Modèle d’organisation et de rapidité opérationnelle pour de nombreuses marine latino-américaines, mais fermement engagée dans un programme de réduction des déficits, la marine chilienne réduit de façon drastique le rythme de rénovation de ses moyens, et perd par conséquent des capacités.
En décembre 2013, l’amiral Enrique Larrañaga Martin, commandant de la marine chilienne, exprimait son intérêt dans l’achat à la France d’un 2è transport de chalands de débarquement (TCD), le Sirico. Mais, après la réduction des budgets, les priorités de la marine ont été revues. Même si les TCD sont des navires aux capacités multiples — navire-atelier, navire de contrôle de zone, navire-hôpital et de de secours aux victimes de catastrophe naturelle —, son entretien est jugé inabordable dans les conditions actuelles.
La marine chilienne a donc officiellement informé la France qu’elle n’était plus intéressée par l’achat du Siroco. Il fait désormais l’objet de l’intérêt de la marine brésilienne.
Dans le cadre des mesures d’économie, la marine chilienne a décidé de désarmer le 15 janvier prochain le navire de soutien aux sous-marins, l’Almirante Merino, dans le courant de l’année, le navire polaire Almirante Oscar Viel, 3 hélicoptères Bö-105. Elle a aussi décidé de réduire le nombre d’avions P-3ACh qui seront modernisés.
La crise financière qui touche la marine chilienne trouve son origine dans les graves dégâts qui ont été provoqués par le tsunami qui avait touché le pays en 2010. La seule reconstruction de la base navale de Talcahuano et des installations de l’entreprise ASMAR (Astilleros y Maestranzas de La Armada) a déjà couté près de 55 millions $. Le montant total des travaux qui ne sont pas encore terminés, pourrait atteindre plus de 80 millions $.
Ce qui préoccupe les amiraux chiliens est l’état de délabrement d’une bonne part de la flotte : en 2015, 8 frégates et 2 sous-marins auront entre 25 et 30 ans. Leur état impose de sévères restrictions opérationnelles.

Premier KC-130R pour le Chili !
La Force aérienne chilienne (FACh) a pris livraison d'un Lockheed-Martin KC-130R « Hercules » à la mi-avril. Un second appareil devrait être livré d’ici l’été.
Le KC-130R est un ancien avion ayant appartenu à l’US Marines Corps et transmis par l'Agence de coopération et de sécurité américain à la Défense. Les deux KC-130R destinés au Chili font partie d’un lot excédentaire de l’USMC. Ils ont été cédé au prix unitaire symbolique de 700,000 dollars US chacun.
Les deux Lockheed-Martin KC-130R « Hercules » vont venir compléter les deux C-130H et l’unique C-130B en service au sin du groupe de transport n°10 de la FACh.

La Force aérienne chilienne (FACh) a un fort besoin de renforcer sa capacité de transport tactique, actuellement très appauvrie. l’arrivée de ces deux KC-130R va permettre à la FACh de souffler un peu et ceci dans l’attente du lancement d’un programme d’acquisition d’un nouvel avion de transport tactique.
Le Lockheed-Martin KC-130R « Hercules » :
Le KC-130 « Hercules » fut conçu à l’origine sur demande du corps des Marines,en vue d’obtenir un ravitailleur en vol pour ses propres avions. Le premier appareil vol pour la première fois en janvier 1960. Le premier KC-130R entra en service ne 1962 et portait la dénomination de KC-130F. Il fut construit à 46 exemplaires et fut retiré du service en 2006. Les premiers KC-130 étaient des C-130B modifiés, et désignés KC-130B. Ils sont en service en Indonésie et à Singapour. La version actuelle du KC-130R est entrée en service en 1976. Dérivé lui aussi du C-130H, il fut construit à 14 exemplaires et retiré du service en 2007. L'US Navy en possède 2, utilisés pour des missions de transport.

The Chilean Army has begun an effort to update its ageing military truck fleet under Projecto Alfil (Bishop Project).
The replacement comes as more than 40% of the army's current fleet is 25 years old or more, while the ideal standard is to have an average maximum of 10 years. Army chief General Humberto Oviedo said that while the project was planned before, resources to start the process only became available in 2016.
Gen Oviedo said the bidding process had concluded, but did not say who had competed.
Some of the potential replacement options include the Mercedes Benz Actros and Zetros that already serve with the army.
The project's first priority is to replace trucks that are deployed in the country's less hospitable southern areas where ageing trucks become a liability not only for the military but also for the civilian communities that depend on them during inclement weather or emergencies.
It is expected that the first batch of the new trucks will arrive in Chile in September, Gen Oviedo said.

