Delivery Nears For MBDA's New Missile
The first operational Meteor air force will be Sweden. “We will deliver missiles to Saab this summer, which will be used for Gripen firings in the first half of next year for their own integration program,” Bradford says. “We have a production schedule agreed with Sweden, and that integration program through FMV and Saab backs into the Swedish timeframe, which is about 2014.” In fact, FMV has talked about having Meteor operational on the Gripen by 2013.
France is working to a longer-term requirement than the other European nations, with an in-service date for Dassault’s Rafale expected around 2018.
“On Rafale we have a requirement for when French production deliveries will start,” says Bradford. “We are just completing the first phase of Rafale integration and the next phase will follow next year. That continues for two or three years with a number of firings from Rafale, and we will finish well in advance of the required French delivery program.”

Sikorsky to deliver last two Swedish UH-60M Black Hawks 18 September 2012 The US Army is set to take delivery of the final two UH-60M Black Hawk helicopters under contract from Sikorsky Aircraft by the end of this month, for transfer to the Swedish Defence Material Administration (FMV).
Delivery of the three aircraft will allow the Swedish Armed Forces to deploy three aircraft to Afghanistan in April 2013, in support of the country's commitment to International Security Assistance Force (ISAF) operations.
Sikorsky Army UH-60 aircraft vice president John Palumbo said: "We have worked closely with the US Army to meet the accelerated delivery requirements of the FMV about 18 months ahead of a typical production schedule." A total of 15 UH-60M helicopters were ordered by the FMV through the US Government's foreign military sales (FMS) programme route in May 2011 to carry out medical evacuation (MEDEVAC), utility, and search and rescue missions in Afghanistan.
Delivery of the first helicopter to the army took place in September 2011, followed by an additional seven in December that year.
The helicopters are integrated with an advanced flight control system to lower pilot workload, an advanced communications suite, and full night-vision capabilities.
Further modification by the US Army include addition of a range of equipment, such as an exterior rescue hoist, gunner seats, armoured floor, stackable litters, a cockpit heater and environmental control system.
Aircrew and engineers from Sweden's military have already completed training at the US Army Aviation Center of Excellence, Fort Rucker, Alaska, and are undergoing follow-on unit training at the Swedish Air Force base in Linkoping, which currently hosts six modified UH-60M helicopters.
In collaboration with Saab, Sikorsky also delivers engineer training and long-term logistics support services for the helicopter fleet.
The UH-60M is an upgraded variant of the UH-60 Black Hawk helicopter, featuring improved rotor blades and advanced flight control and aircraft navigation control systems. http://www.army-technology.com/news/newssikorsky-to-deliver-last-two-swedish-uh-60m-black-hawks

08:15 GMT, October 18, 2012 Swedish Maritime Administration has signed an agreement with the Anglo-Italian helicopter manufacturer AgustaWestland S.p.A to acquire seven new search and rescue helicopters (AW139 model). The AW139 is a well-tested rescue helicopter optimal for Swedish conditions and is certified according to international standards.
The Swedish Maritime Administration is responsible authority for Maritime and Aeronautical Search and Rescue Services in Sweden. A key part of this operation is the helicopter service. The rescue helicopters shall be available for search and rescue operations both at sea and over land. There are five stations in Sweden (in Ronneby, Visby, Göteborg, Norrtälje and Umeå). They are on duty around the clock all year, and the crew must be able to set off a rescue operation within 15 minutes after they have been alerted.
The acquisition of new rescue helicopters means an increased capacity and capability in maritime and aeronautical search and rescue operations. This will ensure that the organisation’s needs as well as the current set of requirements are met with. The acquisition is part of an ongoing commitment to ensure a sustainable maritime an aeronautical search and rescue service. The new helicopters will gradually replace the existing from mid-2013 until the end of 2014.
"It is very satisfying that in the future we will have an improved capacity and ability to save lives without increasing the total cost of operations," says Noomi Eriksson, Deputy Director General and Head of Maritime and Aeronautical Search and Rescue Department at Swedish Maritime Administration.

