Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

Alors que l’Inde adopte à grande vitesse une doctrine nucléaire digne de la guerre froide, le Pakistan a aussi développé des missiles à courte portée pour dissuader l’Inde de l’agresser. Selon un rapport publié aux Etats-Unis, le Pakistan développerait 2 nouveaux missiles de croisière et un sous-marin nucléaire lanceur d’engins (SNLE).
Le rapport explique que la seule puissance nucléaire du monde musulman développerait une capacité nucléaire basée en mer, un sous-marin pouvant emporter des têtes nucléaires.
Le Pakistan disposerait de 110 à 130 têtes nucléaires à la fin 2013.

Publié le 7 octobre 2015, dernière mise à jour le 7 octobre 2015. Le Pakistan va construire 4 des 8 sous-marins qu’il prévoit d’acheter à la Chine, afin d’accélérer le calendrier de livraison à la marine pakistanaise, selon Rana Tanveer Hussain, ministre de la production militaire.
Il a expliqué que les 4 sous-marins seraient construits au chantier Karachi Shipyard & Engineering Works (KSEW), qui est géré par la marine pakistanaise.
« Les 2 projets — construction de 4 sous-marins en Chine et de 4 sous-marins au Pakistan — commenceront en même temps, » a-t-il indiqué. Il a ajouté qu’un centre de formation serait aussi créé à KSEW.
Bien que le ministre n’ait pas précisé le type de sous-marins, des responsables pakistanais et occidentaux avaient indiqué par le passé qu’il s’agirait probablement de sous-marins Type 041 (classe Yuan) à propulsion classique, ou d’une variante.

Washington, l’administration Obama prépare la vente de 8 nouveaux avions de combat Lockheed-Martin F-16 « Fighting Falcon » au Pakistan, et ceci en reconnaissance de la lutte des autorités du pays contre les militants talibans.
La vente arrive dans sa phase finale, et a été confirmée suite à la rencontre entre le Premier ministre pakistanais Nawaz Sharif et le président américain Barack Obama à Washington, DC.
En 2006, le Pakistan avait signé un contrat avec les Etats-Unis afin d’acquérir 12 nouveaux avions de combat F-16C et 6 F-16D Block 50/52 qui ont été livrés en2012. En parallèle, le Pakistan a modernisé 41 F-16 au sein des installations de Turkish Aerospace Industries (TAI). L’entreprise turque a procédé à la modernisation des aéronefs pakistanais dans ses installations de Kazan près d’Ankara. Plus de plus de 1300 pièces ont été changées sur chaque F-16, il aura fallu six mois de travail par avion.
Les F-16 pakistanais ont reçu un renforcement de la structure des F-16, une nouvelle avionique avec écrans couleurs, la mise en place d’une liaison de données Link16, d’un nouvel enregistreur de vol numérique et une mise à jour des logiciels radars au standard AN/APG-68 (V)9. Le montage d’un viseur de casque de type JHMCS. De nouvelles radios AN/ARC-238 avec HAVE QUICK I/II. Les F-16 pakistanais disposent également d’une nouvelle protection électronique avec les systèmes ALQ-211 AIDEW d’alerte et le système de contre-mesures électronique AN/ALQ-184. Les 8 nouveaux F-16 seront aux mêmes standards que les appareils modernisés.

DUBAI: Chief of the Air Staff, Pakistan Air Force (PAF) ,Air Chief Marshal Sohail Aman said on Sunday that Pakistan has achieved remarkable successes in its war against terror despite limited resources and is being viewed as a role model in this regard.
Speaking to media at the inauguration ceremony of Dubai Air Show in United Arab Emirates (UAE), the PAF chief said that the successful conduct of the anti terrorist operations have improved the law and order situation in the country paving way for economic progress.
The Air Chief said that the participation of Pakistan Air Force in this Air Show is a matter of great pride for us and many countries in general and Islamic countries in particular have shown interest in the JF-17 Thunder aircraft.
Later on he also visited various stalls at the show and met with high ranking officials of the air forces of various countries including Air Vice Marshal, Ibrahim Nasser Mohammad Al Alawi, Commander UAE Air Force and Air Defence.
Federal Minister for Defence Khawaja Muhammad Asif and Minister for Defence Production Rana Tanveer Hussain, were also present at the occasion.
According to PAF Spokesman, Super Mushshak aircraft of Pakistan Air Force has been put up for static as well as aerial display in the Air Show.
The Dubai Air Show was inaugurated by Sheikh Mohammad bin Rashid Al-Maktoum, Ruler of Dubai and Prime Minister of UAE.
A large number of delegations from different countries including Air Chiefs of a number of Air Forces are participating in the event.
The Pakistan Pavilion in the event is set up by Pakistan Aeronautical Complex, Kamra.

