Delivery start of the air defense system for Thailand
At a ceremony in Linköping on December 13 FMV handed over a Saab 340 Erieye AEW and a Saab 340 for transport and training to the Royal Thai Air Force. It is the first elements of the integrated air defense system that Thailand has bought from Sweden.
This is the first delivery from the agreement FMV signed with Thailand in 2008. Per Nilsson, who is responsible for the Thailand project at FMV, signed shipping documents, together with Air Marshal Songtam Chokkanapitag from the RoyalThai Air Force. Gunnar Jonsson, who is project manager for the 340-part of the project,handed over the logbooks.
The agreement of 2008 between FMV, as a representative of the Swedish state, and Thailand, covers six Gripen aircraft (4 Jas 39D and 2 Jas 39C) with associated equipment and services, a Saab 340 aircraft with airborne radar surveillance system, a Saab 340 for transport and education and an integrated Command and Control system with data links.
The agreement contains, in addition, an extensive logistical support, training for Thai pilots and technicians as well as simulators. Sweden will also help as advisors in Thailand during the introduction of the Gripen and the Erieye system in the Thai Air Force.
Total solution. The equipment, together with the commitment to train pilots and technicians as well as bilateral agreements for the development of advanced data link and transfer of technology, form a comprehensive solution. Deliveries of the remaining system components will occur during the first quarter of 2011.
In November 2010 FMV signed a new agreement with Thailand, which covers six Gripen fighters of the latest C version, along with an additional Saab 340 with Erieyeradar and the Swedish missile RB 15F. Delivery of the components of the defense system will take place during 2012 and 2013.
As part of the contract, Sweden will transfer the latest technology in advanced military aircraft to Thailand. The purpose of this is through long-term partnership develop the aerospace and defense skills in Thailand. This will also serve as a base for industry in Thailand in terms of future development.

The Thai Air Force selected the Israeli design after assessing its need for a UAV capability in 2009, reports Flightglobal. The Israel-based defense solutions provider is expected to supply more weapon systems to the Royal Thai Air Force in the near future.

ACM Itthaporn earlier flew on test flights of Gripen fighters in Sweden. At the time he was air force deputy chief-of-staff. The air force later decided to purchase 12 Gripen fighters at a cost of almost 40 billion baht. Meanwhile, an army source said 10 Ukrainian-made armoured personnel carriers (APCs) will arrive at U-tapao airfield in Rayong province on Jan 24. The APCs will be stationed at the 2nd Infantry Division (King’s Guards) in Prachin Buri province.

La marine est consciente que la majeure partie du budget doit être dépensée pour répondre aux enjeux économiques, c’est pourquoi elle va proposer d’acheter des sous-marins d’occasion. Le commandant de la marine, Kamthorn Phumhiran, a expliqué que le gouvernement devait décider s’il veut financer l’achat des sous-marins.

The planes crashed into the forest near Tat Ton waterfall between Lae Hu Kwang and Wang Phon villages in tambon Tha Hin Ngom in Muang district of Chaiyaphum province.
The spokesman said air force commander in chief Ithaporn Suphawong had ordered the Air Safety Division to set up an inquiry into the crash.
AM Monthon said that the two fighters were first of of the 16 F16s bought from the United States in 2002 to have crashed.
It was known what caused the crash. However, he did not believe the two airplanes collided in mid-air. The pilots would not have been able to eject to safety.
The two pilots - Group Captain Krisda Sukchan and Flight Lieutenant Chatchanon Promdet - had contacted Wing 1 in Nakhon Ratchasima and confirmed they are safe, AM Monthon said.
Search and rescue helicopters and land vehicles had been sent into the area near Tat Ton waterfall to find the pilots, who would be able to explain what happened.