Swedish Armed Forces deploy Argon CBRN simulators 16 November 2012 The Swedish Army has used its new chemical, biological, radiological, and nuclear (CBRN) training simulators in the multinational Reconnaissance Exercise 2012 (RECCEX-12), held in Umea, Sweden.
The simulators, including AP2C-SIM, S4PE-SIM, and LCD3.2e-SIM were delivered by Argon Electronics as part of an undisclosed contract awarded by the Swedish Armed Forces for deployment alongside their existing simulators at multiple locations.
Awarded following successful installation of the Argon's simulators at the Swedish Armed Forces CBRN school in Umea in 2008, the contract also included modernisation of the currently operational simulators to function with PlumeSIM.
Argon Electronics managing director Steven Pike said the contract represented the effectiveness of its simulators in supporting an organisation's CBRN training programmes.
"It validates our strategy of ensuring that simulators previously delivered a number of years ago can be upgraded to function with PlumeSIM to provide a truly comprehensive CBRN simulation capability," Pike added.
Work on the contract was carried out under a pre specified deadline to enable installation of the upgraded equipment during the RECCEX-12 drills, which took place in August.
More than 50 simulators were used for the RECCEX-12 exercises, which demonstrated their operational flexibility and ability to counter CBRN incidents.
Equipped with a rechargeable battery, the AP2C-SIM is an advanced training simulator for the Proengin AP2C detector, and replicates response to Sulphur and Phosphorus channels, as well as electronic environmentally friendly simulation sources.
LCD3.2e-SIM is a high-fidelity simulator for the Smiths Detection LCD3.2e detectors, while S4PE-SIM is designed to replicate characteristics of Proengin S4PE surface sampler and confidence tester.
PlumeSIM is a portable table training system capable of preparing personnel for wide area CBRN/HazMat field exercises on personal computers/laptop without requiring system hardware. http://www.army-technology.com/news/newsswedish-armed-forces-deploy-argon-cbrn-simulators

