"Un contrat sur la livraison d'avions Su-30MK2 a été signé en janvier dernier, nous le réaliseront en 2009-2010", a indiqué M.Mikheïev.

Le chasseur biplace polyvalent Su-30MK2 est une version modifiée du Su-27 destiné à détruire des cibles volantes, terrestres et maritimes, à effectuer des missions de reconnaissance et à former des personnels navigants.

The Vietnamese subs have also undergone a number of modifications to make them quieter. In a potential operation against China's South Sea Fleet based in Zhanjiang in Guangdong, the ballistic missile can be used in coordination with satellites. Compared to China's 3M-54E ballistic missile which has a range of only 220 kilometers, Vietnam's 3M-14E can reach 280 kilometers. This is enough for the People's Navy of Vietnam to attack critical Chinese naval targets in Hainan and Guangdong.

Russia has transferred all technologies Vietnam needs to operate the submarines. Unlike China, Vietnam does not have the tradition of reverse engineering the military hardware it acquires from Russia. Furthermore, Vietnam has India as its major ally in the region. Vietnam’s 5th Russian-built submarine to begin trial run this May



The fifth of the six Kilo-class submarines that Vietnam has agreed to buy from Russia is scheduled for a trial run this May, according to the manufacturer, the Admiralty Shipyards in St. Petersburg.
The submarine codenamed HQ-186 Khanh Hoa is a Project 636.1 diesel-electric submarines.


It was launched at the Admiralty Shipyards on December 28, 2014.
The first two subs, HQ-182 Hanoi and HQ-183 Ho Chi Minh City, arrived in Vietnam in January and March of 2014.
The third one, HQ-184 Hai Phong, was loaded into the Dutch-registered cargo ship Rolldock Star on December 16. It is scheduled to be delivered to Cam Ranh Port this week.
The fourth one, HQ-185 Da Nang, was launched on March 28, 2014 and is undergoing testing on the Baltic Sea. It is expected to be handed over to Vietnam in mid-2015.
The delivery of the sixth and last one, HQ-187 Ba Ria-Vung Tau, is scheduled for next year.
The six submarines are built under a US$2-billion deal signed during a visit by Prime Minister Nguyen Tan Dung to Russia in 2009.
Russia will deliver all by 2016, train Vietnamese crews, and supply necessary spare parts.

Vietnamese technician shows off remote controlled mini-sub, asks for support



An engineering technician in Hue has created a remote controlled submarine that he hopes could be used for exploration tasks.
Le Nga said he spent nearly two years on making the remotely operated underwater vehicle, commonly referred to as an ROV.
He finished it late last year and successfully launched it down the Perfume River, after several test runs at local swimming pools.
“It was a lot of work to do alone, but it satisfied my curiosity. I got to focus on each single detail, each part until I put together a complete sub.”
The mini-submarine weighs 120 kilograms and is 2.7 meters long, with the body made from cooking gas cylinders of five centimeters thick.
Nga used the engine and controller often seen in model aircraft for his sub.
The 50-year-old works for a beer factory in Hue and is a member of the local model aircraft club.
His mini-sub has a camera at the head and a propeller at the tail that rotates at 10,000 rounds per minute to push it forward.
Mini sub, big plan
Nga said he is still perfecting his remote control and thus is only confident letting the sub dive three meters deep.
He also plans to install a GPS device on the sub and a system to deliver warning signals in case of accidents.
“When the sub works better, I’ll have it dive deeper in rivers and lakes to shoot images… I’ll invite some scientists and officials over for a presentation,” he said.

“I’m sure there will be limitations, but I hope to receive support and instructions.”
Nga named the sub Hoang Sa, after Vietnam’s archipelago off the central coast.


At least two other inventors in the country have introduced their mini-submarines, which have to be manned.
The inventions have received no support or recognition from Vietnamese government.
A businessman in the northern province of Thai Binh Province launched the first Vietnamese-made submarine last May in the sea without a permit as he could not wait for one.
Phan Boi Tran in Ho Chi Minh City only got the attention of a Vietnamese under-sea cable installer after he sold five subs to a tourism company in Malaysia.
Tran is afaid of intellectual property loss as he has struggled to apply for patents in Vietnam.

 (Reuters) - Vietnam is arming its expanding submarine fleet with land attack missiles that could be capable of reaching Chinese coastal cities, a choice of weapon likely to be seen as provocative by China in the ongoing South China Sea dispute.