Officials from the Chilean Air Force (Fuerza Aérea de Chile: FACh) were recently shown the relaunched Airbus Helicopters H215 transport and utility platform ahead of an anticipated decision to recapitalise its ageing rotary-winged support fleet.
An undisclosed number of FACh representatives were invited to attend a demonstration of the medium-twin H215 that had been laid on in March for the US Army in Huntsville, Alabama, officials told reporters ahead of the HAI HELI-EXPO event in Kentucky earlier in March.
Airbus Helicopters had hoped to showcase the aircraft, a relaunched version of the AS332 C1e/L1e Super Puma, at the FIDAE Airshow running in Santiago from 27 March to 3 April, but was unable to do so owing to the timing of demonstration commitments in the United States. It was for this reason that the FACh was invited to attend one of these US demonstrations instead.
The FACh has released a tender for six to eight helicopters to reinforce its existing fleet of mainly Bell 412s and UH-1Hs. Airbus Helicopters is one of four companies that have so far declared their intention to compete, with the others being AgustaWestland with its AW149, Rosoboronexport with its Mil Mi-171 'Hip', and Korean Aerospace Industries (KAI) with its Surion. The chosen platform will be used to increase battlefield lift and disaster relief capabilities, with the potential for more helicopters to be bought at a later date.
It is worth noting that while a FACh tender, the Chilean Army already operates a range of Airbus Helicopters platforms, including the SA330L Puma and AS532AL/ALe Cougar (a military-specific version of the Super Puma, which will be displayed at FIDAE 2016), and the navy too fields the AS332 Super Puma (under Airbus Helicopters' new nomenclature, the latest 'H' designation is only assigned to those platforms delivered after the new format was introduced in March 2015).

As the premier defence aerospace event in Latin America, the FIDAE Airshow affords the Chilean Air Force (Fuerza Aérea de Chile: FACh) a biennial opportunity to showcase its capabilities.
During FIDAE 2016, being held in the Chilean capital from 29 March to 3 April, the FACh will display key assets from its fixed-, rotary-, and unmanned inventories, including the Lockheed Martin F-16 Fighting Falcon combat aircraft, Bell 412EP support helicopter, and Elbit Systems Hermes 900 medium-altitude long-endurance (MALE) unmanned aerial vehicle (UAV).
Widely regarded to be one of the most professional and capable air arms in Latin America, the FACh is enjoying the benefits of a long modernisation programme that has moulded its inventory into an effective and balanced force. Over the past few years it has acquired new F-16s fighters, Embraer EMB-314 Super Tucano trainers, 412EP tactical helicopters, Hermes 900 UAV and Cirrus SR22T intelligence, surveillance and reconnaissance (ISR) aircraft, and KC-135E Stratotanker aircraft. The service is currently in the process of procuring medium transport aircraft and helicopters, while a new lead-in fighter trainer is also on the horizon.
Delivery of new and second-hand F-16s to the FACh began in 2005, significantly enhancing the service's combat capability and allowing retirement of the outdated Elkan (Mirage 5) and Pantera (Mirage 50) platforms. In addition to 10 newbuild F-16Cs and F-16Ds acquired through the US Foreign Military Sales (FMS) Peace Puma programme, Chile also acquired two separate lots of 18 surplus aircraft from the Netherlands between 2006 and 2011 as part of the Amstel I and II programmes. All aircraft have been modernised by Empresa Nacional de Aeronautica de Chile (ENAER), which has prolonged their service life by another approximately 15 years. Therefore, the procurement of new aircraft is not pressing, but Chile is already considering options for the replacement of the Northrop F-5E/F Tiger II fleet.