Sweden’s Possible Gripen Cut Prompts Force Capability Fears
The Swedish government reportedly may scale back its purchase of Saab-built combat aircraft to as few as 40, raising fears over the future capability of its Air Force. (Patric Soderstrom / Scanpix Sweden via AFP)
HELSINKI — The Swedish government reportedly may scale back its purchase of Saab-built combat aircraft to as few as 40, raising fears over the future capability of its Air Force. One party spokesman also worries that fewer purchases will put Sweden on the path to have a smaller Air Force than Norway.
Doubts over the size of the state’s order is further complicated by the lack of certainty over the sale of the aircraft to Switzerland. Sweden has made clear it will cancel funding for the program if the Swiss deal fails to navigate a series of hurdles.
In Sweden, the concern is that Swedish Prime Minister Fredrik Reinfeldt’s center-right administration might bow to rising national debt pressures and reduce the buy of JAS Gripen-NG E/F aircraft.
“The government had initially favored acquiring 80 to 100 fighters. This was reduced to between 60 to 80 units last spring. Now it is talking of purchasing 40 to 60 aircraft,” said Staffan Danielsson, a member of Parliament with the ruling Center Party, who sits on the national Parliamentary Defense Committee.
“The order should not fall below 60. Even at this level, the Air Force’s capability will be more limited,” he told Defense News.
The government, which has largely abandoned its status as the regional defense leader, a position that hinged on an Air Force with up to 150 front-line fighters, is expected to outline its next-generation (NG) aircraft acquisition plans to Parliament by mid-December.
If the government reduces its Gripen order, Sweden could weaken its front-line fighter capability and threaten its ability to provide a credible national and regional deterrent to attack, Danielsson said.
In 2004, the Air Force had more than 200 Gripen combat aircraft in the A/B and C/D variety. The number dwindled to 100 C/D aircraft after 2008.
The government is now proposing to reorganize Sweden’s air-defense structure to just one fighter type, the Gripen E/F, phasing out the remaining Gripen A/B and C/D types due to cost.
“While cost is always a factor in play, the military would benefit from having E/F and C/D systems operate in parallel to each other in the transition period until the Air Force has a full complement of next-generation fighters in service. I do not see why this cannot happen,” Danielsson said.
However, Maj. Gen. Micael Bydén, the Swedish Air Force’s chief of staff, has dismissed the notion of operating two modern fighter systems concurrently.
“It would not be feasible to operate two separate systems in the current economic climate. It just would not fit, in terms of affordability, to run two systems,” Bydén said in a statement.
The government’s reluctance to meet the Armed Forces Command’s (AFC’s) request to boost defense spending after 2013 provoked defense chief Gen. Sverker Göranson, in July, to warn that the military would be “forced to mothball large parts of the Army, Navy and Air Force.”
The AFC would like the budget set at an annual level of $6.5 billion to $6.7 billion. At this level, it could avoid cuts in areas such as exercises, pilot training, routine air surveillance, and participation in international missions and recruitment.
The command raised its defense funding and fighter acquisition concerns during a public hearing on military projects and financing convened by the Riksdag on Nov. 8. Göranson attended the meeting.
“Sweden needs a minimum of 60 to 80 fighter aircraft to meet the needs of the assessed technical and operational threat we face. That number should preferably be 80,” Göranson said at the meeting.
Moreover, the defense chief provided cost estimates for maintaining the existing fleet of 100 Gripen C/Ds, and an alternate estimate that covered the probable cost of purchasing a foreign-produced fighter.
According to AFC estimates, the Air Force would require $8.9 billion to maintain and upgrade its existing C/D fleet between 2022 and 2042. The cost of procuring 40 to 60 foreign-produced multirole combat aircraft was estimated at $16.3 billion. This estimate includes the flyaway cost, logistics, training and weapon systems.
“What materialized very clearly from the public meeting is that the government’s proposed financing of the fighter acquisition project is inadequate. This project needs to be funded properly. Talk of international partnerships to develop the E/F Gripen is nice, but without real orders, it’s just a distraction right now,” Fredrik Olovsson, the opposition Social Democrat’s group leader on the Parliamentary Finance Committee, told Defense News.
Saab’s preliminary costs submitted to the government suggest the company can deliver a Gripen E/F at roughly $80 million per jet.
Moreover, the government puts the total cost of acquiring 40 to 60 aircraft, including development and lifecycle costs, at $13.5 billion. The Air Force expects to take delivery of the first Gripen E/F aircraft in 2023, with the fighter expected to stay in service until 2043.
Swiss Partnership Shaky
Saab’s figures for serial production are based on receiving a final order for 22 E/F fighters from Switzerland. Sweden in August guaranteed delivery for a fixed cost of $3.25 billion.
The fragility of the Swiss order was apparent on Nov. 14, when Swiss Defense Minister Ueli Maurer said he was unsure if Parliament would approve a financing package for the Gripen E/F purchase.
“It will be difficult, but we remain hopeful it can be approved. It will be a lot harder if the final decision is decided by referendum. We could face tough opposition,” Maurer said in a statement.
For its part, Saab claims it can turn a profit on the Gripen-NG project if orders exceed 60 jets.
“We have presented the Swedish government with a tender and are actively discussing a future order of Gripen-NG. At the same time, global interest in Gripen remains high,” said Saab CEO Håkan Buskhe.
Parties became concerned in September when the Swedish government revealed that it had included an exit clause in its 2013 budget, allowing it to pull out of the Gripen-NG project if the Swiss sale collapses and no other international partner can be found.
Defense Minister Karin Enström defends the Swedish government’s track record on defense spending, pointing to a plan to provide an additional $300 million to the military over the next 10 years. The AFC argues that the increase, averaging $30 million a year over the period, falls well short of meeting the force’s daily core operating and procurement needs.
And one party spokesman warns that if the cutbacks go through as proposed, Sweden’s Air Force will shrink below Norway’s. That country’s Air Force has 46 F-16s, which are to be complemented and eventually replaced by 52 F-35 joint strike fighters.
“Sweden has changed from being the Nordic region’s foremost military power, with the biggest Air Force and defense budget, to now lagging behind Norway in terms of spending. Norway will also soon have a bigger Air Force,” Peter Rådberg, the Green Party’s defense spokesman, told Defense News. “What we have is a defense starved of funding and which is walking on crutches. If the military is forced to carry a major share of the cost of a new JAS Gripen project, it will crash.”

