Jan 17 (Reuters) - The Swedish government has given its armed forces the go-ahead to order 60 next-generation fighter jets from defence firm Saab, the defence ministry said on Thursday.
The Swedish parliament last year agreed that the armed forces buy between 40 and 60 of the new JAS 39 E jets.
"It's a historic decision that will secure Swedish fighter capacity for a long time ahead," Defence Minister Karin Enstrom said in a statement.
Switzerland, with which Sweden is sharing some of the development costs for the new jet, plans to place an order but hasn't made a firm decision yet.
"There is in the government's decision a possibility to cancel (the order) if Switzerland or another country doesn't order," defence ministry spokesman Henrik Hedberg said.

- Klinge Corp Completes Prototype Testing for Swedish Armed Forces and Prepares for Production
Friday, January 18, 2013 by Klinge Klinge Corporation, the specialist manufacturer of transport refrigeration equipment, has completed acceptance testing of their military refrigerated A-frame container systems at a state-of-the-art test facility in the US. Their military container systems passed a multitude of MIL-STD tests, which are US military standards that emphasise tailoring equipment's design and test limits to the conditions that it will experience throughout its service life.
The testing regime included vibration, electromagnetic interference, low-temperature operation and high-temperature operation.
For vibration testing, the military refrigerated container was secured to the HEMTT and was payloaded during transport. The military refrigerated container was then transported over a variety of surfaces at speeds varying from 5mph to 35mph simulating intermediate and severe off-road and cross-country conditions.
As part of the electromagnetic interference testing, the Klinge military refrigerated container met CE 102 requirements -- power leads (10kHz to 10MHz). Conducted emissions (CE) are the radio frequency noise present in the physical wiring an electrical system. The system also withstood subtest CS114 testing - bulk cable injection (10kHz to 200MHz) without sustaining damage or degradation in performance. Conducted susceptibility (CS) 114 addresses interconnecting cables/signal lines. The container was also tested to MIL-STD radiated emissions and susceptibility tests.
For the low-temperature operation testing, the military refrigerated container was functional and maintained an internal temperature of 55° throughout the 24-hr cold cycle (ambient temperatures ranging from -6°F to -21°F). For the high-temperature operation testing, the military refrigerated container was functional and maintained an internal temperature of -4°F throughout the 24-hr hot-dry cycle (ambient temperatures ranging from 90°F to 122°F).
The Klinge military refrigerated container, consisting of a refrigeration unit, generator set, and an international organisation for standardisation (ISO) A-frame container, offers multi-temperature refrigeration. The system features integrated hydraulic rollers allowing for easy loading/unloading and a manually operated hydraulic pump.
The primary function of the military refrigerated A-frame container is to cool and preserve food (perishable and dry goods) for maximum longevity, minimizing food loss while offering optimal reliability and multiple-temperature functionality.
"Successful completion of these military tests showcases our equipment's ruggedness, durability and reliability, which is of vital importance in tactical environments. Klinge Corporation continues its tradition of providing quality military refrigerated containers to armed forces and government bodies the world over," said Klinge Corp sales manager, Jason Flynn.
As part of a multi-year contract worth more than $5 million, Klinge Corporation will produce 60 refrigerated containers based on a standard 20' ISO-container with a hook frame for HEMTT or PLS lift trucks.