A little-noticed filing to the United Nations made by Vietnam last year, and reviewed by Reuters, shows it has bought the Russian-made land attack variant of the Klub missile for its state-of-the-art Kilo attack submarines.

The filing came to light after the independent Stockholm International Peace Research Institute (SIPRI) recently updated data on its website to show Vietnam's acquisition.



Regional military attaches and analysts see the missiles as a further sign of Vietnam's determination to counter the rise of China's larger military and part of a broader trend of Asian countries re-arming amid rising territorial tensions.

The choice of weapon is a more assertive one than the anti-shipping missiles Vietnam was expected to obtain.

While those would potentially target Chinese ships and submarines in the South China Sea, the land attack weapons are capable of precision strikes at a range of 300 kilometres, making China's coastal cities potential targets in any conflict.

Carl Thayer, an expert on Vietnam's military at the Australian Defence Force Academy, said the move was a "massive shift" beyond more routine anti-ship tactics.



"They've given themselves a much more powerful deterrent that complicates China's strategic calculations," he said, adding he was surprised by the move.

Vietnam is the first Southeast Asian nation to arm its submarine fleet with a land attack missile.

The Vietnamese defence and foreign ministries have yet to respond to questions submitted by Reuters. Vietnamese military officials have previously described Vietnam's arms build-up, including the submarine purchases, as defensive.

Moscow-based Almaz-Antey, parent company of the missiles' manufacturer Novator, declined to comment on any weapon sales to Vietnam.



Likely Targets

Rather than risk an attack on cities such as Shanghai, it is more likely Vietnam would see closer ports and airfields, such as the naval base at Sanya on China's Hainan Island and facilities on land reclamations China is building in the South China Sea, as potential targets, Thayer said.

While communist parties rule both Vietnam and China, Hanoi has long been wary of China, especially over Beijing's claims to most of the potentially oil-rich South China Sea.

Beijing's placement of an oil rig in waters claimed by Vietnam last year sparked riots in Vietnam and infuriated Hanoi's leadership.



The two navies routinely eye each other over disputed holdings in the sea's Spratly islands, which straddle some of the world's busiest shipping lanes.

Before obtaining the weapons, Hanoi's previous land attack capabilities were limited to a handful of ageing Scud missiles and more limited weapons fired by Russian-built Su-30 aircraft.

Vietnam's navy has taken possession of three Russian-built Kilos and a fourth is in transit under a $2.6 billion deal struck with Moscow in 2009, according to Vietnamese state press reports. A fifth is undergoing sea-trials off St Petersburg and a final sixth submarine is due for completion in 2016.



SIPRI has logged the sale of 50 anti-ship and land attack Klubs to Vietnam as part of the deal, with 28 having been delivered already over the last two years. The precise number of land attack missiles it has bought is not publicly available.

Collin Koh of Singapore's S Rajaratnam School of International Studies said it was unclear whether Vietnam had the full electronic capabilities to deploy the missiles at peak effectiveness.

"But even with those caveats, this is still significant... the Vietnamese have realised that without the ability to launch a counterstrike, their deterrence would have been quite limited."



Moscow-based strategic analyst Vasily Kashin said the Kilos sold to Vietnam are more advanced than those used by China while Moscow has never sold the Klub land attack missile to Beijing, which has developed its own similar weapon, the YJ-18.

Zha Daojiong, an international relations professor at Beijing's Peking University, said the move was part of a "normal" regional rearmament trend and Hanoi would be aware of the costs of ever using them against China.


"It is a loaded pistol, but can (they) afford to fire it?," he said.

China's Defence Ministry spokesman Geng Yansheng, when asked about the missiles and whether Beijing had expressed concern about them to Hanoi, said the two country's militaries were always in close touch.



"We have confidence we can together properly maintain this relationship," Geng told a monthly news briefing on Thursday.

Trevor Hollingsbee, a former naval intelligence analyst with Britain's defence ministry, said Vietnam was creating China's biggest strategic headache in the South China Sea.

"All indications are that they are surmounting the submarine learning curve quite rapidly...this is a very real problem for China," he said.

Vietnam wants Western warplanes to counter China

Vietnam is in talks with European and U.S. contractors to buy fighter jets, maritime patrol planes and unarmed drones, sources said, as it looks to beef up its aerial defenses in the face of China's growing assertiveness in disputed waters.

