211th tactical squadron from the Czech Air Force with their Gripen fighters received the Silver Tiger Award to the best squadron during the recently held NATO Tiger Meet 2010.
The NATO Tiger Association (NTA) brings together units from all over the world that have a tiger or other big cat in their logos or emblems.The large-scale international exercise, NATO Tiger Meet intended by the association to strengthen the ties between its members took place between 4 and 15 October at the Royal Netherlands Air Force air base of Volkel. All of the other participating squadrons during this years Tiger Meet recommended the Czech 211th tactical squadron for the award. Full membership
Additional to this prestigious award the 211th tactical squadron also became full members of the NATO Tiger Association.

Czech Air Force sees benefits of new generation SEER Radar Warning Receiver
SELEX Galileo’s new generation SEER Radar Warning Receiver (RWR) was recently tested with the Czech Republic Air Force. Results show that SEER had demonstrated extremely high sensitivity and accuracy compared to previous generation systems, performing as promised and fulfilling the expectations of the Air Force.
Beatrice Nicholas, Senior Vice President of the Electronic Warfare business said “SELEX Galileo’s commitment to sustained and extensive investment in research and development has lead to a number of advanced Electronic Warfare offerings such as SEER. These trials have shown that SEER is not only latest generation technology, but the next step change in RWR performance.”
For the trials, the Czech Air Force outfitted an L159 fast-jet aircraft with SEER Distributed (the RWR also comes in a Compact variant). A series of airborne flight demonstrations were then carried out to measure the sensitivity, accuracy and threat recognition capabilities of the system. The results demonstrated a dramatic improvement in performance over older generation RWRs, detecting radar signals at far greater ranges and with far greater positional accuracy.
The SEER RWR helps aircraft detect and evade threats including missiles and enemy fighters. The system improves the survivability of aircraft and increases the probability of mission success.
The SEER family of fully digital Radar Warning Receivers, including SEER Compact and SEER Distributed, has been developed as a low risk upgrade to existing systems. It has recently been trialled by the Royal Malaysian Air Force on its Hawk with considerable success.
SEER Distributed employs a number of small remote receiver units that measure the digital parameters of signals and pass these across conventional digital interfaces, such as ethernet, to a small central processing unit.
Of special note is SEER’s advanced signal analysis tool. This allows the system to record and investigate the signals it detects, allowing for a library of signals to be built up and recognised on later flights. It was noted by the Czech Air Force that the data collected by SEER was of high enough fidelity to make the RWR a valuable Electronic Support Measures (ESM) tool.
SEER is a cost effective, low risk solution for applications across the radar warning and ESM spectrum.

Czechs join NATO's AWACS airborne warning system

Geilenkirchen, Germany/Prague, May 17 (CTK) - The Czech Republic definitively joined NATO's Airborne Warning and Control System (AWACS) with the hoisting of the Czech flag at the headquarters of the special Boeing E-3 AWACS fleet at the air base in Geilenkirchen Tuesday. This ceremony has symbolically concluded the accession process and the Czech Republic has become the 18th full member of the AWACS system, known also as NAEW&C (NATO Airborne Early Warning and Control system). The E-3 A aircraft with the characteristic rotating radardome to detect aircraft guard also the Czech airspace thanks to the country's entry in the system. The Czech government decided on joining NAEW&C in December 2009. The accession negotiations were completed in December 2010. On January 18, the Czech Republic officially joined the charter of NAPMO, NATO's Airborne Early Warning & Control Program Management Organization. Brigadier General Burkhard Pototzky, commander of the fleet in Geilenkirchen, recalled that the AWACS fleet currently supports the ISAF mission in Afghanistan and the Operation Unified Protector over Libya and over the Mediterranean. Czech chief-of-staff Vladimir Picek said he was proud that the Czech military already had four soldiers actively participating in the programme. Pilot Milan Vojacek and his navigator Jindrich Snehota joined the E-3 A fleet and two other Czech troops have been trained. In summer, further four Czech soldiers are to operate in the fleet. "We have been fully involved in the actions of the multinational team at the (Geilenkirchen) base from the very first day," Mayor Vojacek said. Vojacek said this has been an enormous experience "because this has actually been the first participation of Czech air force members within international forces in real operations since the end of World War Two." Vojacek said one of the most difficult tasks was refuelling of the E-3 plane during the flight over Afghan mountains. He said he believes the experience of Czechs who would fly AWACS aircraft would definitely be a big contribution to the Czech military. The Czech Republic will pay 170 million crowns for the modernisation of the NATO airborne early warning system by 2013 and it will annually pay about 90 million for the functioning of the system. Czech participation in the programme may also benefit national industry. NATO's NAPMA agency, which is responsible for the system, guarantees almost 100-percent returnability of the invested money to member states through a direct or indirect participation of domestic companies in the modernisation programme. Czech Defence Minister Alexandr Vondra said previously he expects the NAEW&C to enhance Czech participation in the development of NATO's defence capability.