Most of Chile's helicopters are fielded by the army, but the air force operates a number of ageing Bell UH-1H 'Huey' platforms and Bell 412Eps also. The FACh has released a tender for six to eight platforms to reinforce these helicopters, with Airbus Helicopters, AgustaWestland, Rosoboronexport, and Korean Aerospace Industries (KAI) set to bid their H215, AW149, Mi-171 'Hip', and Surion respectively.
In terms of fixed-wing medium-lift, the FACh has a disparate fleet that includes ageing CASA C212 Aviocar, DHC-6 Twin Otter, and Lockheed Martin C-130B/C-130B/KC-130R Hercules platforms that in many cases are well past their prime. While no formal tender has yet been submitted, the two companies most likely to compete for the requirement used FIDAE to showcase their respective offerings.
With Finmeccanica and Airbus Defence and Space (DS) set to go head-to-head in Chile, they were both heavily promoting their C-27J Spartan and C295 respectively throughout the event that ran from 29 March to 3 April.
For Finmeccanica, the participation of two recently delivered Peruvian Air Force C-27Js provided an opportunity to explain how their platform might best suit the needs of the FACh. Speaking at the event, vice president of Latin American sales, Fabio Leoni, said that the increased payload from 11 tonnes to 12 tonnes that was afforded by the addition of winglets and an increased power output from the twin Rolls-Royce AE2100-D2A turboprops made it the ideal choice for the 'hot and high' operating conditions typically found in the region

Le lieutenant-général Marquis Hainse, commandant de l’Armée canadienne, accueille son homologue, le général Humberto Oviedo Arriagada, commandant de l’armée chilienne, à Ottawa, à Kingston et à Québec du 26 au 29 avril 2016.
Le séjour du général Oviedo Arriagada en sol canadien, affirme l’Armée canadienne dans le communiqué qui annonce cette visite, sera l’occasion pour les deux commandants de discuter de coopération et de formation bilatérales, et démontre clairement la volonté du Canada d’entretenir ses partenariats avec les pays occidentaux.
Le général Oviedo Arriagada, 57 ans, nommé par le président Sebastián Piñera le 19 Novembre 2013, occupe le poste de commandant en chef de l’armée depuis le le 10 mars 2014.
La semaine dernière, le ministre des Affaires étrangères, Stéphane Dion, avait pour sa part accueilli à Ottawa le ministre des Affaires étrangères du Chili, Heraldo Muñoz, qui est devenu ainsi le premier ministre des Affaires étrangères d’Amérique latine à visiter le Canada au cours de l’administration du premier ministre Justin Trudeau.
Les discussions des ministres avaient porté sur les intérêts communs des deux pays dans l’Alliance du Pacifique, les changements politiques en Amérique du Sud et la coopération bilatérale au sein de tribunes multilatérales.
Aujourd’hui, le ministère de la Défense nationale et les Forces armées canadiennes continuent « d’enrichir leurs relations de défense avec le Chili », alors que, selon les mots d’Ottawa « L’engagement constant entre les divers partenaires sur le continent américain cadre parfaitement avec les priorités canadiennes en matière de défense dans cette région ».
Cette semaine, dans le cadre de sa visite au Canada, le général Humberto Oviedo se rendra notamment à la Base de soutien de la 2e Division du Canada Valcartier (Québec), où il aura l’occasion d’observer des exercices d’entraînement et d’assister à des démonstrations exécutées par des soldats du 5e Groupe-brigade mécanisé du Canada. Il visitera également le Centre de doctrine et d’instruction de l’Armée canadienne et le Collège de commandement et d’état-major de l’Armée canadienne, à Kingston (Ontario).
Le Canada et le Chili sont tous deux membres de la Conférence des armées des Amériques (CAA). Le Canada y a fait son entrée en 1993.
La CAA contribue à deux des trois rôles essentiels des Forces armées canadiennes, souligne Ottawa à l’occasion de la visite du général Oviedo Arriagada: défendre l’Amérique du Nord et contribuer au maintien de la paix et de la sécurité sur la scène internationale.
Le Canada participe aussi à divers exercices avec le Chili en vue de lutter contre le terrorisme et le trafic illégal, de fournir de l’aide humanitaire et d’intervenir en cas de catastrophe.

United States' Tactical Airlift Program (PMA-207) foreign military sales (FMS) team delivered a KC-130R Hercules May 2, from the U.S. Navy fleet to the Chilean Air Force (Fuerza Aérea de Chile: FACh).The aircraft was put into service in 1977 as part of Marine Aerial Refueler Transport Squadron (VMGR) 252. Throughout its 30 years of service it was used to transport personnel, equipment, and supplies, and to provide aerial refueling service to fixed and rotary-wing aircraft.

