Norway To Buy First Four F-35s
| LONDON — The Norwegian government plans to jump-start procurement of F-35 Joint Strike Fighter aircraft in order to receive the first aircraft in 2016 to commence training of pilots. The parliament has proposed an initial buy of four Lockheed Martin F-35s. Those would arrive about two years ahead of the broader introduction of the stealth fighter into the country’s air force inventory. The government puts the price tag for the deal at 4.8 billion Norwegian kronor ($883 million). Defense Minister Grete Faremo says the purchase “is an important step to maintaining a satisfactory operational combat aircraft capacity in the transition phase between the F-16 and F-35.” The government also says it has reviewed the broader F-35 costs and found that the purchase price for the 56 fighters used in the planning assumption is only 2.5% above the 2008 cost assumption. The figures reflect the latest updates from the U.S. government, according to the defense ministry. The total procurement cost has increased to 52 billion kronor from 43 billion kronor in the past three years; five billion kronor of that difference is an inflation adjustment and four billion kronor reflects exchange rate changes, the ministry says. The government explains that the relatively modest cost increase reflects the fact that the U.S. is absorbing cost overruns in the development phase, and that the 2008 estimate already reflected many of the changes in procurement costs. |

The Norwegian Government has decided to present the continued development of JSM
12.04.2011
The Norwegian Government has decided to present the continued development phase II of the Joint Strike Missile (JSM) for the F-35 Lightning II – Joint Strike Fighter (JSF) - for the Parliament (“The Storting”). For KONGSBERG this represents a continuation of the JSM development until 2013, should the Storting approve it. There is consensus between KONGSBERG and the Norwegian Defence Logistics Organization (NDLO) for a JSM phase II development contract worth MNOK 535. The contract will engage more than 100 employees at KONGSBERG. The JSM development started in 2008. A development contract worth MNOK 166 between KONGSBERG and NDLO was signed in 2009.
“The JSM-development contract will contribute to secure KONGSBERG and several Norwegian Defence suppliers export related to the fighter program. This confirms that the missile technology developed by the Norwegian Defence, Norwegian Defence Research Establishment, KONGSBERG and its suppliers is competitive internationally and covers the operational requirements for Norway and other F-35 partner nations. JSM will be a technological joint effort that will lift a broader scope of Norwegian industry to a new level,” says President in Kongsberg Defence Systems, Harald Aannestad.
JSM could generate significant work for more than 100 Norwegian subcontractors for decades. Some of the Norwegian SME`s that will be involved in JSM are:
• ProPartner Defence AS • Kitron AS • Eidel AS • Natech AS • Berget AS • Kongsberg Devotek AS
In a future situation with full-scale production, the JSM program will engage more than 450 employees at KONGSBERG. The Joint Strike Missile is a new missile designed to fill an identified operational capability gap on the F-35. JSM is a high performance, long range, stand-off missile with land- and anti-ship capabilities. JSM is the only missile under development that can be internally carried on the F-35 meeting the operational requirements. The missile can also be integrated on other platforms. KONGSBERG sees a large potential for future deliveries of the JSM to F-35 customers. Based on agreement between US Department of Defense (DoD) and Norwegian Ministry of Defence (MoD), KONGSBERG is invited to participate in a competition in the US Navy in their need for both ship- and aircraft based missiles. “The JSM-development and the F-35 integration is a confirmation of KONGSBERG’s leading position as a supplier of advanced missiles. This will create business opportunities for several decades. Based on the interest we have seen from the other F-35 partner nations, JSM supports KONGSBERG’s growth ambitions,” says President and CEO, Walter Qvam. As part of the JSM development, new capabilities will be developed and tested and made available for upgrades of the Naval Strike Missile (NSM). The NSM is in production for Poland and Norway.

- Norway bombing the most
April 20, 2011
Norwegian fighter jets reportedly have bombed at least 130 targets in Libya since the UN-backed military intervention began last month, meaning that Norwegian pilots are among those carrying out the most bombing raids over Libya. Norwegian officials, meanwhile, have held talks with representatives of the Libyan opposition fighting the country’s longtime leader Moammar Gadhafi.