Air force spokesman Monthon Satchukorn said the warplanes were part of a fleet of four one-seat F16 ADFs (air defence fighters) that took off from Wing1 in Nakhon Ratchasima at about 9am. The ill-fated F16s lost contact with ground control at 10.20am and were later reported to have plummeted into the forest near Tat Tone waterfall, about 20km north of Chaiyaphum. AVM Monthon said villagers who live near the waterfall alerted the authorities about the crash. Search and rescue helicopters and land vehicles were immediately sent to the area. He confirmed news reports the pilots managed to jettison to safety before their planes crashed. AVM Monthon said details of the crash were not yet available as the authorities still had to interview the pilots. He dismissed speculation the jets were involved in a mid-air collision. If that were the case, the pilots might not have had enough time to eject. The crash occurred as tensions along the Cambodian border remained high. Military personnel examine a wing of one of the two F16 fighters.
Two F16 jets were spotted last Thursday near the border in Si Sa Ket's Kantharalak district where there have been clashes between Thai and Cambodian troops over the past two weeks. The air force insisted the two jets were taking part in Cobra Gold but admitted they had flown too close to the border during the military drill. The air force spokesman brushed off a rumour that there could be a supernatural cause of the crash. "Do not believe in this sort of thing. I can't see how the crash could be related to that [black magic]. This is science: an engine problem perhaps, not superstition."

The Defence Ministry has earmarked a Bt6.9-billion secret budget for the upgrade of six F-16 AB fighter aircraft, including the installation of an air navigation system and maintenance costs.
Defence Minister Prawit Wongsu-wan informed the government about the spending plan at yesterday's Cabinet meeting, government deputy spokesman Watchara Kannikar said. The budget will be spread over a three-year period, starting with the initial outlay of Bt1 billion for the current fiscal year. The price tag for aircraft navigation is estimated at US$205 million (Bt6.56 billion), but the actual disbursement will hinge on the exchange rate fluctuation. The budgetary earmark came in the wake of the crash of two F-16 ADF fighter jets on Monday. Prawit reported to the Cabinet that Air Force investigators were investigating the cause of the crash during the Cobra Gold exercise in Chaiyaphum. He said the investigators would check physical evidence, weather reports, relevant flight data and testimonies of the two pilots who safely ejected, before drawing a conclusion. He said his initial assumption was that it was an accident and not a mechanical malfunction. The two jets were refurbished before being deployed by the Air Force in 2002. Meanwhile, more than 200 Royal Thai Air Force (RTAF) members scoured the crash sites in Chaiyaphum yesterday out of concern some hazardous items or explosives were scattered in the area. The operation lasted from 9am till 4pm and ammunition and explosives were retrieved. They were all sent to a military base in Nakhon Ratchasima. The RTAF also cordoned off the area within a 3-km radius of the crash sites for at least two more days. Large machinery will be brought in to dig up the debris of the warplanes. Some parts were buried up to 10 metres into the ground following the impact of the crashes. The first crash site is at the foot of a mountain by Wang Phon-Nong Kwang village. The second is by Hin Neeb Village. Both are in Chaiya-phum's Mueang district.

The air force will take delivery of 12 Swedish-made Gripen fighters, worth almost 40 billion baht, after the cabinet approved the purchase of the jets in 2008 when Samak Sundaravej was the prime minister and defence minister. The Gripen 39 C/D aircraft will replace the ageing F-5A/B jets. The F-5A/B aircraft will be completely phased out by the end of this year. The first batch of the Gripen fighters is due to arrive at Don Muang air force base after flying out of Sweden on Feb18 and will be stationed at the Wing 7 air force base in Surat Thani. The second batch of six Gripen jet fighters is scheduled to arrive next year. ACM Itthaporn said yesterday he was convinced the jet fighters would bring modern and significant changes to the air force.With the fighters, the air force would be transformed to a network-oriented system, he said. ''The Gripen is like a new type of computer with all the modern stuff. Most importantly, the supplier has agreed to transfer all the technology to us,'' ACM Itthaporn said, adding that software for the fighters could be constantly updated. He said the capabilities of fighter pilots would have to change completely as the new system on the jets would provide them with flight information linked to the other fighters on a screen before them. ACM Itthaporn said the US had allowed the Secos-link system on the Gripen fighters to link with the system of the US-made F16 fighters. An air force source said permission was obtained after Prime Minister Abhisit Vejjajiva raised the matter with US President Barack Obama during his visit to the US last month. ACM Itthaporn said the air force was working closely with the navy to develop a data link system because the two forces would soon hold a joint military exercise and information on the Gripen fighters would be hooked up with navy ships. The frigate HTMS Naresuan would be the first to be linked with the fighters, he said. ACM Itthaporn said a Saab 340 Erieye airborne early warning aircraft that the air force also bought from the Swedish government would be connected to all the Gripen fighters. RTAF Pilots Train on Gripen Fighters
Royal Thai Air Force (RTAF) pilots are receiving training on Gripen Fighters at Skaraborg Wing, F7, in Sweden. The two phase training – Conversion Training (CT) and Combat Readiness Training (CRT) – will combine theory classes with training flights in the simulator and Gripen aircraft over the next six months. This phase of the training is carried out entirely on the Gripen C/D lightweight single engine multirole fighter aircraft. After one month of theory training combined with simulator flights, RTAF pilots will fly in the twin-seat Gripen D for a week together with an instructor before proceeding to five solo flights. CRT will involve learning to operate the radar and weapons systems and how to use them tactically in battle. This part of the training will last for about ten weeks, while the training programme is expected to be completed by the end of June this year.

