Russia has inked a new deal with Laos for the repair of military equipment
According to media reports, Russian Helicopters, which is part of the state firm Rostec, signed the contract with the Laotian defense ministry. Under the four-year deal, experts from the firm will carry out helicopter repairs. Among the equipment to be serviced are two Mil Mi-17-1B and two Mi-17 multipurpose helicopters, the latter of which will be upgraded to Mi-17-1B during repair.
Laos had initially gotten the helicopters from Russia in the 1990s, with a contract signed for 12 Mil Mi-17s in 1996 and delivered over the next few years.
Russia and Laos have been discussing the possibility of new repair arrangements for a while now. At the Dubai Airshow last year, RIA Novosti deputy general director Alexander Scherbinin had said that the possibility of repairing two Lao Mil Mi-17s at Sevastopol repair plant was under discussion.
The Mil Mi-17 helicopter made headlines in Laos last year when one of them carrying 23 people – 19 passengers and four crew members – was declared missing after losing contact with air traffic control in the capital city of Vientiane.
Russia has after-sale maintenance helicopter contracts with other countries as well. With respect to Laos’ neighbor Vietnam, for instance, Moscow and Hanoi had even undertaken a joint venture to set up helicopter company HELITECHCO which was founded in 1994. HELITECHCO has since repaired more than 80 civil helicopters belonging to government and commercial operators from several Asian countries, including Vietnam, Laos, India, Australia and New Zealand.
Earlier this year, Russian Helicopters had said at the 2016 Singapore Airshow that it was performing a scheduled technical audit to check on the possibility of conducting Mi-8/17 military helicopter repairs there. Necessary boosts for operations were said to include more training for specialists as well as additional equipment and infrastructure.

Areas of the world riddled with natural disasters and cursed by the secondary effects of mother nature’s wrath demand a responsive force that thinks, trains and plans ahead.
An exercise bringing together those very forces from 18 nations’ military and government organizations kicked off Sept. 5, 2016 at 14th Military Circle, Chonburi Province, Thailand. ASEAN Exercise 16-3 commenced with a fitting demonstration of an earthquake-induced collapsed building Search and Rescue operation.
Helicopters from Japan, Russia, Singapore and Thailand roared toward the airfield, dispatching fast-rope rescue teams and airlifting casualties. Meanwhile, teams on the ground moved casualties from the “hot zone,” a simulated collapsing building, to the “warm zone,” the immediate safety of an open field, and triaged according to casualty condition.
Teams from the Indian Army, Japan Ground Self-Defense Force and Royal Thai Army moved casualties secured on backboards swiftly to the pickup zone or field hospital. It was a grand display of pre-planned, coordinated and rehearsed disaster response, reinforcing the pay-off of the very familiarity and training this exercise will focus on.
“This exercise is intended to foster cooperation and to share experience, information and skills among military medics of the ASEAN member states and plus countries, while fostering capabilities of military units in the region through joint humanitarian assistance and disaster relief operations,” said General Prawit Wongsuwon, Kingdom of Thailand Deputy Prime Minister and Minister of Defense, during the opening ceremony.
AEx 16-3 is an opportunity for different nations to apply and hone common standard operating procedures and diversify each other’s capabilities for the inevitable calamities of the volatile Indo-Asia-Pacific.
A U.S. contingent of approximately 25 personnel from U.S. Pacific Command; U.S. Army Pacific; U.S. Marine Corps Forces, Pacific and Pacific Air Forces will work alongside the other nations in both the command post and field training exercises conducting medical planning, air medical evacuation, military medicine and chemical/ biological/ radiological/ nuclear defense.
Approximately 2,000 personnel are participating in the exercise from the 10 ASEAN member states Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam and “plus” countries Australia, China, India, Japan, New Zealand, South Korea and Russia. “This is considered an important milestone of defense cooperation,” Wongsuwon lauded the ASEAN Defense Ministers Meeting Plus program, which, “which helps maintain peace, stability and security in the region.”

Russia has begun deliveries of upgraded T-72B1 main battle tanks (MBTs) to the Lao People’s Armed Forces (LPAF), an LPAF source told Jane’s on 19 December.
“A large batch of T-72B1 ‘White Eagle’ [Belyi Oryol] MBTs was shipped to a Vietnamese port several days ago. The tanks will soon be brought to Laos via tank transporters,” said the source on condition of anonymity, adding that the LPAF is set to receive “several dozen” tanks.

The move comes after Laotian Defence Minister Lieutenant General Sengnuan Xayalat told Russian broadcaster Zvezda that the LPAF would receive Russian-made weaponry and platforms, including “new T-72 tanks”.

Russia has delivered a second batch of T-72 main battle tanks (MBTs) and BRDM-2M 4×4 armoured reconnaissance vehicles (ARVs) to the Lao People's Armed Forces (LPAF).
The Russian Ministry of Defense (MoD) said that the handover took place during a ceremony to commemorate the 71st anniversary of the founding of the LPAF.
The first batch was delivered between December 2018 and January 2019, with a Laotian source telling Jane's at the time that the LPAF was receiving "several dozen" T-72B1 tanks.
The vehicles were unveiled during the 2019 parade marking the 70th anniversary of the LPAF.

On January 28, 2021, the Ministry of Defense held a handover ceremony of combat engineering vehicles and logistic equipment between the Ministry of Defense of the Russian Federation and the Ministry of Defense of the Lao PDR with the leaders and representatives from the two Ministries of Defense.

The combat engineering vehicle and logistic equipment to enhance the cooperation of the two countries and upgrade the capacity of the defense of Laos. On that occasion, Comrade Brigadier General Bunnaphon, Director General of the Army Technical Department, who represented the leadership of the Ministry of Defense of the Lao PDR, also received combat engineering vehicles and logistic equipment provided by the Russian Ministry of Defense to the Lao Ministry of Defense.
