Chili spécifie l'achat de fusils SCAR-L et SCAR-H FN HERSTAL pour l'infanterie de Marine

(Infodefensa.com) L. Vasquez, Santiago du Chili - l' Armada de Chile a enfin mis une première commande de fusils SCAR-L et SCAR-H avec le fabricant belge FN HERSTAL, à rééquiper son infanterie marine Corps (CIM), confirmés de sources locales.
L'ordre, de 1 800 pièces, comprend également un certain nombre de mitrailleuses MINIMI légères. Les Marine chilienne force plans prévoient une deuxième ordonnance, d'effectuer un total de 3 500 armes.
Le SCAR-L en calibre 5,56 mm remplacera le HECKLER & KOCH HK33A2 du même calibre comme arme standard des Fusiliers de la CIM, à peu près que le SCAR-H en calibre 7,62 mm sera l'arme utilisée par les poignées sélectionnées de l'Escadron, remplaçant le HECKLER & KOCH HK33SG1 qu'ils emploient jusqu'à présent.
Le calibre des mitrailleuses MINIMI, qui remplaceront le calibre de l'ULTIMAX 100 Mk3 5,56 mm jusqu'à présent dans le service, sera aussi de 7,62 mm.
Les bras du premier ordre sont destinés à deux bataillons de Fusiliers qui composent la Brigade expéditionnaire amphibie (BAE) créé au début de 2012. La deuxième ordonnance, de se réaliser à court terme, sera cible équiper les autres unités de rapides et consolider le remplacement de matériel en réserve.
On avait retardé cette première commande en raison de l'attente pour l'approbation du budget et également à le étude d'une offre non sollicitée de carabine COLT M4 A1 à un coût sensiblement moindre, qui s'est finalement avérée non viable.
Les fusils HK33A2, qui sont l'arme standard de la Marine chilienne depuis la fin des années 1960, restera en service avec des unités de soutien, des installations de sécurité, services et de la réserve de l'ICM.
Nouvelle partie du HK33A2 stock est renouvelé à la fin des années 1970 et de nouvelles copies supplémentaires ont été acquis. Après avoir évalué les nouveaux fusils d'assaut de des années 1990 au début, a été choisi une fois de plus à conserver et à récupérer à nouveau le HK33A2.

SANTIAGO, Chile, Aug. 13 (UPI) -- The Chilean navy has dropped plans to replace old patrol aircraft and instead will upgrade them with the hope of flying them another 17 years.
Chilean President Sebastian Pinera has been making budgetary adjustments amid increased demands for government spending on infrastructure, education and energy development. Protests over education inequities and alleged favoritism of the privileged few have threatened to destabilize Pinera's administration.
Pinera's approval ratings have suffered as the protests continued.
While youth discontent simmers, the government has thought it wise to go easy on major defense outlays. It is also concentrating resources on developing the country's energy sector and defense spending isn't seen as a priority.
Although the Chilean navy is reported awash with cash accumulated from its mandated share of copper export earnings, the military is known to be a cautious spender.
The costs of replacing aging Lockheed P-3 Orions as opposed to securing comprehensive upgrades were not discussed.
The navy hopes upgrades will enable the P-3 Orions to continue flying through 2030, InfoDefensa.com said in a dispatch.
Chile acquired the Orions from U.S. stockpiles and three remain in active patrol service, the Chiledefense blog said.
The Lockheed P-3 Orion is a four-engine turboprop, anti-submarine and maritime surveillance aircraft originally developed for the U.S. Navy and introduced in the 1960s. Lockheed based the aircraft on the L-188 Electra commercial airliner but Orion is celebrated for its distinctive tail stinger used for the magnetic detection of submarines.
The original design has undergone numerous upgrades and Chile wants the P-3 aircraft in its inventory to be upgraded to the latest available avionics and other features. The aircraft is usually equipped for anti-surface warfare and anti-submarine warfare in addition to reconnaissance and patrol.
The upgrade will include engine overhauls, new wings and the capability to launch Harpoon anti-ship missiles, InfoDefensa.com.com said.
In contrast, the U.S. Navy's remaining P-3C aircraft are to be replaced by the Boeing P-8A Poseidon.
Speculation about Chilean plans for replacing the Orions with another aircraft arose after the Latin American country began taking deliveries of C-295 Persuader from European manufacturer EADS.
Original plans called for Chile to buy three C-295s with options on another five, EADS said on its website.
Chilean air and naval defense has faced challenges amid the growth of organized drug cartels in the region. Brazil frequently has to bomb and destroy airfields built sometimes overnight in the Amazon jungle by drug traffickers running narcotic airlifts to Central and North America.
Chile hasn't reported a similar problem but its long, narrow strip of land between the Andes mountains to the east and the Pacific Ocean to the west borders Peru, Bolivia and Argentina. Air and border patrols are a major priority for both Chilean air force and the navy.