The Czech army has grounded all of its L-39 Albatros light jets after an investigation found an engine fire at fault for an accident
The Czech army has ordered the grounding of its nine jet trainer and combat aircraft, the L-39 Albatros, following an accident investigation into a engine failure that forced the pilot to eject in December 2010. Five of the planes will be immediately removed from service and a further four only used for training young pilots — after thorough overhauls of the engines. The accident investigation found that the engine failure was caused by a titanium fire in the high-pressure compression section of the motor. The army said in a statement that another factor in the accident could be the running battle between state aircraft maintenance company LOM Praha and the Ukrainian producer of the engine, which meant that not all engines had been checked to deal with the cause of the titanium fire.

Gripen Offset Program delivers 23.74 billion CZK to the Czech Republic
Defence and Security company, Saab AB, has announced the publication of the Gripen Czech Offset Program annual performance report for the year ending December 31, 2010.
The report, which has been approved by the Czech Ministry of Defence, documents the annual fulfilment of the Program of Industrial Cooperation accompanying the lease of 14 Gripen fighter aircraft to the Czech Republic by the Swedish Government.
2010 highlights:

Czech Gripen Offset Program
Gripen International is contractually committed to generate Offset and Industrial Cooperation to a value equal to 130% of the Gripen fighter lease contract value, which represents 25.545 billion CZK. The Offset Agreement requires a minimum direct Offset equalling 20% of the total Offset Agreement value (direct Offset refers to transactions in the defence, aerospace and security sectors). The Offset Program runs from June 14, 2004 to December 31, 2014.
All aspects of the Czech Gripen Offset Program are governed by the Agreement on the Program of Industrial Cooperation, a bilateral contract concluded between Gripen International and the Ministry of Defence of the Czech Republic. Czech offset legislation applies in the form of Ministry of Industry and Trade Decree No. 19/2010. The Ministry of Defence has the final power to approve or reject offset transactions and offset values within the Czech Gripen Offset Program. The Ministry of Industry and Trade is the administrator and technical guarantor of the Czech Gripen Offset Program, together with the multi-ministerial Offset Commission. In accordance with the contractual conditions, the Czech Gripen Offset Program is subject to annual independent audits.
Gripen Gripen is a new generation fighter aircraft that employs the latest technology and the latest weapons to deliver the capability for an extensive variety of air-to-air, air-to-surface and reconnaissance operational missions. Gripen is in service with the Swedish, Czech, Hungarian, South African and Thai air forces. Ekonom.cz: US Lockheed Martin interested in tender for fighter planes

