Norway Worried About Continuing NH90 Delays December 05, 2012 LONDON — The Norwegian Ministry of Defense says NHIndustries is unlikely to meet contractual demands to deliver urgently needed NH90 naval helicopters to the country’s coast guard.
Under the contract, NHIndustries — the joint venture of AgustaWestland, Eurocopter and Fokker — should deliver four NH90 helicopters to the Norwegian coast guard by the end of 2012. A second aircraft was handed over to the Norwegian Ministry of Defense’s Logistic Organization on Nov. 28, but according to State Secretary Eirik Øwre Thorshaug, a number of concerns about the program remain. “There have been many quality issues to be solved, also with the second helicopter,” Thorshaug said in a statement to Aviation Week.
Norway wants the NH90s to replace the country’s aging fleet of Westland Lynx helicopters that operate from coast guard ships. The new NH90s will also operate from the Nansen-class frigates.
Norway made its concerns felt back in July when former State Secretary for Defense Roger Ingebrigtsen highlighted concerns about the long-serving Lynx helicopters, of which only three were capable of flying.
“The NH90 is greatly delayed, and I am very concerned about this situation,” he said at the time. “We are therefore obliged to consider what options there are to ensure that the coast guard helicopter has the capacity that we depend on. We will shortly have to decide how we solve the challenges of lack of supply of NH90.”
The Lynx fleet has now used up much of its remaining airframe life and should have been replaced by the NH90 between 2005 and 2008. But a four-year delay has forced the Norwegians to examine alternatives. Thorshaug confirmed that the ministry is assessing whether or not to do a service life time extension for two or four of the Lynx helicopters.
Meanwhile, to preserve the remaining Lynx flying hours, the coast guard has decided to use civilian helicopters to start the initial training of personnel for helicopter operations from the frigates.
Norway still wants the NH90, and the defense ministry reportedly has been told by NHIndustries that it is doing what it can to increase delivery speed. However, the company has so far not responded to requests for comment. aviationweek | |

The F-35 program is of vital importance to both the United States and Norway in ensuring that we fulfil our future operational requirements. I find meetings like this to be essential in developing our relationship further, and I believe today has been very useful in this regard.” The meeting addressed several important issues, including developments in Afghanistan and the opportunities for US and Norwegian forces to work and exercise more closely together. The F-35 and future integration of the JSM, however, were central to the discussions as Norway is about to begin preparations for the order of the main body of the procurement. “Our goal is to introduce a bill to Parliament early 2013 which allows us to receive the first aircraft to Norway in 2017. We have already ordered two aircraft for training purposes that are to be delivered in 2015, followed by another two in 2016, but these are to be based in the US. This new order is therefore a new major milestone for us. “Since we are at this critical juncture I have also taken the opportunity to reiterate to Secretary Panetta the vital importance to Norway of securing integration of the JSM onto the F-35 in order to ensure that we meet our future operational needs. We truly appreciate his offer of support, but it is critical that the process moves forward. We had very good discussions today on this subject,” says Ms Strøm-Erichsen.

Contract for upgrading Norway's NASAMS II air defence system
11.01.2013 KONGSBERG has signed a contract worth 300 MNOK to deliver an upgrade to the Royal Norwegian Air Force NASAMS II air defence system.
NASAMS is produced by KONGSBERG and Raytheon. The upgrade will be completed within a timeframe of three years. The contract comprises upgrading of existing missile launchers with new electronics and software for increased performance and lifetime extension.

U.S. Air Force Upgrading Missile Surveillance Radar at Vardo, Norway
Febraury 27, 2013 Budget documents reveal that the U.S. Air Force is currently spending almost $75 million to upgrade and modernize the GLOBUS II surveillance radar deployed at Vardo in northern Norway as part of a service life extension program. Acording to the documents, the money will go towards replacing aging hardware, including the radar’s transmitter, computer systems, and its receiver-exciter (REX) subsystem. Originally built by Raytheon and deployed at Vandenberg Air Force Base, where it was used for missile test flight tracking, the radar, then known as HAVE STARE, was shipped to Norway, where today it is operated and maintained by the Norwegian Intelligence Service, and is used for monitoring Russian submarine-launched ballistic missile (SLBM) test flights conducted from the Nenoksa missile test center in the White Sea, as well as for conducting space surveillance. Adjacent to the GLOBUS II radar site is an equally large and sophisticated telemetry intelligence (TELINT) and electronic intelligence (ELINT) intercept site, which works in tandem with GLOBUS to monitor Russian missile tests.