The battle-hardened country has already taken possession of three Russian-built Kilo-attack submarines and has three more on order as part of a $2.6 billion deal agreed in 2009. Upgrading its air force would give Vietnam one of the most potent militaries in Southeast Asia.

The previously unreported aircraft discussions have involved Swedish defense contractor Saab, European consortium Eurofighter, the defense wing of Airbus and U.S. firms Lockheed Martin and Boeing, said industry sources with direct knowledge of the talks.

Defense contractors had made multiple visits to Vietnam in recent months although no deals were imminent, said the sources, who declined to be identified because of the sensitivity of the matter. Some of the sources characterized the talks as ongoing.

One Western defense contractor said Hanoi wanted to modernize its air force by replacing more than 100 ageing Russian MiG-21 fighters while reducing its reliance on Moscow for weapons for its roughly 480,000-strong military.

Vietnam has ordered about a dozen more Russian Sukhoi Su-30 front-line fighters to supplement a fleet of older Su-27s and Su-30s.

"We had indications they want to reduce their dependence on Russia. Their growing friendship with America and Europe will help them to do that," said the defense contractor.

U.S. Defense Secretary Ash Carter, during a visit to Vietnam on Sunday, pledged $18 million to help Hanoi buy U.S. patrol boats. But any deal with Lockheed or Boeing would likely be the most significant involving a U.S. firm since Washington started easing a long-time embargo on the sale of lethal weapons to Vietnam in October.

The Vietnamese Foreign Ministry said it had forwarded questions from Reuters about the aircraft discussions to the appropriate authorities.

Boeing said in an email it believed it had capabilities in "intelligence, surveillance and reconnaissance platforms that may meet Vietnam's modernization needs". It gave no specifics.

Lockheed and Saab declined to comment. Eurofighter and Airbus did not respond to a request for comment.

Chinese oil rig

While communist parties rule both Vietnam and China and annual trade has risen to nearly $60 billion, Vietnam has long been wary of China, especially over Beijing's claims to most of the South China Sea.

China's placement of an oil rig in waters claimed by Vietnam for more than two months last year infuriated Vietnam and underscored the coastal country's need to upgrade its maritime patrol capabilities in particular.

Vietnam's military budget is a state secret, although data collated by the Stockholm International Peace Research Institute (SIPRI) put defense spending at $3.4 billion in 2013, more than double the amount a decade ago.

Experts say actual spending could be much higher given the hardware acquired over recent years.

Among the aircraft under discussion with Vietnam were Saab's Gripen E fourth-generation fighter jet as well as the Saab 340 or 2000 twin-engine turboprops fitted with maritime patrol and airborne early warning systems, said a source with direct knowledge of those talks.

Vietnam had held talks over the Typhoon warplane made by Eurofighter as well as the F/A-50 light fighter jointly developed by Korea Aerospace Industries <047810.KS> and Lockheed, separate sources said.

Lockheed had discussed its Sea Hercules, the maritime patrol version of its C-130 transport plane.

Meanwhile, an additional source said Boeing wanted to sell its maritime surveillance aircraft program, which involves putting state-of-the-art P-8 Poseidon plane surveillance technology, although not anti-submarine capabilities, on a business jet.

Vietnam had also looked at unarmed surveillance drones made by Western and Asian contractors.


Vietnam war legacy

Vietnam has already started moving slowly away from Russia in recent years, buying Canadian Twin Otter amphibious planes and Airbus Defence CASA C-212 maritime patrol aircraft for its coastguard and Airbus C-295 transport planes.

Airbus Defence had been in talks to offer maritime patrol and airborne early warning systems on the C-295, a source said.

In addition, Airbus Helicopters had been in preliminary talks with the Vietnamese military.

Despite increasingly warm ties with Washington, some experts said the legacy of the Vietnam War might make Hanoi wary about buying too much U.S. weaponry, possibly giving Sweden an edge.

"There is no ideological bias (in Vietnam) with Sweden," said Tim Huxley, executive director of the International Institute of Strategic Studies in Asia.

"The Gripen E will be a cost-effective option. Saab can offer a package that includes maritime patrol and airborne early warning aircraft."

However, one U.S. source familiar with Vietnam's goals said Hanoi saw Washington as a more reliable partner should tension with China escalate.

"Vietnam is interested in building a much closer relationship with the United States, but they also don't want to anger China," said the source, who was not authorized to speak publicly.

"They're looking for a balanced, phased, or step-by-step approach.'

