- Russia to offer Turkey advanced surface-to-air missiles
Russia is ready to participate in a tender to offer Turkey S-300 and S-400 surface-to-air missile systems, the state-controlled arms exporter said on Wednesday. "The Turkish military has a great need for S-300 and S-400 long-range missile defense systems," Rosoboronexport CEO Anatoly Isaikin said. "Russia has expressed its readiness to participate in a tender for the delivery of such systems." He said leading SAM manufacturers from Western countries would participate in the tender "on a par with Russia." He gave no indication as to what specific SAM modifications would be offered or the timeframe for the tender. Turkish military experts have said Ankara is interested in the Russian missiles, which could effectively protect the country's southern borders. The advanced version of the S-300 missile system, called S-300PMU1, has a range of over 150 kilometers (over 100 miles) and can intercept ballistic missiles and aircraft at low and high altitudes, making it effective in warding off air strikes. The S-300V/Antey 2500 (SA-12 Gladiator/Giant) consists of a new command vehicle, an array of advanced radars and up to six loader vehicles assigned to each launcher. The S-400 (SA-21 Growler) is capable of simultaneously engaging six targets to a range of 400 km (250 miles) and an altitude up to 30 kilometers, including aircraft, cruise missiles, and ballistic missiles. Je ne vois pas où est l'intérêt d'avoir et le s-300, et le S-400?! l'un étant l'upgrade de l'autre, avec des capacités nettement plus avancées dans le cas du S-400. |

UAV specialists recalled from Turkey By YAAKOV KATZ 06/15/2010 06:45
IAI, Elbit send Heron engineers, flight instructors back to Israel.
Israeli defense industries have recalled employees from Turkey amid growing concerns that they could be targeted in retaliation for the botched naval raid on the Gaza-bound aid flotilla two weeks ago.
During the raid, navy commandos boarded the Turkish passenger ship Mavi Marmara and in ensuing clashes killed nine passengers the IDF identified as mercenaries hired to ambush the boarding soldiers. Israel suspects that the Turkish government was involved in financing the mercenaries.
On Saturday, Israel Aerospace Industries (IAI) and Elbit Systems Ltd. recalled teams of engineers and flight instructors who were teaching the Turkish military how to use the Heron unmanned aerial vehicles (UAV) that had been supplied to Turkey as part of a $180 million deal signed in 2004.
IAI and Elbit were supposed to supply ten UAVs to the Turkish military, but the deal was delayed after the Heron was found to be incompatible with the Turkish-made payloads it was supposed to carry. IAI and Elbit missed the original delivery date but since then have supplied five of the UAVs.
According to a report in the Turkish daily Today’s Zaman, in response to the withdrawal of the Israeli teams, the Turkish military has implemented “Plan B” and instead of the Heron drones is now using a Turkish-made drone called IHA, which is manufactured by Bykar.
The IHA, the report said, has a range of 15 kilometers and can fly at altitudes of about 12,000 feet. It is inferior to Israel’s Heron, which can fly for up to 50 hours and at altitudes of about 35,000 feet.
IAI and Elbit released a statement claiming that as far as they knew the deal had not been cancelled. The companies said they intended to continue with delivery plans and “business as usual.” The companies have already delivered eight of the UAVs to Turkey, and two are currently under production.
If the report that the Turks have cancelled the deal is true, though, it is another indication of the deteriorating ties between Israel and Turkey. Following the flotilla raid, Israel also expects that the trilateral Turkish-US-Israeli Reliant Mermaid search and rescue naval exercise, scheduled for August, will also be cancelled. It has been held annually for the past decade.
http://www.jpost.com/Israel/Article.aspx?id=178440 Turkey Suspends Israeli UAV Project Turkey to freeze bilateral relations with Israel, excludes private sector - Citation :
- ..
All bilateral projects in the field of military training and cooperation will be frozen; a $757 million plane and tank modernization project and a missile project worth over $1.5 billion have already been shelved. The majority of work on these projects was planned to be cooperative Turkish-Israeli efforts.
The Land Forces Command had been planning to collaborate with Israel on a $5 billion tank project within the next 10 years. Israel wants to sell 1,000 Merkava Mark III combat tanks to Turkey, worth $5 billion, but this project has been shelved. In addition, Turkish military officers have abandoned a plan to modernize M-60 tanks in Kayseri with the Israelis for $50 million.
Other abandoned projects would have modernized, through an Israeli-Singaporean consortium, 54 F-4 Phantom planes for $632.5 million and 48 F-5 jets for $75 million.
In addition to shelving 16 major agreements, Turkey has also decided not to cooperate on joint projects, particularly in the field of military training and cooperation. Turkish F-16 pilots will not be sent to Israel for training as planned, while joint military exercises with the Middle Eastern country will also not be held. No international military exercises will be held with Israeli participation and Turkish airspace will be closed to Israeli military aircraft.
An agreement on cooperation in the field of fighting terrorism signed between Turkey and Israel -- which provided Turkey with valuable intelligence on Armenian Secret Army for the Liberation of Armenia (ASALA) terrorist organization camps in Lebanon in the 1980s -- has also been frozen by the Turkish side.
Before the raid on the Mavi Marmara, Turkey had held preliminary meetings with the Israelis over Arrow missile defense systems, conventional and plastic mine detectors and terrestrial radar systems to prevent infiltrations into Turkey from its borders with Syria and Iraq. Turkey has abandoned these plans as well as plans to purchase from Israel two patrol aircraft and Airborne Warning and Control System (AWACS) aircraft worth $800 million.
A $500 million package for the joint production of Popeye I and Popeye II air-to-air (A/G) missiles and another project to produce $150 million of long-range Delilah missiles has also been shelved. - Citation :