Sweden should consider placing US-made Patriot missiles on the island of Gotland to help deter resurgent neighbour Russia, Sweden's deputy prime minister has argued in a call for greater military spending. "We've reduced our national defence capabilities for the last 20 years. Both the 2004 and 2009 defence resolutions totally focused on international missions," Jan Björklund, who is also the Liberal Party (Folkpartiet) leader, said in an interview published on Sunday in the Svenska Dagbladet (SvD) newspaper.
"It's now time for a little self-criticism and reflection. We need stronger national defence capabilities."
His party plans to set up a working group to review Sweden's defence and propose improvements. And starting in 2015, the party suggests Sweden spends more money on defence.
Currently, Sweden spends around 40 billion kronor ($6.2 billion) or 5 percent of GDP annually on "military defence", with an additional 3 to 4 billion devoted to "societal readiness".
While Björklund failed to put a price tag on increased military spending, he said he wanted fewer professional soldiers and more reservists.
Instead of recruiting professionals for six to eight years, soldiers could instead serve on active duty for two years before being placed on reserve for the next decade, he told SvD.
That would allow Sweden to have four to five brigades, around 30,000 soldiers, to protect Swedish territory.
Björklund also said Sweden needed better air defence and suggested that the government consider purchasing the US-made Patriot missile air-defence system and placing it on the Baltic island of Gotland.
Concerns about Russia were high on Björklund's list of reasons for Sweden to rethink its defence budget.
"I don't want to say they're a threat today, but for the first time since the Cold War the Russians are substantially rearming," he told SvD.
However, Foreign Minister Carl Bildt of the Moderate Party has expressed contrary opinions, arguing that Sweden's military spending is on par with that of other countries.
He acknowledged that developments in Russia were"worrying", but Bildt downplayed any actual threat.
"Even if Russia is rearming, it's not up to the levels of the Soviet Union," he told Sveriges Television (SVT) on Sunday.
On Monday, Christian Democrat military policy spokesman Mikael Oscarsson supported Björklund's call for more military spending.
He told Sveriges Radio (SR) that the commander-in-chief's recent claim that Sweden could only defend itself for a week showed that "more focus" needed to be put on defence.
The Social Democrat chairman of the parliamentary committee on defence, Peter Hultqvist, said the divergent views of the Moderates and their coalition partners indicated "a split" within the government on defence policy.

The Swedish defence procurement agency, FMV, has awarded Saab the initial development contract for the Gripen E fighter, also selected by Switzerland. (Saab photo) Defence and security company Saab has signed an agreement with the Swedish Defence Materiel Administration (FMV) for Gripen E. The agreement includes development and modification of Gripen E for Sweden during the period 2013-2026 and a possible order for new production of Gripen E from Switzerland.
FMV has today placed an initial development order of SEK 2.5 billion for operations during 2013-2014. Remaining orders from Sweden are expected in 2013-2014. The total value of possible orders under the agreement amounts to a total of SEK 47.2 billion.
The Swedish Parliament, has with a broad majority, decided that Sweden will acquire Gripen E. The agreement signed leads to an initial delivery of Gripen E to Sweden in 2018.
The agreement with FMV includes several parts.
The first part, ordered today, relates to development of Gripen E in 2013-2014 and is worth SEK 2.5 billion.
The remaining parts of the agreement include orders as follows: •Remaining development work for Gripen E to Sweden of SEK 10.6 billion – expected in the first quarter 2013. •Modification of 60 Gripen C to Gripen E with first deliveries toSwedenin 2018 – expected in the fourth quarter 2013 at the latest. •Mission-specific equipment and support and maintenance for Gripen E toSwedenwith initial deliveries in 2018 – expected in the fourth quarter 2014 at the latest. •In Switzerland, a possible acquisition of 22 Gripen E is to be processed in the parliament. The agreement therefore includes provisions of delivery of 22 brand new Gripen E, and related equipment to Switzerland, if Switzerland decides to acquire Gripen E.
All orders under the agreement, including a possible order from Switzerland via FMV, amounts to a total value of approximately SEK 47.2 billion and will be booked when each order is received.
The agreement includes rights for FMV - conditional to certain pre-requisites - to fully or partly make cancellations. If so, Saab has the right to compensation for costs already taken and costs for discontinuation. The agreement also includes sections regulating the conditions should Switzerland decide not to acquire Gripen E.
“This is an historic event for Saab. We are proud to continue to deliver a world-leading fighter aircraft to the Swedish Air Force. Gripen has long been the backbone of the Swedish Air Force as well as for several other countries. This next step also creates more opportunities in the export market for many years to come. Our existing customers that operate the Gripen C/D version will also be able to take advantage of some of the development in their future upgrades,” says Saab’s President and CEO Håkan Buskhe.
“We are now entering a development and test phase which will occupy many of our existing employees. We also anticipate that we will need to recruit. The production will take place in Sweden with suppliers from several countries,” says Lennart Sindahl, Head of business area Aeronautics, and adds:
“With this agreement we continue to develop the successful Gripen concept with our own innovative and unique design as well as our own software combined with sub-systems from different suppliers around the world.”
Gripen E has a substantially developed capability compared to previous versions. The aircraft is based on the same smart design and innovative technological solutions, which leads to considerable savings compared to other alternatives. Gripen E has a more powerful engine with the capacity to operate for a longer duration and carry more weapons and payload.
New electronic radar, upgraded presentation systems in the cockpit and modern avionics (aircraft electronics) enhances the ability to perform successful missions. The technological steps that have been taken with Gripen E have been proven in the Gripen 39-7 E/F demonstrator program, where the test aircraft has flown more than 250 hours in Sweden, the UK, India and Switzerland among others since 2008.
Through upgrading both hardware and software, Gripen E becomes a modern system that is easy to further develop for the future.