Norway said Wednesday it had observed an increasing number of Russian military jets near its airspace last year, amid President Vladimir Putin’s massive rearmament plan.
The Scandinavian country scrambled fighter jets on 41 occasions to inspect Russian military aircraft flying past its airspace although the planes always stayed in international territory, the Norwegian air force said in its annual report.
A total of 71 Russian military planes were identified during the sorties, the highest since 2009, it said.
“It’s important to note that none of these planes were intercepted” in Norwegian air space, said the head of the Norwegian military, Harald Sunde.
The two countries share a 196-kilometre (122-mile) border in the far north, where Russia has large military bases in the Murmansk region.
Putin, who returned to the Kremlin in May, has announced an “unprecedented” Russian rearmament, vowing to pump more than 550 billion euros ($705 billion) into the defence industry over the next 10 years.

Aujourd’hui, environ 8 000 jeunes sur une génération de 60 000 font leur service militaire, qui dure 12 mois. 10 % d’entre eux sont des femmes. La Défense a pour objectif que ce chiffre monte à 20 % avant 2020.
Jusqu’ici, une partie de la direction du Parti travailliste norvégien (au pouvoir) s’était prononcée contre l’idée, argumentant qu’il y avait assez d’hommes volontaires pour remplir les quotas de la Défense. Mais désormais une majorité au sein du gouvernement est en faveur de l’égalité hommes-femmes dans ce domaine aussi.
Selon les informations obtenues par Aftenposten, le service militaire pour les femmes commencera en 2015. Cela voudra dire que la Norvège sera parmi les premiers pays dans le monde à demander aux femmes de participer à la défense de leur pays. D’ici là, il faudra changer la loi sur le service militaire selon laquelle le mot "citoyen" veut dire un homme.

Le gouvernement norvégien a demandé vendredi l'accord du Parlement pour passer commande d'une première tranche de F-35, l'avion de combat du constructeur américain Lockheed Martin pourtant plombé par des surcoûts et des retards liés aux difficultés de son développement technique. Singapour étudie aussi une commande.
C’est un pas supplémentaire vers la commande d’une première tranche de F-35 qu’a fait vendredi le gouvernement norvégien en demandant le feu vert du Parlement pour cette commande. Malgré les dérapages du programme et l’envolée de sa facture, le ministère de la Défense a sollicité les élus pour qu'ils lui accordent 12,9 milliards de couronnes (1,69 milliard d'euros) pour acheter non seulement l'achat des six premiers avions de combat du constructeur américain Lockheed Martin (4,5 milliards), mais aussi celui de simulateurs et des dépenses d'équipement, d'intégration d'un système d'armes et d'entraînement (8,4 milliards). La Norvège, qui fait partie des neuf pays partenaires impliqués dans le développement du F-35, veut pouvoir compter sur ces chasseurs en 2017 pour remplacer sa flotte vieillissante des F-16. En 2008, le pays scandinave avait annoncé son intention d'acheter jusqu'à 52 appareils de ce type pour une enveloppe totale tournant autour de 60 milliards de couronnes, son plus important achat hors industrie pétrolière. La Norvège, qui a étalé ses commandes dans le temps, entend prendre livraison de six appareils chaque année entre 2017 et 2024. Face au risque d’envolée de la facture, le gouvernement a prévu une enveloppe de 11 milliards de couronnes. Singapour évalue le F-35 Alors qu’il est critiqué pour ses surcoûts et ses retards, le programme F-35 risque de faire les frais des réductions budgétaires dans plusieurs pays, voire aux Etats-Unis, son premier client qui envisage l'achat de plus de 2.400 exemplaires. Pour autant, malgré ses déboires Singapour avait indiqué, mi-mars, être en phase finale de l'évaluation du projet de remplacement de ses avions de combat F-15 et F-16 par des F-35, également appelé Joint Strike Fighter (JSF). « Bien que le F-35 soit toujours en développement, nous sommes intéressés par ce programme, au regard de nos besoins futurs », avait déclaré le ministre de la Défense Ng Eng Hen lors d'un débat sur le budget national. Il « devra être certain que cet avion de combat multi-rôles réponde à nos objectifs sur le long terme, soit sur la bonne voie pour être efficace opérationnellement et, le plus important, soit un programme efficace au niveau des coûts », a-til ajouté le ministre. Vols d'essais suspendus en février Le F35, dont les Etats-Unis sont le maître d'oeuvre, est conçu en coopération avec huit autres pays: le Royaume-Uni, les Pays-Bas, le Canada, le Danemark, la Norvège, l'Australie, la Turquie et l'Italie. Le programme est destiné à remplacer la flotte vieillissante de F-16 et de F-18 dans la deuxième moitié de la décennie. En février, l'armée américaine avait dû suspendre les vols d'essai de ses nouveaux chasseurs en raison de potentiels problèmes de moteur.