Enstrom Helicopter Corporation would like to announce that the first three, of a contracted sixteen, 480B advanced turbine training helicopters for the Royal Thai Army have been completed at the Enstrom factory. The aircraft have been equipped with a number of advanced features, including NVG compatible cockpits, Chelton EFIS systems, and dual Wulfsberg RT-5000 tactical radio systems. “These represent some of the most advanced aircraft we have built to date,” commented Enstrom’s Director of Engineering, Bill Taylor. “That we were able to get them engineered and into production so quickly is a testament to our team in Menominee, and our support from the FAA’s Chicago Aircraft Certification Office. The Royal Thai Army is going to have some very capable helicopters.” The 480B was selected in a competitive bidding process that included aircraft from 7 different major manufacturers. Aircrew and maintenance personnel training is scheduled to begin in March, with aircraft deliveries following soon after.

Saab Gripens have begun operational flights from Surat Thani air base in southern Thailand, following their delivery in February.
On 15 March a two-seat Gripen D flew the first flight with a Royal Thai Air Force pilot at the controls and a Swedish air force pilot in the back seat, says Saab. The aircraft will see service with 7 Wing in Surat Thani province. Bangkok's eventual 12-strong fleet was purchased in two separate deals of six aircraft each. The first was signed in early 2008. The second, which covers six single-seat Gripen Cs, was signed in late 2010.
Each deal also includes a Saab 340 regional airliner equipped with a Saab Microwave Systems Erieye airborne early warning and control radar, while the first also covered an additional Saab 340 for aircrew training and transport activities. Also to be supplied is a command and control system.
"The six Gripen fighters are part of an inter-governmental business transaction where FMV, the Swedish Defence Materiel Administration, representing the government of Sweden, supplies an integrated air-defence system based on products manufactured by Saab," says the company.
Last year's order also includes the provision of Saab's RB15F anti-ship missile; a subsonic, sea-skimming design with a maximum range of over 108nm (200km).
The second batch of Gripens is due to arrive in 2013. The aircraft will replace some of Thailand's Northrop F-5s.

The Royal Thai Navy is to purchase six second-hand submarines from Germany to protect national interests in the Andaman Sea and the Gulf of Thailand. Thai Prime Minister Abhisit Vejjajiva has approved the 7.7bn-baht ($250m) purchase of the submarines for the first-ever military operation. The missions will be commanded by the Thai Navy's new submarine unit, and navy officers will, for the first time, undergo training in submarine technology and underwater missions with Thai-owned submarines. The U-206 Class submarines are operated by diesel engines and electric motors and can travel to a depth of 30m. The submarines have been in service with the German Navy for more than 30 years and can still be used for another ten years. The purchase plan will be forwarded to the cabinet for formal approval in the near future, according to the Bangkok Post.

Thailand has received three Sikorsky S-92A VIP transport helicopters, as well as its first batch of Mil Mi-17 multi-role utility helicopters.
The S-92As will be operated by the Royal Thai Air Force for use by the nation's king and queen and other members of the royal family, the service says.
Two of the S-92As will perform VIP transport missions in a 12-seat configuration, while the third will be equipped for emergency medical treatment - Thailand's 83-year-old king is reported to be in poor health.
Thailand's army also recently took delivery of the first three of six Russian-made Mi-17s, according to Thai media reports. Bangkok ordered the utility aircraft in 2008.