Defence and security company Saab has received two new orders from the Swedish Defence Materiel Administration (FMV), to a total value of MSEK 600, for an upgrade of Sweden’s ground based air defence.
The orders include delivery of both upgrades of existing units and new units with functions for ground based air defence Command, Control and Communication (C3), based on the Giraffe AMB multifunctional radar and C3 system. The systems feature command units which can be coordinated with Nato’s tactical data link (Link 16), communication systems, combat management terminals, as well as an upgrade of existing radar and command units.
“Saab will deliver the system integration and the integration of the command and control systems into the ground based anti-aircraft defence systems, based on our solid and well established Giraffe radar systems. This order strengthens Saab’s position in the field of ground based air defence, inSwedenas well as internationally,” says Micael Johansson, head of business area Electronic Defence Systems.
Saab’s ground based air defence command and control function offers interoperability with Nato units and great flexibility in terms of selection of effectors.
It also includes functions for planning, evaluation and simulation, which support the effective use of all resources within a ground based air defence unit, to allow units up to battalion level to integrate and synchronise a range of sensors and weapon systems based on a common understanding of the situation. A warning function for incoming grenades and rockets is also included. The system meets the high demands of the Swedish defence, for example in terms of interoperability with NATO units and information security.
Deliveries will take place between 2014 and 2017.

This was the first delivery of altogether 113 Patria AMV armoured wheeled vehicles to the Swedish Defence Forces, based on the agreement signed with FMV in 2010. The total value of the contract is approximately EUR 250 million.
“The production of Patria AMVs has proceeded according to plans, and now the first vehicles are ready for delivery. Patria AMV represents state-of-the-art technology and it combines our extensive experience and know-how, which are highly appreciated by the users of the vehicles. The Swedish troops will receive a modern vehicle which offers excellent mobility and a high level of protection. These new armoured wheeled vehicles represent a continuation for the Patria AMV product family, which has received excellent feedback for its performance in international operations”, said the President of Patria Land Systems and Patria Land Services, Seppo Seppälä to Lena Erixon, the Director General of FMV, when delivering the first vehicles.
Partnership with the Swedish Defence Materiel Administration
The Swedish Defence Materiel Administration is one of the biggest users of Patria’s armoured wheeled vehicles. Early in the year 2011, the partnership agreement was signed between Patria and FMV, covering the technical maintenance and upgrading of approximately 200 XA-vehicles purchased earlier.
The agreement is being updated annually and is also going to cover the life-cycle support of the next generation Patria AMV armoured wheeled vehicles. The partnership agreement is strategically important to both parties as it enables both Patria and FMV to combine their best competences to offer high-quality services to the vehicles’ end-user, The Swedish Armed Forces.

