08:03 GMT, December 23, 2011 ARLINGTON, Virginia | BAE Systems Land & Armaments has received two contract awards totaling more than $150 million to provide RG31 and RG32M vehicles to the United Arab Emirates and Sweden.
“These awards mark a significant success in our Land business,” said Chris Chambers, vice president and general manager of Tactical Wheeled Vehicles for BAE Systems. “The RG31 and RG32M have consistently delivered superior levels of protection from mines, improvised explosive devices and other threats to many customers world-wide and mark a standard of operational effectiveness.”
The RG31 is a mature, combat proven mine protected armored personnel carrier designed, developed and manufactured by BAE Systems in South Africa. In total, over 2,166 RG31 vehicles have been delivered.
The RG32M, which is extensively in service with the Swedish Armed Forces, has various military and non-military applications to fulfill a wide spectrum of command, liaison, scouting, patrol and peacekeeping roles.

Sweden's first of 15 Sikorsky UH-60M Black Hawk utility helicopters have been officially transferred to the nation's armed forces, ahead of the type's deployment to Afghanistan next year.
Pictured during a handover ceremony at Malmen air base on 17 January, the new aircraft will have the national designation HKP 16, and be flown by the Swedish Defence Forces Helicopter Wing.
Operations in Afghanistan will commence during 2013, with the Black Hawks to replace Eurocopter AS332 Cougars in supporting Stockholm's contribution to the NATO-led International Security Assistance Force.

Sweden To Examine $5B Gripen Upgrade Proposal
HELSINKI — Sweden’s government is expected to examine in the spring an Armed Forces Command (AFC) proposal covering a possible $5 billion upgrade for the Air Force’s 100 JAS Gripen multirole fighters.
The Ministry of Defense (MoD) has sought a cost appraisal from Saab, although the company says that it has not yet submitted a formal costing to the government.
The Gripen upgrade proposal was contained in the AFC’s proposition to the government in March 2011. This outlined how Sweden’s Air Force and air defenses could best be developed after 2020. The AFC’s submission noted that a decision on the Gripens was needed in order to plan for either upgrading or replacing the aging aircraft, adding that funding for a new project should begin to be incorporated into the annual defense budget no later than 2015.
The AFC is proposing to upgrade and develop an E/F version of the Gripen to ensure the fighter maintains its technological development capability and continues to operate up to 2040, and possibly beyond.
Avionics, sensors and radar will form a key part of any upgrade, as will improving the aircraft’s weapons-carrying capability and fuel tank capacity. Some 20 possible new configurations for a Gripen E/F version are being examined by Saab, the AFC and FMV, Sweden’s defense materials central procurement agency.
The upgrade proposal is regarded as a more cost-efficient option than funding a new fighter replacement program. The AFC advocates that the Air Force’s stock of C/D version Gripens be upgraded on a phased basis to spread the total cost over a five- to 10-year budgetary period.
The AFC views the impending government decision, which it anticipates will be made in March, as the most critical funding issue facing Swedish defense. A significant factor will be the AFC’s improved working relationship with government. This was underlined in 2011 when the MoD approved $900 million in new funding to strengthen the attack and tactical helicopter capability of the Air Force and Army by acquiring 15 Sikorsky Black Hawks.

Today, the Supreme Commander also handed over the budget proposal for the Armed Forces to the government. According to Supreme Commander, the Armed Forces will reach a balanced budget until 2015, provided that appropriation and structural savings are realized.