The Pakistan Aeronautical Complex (PAC) has no plans to replace the JF-17 fighter's Klimov/Sarkisov RD-93 powerplant despite Chinese suggestions otherwise, according to Pakistan Air Force (PAF) officials.
While several, non-specific statements have been made by representatives from Aviation Industry Corporation of China (AVIC) during the past few months, a PAC senior representative recently told IHS Jane's , "We are completely satisfied with this Russian-made engine.
"When we designed the JF-17 we evaluated a number of design alternatives and we determined that the RD-93 in this single-engine installation is absolutely right for this application," he said. "We worked extensively with the people from Klimov bureau in St Petersburg [Russia] and this engine turned out to be an ideal solution."
PAC representatives added that the next step is to establish a full-scale servicing and overhaul facility for the RD-93 at their plant in Kamra.
"What does this tell you?" asked one programme officer rhetorically. "If the situation was as it has been portrayed at times - that we are just utilising the RD-93 as a temporary solution until the Chinese can 'save' us with their own new engine - then we would not be expending the resources to set up this overhaul base. For us, changing to another engine would not make any sense and would be disruptive and cause a huge expense for the JF-17 programme."
PAF officials told IHS Jane's at the 2015 Dubai Air Show that improvements to the JF-17's design and the reliability of the RD-93 have attracted a number of interested parties.
"The experience at [the Paris Airshow in] Le Bourget brought about 11-12 countries that approached us with some interest in a JF-17 acquisition," said one of the officials. "Out of all of those there are today some four or five customers that we regard as being serious prospects in the near term." PAC representatives declined to name any of those countries, however. | |

Le Pakistan a effectué un deuxième tir du missile balistique Shaheen-1A capable de porter l'arme nucléaire.
"Les essais ont été effectués pour vérifier les caractéristiques techniques du missile. Shaheen-1A est capable de porter une ogive pesant 1.000 kg à une portée de 900 kilomètres", annonce-t-on de sources informées.
Le point cible se trouvait en mer d'Arabie.
Shaheen-1A, code militaire Hatf IV, est un missile balistique sol-sol de moyenne portée, équipé d'un propulseur à propergol solide. Le développement des missiles de type Shaheen-1 a commencé en 1995, les premiers essais ont eu lieu en 1999.
Initialement, le missile a été créé pour porter des armes nucléaires. Cependant, il est peut être équipé d'ogives conventionnelles. Plusieurs systèmes mobiles équipés de ce type de missile sont en service dans l'armée pakistanaise. Plus tôt, Islamabad avait effectué un tir d'essai d'un autre missile balistique porteur d'armes nucléaires — Shaheen-III. L'armée avait déclaré avoir lancé avec succès ce missile balistique sol-sol, qui est également capable de porter des ogives nucléaires, aussi bien que des conventionnelles a une portée de 2750 kilomètres.

Rockwell Collins has been awarded a $30,727,886 contract for the Pakistani Air Force (PAF) C-130 fleet. The US-based company will design, manufacture, integrate, train, provide technical support during installation, and deliver 11 C-130E model kits and five C-130B integrated avionics suites and kits.
Additionally, Rockwell Collins shall develop, validate, and deliver consolidated B/E flight manual and associated checklists, and maintenance supplements required to operate, maintain, and sustain the PAF C-130 fleet. Work will be performed at Nur Khan Base, Islamabad, Pakistan, and is expected to be complete by Dec. 31, 2020.
The C-130 Hercules has been the PAF's primary tactical transport aircraft since its induction in the early 1960s. Currently around 5 C-130B and 11 C-130E models are in service, upgraded with Allison T56-A-15 turboprops and extended fatigue lives by Lockheed-Georgia Company.

Lockheed Martin has been awarded a $14.2 million contract for the procurement of non-recurring engineering requirements on the Target Sight System (TSS), including software development and testing, system modification, testing, and installation requirements necessary to configure the TSS to the requirements of the government of Pakistan. Work is expected to be complete by December 2017, the US Department of Defense announced on Jan. 14, 2016.
Pakistan requested the purchase of 15 AH-1Z Viper attack helicopters in April 2015, through the US Foreign Military Sale program.
Lockheed Martin's TSS is the multi-sensor electro-optical/infrared (EO/IR) fire control system (AN/AAQ-30) for the AH-1Z Cobra attack helicopter. The TSS provides target identification and tracking, passive targeting for integrated weapons, including Hellfire missiles, and a laser-designation capability supporting friendly laser-guided weapons.It is a large-aperture midwave forward-looking infrared (FLIR) sensor, color TV, laser designator/rangefinder (with eyesafe mode), and on-gimbal inertial measurement unit integrated into a highly stabilized turret. The turret mounts to the nose of the aircraft via the Lockheed Martin-developed aircraft interface structure.
The TSS provides the capability to identify and laser-designate targets at maximum weapon range, significantly enhancing platform survivability and lethality. It features i.a. a 8.55-inch aperture, midwave staring FLIR with four fields-of-view for maximum image resolution and long-range performance, a multi-mode (point and scene), multi-target (3 image, 10 inertial), robust tracker with coast-through-obscuration capability and an advanced image processing for optimum gain and level, sharper imagery, and algorithms for enhanced recognition and identification range performance.