The Chilean navy is evaluating a possible procurement of Elbit Systems' Hermes 900 tactical unmanned air vehicle for maritime patrol tasks.
In 2011 Elbit won a contract to supply Hermes 900 systems to the Chilean armed forces, with the nation's air force currently operating three UAVs on strategic reconnaissance missions. One of these is equipped with a maritime search radar. Santiago selected the type after a competition also involving the Israel Aerospace Industries Heron.

A larger system based on Elbit's combat-proven Hermes 450, the Hermes 900 has a maximum take-off weight of 1,100kg (2,420lb), including a payload capacity of up to 300kg. With a 15m (49.2ft) wingspan, the type can be flown to an altitude of more than 30,000ft (9,140m).

La Cour internationale de justice tranche le différend maritime entre le Chili et le Pérou
La Cour internationale de justice de La Haye (CIJ) a rendu son verdict concernant le différend maritime qui opposait le Pérou et le Chili depuis 2008. Il satisfait davantage le premier. Le jugement de la cour, daté du 27 janvier, lui octroie une large partie d’un territoire maritime appartenant jusqu’alors au second ou considéré en eaux internationales. Le Pérou revendiquait des territoires maritimes perdus lors de la guerre du Pacifique (1879-1884), qui impliquait aussi la Bolivie, et dont les limites avaient été fixées par des décrets en 1954. Lima avait saisi la CIJ en 2008, réclamant la souveraineté sur une portion de l’océan Pacifique de 38 000 km2, passés sous le contrôle du Chili, ainsi que sur 27 000 km2 considérés par Santiago comme des eaux internationales. Le Pérou demandait aussi que la frontière maritime ne suive pas le parallèle, à la longitude de la frontière terrestre, mais qu’elle soit équidistante des deux pays. Le président du Pérou, Ollanta Humala, s’est félicité de cette décision qui octroie au pays "70 % des territoires" revendiqués. Les intérêts en jeu sont importants car le courant froid de Humboldt rend ces eaux riches en poisson (thon, anchois).

Airbus Defence and Space and Enaer today signed a cooperation agreement in Chile to expand their existing joint business in aircraft maintenance and upgrading, thereby boosting activities such as the C212 aircraft Maintenance Centre and the upgrading of the fleet of C101 aircraft.
The eventual aim of the agreement signed today by the European aerospace company and the Chilean company, which have been working together for more than 30 years, is to strengthen industrial ties between the two companies, taking into account the needs of the Chilean Armed Forces, as well as allowing Enaer to obtain approval as a Service Provider Centre for C212 aircraft.
As part of its policy of establishing an “MRO Network”, the European aerospace company has, for this purpose, identified Enaer as a possible preferred local partner for the maintenance of aircraft sold by Airbus Defence and Space and belonging both to the Chilean fleet and to other countries in Latin America.
The partnership agreement was signed today by the Head of Military Aircraft Sales at Airbus Defence and Space, Antonio Rodríguez Barberán, and the CEO of Enaer and Chilean Air Force Brigadier General Henry Cleveland. The event took place as part of the eighteenth edition of the FIDAE International Aerospace Show, held from 25 to 28 March at the Arturo Merino Benítez Airport in Santiago de Chile.
“It was a great pleasure to sign this cooperation agreement with Enaer, a company with which we have such close historical ties. We are today strengthening not only our cooperation with this company, but with the whole Chilean aerospace industry, now gathered together during this latest edition of the Fidae show,” said Antonio Rodríguez Barberán.
Airbus Defence and Space and Enaer’s long-standing and successful cooperation dates back to the 1980s, when they started working together on acquisition programmes for the Chilean Armed Forces. Their cooperation has been extended to various fields, from the manufacturing of the C101 to the joint production of parts for the CN235 and C295 aircraft, the development of airborne systems and the providing of maintenance services for the C212.

SANTIAGO — The Chilean Army has selected the Galil ACE from Israel Weapon Industries (IWI) in 5.56mm caliber as its new standard assault rifle, sources told Defense News during the FIDAE international aerospace show.
It brings to an end the protracted Project Titanio launched in 2007 to select and procure an assault rifle for both the Army and the Navy’s Marine Corps.
A selection team including experts from both services evaluated weapons but preferences and requirements were divergent.
The marines wanted a rifle able to stand prolonged service under extreme environmental conditions in different geographical arenas, including maritime, desert and semi-arctic conditions.
The Army favored the 556 rifle from Swiss maker SIG Sauer, for reasons including familiarity with previous models, including SIG’s 510 and 540, which were procured and partially manufactured locally by Fábricas and Maestranzas del Ejército (FAMAE), a state-owned firm under Army administration.
Since no agreement was possible, the marines dropped out of the Titanio project in 2011, and the Navy subsequently ordered the SCAR-L from Belgium’s Herstal in 2013
Meanwhile, in 2010, FAMAE launched production of an initial series of the SIG Sauer 556 under license to meet an initial order from the Army.
But the performance of the weapon was not satisfactory, especially in Chile’s northern desert of Atacama, and the search was renewed for a new weapon leading to the selection of IWI’s Galil ACE.
According to the sources, the Israeli-designed rifle will be assembled in Chile by FAMAE, including a number of locally manufactured parts.
Earlier model Galil rifles were procured by the Chilean Air Force and the Chilean Army Special Forces in the late 1980s and are still in use.
The Galil rifle is also in service with the military and law enforcing organizations in other South American and Central American nations, both in original AR variant and upgraded ACE versions. The latter is produced under license by INDUMIL in Colombia.