Russia, India Determine 14 Possible Purchasers of BrahMos Cruise Missiles
The Russia-India committee has determined 14 countries including Chile, Vietnam, the United Arab Emirates, South Africa, which can purchase the Indo-Russian supersonic BrahMos cruise missiles, according to BrahMos Aerospace enterprise spokesman Praveen Pathak.
The Chilean Navy is planning to buy Raytheon’s RIM-162 Evolved SeaSparrow missiles for its three U.K.-built Type-23 frigates.
The US has approved sale of 42 Evolved SeaSparrow missiles (ESSM), six ESSM Telemetry Missiles and three MK41 vertical launching systems to Chilean Army for $140 million.
The deal also includes 10 MK25 Quad Pack canisters, five SeaSparrow shipping containers, five MK73 Continuous Wave Illumination Transmitters, and one Inertial Missile Initializer Power Supply, Chile’s Radio Cooperativa announced Wednesday.
Furthermore, the US will provide spare and repair parts, train Chilean personnel to use the equipment as well as installation and technical assistance in the future.

ASMAR set to launch Chile's fourth OPV

Chilean shipbuilder ASMAR (Astilleros y Maestranzas de la Armada) is to launch the fourth Patrullero de Zona Maritime (PZM) offshore patrol vessel for the Chilean Navy on 3 August, a navy spokesperson told IHS Jane's on 1 August.
Cabo Odger (OPV 84), ordered by the navy on 12 January 2015, is being built at ASMAR's shipyard in Talcahuano.
The PZM is a local modification of German shipbuilder Fassmer's OPV-80 design.
After the ship is launched, outfitting work will soon began followed by testing and trials before delivery in August 2017. Cabo Odger is intendted to provide search-and-rescue, pollution control, training, patrol, and logistical support over the country's exclusive economic zone. The vessel's homeport is yet to be defined, the navy said.
Cabo Odger will join Piloto Pardo (OPV 81), Comandante Toro (OPV 82), and Marinero Fuentealba (OPV 83) that were commissioned June 2008, August 2009, and November 2014, respectively. The fleet was purchased as part of the service's Danubio IV programme implemented in 2004.
The initial two PZMs were purchased in May 2005, and the third in January 2012.
The last two units incorporate several differences over initial ships, as they were modified to sail Antarctic waters. They include a reinforced fore-hull, specially calibrated tanks and systems to operate in low temperatures, and an extended bridge. A single Leonardo Compact 76 mm artillery system was installed instead of a 40 mm mounting on the first two OPVs. There are also several protected mounts for 12.7 mm heavy machine guns.

Key Points The US Navy has completed complex mine countermeasures drills with partner services at 'RIMPAC' 2016 The exercise aims to boost interoperability between the navies in handling mine warfare threats The US Navy (USN) has concluded a multilateral exercise that aims to improve its mine countermeasures (MCM) interoperability with partner navies.
The exercise, which took place in and around waters off Southern California over four weeks, was conducted as part of the US Pacific Fleet-hosted Rim of the Pacific ('RIMPAC') 2016 maritime exercise.
Partner services in the drill included the Royal Australian Navy (RAN), the Royal Canadian Navy (RCN), the German Armed Forces, the Japan Maritime Self-Defense Force (JMSDF), the Mexican Navy (Armada de México), and the Chilean Navy (Armada de Chile).
In its statement, the USN described the MCM drill as the service's "most complex mine warfare exercise" given the number of participating services, and the inaugural deployment of a Whidbey Island-class dock landing ship, USS Pearl Harbor (LSD 52), as a forward staging base for the multinational forces.
In addition to that MH-53E Sea Dragon helicopters - airborne mine countermeasures (AMCM) derivatives of the CH-53E Super Stallion - conducted deck landing qualifications on Pearl Harbor 's flight deck as part of the exercises.
"These firsts during 'RIMPAC' [Southern California] 2016 provided a distinct and unique environment and experience for participants", said the USN.

In total the participating services detected and disposed a total of 77 mines over the course of 78 operational dives, 300 flight hours, and 77 autonomous underwater vehicle operations.
"RIMPAC' 2016 ran from 30 June to 4 August and involved 45 ships, five submarines, more than 200 aircraft, and 25,000 personnel from 27 countries.

Mercedes Benz has been awarded a contract to provide 330 trucks for the Chilean Army. The procurement is part of the Programa Alfil (Bishop Program) to replace the ageing military truck fleet.
It includes a batch of MB Zetros 2733 6x6 and Unimog U 4000 4x4 vehicles. The Zetros are replacing legacy MB 1017A and the Unimog are to be added to the current stock of the same type.
COMMENT Program Alfil started in 2015 as a plan to renew the army's transport fleet, in which over 40% of the vehicles were 25 years or older. Under that programme it was decided that Mercedes Benz would be the most likely provider of the new trucks, particularly its Actros, Zetros, and Unimog U4000 models.
