MOSCOU, 19 août La Russie livrera huit chasseurs Su-30MK2 au Vietnam en 2010, a annoncé mercredi le directeur général adjoint de l'agence russe d'exportation d'armes "Rosoboronexport" Alexandre Mikheïev au Salon aérospatial international MAKS-2009 à Joukovski, dans la région de Moscou.
"Un contrat sur la livraison d'avions Su-30MK2 a été signé en janvier dernier, nous le réaliseront en 2009-2010", a indiqué M.Mikheïev.
Le chasseur biplace polyvalent Su-30MK2 est une version modifiée du Su-27 destiné à détruire des cibles volantes, terrestres et maritimes, à effectuer des missions de reconnaissance et à former des personnels navigants.

Almaz Shipyard Delivered Two Patrol Ships To Vietnam
24.10.2011 Text: RusNavy.com Photo: RusNavy.com Acceptance certificates of two Project 10412 patrol ships (serial numbers 044 and 045) built for Vietnamese Navy were signed on Oct 20 at Almaz Shipbuilding Firm. These are third and fourth hulls of Project 10410 Svetlyak export version. First two ships were delivered to Vietnam in 2002.
Both ships were laid down on one day – June 26, 2009. The first hull was launched on Nov 12, 2010, and the second one on Apr 22, 2011. Trials were delayed a bit because of protractions with arms and equipment supplies. In particular, Arsenal Machinery Plant delivered gun mounts AK-176M for both ships several months behind schedule.
Having completed trial program by mid-Oct, both patrol ships were docked in the shipyard's floating dock PD-423 and prepared for marine freight. In the nearest days, the ships will be moved to St. Petersburg's sea port and embarked on a transport ship for further shipping to Vietnam.
Other two similar ships are being completed at JSC Vostochnaya Verf (Vladivostok). Both hulls (serial numbers 420 and 421) were also keel-laid on one day – July 22, 2009. According to plan, they were to be delivered till the end of 2011. Delivery dates were repeatedly postponed due to same reasons, i.e. supplies protraction of equipment including gun mounts made by Arsenal plant. Finally, the delivery deadline is set in 2012.
Project 10412 was designed on the basis of Project 10410 Svetlyak patrol ship developed by Almaz Design Bureau in late 80's for Soviet KGB Coast Guard. Since the beginning of the Svetlyak program, Almaz Shipbuilding Firm has built 16 ships for domestic and foreign customers including hulls No. 044 and 045. In total, 36 such ships have been built. Comparing to basic project, Vietnamese ships are not armed with antisubmarine weapons so can be classified as patrol crafts or gun boats.
The ships built in Russia under Vietnamese government's order will substantially enhance its national navy in potential conflicts with China and other neighbors regarding disputable areas in the South China Sea, particularly, near Spratly Archipelago and Paracel Islands. For Vietnam, those regions are of great importance from the viewpoint of oil and gas reserves and bioresources.

Vietnam's request for military assistance from India, primarily in the naval field, has put South Block in a quandary, said official sources.
On the one hand, India would like to pay back Vietnam for its assistance in consistently bolstering its case at multilateral fora such as the Association of South East Asian Nations (Asean), and on the other, it would not want to irk China as the plea has come shortly after exchanges between Beijing and New Delhi over Oil & Natural Gas Commission Videsh (ONGC Videsh) prospecting for oil and gas in a portion of South China Sea claimed by both China and Vietnam.
Vietnam President Troun Tan Sang made the request in four fields — submarine training, conversion training for its pilots to fly Sukhoi-30, modernisation of a strategic port and transfer of medium-sized warships.
In fact, the sources said, the Vietnam President overlooked protocol to meet senior Indian officials and ensured the timing of their commercial flight was revised to accommodate the unscheduled meeting. Vietnam had asked India to transfer Brahmos cruise missiles and offer its small civil nuclear plants for selection.
India would be comfortable with providing conversion training for Sukhois as it has completed a similar exercise with Malaysia, another South-East Asian country. Meeting the other three demands needed considerable deliberation, said the sources, as India was not keen to put a spanner in ties with China with which it is shortly slated to sign an agreement to douse tensions by taking care of eye-ball-to-eyeball confrontations between military patrols in certain pockets of the line of actual control (LAC).
In particular, India will have to think hard about Vietnam's request to transfer 1,000 to 1,500 tonne vessels to sanitise Vietnam's long coast line and upgrade the Nha Trang port, located near the critical Cam Ranh Bay, especially after the alleged warning by the Chinese navy to an Indian warship that had left this port after a visit in July.
According to the report submitted by the Navy, INS Airavat left the place quickly after a caller, identifying himself as the “Chinese Navy,” warned that “you are entering Chinese waters.” The Navy has claimed that its men on the warship did not spot any aircraft or ship from where the call had come. It also claimed not to have worked out the coordinates from where the call originated. Indian diplomats said the incident was a “non-event.”
Diplomats here said India would have to factor in two factors — though it had the right to develop ties in its near neighbourhood, it should not be done in a manner that derailed ties with China, especially at a time when the Special Representatives on the border issue were due to meet and Beijing's support wasrequired for entry into the Nuclear Suppliers' Group.

Russia supplies Vietnam with SU-30s
Russia’s Sukhoi aircraft manufacturers have dispatched another batch of four Sukhoi SU-30 multipurpose fighters to Vietnam.
The previous set of four fighters was delivered to Vietnam in june.
All in all, 12 SU-30 aircraft along with $1bln worth of armaments, equipment and spare parts will be supplied to Vietnam under the contract.
The SU-30 fighter can hit both ground and sea targets and can fly to longer ranges due to a special refueling in flight system.
More than 130 SU-30 fighters have been delivered to China, Indonesia, Vietnam and Venezuela over the past 10 years.

Vietnam launches its first domestically made warship
Vietnam's navy has taken delivery of its first locally-made warship, equipped with artillery and missile systems, local media report.
The Hong Ha shipbuilding company started building the model in 2009 and tested the warship last year.

The new ship is 54m long and has an operational range of more than 2,000 nautical miles.
Vietnam has said that it intends to build more warships in the future. At the moment most of its vessels come from Russia and the former Soviet Union.
