Northrop Grumman UK Wins Contract for Brunei Joint Operations Centre C4ISR System

LONDON - Jan. 15, 2010 - Northrop Grumman Corporation (NYSE:NOC) has been awarded the contract by the Ministry of Defence of Brunei Darussalam to provide a Joint Operations Centre command and control capability for the Royal Brunei Armed Forces (RBAF). The contract, which will be undertaken by Northrop Grumman UK, will include the supply of an integrated Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) headquarters system and a deployable Joint Operations Centre (JOC) together with the provision of training and in-country support.

The JOC will provide the RBAF with a facility that will deliver command and control capability for military commands and civil organisations at both national and international level, and will be interoperable with its NATO and ASEAN allies and coalition partners.

A total of 14 potential vendors from around the world participated in the competition. This award follows the completion of a rigorous phase of system assessment in which Northrop Grumman successfully demonstrated the capabilities of its technical solution.

The core solution for the Brunei JOC will be Northrop Grumman's International-Joint Operational Command and Control System, which incorporates the company's industry leading software applications Command and Control for the PC (C2PC) and Interoperable C4I Services (ICS). These are currently deployed in more than 40 countries with 100,000 users, making them among the most successful and widely used applications for strategic command and control systems worldwide. The system applications are regularly upgraded to keep them at the forefront of technical capability, whilst maintaining interoperability to international standards.

Together, C2PC and ICS provide a seamless top-to-bottom architecture for command and control, from the strategic and operational levels down to the dismounted soldier. C2PC provides a common tactical picture for operational command and control, improving situational awareness and enhancing operational and tactical decision making. ICS synchronises data enabling the common operating picture to be controlled and configured to meet user requirements.

SEVILLE, SPAIN --- The Ministry of Defence signed the certificate of Customer Acceptance Test for the first C295MW aircraft under the Air Transport project. Signing on behalf of the Ministry of Defence was Yang Mulia 830 Major (U) Arif Shamirul bin Salleh, Royal Brunei Air Force, as Head of Resident Project Office for the project while representing Airbus Defence and Space S.A.U, Spain was Pablo Alvaro Ramos Ruiz, Programme Manager. To mark the milestone, the aircraft key was presented to the Commander of the Royal Brunei Air Force, Yang Mulia Brigadier General (U) Dato Seri Pahlawan Mohd Sharif bin Dato Paduka Haji Ibrahim.

Present to witness the ceremony were Minister at the Prime Minister's Office and the Second Minister of Defence, Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, and the Commander of the Royal Brunei Armed Forces, Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan as well as members of the Royal Brunei Air Force acceptance team. The ceremony took place at Airbus Defence and Space San Pablo, Seville, Spain.





The Customer Acceptance Test is part of the acceptance requirements to be conducted before the aircraft is flown to Brunei Darussalam for delivery in January 2024. Upon arrival to Brunei Darussalam, a Site Acceptance Test will be performed and the title of the aircraft shall then be transferred to the Ministry of Defence. The signing was the first out of two in the near future, with the second aircraft to undergo its Customer Acceptance Test in January 2024 in Seville, Spain. Both aircraft are scheduled to be flown and delivered together to Brunei Darussalam in January 2024.

The Air Transport project contract was signed between the Ministry of Defence, on behalf of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Airbus Defence and Space S.A.U. on 2 December 2022 for the delivery of four C295MW Air Transport fleet to replace the ageing CN235-110M aircraft of the Royal Brunei Air Force, capable to perform various missions including Humanitarian Assistance and Disaster Relief (HADR) operations, MEDEVAC (Medical Evacuations), NEO (Non-combatant Evacuation Operations) and SAR (Search and Rescue operations). The aircraft is also configurable to perform various roles such as Troop and Cargo Transport, VIP Transport, Freefall, Airborne Static Jumps and Cargo Drops.

Brunei takes delivery of first two C295MW






On 18 January 2024, the first two C295MW medium tactical transport aircraft for the Angkatan Tentera Udara Diraja Brunei (ATUDB, Royal Brunei Air Force) started their delivery flight from Sevilla-San Pablo, Spain.

The aircraft, serials TUDB502 (c/n 224) and TUDB503 (c/n 225), made a night stop at Malta-Luqa before continuing their journey to Luxor (Egypt) the next day.

In December 2022, Airbus Defence and Space (Spain) secured an order from Brunei for an unknown number of C295MWs. Although still not officially confirmed, four transporters are reported to have been ordered. The second group of two aircraft have not been noted yet at Sevilla. Earlier it was reported that the aircraft would be delivered in two batches.

BOLKIAH GARRISON, Tuesday, 30 April 2024 – The Ministry of Defence, as a representative of the Government of His Majesty the Sultan and
Yang Di-Pertuan of Negara Brunei Darussalam, signed a contract agreement with Airbus Helicopters S.A.S. for the acquisition of six new Airbus
H145M helicopters today.  The signing ceremony took place at the Officers’ Mess, Bolkiah Garrison.

Signing on behalf of the Ministry of Defence was Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin,
Permanent Secretary at the Ministry of Defence, while representing Airbus Helicopters S.A.S. was Mr. Fabrice Rochereau, Vice President
and Head of Sales, Strategy, and Marketing, Asia-Pacific.



The contract agreement signing ceremony was witnessed by Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka
Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II.  The ceremony was also
attended by Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Commander Royal Brunei Armed
Forces (RBAF), Service Commanders, Acting Joint Force Commander, Deputy Permanent Secretary, Directors and Senior Officers from
the Ministry of Defence.



The Airbus H145M helicopter is a multi-role aircraft currently operated by more than 34 countries. All six helicopters will be introduced
into service gradually starting from the year 2026 to replace the Bolkow BO105 helicopters, which have been retired from service.  These
helicopters will significantly enhance the RBAF’s operational capabilities for missions such as Close Air Support (CAS), Aerial Observation
, and various other operations.