This is the conclusion of the Armed Forces' analysis which is to be submitted to the Government today (Feb 29). In the work of developing alternatives, different configurations – models – of Gripen have been tested in extensive simulations and operative games – both against known and projected threat scenarios.
The capabilities enhancement of Sweden's combat aircraft system should commence in 2020 and it is estimated that it will take ten years. A prerequisite to be able to manage its financing is that it is carried out with at least one strategic partner country. “Discussions will soon be initiated regarding costs. It would therefore be wrong to discuss openly how much we have planned that it should cost,” says Sverker Göranson, the Supreme Commander.
The upgraded JAS 39 Gripen will have a larger hull and a more powerful engine. This is to allow more weapons and more fuel, which in turn will provide greater power and endurance. The analysis also suggests a more qualified radar system and an enhanced warning and counter-measure systems.
The upgrade of JAS Gripen is necessary in order to be operationally relevant and to ensure that our air defences in the long term maintain their position relative to the outside world.
In 2011 and so far this year, extensive planning work has been carried out, for instance the work associated with capabilities enhancement and the defence structure inquiry. With the results of these analyses at hand, work is now underway to put together a proposal for the Armed Forces' long-term financial requirements; support documentation which the Armed Forces intends to report on by 2 May.
A separate paper to the Government reports on which logistical areas – in accordance with the defence structure investigation's proposals – will be presented to Försvarets materielverk (Defence Materiel Administration – FMV). The operations affected are essentially purchasing, administrative support, supply and engineering services. In total approximately 1500 employees in the Armed Forces will be affected. The purpose of the transfer is to save money which can be used in operational activities.
The proposal submitted is a joint proposal from the Armed Forces and FMV. The Armed Forces' support documentation shows that in this major change, as with others, there are obvious uncertainties as to when these savings will actually materialise and how large they will finally be.
The transformation of the Armed Forces which is called restructuring has now been started. In essence, this means that all employees will leave their positions and their skills will be tested in terms of operational defence force requirements. Most employees will keep their jobs and will remain working where they work today, but if there are surpluses in terms of skills in any particular location, it may lead to a new placing at another location in Sweden.
From a financial point of view, the Armed Forces are in balance until 2015, provided that grant allocations are utilised and that the savings associated with the defence structure inquiry are realized. In periods when the number of assigned soldiers and sailors is being reduced, money needs to be transferred from the fund for international operations to allow for necessary exercises and manoeuvres.
The planning is based therefore on SEK 300 million being transferred from the grant allocation for international operations to the grant allocation for unit activities for the years 2014 and 2015.

In accordance with the order from FMV, Saab will undertake continual maintenance and updates for the Gripen C/D in compliance with the Swedish Armed Forces' long-term planning for the Gripen system. Saab will also maintain the Gripen C/D system's operational capability.

Swedish Navy’s HMS Visby completes modernisation
The Swedish Navy's first Visby-class corvette HMS Visby has sailed off from dry-dock at Karlskrona, Sweden after completing a refit programme.
The frigate has been upgraded from version 4 to 5 with a total of 63 different installations acoustic insulation including cabins for new weapons systems and equipment for anti-submarine warfare.
Swedish Defence Procurement Agency (FMV) Visby corvettes project manager Anders Nilsson said that renovations and upgrades were necessary to create conditions for the functions that ships should be in version 5 and are currently deploying new systems on board.
"You could say that the upgrade to version 5 of the main features functions for surface warfare and mine clearance, and further adaptation to international activities," Nilsson added.
The upgrades include the qualification of Robot 15 anti-ship missiles, equipment for landing and refuelling of helicopters, equipment for mine hunting and mine destruction, additional weapons, the HF 2000 radio system, and additional sensors.
Designed for mine countermeasures and anti-submarine warfare (ASW), the 72m-long Visby-class ships features a suite of ASW equipment, 127mm rocket-powered grenade launchers, depth charges and torpedoes.
The lead ship of the class, Visby (K31) was delivered to the Swedish Defence Materiel Administration (FMV) in June 2002, while the second and third HMS Helsingborg (K32) and Harnosand (K33) were officially delivered in June 2006.
The fourth Nykoping (K34) vessel was delivered in September 2006 and the fifth Karlstad (K35) ship was launched in August 2006.
The last vessel will be used to support attack and anti-surface warfare operations while the Swedish Navy is scheduled to receive all five modernised ships by 2014.
Materials and construction techniques have been developed in collaboration with FMV, Kockums and the Royal Institute of Technology in Sweden.