The People's Army of Vietnam (PAVN) Navy has commissioned its third and fourth Russian-built Project 636 Kilo-class diesel-electric submarines (SSKs), according to local media.

The vessels, Hai Phong (HQ 184) and Khanh Hoa (HQ 185), were commissioned on 1 August at Cam Ranh Bay Naval Base in a ceremony presided over by PAVN Navy commander, Rear Admiral Pham Hoai Nam. Hai Phong and Khanh Hoa join two other vessels in the class, Hanoi (HQ 182) and Ho Chi Minh City (HQ 183), which were inducted in January and April 2014 respectively.

The Vietnamese government has a USD2 billion contract with Russia's Admiralty Shipyards for six SSKs.

Two new Russian-made Su-30MK2 fighter for Vietnamese Air Force, has been disassembled for shipping to Vietnam on 6/8. Sukhoi factory Komsomolsk-on-Amur has officially provide 2 multirole fighters Su-30MK2 to Vietnamese Air Force.

Interfax-AVN citing sources in the Russian aviation industry said Thursday 7/8, two new Su-30MK2 multirole fighter, built for the Vietnamese Air Force with bearing numbers 8814 and 8815, has been disassembled and put up a super-heavy transport aircraft An-124-100 before traveling to Vietnam in the last Wednesday 6/8.

Sources said, two Su-30MK2 here are 5th and 6th Russia handed over to Vietnam within the framework of a contract to supply 12 aircraft of this type which signed in August 2013. First 4 Su-30MK2 (bearing number 8581, 8582, 8583 and 8584) have been delivered to Vietnamese Air Force in October and December 2014.

As planned earlier, Russia will continue deliver 6 remainder Su-30MK2 to Vietnam before the end of 2015, bringing the total number of advanced fighters of this type in the Vietnamese Air Force up to 36 units.

Earlier, in 1/8, Vietnam Navy also held comissioning of 2 Kilo 636 submarines, named HQ Hai Phong 184 and HQ Khanh Hoa 185, bringing the total number of Kilo submarines in the Vietnamese Navy to 4 units.

The new Kilo submarines, along with Su-30MK2 fighters will significantly enhance combat power for Navy and Air Force of Vietnam in combat readiness duty to defend its sovereignty, island of the country.

Le Japon s'est engagé mardi à livrer des navires supplémentaires au Vietnam pour renforcer ses forces en mer de Chine méridionale où, ont averti les deux pays dans une allusion voilée à Pékin, la construction d'îles artificielles menace la stabilité.

Le Premier ministre japonais Shinzo Abe a également annoncé des prêts d'infrastructures de quelque 100 milliards de yen (740 millions d'euros) après s'être entretenu avec le secrétaire général du parti communiste au pouvoir au Vietnam, Nguyen Phu Trong, qui se rendait pour la première fois dans l'archipel.

Le Vietnam et le Japon renforcent leur coopération dans les eaux de l'Est asiatique où ils sont aux prises avec des disputes territoriales avec la Chine.

Dans un communiqué commun diffusé après leur réunion, les deux hommes politiques ont "exprimé leur vive inquiétude face aux récents événements qui se poursuivent en mer de Chine méridionale".

Ces "avancées de grande ampleur sur la mer et la construction d'avant-postes ont érodé la confiance et menacé la paix et la stabilité dans la région et dans le monde", ont-ils poursuivi.

"Le Japon a décidé de donner au Vietnam des navires d'occasion supplémentaires, à sa demande", a déclaré le Premier ministre japonais au cours d'une conférence de presse, sans en préciser le nombre. "Cette décision bénéficiera au Vietnam pour améliorer ses capacités de défense du droit maritime", a-t-il ajouté.

Le ministère japonais des Affaires étrangères avait indiqué l'an dernier que le Japon donnerait au Vietnam six bateaux usagés pour patrouiller la mer de Chine méridionale.

Les tensions et revendications concurrentes entre la Chine et ses voisins d'Asie du sud-est en mer de Chine méridionale avaient dominé les dernières réunions de l'Asean et des grandes puissances début août à Kuala Lumpur, où le secrétaire d'Etat américain John Kerry avait dénoncé la "militarisation" entreprise par Pékin. Les ministres des pays d'Asie du sud-est s'étaient alarmés des "menaces sur la paix" dans cette région.

D'après un rapport du Pentagone, ce sont près de 1.200 hectares de terrains artificiels qui ont été gagnés sur les eaux par la Chine grâce à de gigantesques travaux de remblaiement et de construction d'îles artificielles depuis une vingtaine de mois.