SOURCE:Flight International Turkey halts Israel UAV talks in wake of Gaza flotilla action By Arie Egozi
Turkey has frozen all negotiations on purchasing more Israeli-made unmanned air vehicles, but its current contract for the supply of Israel Aerospace Industries Heron systems will be completed, say sources close to deal.
Ankara's move to halt negotiations on future deals follows the Israeli navy operation to stop a flotilla of ships that sailed from Turkish ports from reaching Gaza with a cargo of humanitarian goods. Nine activists were killed during the operation, including Turkish nationals.
In 2007 IAI and Elbit Systems launched a joint programme to supply UAVs to the Turkish armed forces.
A $190 million contract was signed in May the same year between the Israel UAV Partnership and the Turkish defence ministry.
IAI manufactures Heron air vehicles under the pact, while Elbit supplies ground control stations.
Deliveries fell behind schedule, with both two sides blaming each other for the delay. Earlier this year the problems were solved and five Heron systems have been delivered.
"The others are ready, and we hope that they will be delivered soon," says a senior Israeli source.
Meanwhile, the Israeli teams that trained Turkish army personnel to operate the Heron were ordered to leave the country because of security concerns.
The medium-altitude, long-endurance UAV can operate at a distance of more than 1,000km (540nm) and at altitudes above 25,000ft (7,620m) for more than 24h.
With automatic take-off and landing, integrated mission planning and a multi-payload configuration, the UAV provides deep-penetration capabilities. _________________

SOURCE:Flight International Turkey seeks used attack helicopters, transports By Tolga Ozbek
Turkey has acted to address its urgent need for more attack helicopters and is looking at a possible interim deal to bridge the gap until the availability of its delayed Airbus Military A400M transports.
To fill the first requirement, Turkey's Undersecretary of Defence Industries (SSM) has decided to buy nine secondhand AgustaWestland A129s from the Italian army.
The Turkish army has an active fleet of 28 Bell AH-1s in the P, S and W variants, as listed by Flightglobal's HeliCAS database. It mainly uses the aircraft in the south-east of Turkey against PKK militants, but urgently needs to replace the type.
Acquiring the ex-Italian A129s, which will be upgraded before they enter service, will not affect Ankara's plans to jointly produce the T129. The Turkish Aerospace Industries-led programme will deliver 50 new attack helicopters, with Ankara holding an option for another 41.
Separately, a decision on Turkey's tri-service utility helicopter requirement could slip until November, sources say. AgustaWestland and Sikorsky are pursuing the deal, which could now be for 210 aircraft, including options.
Responding to the roughly three-year delivery delay to its A400Ms, the SSM has expressed interest in acquiring six of the Royal Saudi Air Force's Lockheed Martin C-130Es.
TAI is already running the "Erciyes" project to upgrade Turkey's 13 C-130B/Es with new avionics equipment. Any aircraft acquired from Saudi Arabia would also undergo modernisation.
The Turkish air force has begun the process to retire its Dassault-Breguet C160 Transalls, which will be replaced by 10 A400Ms.
Separately, the SSM has approached manufacturers including Cessna, Cirrus, Diamond and Grob about a requirement to replace the air force's Cessna T-41 primary trainers. _________________

- US deliver two AH-1W Super Cobra attack helicopter to Turkey
Turkey will obtain two AH-1W Super Cobra attack helicopters from the United States.
Gonul said the U.S. Congress has endorsed the sale, and the helicopter gunships will be delivered to the Turkish Army by 2011.
"We are forcing an earlier delivery ... ideally, this year," Gonul said. "The process for the delivery is working." The Kurdistan Workers' Party (PKK) recently has stepped up its attacks against Turkish targets, forcing Turkish authorities to ponder better ways to fight. In less than two months, the PKK has killed more than 50 soldiers and civilians. The organization is classified by Turkey, the United States and the European Union as a terrorist entity.
Last year, U.S. President Barack Obama's administration agreed in principle to sell a number of Super Cobras to Turkey to help the NATO ally, which has been suffering from a shortage of helicopter gunships.
The Turkish Army currently operates six AH-1Ws and says it needs more in the short term, until it begins to receive new attack helicopters in 2014 or 2015. Turkey is jointly manufacturing those aircraft with AgustaWestland, an Italian-British company. defenseworld