New Coast Guard Class For Sweden

The first of a new 90 ft class of five vessels for the Swedish Coast Guard Service was recently delivered to the port of Falkenburg, west Sweden with a further four under construction at Baltic Workboats AS, Estonia . The vessels are designed for main duties of maritime surveillance, border including fisheries control, protection of the environment, rescue and civil protection including firefighting, monitoring and diving operations.

The 52 t vessels have an LOA of 90 ft (26.5 m), beam of 20 ft (6.2 m) and draft of 5 ft (1.5 m). Unsual for its size, there is a triple pod propulsion system comprising three Volvo Penta IPS 1050 steerable pod drives with D13-800 diesels each rated at 800 hp at 2,000 rpm (Rating 4 - light commercial application).
Synchronisaton and control of the three engines and drives is carried out by the electronic EVC-E system which is connected to an Integrated Alarm Monitoring and Control System (IAMCS) through a newly developed from a Volvo Penta interface.
In addition to extremely good maneuverability using a joystick command for both speed and docking, a major benefit of IPS is reduced fuel consumption with savings of up to 30 per cent claimed by the manufacturers. The lower fuel consumption over the whole speed range not only produces substantial fuel cost savings but also reduced CO2 and NOx emission. The engines are already meeting the EPA tier 3 emission levels in force 2014.
The vessel has a crew of two and can accommodate up to five crew. There is one bow thruster of approximately 30 hp (22kW). Top speed at full load is 32 kn and the 5,000 liter fuel capacity gives a range exceeding 600 nm.

Datalink Network Boosts Swedish Armed Forces
Neuilly, France | The Swedish Defence Material Administration’s (FMV) partnership with Thales has enabled the delivery of a full, national Link 16 infrastructure, and new network management system (NMS), supporting the exchange of tactical data between platforms. Thales has delivered the contract, which was signed in September 2009, on schedule.
Link 16 is the secure, jam-resistant NATO-standard tactical datalink being adopted on an increasing range of platforms to support coalition operations. The system enables the initiation, control and monitoring of Link 16 networks via a new ground infrastructure.
The new Thales NMS will enable Swedish Link 16 enabled platforms to exchange tactical data in a secure manner with the Swedish national command and control system, as well as providing monitoring for frequency clearance agreements and management of the Link 16 network.
This means that Link 16 equipped tactical units can now share data in a coordinated manner and provide the military customer with a readily available and combined picture of the operational environment, using data from fighters as well as from other sources, including ground reconnaissance and surveillance aircraft.
The programme required a central NMS and a number of remote radio sites, located all over Sweden, to cover their national airspace, with Link 16 operations managed from a central location. The NMS is delivered with a Data Link Interface Processor (DLIP) featuring Joint Range Extension (JRE) and multi-MIDS (Multifunctional Information Distribution System) capabilities. The DLIP integrates into the existing Stric command and control system, providing a significantly enhanced command and control capability.
Thales’s network management system will enable Swedish Link 16 enabled platforms to use Link 16 tactical data links for secure information exchange, to improve the situational awareness picture and will act as a force multiplier for the Swedish Armed Forces.

