of MBT-3000) and Oplot-M (Ukrainian tank) tests.

After the tests will be decided which will be the basis for a tank army in the period from 2017 to 2025.

Defense experts also have welcomed the new development as the new MBT would be an ideal and cheap replacement for Pakistan Army’s ageing second-line Fleets of T80UD , Al-Zarrar, Type 85 ,Type 69 and Type 59 Main Battle Tanks.

The Type 99 is a third-generation main battle tank (MBT) fielded by the Chinese People’s Liberation Army. It is one of many Chinese variants of the T-72 since it incorporates the autoloader, advanced Russian armor, hull, and the main gun from the Russian tank.

The new tank also has to be a response to the Indian T-90MS. India has started talks with Russia for the purchase of T-90MS main battle tanks.

Pakistani official confirms Su-35 talks

Farhan Bokhari, Islamabad - IHS Jane's Defence Weekly
18 September 2015

The Pakistan Air Force (PAF) has discussed buying Su-35 'Flanker-E' fighter aircraft from Russia in potentially the largest defence deal between the two countries, but a final decision is yet to be made, a senior Pakistani government official has confirmed to IHS Jane's .

The official was responding to Russian media reports that Russian Deputy Foreign Minister Sergei Ryabkov had said talks were underway for an unspecified number of Su-35s, which follow a recent agreement to provide Mi-35M 'Hind E' attack helicopters to Islamabad.

While the official said "it's too early to say if a deal will conclude and the terms", the fact that discussions have taken place shows Russia's willingness to sell advanced hardware with Pakistan despite Moscow's longstanding ties with India.

The official said Pakistan's interest in the Su-35 was driven by the PAF's need for a twin-engine fighter "that can fly for a longer range than the JF-17 and penetrate more deeply into the enemy's territory". The PAF flies a mixed fleet of Lockheed Martin F-16s, Dassault Mirage-5s, Chinese-manufactured F-7s, and the JF-17 Thunder, which is jointly produced by China and Pakistan.

In November 2014 a senior Pakistani official told IHS Jane's that Pakistan was in discussions with China to buy 30 to 40 FC-31s - the export version of China's J-31 fifth-generation platform. At the time, the official told IHS Jane's that Pakistan was interested in the platform partly because it was fitted with two RD-93 Russian Klimov engines, which also powers the JF-17. PAF officials have also told IHS Jane's in the past that they have considered the purchase of up to 40 Chengdu J-10 fighters.