En juillet, le Japon avait promis à cinq pays riverains du Mékong - le Cambodge, le Laos, la Birmanie, la Thaïlande et le Vietnam - une aide de 6,1 milliards de dollars pour cette région où Tokyo cherche à étendre son influence face à la montée en puissance de la Chine.

Of course, SU-100 cannot be used to destroy modern main battle tanks but the ammunition can penetrate armour of light tanks, infantry fighting vehicles and armoured personnel carrier. SU-100 APC-T can penetrate armour of 180mm at maximum of 1,000 m.

The SU-100 was developed from the same chassis as the T-34 main battle tank, but replaced its turret with a casement installation allowing larger guns to be fitted.

Many Warsaw Pact countries also used the SU-100, as did Soviet allies such as Egypt, Angola and Cuba. A few SU-100 were delivered to Yugoslavia after the war, under the designation M-44.

The main armament of the SU-100 consists of one 100mm D-10S which is able to fire AP (Armor-Piercing) and HE -FRAG (High-Explosive / Fragmentation) ammunition. The vehicle carries a total of 33 x100mm projectiles.

The production of the SU-100 was started in 1944, which was essentially an SU-85 fitted with the more powerful 100mm gun M1944 (D-10S), a variant of the gun of the weapon fitted to the Soviet-made T-54/55 main battle tank.

The hull of the SU-100 is all welded with the fighting compartment at the front of the hull and the engine at the rear. The suspension consists on each side of five dual rubber tyred road wheels with the drive sprocket at the rear and the idler at the front. There are no track return rollers.

The SU-100 can run at a maximum road speed of 55 km/h with a maximum cruising range of 300 km. To increase the SU-100's operational range two fuel tanks are fitted to each side of the hull.

VOV.VN - On 28/09, at the Admiralty Shipyards in the city of Saint Petersburg Verfi held launching ceremony of HQ-187 Ba Ria - Vung Tau submarine, the submarines of Project 636 Varshavyanka class (Kilo-NATO) of the Vietnamese Navy.


HQ-187 Ba Ria - Vung Tau is the last Russia's Kilo submarines in the number six of Varshavyanka for Vietnam. Previously, Vietnam had received four Kilo submarines were: HQ-182 Hanoi, HQ-183 Ho Chi Minh, HQ-184 Hai Phong and HQ-185 Danang. The 5th - HQ-186 Khanh Hoa is undergoing running tests in the Baltic Sea.



In 2009, Russia signed a contract manufacturing and supply six modern diesel-electric submarines Varshavyanka class for $ 2 billion to the Vietnam. The contract includes training process for submarine crews as well as provide the necessary equipment.

The Russsian made Submarine Project 636 Varshavyanka class of Vietnam has 3,100 tons displacement, maximum speed 20 knots / hour, can dive to 300m deep crew of 52 people. The submarine is equipped with six 533 mm torpedo tubes with Klub missile attack. The ability of the ship running smoothly led NATO experts call it "black holes" in the ocean.

The People's Army of Vietnam (PAVN) Navy has commissioned its fifth and sixth Project 1241.8 Tarantul V-class guided-missile corvettes, the People's Army Newspaper reported on 25 September.



The ships (pennant numbers HQ 379 and HQ 380) were understood to have been inducted into the PAVN Navy's 2nd Regional Command in a ceremony on 24 September. The command is responsible for Vietnam's south-central region, off the coast of Binh Thuan Province to Bac Lieu Province, according to IHS Jane's World Navies .

Last week, the portal company VNH South (under the Vietnam Helicopter Company, Vietnam People’s Armed Forces) has posted photos acceptance of first AW189 transport helicopter fom AgustaWestland SPA (Republic of Italy) on 21/10. In the picture, the first AW189 helicopter of the Vietnam People’s Army in flight testing in Italy.

This is the first AW-189 delivered among 3 helicopters AW-189 contracted from AgustaWestland, which increases VNH South’s helicopter fleet up to 21 in total, marks amilestone in helicopter fleet of VNH South development process.

As scheduled, in early November 2015, the helicopter will be shipped by sea from Italy to Vietnam and arrive at Vungtau airport in December 2015 to enter into commercial operations since January 2016.

The AW189 is the latest-generation, high performance 8.3 / 8.6 tonne twin-engine helicopter, designed to answer the growing market demand for a versatile, affordable, multirole platform.