Datalink network boosts Swedish Armed Forces
Neuilly, France – 19 July 2012 – The Swedish Defence Material Administration’s (FMV) partnership with Thales has enabled the delivery of a full, national Link 16 infrastructure, and new network management system (NMS), supporting the exchange of tactical data between platforms. Thales has delivered the contract, which was signed in September 2009, on schedule.
Link 16 is the secure, jam-resistant NATO-standard tactical datalink being adopted on an increasing range of platforms to support coalition operations. The system enables the initiation, control and monitoring of Link 16 networks via a new ground infrastructure.
The new Thales NMS will enable Swedish Link 16 enabled platforms to exchange tactical data in a secure manner with the Swedish national command and control system, as well as providing monitoring for frequency clearance agreements and management of the Link 16 network.
This means that Link 16 equipped tactical units can now share data in a coordinated manner and provide the military customer with a readily available and combined picture of the operational environment, using data from fighters as well as from other sources, including ground reconnaissance and surveillance aircraft.
The programme required a central NMS and a number of remote radio sites, located all over Sweden, to cover their national airspace, with Link 16 operations managed from a central location. The NMS is delivered with a Data Link Interface Processor (DLIP) featuring Joint Range Extension (JRE) and multi-MIDS (Multifunctional Information Distribution System) capabilities. The DLIP integrates into the existing Stric command and control system, providing a significantly enhanced command and control capability.
Thales’s network management system will enable Swedish Link 16 enabled platforms to use Link 16 tactical data links for secure information exchange, to improve the situational awareness picture and will act as a force multiplier for the Swedish Armed Forces.

Les forces aériennes suédoises attendent entre 60 et 80 exemplaires du Gripen NG (ou E/F), appareil censé remplacer la version actuelle du constructeur Saab qu’elles mettent actuellement en oeuvre.
Seulement, il s’avère que le prix à payer pour cette acquisition sera nettement plus élevé que prévu étant donné que les coûts de développement de ce nouvel avion n’ont pas été pris en compte. Et la différence est importante puisque la facture devrait s’élever à 50 milliards de couronnes (7,3 milliards d’euros) au lieu des 32 milliars (4,7 milliards d’euros) attendus.
“Il est clair que nous voulons une nouvelle version du Gripen, mais pas à n’importe quel prix” a ainsi commenté le général Dennis Gyllensporre, chef de la section de planification et de politique de l’armée suédoise.
Pour le moment, le Parlement suédois a voté des crédits pour le développement de 10 appareils à la condition que Saab obtienne un contrat à l’exportation. Comme l’appel d’offres brésilien, auquel le Gripen E/F a été présenté, est remis à des jours meilleurs, il ne reste plus que la Suisse, qui a l’intention d’en commander 22 exemplaires.
Aussi, l’avenir du Gripen E/F passe par Berne, où le choix en faveur de l’avion suédois est fortement critiqué au point qu’une enquête parlementaire a été ouverte au sujet du processus de sélection, étant donné que, selon les rapports d’évaluation publiés par la presse, cet appareil était le moins bon des trois présentés à l’appel d’offres ouvert afin de trouver un successeur aux F-5 Tiger des forces aériennes suisses.
Pour autant, le conseiller fédéral Ueli Maurer, ardent défenseur du Gripen, a toujours assuré que la version de l’appareil suédois que doit acquérir la Suisse sera supérieure à celle qui a été évaluée lors de l’appel d’offres et qu’il n’y a pas de meilleur choix.
Sauf que cette version reste à developper, avec pas moins de 98 modifications à apporter. “Je me fais du souci; le risque technologique est trop grand; j’ai peur qu’on se retrouve dans l’impasse, avec des énormes dépassements de coûts, ce qui aboutirait à un scandale encore plus grand” a confié un officier suisse au quotidien Le Matin.
Quoi qu’il en soit, le rapport final de la sous-commission de sécurité chargée d’enquêter sur la procédure d’évaluation du Parlement devrait sonner le glas du Gripen E/F en Suisse. C’est du moins ce que croit savoir la presse helvète.
“La sous-commission (…) formulera explicitement, ou implicitement, que l’exercice Gripen doit être stoppé et la procédure d’achat d’un nouvel avion abandonné, ou pour le moins reprise à zéro avec les mêmes avionneurs (ndlr, Saab, Dassault Aviation avec le Rafale et le consortium Eurofighter)” a ainsi écrit Le Matin.
Dans ces conditions, sans l’achat suisse et avec le report de l’appel d’offres brésilien, l’avenir du Gripen E/F paraît bien sombre. A moins que Stockholm ne décide de mettre la main au portefeuille, considérant les activités aéronautiques comme étant stratégiques.