Prague, July 13 (CTK) - The U.S. Lockheed Martin arms concern has confirmed its interest in a tender for fighters for the Czech military worth billions of crowns and it would probably offer its F-16 aircraft, the Ekonom.cz server has reported. However, F-16 is rather an old type and it failed in 1999 when the Czech Republic was considering purchasing supersonic fighters for the first time. At the end, the government decided to lease the Swedish-made Jas-39 Gripen fighters. The lease expires in 2015. This is why the Defence Ministry asked France, the United States, Sweden and the Eurofighter consortium in December for a preliminary bid of supersonic fighters for the Czech military. Lockheed is the second arms maker to publicly announce its interest in the tender, after the Swedish Saab that would like the Czech Republic to keep Gripens, Ekonom.cz writes. If the Czech government decided to upgrade its air force, Lockheed Martin is prepared ho help with it, company spokeswoman Laura Siebert told the Ekonom weekly. The server wrote that the concern would probably again offer F-16s that are used, for instance, in the neighbouring Poland, in Belgium and Denmark. However, they would probably not succeed in the tender. "If we sought a new quality, we would definitely not speak about F-16," the server quotes Czech fighter wing commander Jaroslav Mika as saying recently. Lockheed might also offer its new stealth aircraft F-35. But they are still being developed and on top of that, they would be too expensive for the Czech Republic, the server writes. Five companies bid for the order in 1999 preliminarily: U.S. McDonnell-Douglas/Boeing (F/A-18 plane) and Lockheed Martin (F-16), French Dassault Aviation (Mirage 2000-5), EADS (Eurofighter) consortium and the British-Swedish BAE Systems/Saab consortium (Jas-39 Gripen). The Czech Republic originally planned to buy the Gripen ultrasonic fighters. The contract of purchase worth 60.2 billion crowns was approved by the Social Democrat (CSSD) cabinet of Milos Zeman in April 2002, but it was not passed by parliament. The Czech military in the end leased 14 Gripens for 19.6 billion crowns in 2004. Information on the alleged corruption accompanying the planned purchase of Gripens emerged in Swedish media in 2007.

Czechs threaten canceling deal to buy 4 EADS military transport planes amid malfunctions
PRAGUE — The Czech defense ministry is threatening to cancel a $200 million deal to buy four EADS military transport aircraft because they could not be deployed to Afghanistan as a result of technical problems.
It said Monday planemaker EADS CASA, a Spanish unit of Europe’s Airbus holding company EADS NV, must quickly fix a malfunctioning missile protection system on the 295M Planes
Deputy Defense Minister Rudolf Blazek says the military wants to put the planes in use but it would be legitimate to consider revoking the contract if the technical problems won’t be fixed in the coming months.
The Czech military received the planes in 2010 but handed them back this year as the malfunction made their deployment impossible.

Czech companies receive orders for almost 6 billion thanks to Pandur
New orders for Czech industry worth 5.905 billion Czech Crowns* resulted from an industrial cooperation programme. The agreement for its implementation was part of the contract to supply Pandur wheeled armoured carriers to the Czech military.
The agreement on the implementation of direct and indirect offset programmes for the Czech industry was signed by the Ministry of Defence (MoD) with the supplier, Defendia CZ company, on 13 March 2009. The manufacturer, Steyr company, confirmed in the agreement to provide orders for Czech companies amounting to 5.445 billion Czech Crowns before 31 December 2012, that is in the first phase of the offsets.
However, two years before the deadline of the agreement, the Steyr company managed to negotiate new, mostly export deals for Czech companies exceeds the agreed sum by a half billion Crowns, that is up to 5,905 billion. "The supplier, within regular evaluation of the offset programme, gave verifiable evidence it had met its obligation already before 31 December 2010," Jiri Stabl from the Press Section of the Czech MoD says.
Direct offsets, that is programmes directly connected to the production of the carriers, have brought more than 1 billion Czech Crowns to the Czech industry. "As far as the implementation of these programmes is concerned, there are first of all VOP-026 Sternberk company, which produces the Pandurs, E-COM company, which develops simulation and training centres, or Meopta company with its supplies of optical instruments," Pavel Bulant, Director of the Armaments Division of MoD, says.
The indirect offset programmes have brought orders for the Czech industry amounting to 4.892 billion Czech Crowns. Among others, CKD Kutna Hora or Siemens, Rail Vehicles, companies are taking part in the programmes.