Pakistani defence minister Khawaja Asif told the lower house of parliament, the national assembly, in Islamabad on 19 January that a deal with the United States for the sale of eight new F-16 fighters had been delayed due to "an Indian lobby" as well as Pakistan's former ambassador to the US, Hussain Haqqani, lobbying against it.
IHS Jane's has previously reported that the agreement, which was finalised in October 2015, was being held up due to opposition from some members of the US Congress.
Asif's remarks suggested that the Pakistani government was concerned at the highest level about the delay, although he stated that "as of today" the US government was committed to supplying the F-16s, adding that delivery of the fighters could take place in another two years.

| Salam le Maroc 😊 Le JF-17 ne peut être comparé au F16 block 52. Et le Pakistan ne l'a jamais mis sur le même pied d'estale avec le F16 blk52. Le JF-17 remplace avantageusement les copies des mig21, et a terme les mirages III que la PAF possède encore. Le JF17 apporte une amélioration inestimable en terme de capacité BVR avec les SD10 datalink (avec les ZDK3), l'IFR, anti navire et anti radiation... Ce que les anciens appareils ne nous offraient pas... Sans oublier qu' ils sont sanctions proof...(on se souvient encore de l'amendement Pressler en raison de notre programme nucléaire). De plus, au jour d'aujourd'hui, la PAF posséderait déjà une cinquantaine de JF-17(block 1). Vous imaginez le saut en terme de puissance pour la PAF aisément. La production du block 2 aurait ou serait sur le point de commencer. Les blocks 1 seront tous mis a niveau block2. Nous sommes réaliste. Nos ressources étant limitées, nous remplaçons le max d'anciens appareils avec quelque chose qui apporte quasiment les mêmes fonctions que les appareils de 4ieme gen. Et surtout ils sont sanctions proof...(on se souvient encore de l'amendement Pressler en raison de notre programme nucléaire). - COAS gives go-ahead for final phase of operation in Shawal
MATEEN HAIDER — PUBLISHED FEB 24, 2016 04:08PM -Courtesy ISPR -Courtesy ISPR RAWALPINDI: The Chief of Army Staff General Raheel Sharif has given the go-ahead for the initiation of the final phase of operation Zarb-i-Azab in the Shawal valley region of North Waziristan.
The go-ahead was given by the army chief during his visit to forward positions of the army in Shawal valley.
The Inter-Services Public Relations (ISPR) stated that the army chief was briefed regarding operational gains and impending operations.
The deep and forested ravines of Shawal valley and the area of Data Khel are frequently used infiltration routes used by the militants, the army chief was told.
The last phase of the operation aims to clear the last remnants of the militants from their hideouts in the forested ravines, isolate them and destroy them in detail, while also severing their links to their abettors across the country.
General Raheel Sharif expressed complete satisfaction over the gains and the effects of the operations and acknowledged the resolve of the army troops to fully eliminate the militants.
“The sacrifices of the soldiers will not go to waste and we will achieve our ultimate objective of a terror free Pakistan,” said Sharif while addressing the troops.
ISPR added that the troops have regrouped, reinforced and have moved to jump-off positions for the final phase.
The chief of army staff was received by Lieutenant General Hidayat Ur Rehman, Commander 11 Corps Peshawar on his arrival.
Military operation Zarb-i-Azb was launched in North Waziristan on June 15 following a brazen militant attack on Karachi's international airport and the failure of peace talks between the government and Tehreek-i-Taliban Pakistan (TTP) negotiators.
The number of attacks in Pakistan has fallen around 70 per cent, due to a combination of the military offensive against Taliban bases along the Afghan border and government initiatives to tackle militancy.

ISLAMABAD: Ground breaking ceremony of the PAF Airpower Centre of Excellence (PAF ACE) was held at the PAF Base, Mushaf on Monday. Air Chief Marshal Sohail Aman, Chief of the Air Staff, Pakistan Air Force was the chief guest on the occasion. Principal Staff Officers and senior PAF officers attended the ceremony. The PAF ACE will be one of the very few air power centres of the world and the first of its class in the region. The institute would link operations, research and doctrine to orchestrate air campaigns with air combat tactics. The institute would enhance PAF capability to undertake complex, demanding future challenges and counter terrorist operations.
While addressing the audience, the Air Chief said that establishment of this institution would be an important hallmark in PAF’s training regimen and it would pave the way for provision of quality training to PAF’s personnel.
He further said that establishment of this facility would further strengthen the relations of Pakistan Air Force with friendly air forces of the world

| Le JF17 a été photographié avec des F15 saoudiens. Probablement durant North Thunder 2016. (pas de certitude sur ce point) Et apparament, il n'y avait pas qu'un JF17, mais au moins 2. Notez l'empennage en arriere plan au dessus du fuselage du premier JF17 sur l'image ci-dessous. |