Newspaper Aftenposten reported Wednesday that Norwegian pilots of the country’s F16 fighter jets have fired at least 12 percent of NATO’s bombs against Gadhafi’s forces. Around 130 laser-guided bombs of 250, 1000 and 2000 kilos have been dropped against military goals since the first rounds of bombing in late March. “Norway is contributing in a class of its own, in relation to its size, along with Denmark,” Ståle Ulriksen of Norwegian foreign policy institute NUPI in Oslo. “Norway makes up an eighth of the entire operative force.” The Norwegian forces are so effective and in such demand, according to Aftenposten, that they’re carrying out assignments 20 hours a day. “The Norwegian and Danish jets are being put forward as the best in the class,” said Norwegian Foreign Minister Jonas Gahr Støre. The Aftenposten report came just before news broke Wednesday that NATO jets had started bombing Libyan media outlets under the control of Moammar Gadhafi. No targets of the Norwegian jets have been identified, to protect the pilots, so it was unclear whether Norwegian pilots might be involved in the media attacks reported by Reuters. Norway is being called upon not least because its fighter jets can be used against all military targets singled out by NATO commanders, as long as civilian life is shielded. Most of the other NATO allies participating in the military intervention have stricter limits on use of their aircraft. Jets from Qatar and the United Arab Emirates, for example, fly at high elevations to monitor the air space, even though Gadhafi’s own fighter jets are believed to have been destroyed. State Secretary Espen Barth Eide of Norway’s Foreign Ministry, meanwhile, confirmed earlier this week that representatives of Gadhafi’s opposition in Libya have been in Norway for political talks. “It’s completely natural that we get to know them,” Eide told news bureau NTB and Norwegian Broadcasting (NRK). Eide said the meeting was arranged so that opposition spokesman Guma al-Gamaty, who is based in London, could share the opposition forces’ perspective. The governments of France, Italy and Qatar have recognized the opposition’s national council as Libya’s legitimate government now. Eide noted, however, that the conversations with al-Gamaty didn’t mean Norway will formally do the same. newsinenglish

- Kongsberg’s Naval Strike Missile Completes Final Milestone
Test launch of a Kongsberg fifth-generation Naval Strike Missiles. Series-production NSM successfully hits sea target in Point Mugu live fire test
Kongsberg’s Naval Strike Missiles (NSM) anti-ship and land-attack missile has come one big step closer to entering service with the Royal Norwegian Navy after a series-production unit of the fifth-generation missile system accomplished a successful live fire test earlier in June. The test firing was once more conducted at the US Naval Air Warfare Center Weapons Division’s Point Mugu range in California, due to the locations versatile testing conditions over land and sea.
According to Norwegian defence manufacturer Kongsberg, the test “demonstrated the unrivalled capabilities of the missile,” resulting in a successful strike against a sea target. The missile was launched from a land-based canister and performed a pre-programmed flight, including a range of demanding manoeuvres such as sea-skimming flight patterns. After locating the sea target, the missile successfully engaged and destroyed it.
The US Navy’s Point Mugu test site had already been the location of several NSM test firings, including in early 2007, when the Norwegian Navy decided about its final approval for the missile system’s development phase, as well as in February 2009, which resulted in a successful strike by a surface-launched NSM against a sea target.
According to Kongsberg, the NSM is the only available fifth generation long range precision strike missile in the world. Further, the company explains: “The missile is completely passive, has proven its excellent sea skimming capabilities, and with its advance terminal manoeuvres it will survive enemy air defences. The Autonomous Target Recognition (ATR) of the seeker ensures that the correct target is detected, recognised and hit, at sea or on land.”
The NSM is currently in series production for Norwegian Navy vessels of the Fridtjof Nansen-class frigates and Skjold-class littoral corvettes. Furthermore, the Polish Navy in December 2008 and December 2010 awarded two contracts worth a total of NOK 1.46 billion (approx. $265 million / €187 million) to supply NSM systems to the country’s land-based coastal artillery forces. Poland is the first export customer for the NSM and is considered an important reference for further foreign orders.
The missiles are in series production and deliveries to the Polish Navy as well as the Royal Norwegian Navy are scheduled for late 2011 through 2014. The land-based systems for the Polish coastal artillery will be integrated onto trucks built by Polish-based Jelcz SA.
Further, Kongsberg and Lockheed Martin are developing a multi-role version of the NSM, dubbed Joint Strike Missile (JSM), which is to be integrated with the F-35 Joint Strike Fighter (JSF). Being air-launched, the missile will have a greater range, estimated to reach 240 kilometres. The missile will receive significant modifications to fit into the aircraft’s internal weapons bay and will allow engaging ground targets, in addition to naval targets.
In mid-April 2011, the Norwegian Government decided to present the continued development phase II of the JSM to Parliament in order to achieve approval of the system’s further development. JSM development began in 2008 and received official support by the Norwegian Defence Logistics Organisation (NDLO) in 2009, when a NOK 166 million contract was inked for continued development. According to Kongsberg, there is consensus between the company and the NDLO for a JSM phase II development contract worth NOK 535 million.
After this month’s successful test in California, the first deliveries of series-production missiles to the Royal Norwegian Navy and the Polish Navy later this year will be important milestones to underline the system’s operational fitness. Despite being an independently developed system for a more challenging purpose, the JSM air-launched variant might receive a vital push from the upcoming key events in the NSM programme, as the industry-political environment becomes tougher due to the delays and rising costs within the F-35 programme as well as increasingly troubled defence budgets.