The Norwegian government has confirmed plans to acquire up to 52 Lockheed Martin F-35A combat aircraft, and submitted a formal request to the nation's parliament for its first six operational examples. The administration in Oslo has already committed to buying four conventional take-off and landing aircraft, to be delivered in 2014 and 2015 for use during training activities in the USA. On 26 April, defence minister Anne-Grete Strøm-Erichsen outlined its fresh request to buy 48 more, for delivery between 2017 and 2024. Under the proposal, six aircraft would be handed over to Norway each year throughout the delivery period, although this will be subject to the receipt of annual approvals from parliament.
US Air Force Norway says the F-35A is the only type capable of meeting its requirements
"By making this commitment we are able to proceed with our plans to replace the [Lockheed] F-16 fleet around 2020," Strøm-Erichsen says. "We have concluded convincingly that the F-35 is the only aircraft that fulfils our future operational requirements. Our F-16s are among the world's most capable aircraft of their kind, but they are also among the world's oldest." Flightglobal's MiliCAS database records the Royal Norwegian Air Force's 47 F-16AM fighters and 10 BM-model trainers as having entered use between 1980 and 1989. The government has valued its initial acquisition request at NKr12.9 billion ($2.2 billion), with this including the first six aircraft, plus initial actions to procure "additional equipment and services, including integration work, training and simulators". Also included is an "uncertainty allowance" contingency worth a further NKr3 billion.
Lockheed Martin
Strøm-Erichsen says Norway has also received a recent assurance about the process for adding Kongsberg's Joint Strike Missile (JSM) to its aircraft as part of a Block 4 software programme. "This means that the road is now open for final and complete integration of the JSM on the F-35," she notes.

- DCNS and Local Partners Deliver Sixth Skjold FPB to Norwegian Navy
(Source: DCNS; issued April 30, 2013) On 26 April 2013, DCNS and its local partners delivered the sixth and final Skjold-class fast patrol boat to the Royal Norwegian Navy. The six-boat Skjold programme is led by a consortium comprising DCNS and two Norwegian contractors with DCNS acting as the combat system design authority and co-supplier.
The Norwegian authorities entrusted the Skjold programme to a consortium of three contractors with DCNS as the combat system design authority and co-supplier. DCNS is working with Norwegian contractors Umoe Mandal and Kongsberg Defence & Aerospace, through the Skjold Prime Consortium.
Skjold FPBs are designed specifically for maritime safety and security missions in Norway’s littoral waters. The combat system is tailored to demanding environments and reduced crewing. The communication systems and sensor suites are fully compatible with active participation in international and NATO-led operations. In addition, the vessels' communication capabilities are being further upgraded with a state-of-the-art satellite communication system.
With a length of around 50 metres, Skjold-class FPBs are heavily armed for vessels of their size. The combat system features eight anti-ship missiles and a 76-mm gun that can engage several targets at once at ranges exceeding 12 kilometres.
First-of-class P961-Storm was handed over to the Royal Norwegian Navy in September 2010. Second-of-class P962-Skudd was delivered in October 2010 and third-of-class P963-Steil in June 2011. Fourth-of-class P964-Glimt was delivered in March 2012 and fifth-of-class P965-Gnist in November 2012.
Recently, the Norwegian Defence Logistics Organisation (NDLO) awarded an additional contract to DCNS for the follow-on technical support of the SENIT 2000 Combat Management System (CMS) on the six Skjold vessels.
The Skjold programme owes its success to a long-standing partnership between DCNS and its Norwegian partners. Between 1997 and 2004, DCNS also demonstrated its expertise in combat system design and development as prime contractor for the upgrade of 14 Hauk-class FPBs for the Royal Norwegian Navy.

Au nom de l'égalité des sexes et pour diversifier les compétences au sein de son armée, la Norvège va bientôt étendre le service militaire obligatoire aux femmes en temps de paix, conformément à une décision du Parlement norvégien prise vendredi. Tous les partis, à l'exception du petit parti démocrate-chrétien (KrF), se sont rangés en commission parlementaire derrière une proposition du gouvernement de centre-gauche pour instaurer une conscription militaire "sexuellement neutre". Dans la pratique, cela signifie que le service militaire obligatoire sera étendu aux femmes, vraisemblablement dès 2015 comme le projette actuellement le ministère de la Défense. Les Norvégiennes peuvent déjà, depuis 1976, faire leur service sur une base volontaire et elles représentent aujourd'hui environ 10% des conscrits. Avant même l'adoption du service "sexuellement neutre", le ministère s'était fixé pour objectif d'avoir 20% de femmes dans les rangs de l'armée d'ici à 2020.

"This is an important milestone for Raytheon and our partner KONGSBERG because of the transportability, safety and security it brings to the maneuvering forces when countering evolving threats." The new HML has the modern NASAMS electronics that the Norwegian Air Force will soon be installing and upgrading in its existing fleet of canister launchers. The resulting commonality will help reduce maintenance and lifecycle costs. The modern package includes GPS and north-finding instrumentation for quicker system placement and positioning in the battlefield and increased target engagement accuracy. In addition to Norway and an undisclosed customer, the Raytheon-KONGSBERG NASAMS is currently deployed in Finland, the Netherlands, Spain and the U.S. National Capital Region.