Sweden Sanguine at Swiss Jet Purchase Delay (Source: TheLocal.se; published March 6, 2013) The decision by the upper chamber of the Swiss parliament not to release funds for the purchase of new JAS Gripen fighter jets from Sweden has renewed doubt about the deal.
On Tuesday, the upper house the Council of States approved the defence ministry purchase by 22 votes to 20, but blocked the necessary funds.
"I still regard this to be a yes vote for Gripen, the Swiss will revisit the question of financing," Swedish Defence Minister Karin Enström told the TT news agency.
The Swiss Council of States failed by just one vote to permit the release of the funds, the newspaper Tages-Anzeiger reported. One-off expenses of over $21 million need to be approved by an absolute majority in parliament.
The Swedish prime minister also reacted with apparent calm. "We knew there would be a democratic process and it is not yet finished," Sweden's Fredrik Reinfeldt told the TT news agency. "It is important for Sweden to have Switzerland as a strategic partner, but at this moment I do not want to comment further before the process has finished."
He also referred to the fighter jet fleet upgrade that Sweden itself has ordered from the Swedish defence contractors Saab. "A strategic partner is a precondition for our own order to develop 60 planes," he said.
The Swiss government opted in November 2012 to renew its fighter jet fleet with 22 JAS Gripen jets from Sweden. The price agreed came in at 3.1 billion Swiss francs ($3.3 billion).
The purchase has been hotly debated in Switzerland for months. Apart from whether the aircraft are actually needed, there is also the issue of guarantees from the Swedish government. The new series of Gripen jet is still being developed by Saab.
Until last week, it had looked as if the Council of States would wave through the purchase without question, Tages-Anzeiger said. The Council's security committee had already approved the deal.
"We were all surprised by the result," said Social Democrat member of the house Roberto Zanetti, who considers the new aircraft unnecessary. Zanetti said there had not been much criticism of the planned purchase during the debate in the chamber.
He said the result was a sign of the apparent uncertainty among the centre-right parties, who had appeared satisfied with the defence ministry answers to questions raised.
"Some centre-right parliamentarians had spoken about the risks attached to the deal, and that they wanted to look at the contract more closely," Tages-Anzeiger quoted People's Party parliamentarian Thomas Hurter. "They complained that the draft contract was only in English."
Hurter sits on the security committee of the larger house of parliament, the National Council.
The deal will now go to the National Council for further debate in June.
There, Defence Minister Maurer is expected to meet with even more opposition to his armaments programme.
“I am convinced that the National Council will want to examine this business more closely,” Hurter said.

IRIS-T SLS employs the standard IRIS-T air-to-air missile and is the short-range complement to the medium-range IRIS-T SLM ground-based air defence system of Diehl Defence.
With the IRIS-T SLS/SLM ground-based air defence systems, Diehl is setting new standards in open system design architectures providing maximum flexibility for new weapon systems as well as for the modernization/upgrade of legacy equipment. IRIS-T SLM is based on the SAM system development in Germany for national air defence.
Delivery of the first IRIS-T SLS systems is scheduled to commence in 2016. The order is part of the MNOK 960 framework agreement for delivery of Protector “Nordic” Remote Weapon Stations for the Norwegian and Swedish Armed Forces signed in December 2011.

- Excalibur and Archer Show Precision

A test recently conducted by FMV showed what a great combination they form.
In mid-May, FMV conducted May a validation test of the Excalibur precision munition at the Älvdalen firing range. In all, ten Bonus rounds were fired with various charges and at various elevations from the Archer artillery piece. The firing distance was about 31 km, and all rounds navigated and hit within a few meters of the target point.
“The firing was conducted entirely according to plan, and we can now check off one of the last major milestones in the Excalibur project, which started as a Swedish-American cooperation in 2002,” says FMV project manager Michael Helander.
A strong combination
The test was conducted with a pre-production Archer gun because the system has not yet been delivered to the Armed Forces. The Swedish qualification of Excalibur as part of the Archer artillery system is now complete, and the Armed Forces will have a product with very high accuracy, and with a range up to 50 km.
“The Archer-Excalibur combination is an artillery system that is unparalleled in the world, says Michael Helander. “It can accurately attack targets over an area of almost 8,000 km2 within about three minutes, which is the projectile’s flight time to reach maximum firing range.
Michael Helander begins to see the end of Excalibur’s development phase, but he must still analyze, report in writing and draft a Swedish security statement for the projectile.
Production is expected to begin in 2014 and the Armed Forces will receive delivery of an upgraded Version 2 of the Excalibur in 2015. Version 1 has been in the Armed Forces stores since October 2012.
Excalibur Round
Target coordinates programmed in the grenade. Then you shoot it with a standard 155 mm howitzer. The round goes up as high as about 15,000 meters.
At the highest point, the grenade makes contact with satellites, the control winglets fold out, the round begins to glide and then to navigate towards its target. The final portion of its trajectory is almost straight down, with the goal of achieving optimal effect while keeping collateral effects to a minimum, and thus it could be used in an urban environment.
The combination of high muzzle velocity, high trajectory apogee and a controlled gliding flight using vanes give Excalibur a range that is almost twice as large as a regular 155mm round, and an almost unbelievable accuracy -- well within 10 meters regardless of the gliding distance.
For conventional combat, firing using standard artillery ammunition requires about 30 to 50 times the amount of rounds to achieve the same effect as Excalibur. It also means that damage to innocent bystanders is minimized.