Chile Launches Third Locally Built OPV
SANTIAGO — Astilleros y Maestranzas de la Armada (ASMAR), a state-owned shipyard under administration of the Chilean Navy, has launched its third 1,800-ton offshore patrol vessel (OPV) of the Piloto Pardo Class, built in the shipbuilder’s main facilities at Talcahuano, in the south of Chile. The ship, named OPV 83 “Marinero Fuentealba,” was christened and placed in the water Thursday, in a ceremony that was attended by Defense Minister Jorge Burgos and Adm. Enrique Larrañaga, commander in chief of the Navy. . The ship will now undergo a fitting-out phase and be commissioned by the end of this year. ASMAR is building five OPVs for the Chilean Navy Coast Guard, using a version adapted from German shipbuilder Fassmer. With a length of 80.6 meters, the class will have a top speed of 22 knots and be able to stay on patrol for 30 days with a range of 8,000 nautical miles. The ships have flight deck and hangar for a medium weight helicopter, and usually carry an AS365 Dauphin 2 onboard. Two other patrol ships have been built and delivered in 2007 and 2009, but production was interrupted when the ASMAR facilities in Talcahuano were seriously damaged by an earthquake and tsunami that affected central and southern Chile in February 2010. The vessel differs from her sister ships in that her hull is reinforced for Antarctic operations, and she will be armed with a 76mm gun from Oto Melara instead of a twin 40mm from Bofors. The original plan, launched in 2004, was to build the same basic OPV in Chile and Argentina and fulfill requirements in both countries at a lower cost by sharing design and component procurement. An agreement was signed but budget was never made available by the Argentine authorities. Colombia also adopted the same Fassmer OPV design and local shipbuilder COTECMAR has completed two vessels of the type for the Colombian Navy, with plans to produce four ships.

Chilean Submarine Arrives in San Diego; Continues Partnership with US Navy
N DIEGO (NNS) -- The Chilean diesel-electric submarine CS Thomson (SS 20) arrived at U.S. Naval Base Point Loma May 1 while participating in the U.S. Navy's Diesel-Electric Submarine Initiative (DESI).
Partnering with South American navies to employ diesel-electric submarines in support of fleet readiness events off the East and West Coasts, the DESI program was established in 2001 by U.S. Fleet Forces Command. DESI is executed by Commander Submarine Force Atlantic and serves as a unique conduit to enhance the fleet's capability to counter the growing diesel-electric submarine threat.
U.S. and South America units work together to engage in various Anti-Submarine Warfare (ASW) training scenarios, which add an additional degree of difficulty and realism, as diesel-electric submarines have proven to be elusive and difficult to track.
"The U.S. does not have any diesel subs of its own to train with and there are 400-plus diesel submarines around the world that we may encounter," said 3rd Fleet Director of Exercises Cmdr. John Doney. "South America has the closest, highest-density of diesel submarines to North America - almost every country in South America has a diesel submarine."
Chile, the newest program participant, signed a bilateral concept of operations (CONOPS) letter with Commander Submarine Force Atlantic April 27, 2007, having thus far deployed six times for a total of 884 days.
"The program continues to be very robust," said DESI Program Director Juan A. Fernandez. "We have partners participating from Colombia, Peru, Chile and Brazil."
Chile has deployed the CS Thomson in support of Commander, U.S. 3rd Fleet exercises and events during the period May-July 2014.
"For the Chilean navy, [DESI] is a very important opportunity in order to increase international cooperation and the interoperability between our navies," said CS Thomson Commanding Officer Cmdr. Pablo Correa, having commanded Thomson since 2012. "For us, it's been a long 29-day journey, during which we have improved our ability to share information between our nations."
While in port, the Chileans will be attending various DESI seminars to enhance tactical training, during which Correa, who has more than 17,000 nautical miles of submergence experience, will offer his perspectives on the various technical aspects of diesel submarines.
In 2010, the U.S. Navy's Deep Submergence Unit (DSU) successfully mated their Submarine Rescue Chamber (SRC) with Thomson.
"It's those relationships you build now that will pay dividends in the future, especially when you may need to work together on a common objective," said Doney.
U.S. 3rd Fleet provides the realistic, relevant training necessary for an effective global Navy, and joint, interagency and international relationships strengthen U.S. 3rd Fleet's ability to respond to crises and protect the collective maritime interests of the U.S. and its allies and partners.