IMP Aerospace to Deliver First P-3 to Norwegian Air Force
IMP Aerospace will deliver the first re-winged P-3 Orion aircraft to the Royal Norwegian Air Force as part of an aircraft service-life extension programme. The programme also includes the replacement of the centre wing lower surface and horizontal stabiliser. The delivery follows a contract awarded to IMP by the Royal Norwegian Air Force to refit its entire fleet of six P-3 Orion aircraft. The P-3 Orion aircraft plays a critical role in submarine detection, search and rescue, littoral and overland surveillance, and economic zone and shipping lane protection. Lockheed Martin has also partnered with IMP in enhancing the Royal Norwegian Air Force's maritime patrol and reconnaissance fleet with their first mid-life upgraded P-3 Orion. The aircraft, similar to the Canadian CP140 Aurora aircraft, will also receive new wings as part of a mid-life upgrade under a separate contract.

- Norwegian Armed Forces Join Operation Against Piracy in the Indian Ocean
Norwegian forces have joined the counter piracy operation at the coast of eastern Africa. Early September about 40 Norwegian soldiers left for the Seychelles in order to join the NATO operation Ocean Shield.
The Norwegian camp at the Seychelles is now ready and a P3-N Orion surveillance aircraft have joined the counter piracy operation in the seas along the coast of eastern Africa.
The camp for this operation is named Camp Skare. It is named after the Norwegian pilot Siri Skare (52), who was killed in Afghanistan this spring.
Skare was the first female officer who lost her life while serving in Afghanistan. She was killed during an attack on the UN-office of Mazar-e Sharif in early April this year.
Skare also was Norway's first female military pilot. She completed her pilot training in 1983. The Lieutenant Colonel flew the Orion aircraft, tha same type which now has joined the counter piracy operation in the Gulf of Aden.
OPERATION OCEAN SHIELD
Nato established their naval operation Ocean Shield on August 17th 2009. The operation is directed from Natos naval headquarters in Northwood outside London. Norway is well represented by 15 centrally placed staff officers. Earlier Norway contributed with a frigate to the EU-operation Atalanta (Aug 2009 - Jan 2010), including staff officer both to the EU and the Nato operation.
The contribution with Orion planes is planned to the period of October and throughout December 2011.