KMW to supply Egress training solutions for Swedish Army 22 November 2012 Krauss-Maffei Wegmann (KMW) has received a contract from the Swedish Defence Materiel Administration (FMV) for the delivery of vehicle Egress training systems to Sweden's armed forces.
The undisclosed contract covers supply of unspecified units of trainers to support the Swedish Military's Egress training programmes for its wide range of wheeled and tracked vehicles.
KMW Training & Simulation senior vice president Dr Dirk Schmidt said the requirement for Egress training had resulted from a comprehensive analysis of incidents that occurred during recent out of area operations under real combat conditions.
"At a very early stage we have developed our own ideas for a modular Egress trainer," Schmidt added.
To be jointly manufactured by KMW Training & Simulation and its partner MSE Weibull, the systems are designed to replicate a real-time vehicle rollover to help crews learn emergency exits from a vehicle lying on its side or upside down in the battlefield.
The system will be equipped with a rollover simulator, an instructor operating station (IOS), as well as trainer cabins that can be exchanged in short duration due to sophisticated architecture of universal mounting brackets.
An advanced digital audio/video surveillance system installed with record and replay function will support training analysis and debriefing, as well as serving as the key component for offering maximum safety during all training exercises.
The simulator will also be capable of generating vehicle mock-ups as large as the Swedish Army's BAE Systems Haggulands-built CV90 infantry fighting vehicle (IFV) along with its rotatable turret.
Additional information on the Egress training is scheduled to be provided by the company during the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) 2012 conference, which will be held in December 2012, in Orlando, US.

The Swedish navy's stealth corvette HMS Helsingborg at a visit in Helsingborg.
The Visby is the latest class of corvette to be adopted by the Royal Swedish Navy..The ship's design heavily emphasizes low visibility or stealth technology. The first ship in the class is named after Visby, the main city on the island of Gotland. The class has received widespread international attention because of its capabilities as a stealth ship.
The hull is constructed with a sandwich design consisting of a PVC core with a carbon fibre and vinyl laminate. There are multiple advantages to using composite materials in ship hulls. Good conductivity and surface flatness means a low radar signature, while good heat insulation lowers the infrared signature and increases survivability in case of fire. The composite sandwich used is also non-magnetic, which lowers the magnetic signature. Composites are also very strong for their relative weight, and less weight means a higher top speed and better maneuverability. The composite weighs roughly 50% less than the equivalent strength steel.
Visby's angular design reduces its radar signature (or radar cross section). Even the 57 mm cannon barrel can be folded into the turret to reduce its cross section. There are plans for additional improvements in this area, especially for the deck rails and masts.

HMS Södermanland at sea
The Swedish Södermanland class of diesel-electric submarines consist of the HMS Södermanland and HMS Östergötland. These two submarines were originally launched as Västergötland class submarines in 1987 and 1990, and have been relaunched as a new class after extensive modernization 2003 and 2004 by Kockums AB. The pressure hull had been cut in two after the sail and a 12 m (39 ft 4 in) long new section with an air-independent propulsion system was inserted. It contains a Stirling engine which is coupled to an electric generator and heated by burning diesel fuel with liquid oxygen stored in cryogenic tanks. The AIP system can provide electric energy to extend the submarine's submerged time from days to weeks. The class is planned to remain in service until 2018-19 when it will be replaced by the future A26 submarine. Two submarines of similar modifications, known as the Archer class submarine are in service with the Republic of Singapore Navy.
