ISR in Africa: des Cessna 208B pour le Tchad, le Niger, le Cameroun
Les USA poursuivent leur effort d'équipement des forces armées africaines en moyens ISR. C'est ce que montrent deux avis lus dans la liste des marchés annoncés lundi soir par le Pentagone. Trois pays africains de la région du Lac Tchad vont en profiter: Tchad, Niger et Cameroun.
Cet effort s'inscrit dans l'enveloppe du "Counterterrorism Partnerships Fund" (CTPF) qui prévoit 105 millions$ pour la FY 2016 et 125 millions$ pour la FY 2017.

The delegation accompanied by the Gabonese Ambassador to Cameroon, Paul Patrick Biffot expressed their desire to reinforce military cooperation between Gabon and Cameroon.
According to the Secretary of State in the Ministry of Defence in charge of the National Gendarmerie, Jean Baptiste Bokam, professionalism in the execution of the mission of the Gendarmerie especially during this era of increasing phenomenon of terrorism is paramount. He said Cameroon and Gabon, being friendly and neighbouring countries could examine common ways of combating the phenomenon and other security threats.
The Gabonese Ambassador to Cameroon, Paul Patrick Biffot expressed his government’s gratitude to President Paul Biya for giving his accord for the delegation to visit Cameroon, which he said, is a mark of confidence. The diplomat also lauded Cameroon’s legendary hospitality shown the Gabonese officers since their arrival in Cameroon. Ambassador Biffot said Cameroon and Gabon has excellent bilateral political and commercial relations which need to be reinforced by signing accords.
Security cooperation is also of great importance given that the two neighbouring countries face same security challenges. The 15-man delegation that arrived Cameroon on May 13, 2016, will not only visit the International School for Security Forces (EIFORCES) but will also during their stay visit some tourist sites like the National Museum, the Reunification Monument, Mount Cameroon amongst others.

One Z9WE crewmember told IHS Jane's that the capability was operationally tested in late January, when the three Z9WEs were involved in a live firing training exercise over several days at Ngaoundéré Air Base in North Province along with a number of Mi-17s from 13 Squadron.
The exercise saw the Z9WEs fire 23 mm cannons and 57 mm rockets, as well as HJ-8 wire-guided anti-tank missiles, one of which was fired at night. The target identification was done using the Z9WE's electro-optical turret, which features an infrared camera as well as a laser rangefinder.

Le nouveau contingent camerounais auprès de la Mission multidimensionnelle intégrée des Nations unies pour la stabilisation en République centrafricaine (Minusca) comptera 750 soldats, selon une annonce faite jeudi par le ministère en charge de la Défense.
Les éléments choisis seront soumis à la signature de contrats individuels, en même temps qu’ils bénéficieront d’une revalorisation de leur prime mensuelle de l’ordre de 80%, passant ainsi de 250.000 à 450.000 FCFA.
Ce dernier aspect aura aussi un effet rétroactif sur leurs camarades d’armes actuellement sur le terrain en RCA, et dont la mission s’achève en fin août prochain, a-t-on encore appris.

Cameroon establishes base for new Special Forces unit

Cameroon's new Special Forces (Forces Spéciales) unit will be based at Kribi in the country's south province, a Cameroonian Defence Forces (CDF) officer has told IHS Jane's.
The creation of the Special Forces was first publicly acknowledged by the French embassy when it donated military vehicles and equipment to the new unit in late January. Special Forces personnel then participated in the military parade held in the capital on 20 May.
The source said that Cameroonian and French officials visited the new base outside Kribi on 9 July. It includes a training area, as well as command and support facilities.

Progress made by the Cameroonian Defence Forces (CDF) against terror group Boko Haram has a lot to do with their use of armoured vehicles.
Earlier this year the Cameroonian military received 12 Ratel infantry fighting vehicles from South Africa that have added to a growing inventory of newer armoured vehicles.
They added to other recent acquisitions of US-built PKSV armoured vehicles from General Dynamics and Israeli Thunder Mk1 armoured personnel carriers from GAIA Automotive Industries, which followed from the earlier procurement of Chinese armoured vehicles.
It has allowed the specialist anti-terrorist units such as the elite Rapid Intervention Battalions (BIRs), a semi-independent force, separate from the Army, to conduct more mobile operations at longer ranges and in cooperation with regular forces and other countries across borders.
Yaoundé is in fact eager to further strengthen its armoured capabilities with negotiations for the procurement of heavier platform being currently underway in Russia.
Counter terror operations come under the authority of the 4th Joint Forces Military Region (RMIA 4) whose HQ is located at Maroua and coordinates Operation Emergence 4. The BIRs provide a sizeable component of over 2,000 men under their own Operation Alpha and with the new vehicles they have been able to gain more successes. Until early 2015 the only armoured unit in the Far North was the Army’s Armoured Reconnaissance Battalion (BBR).
Headquartered in Douala, the BBR replaced its fleet of legacy Cadillac Cage V-150 Commando vehicles in 2013, when it received a batch of 20 Chinese made NORINCO Type 07P Infantry Fighting Vehicles (including a command post version and an armoured recovery vehicle), 18 NORINCO WMA 301/PTL-02 Assaulter Armoured Fighting Vehicles (AFVs) and four NORINCO WZ-551 support vehicles (one armoured recovery vehicle and three command posts).
This BBR used these vehicles in support of Army and BIR operations against Boko Haram throughout 2014, achieving some success. Then in October 2015, the RMIA 4 received four PKSV and with the start of cross-border operations in neighbouring Nigeria by Cameroonian forces in late 2015, the situation evolved, with the CDF adopting a more offensive posture.
At the beginning of 2016, the BBR vehicles originally assigned to Operation Alpha were transferred to the newly operational Sector 1 of the Multinational Joint Task Force (MNJTF). In early April 2016, Sector 1, launched an offensive into Nigeria with motorized infantry units supported by Type 07Ps from the BBR and the PKSV, destroying a Boko Haram base, killing several terrorists and capturing caches of weapons and supplies before joining with Nigerian Army units.
Having assessed the importance of armoured vehicles in combat operations against Boko Haram, the BIR decided to develop its own armoured capabilities, procuring 16 Thunder Mk.1 APCs in two successive batches delivered in 2015. In October of that same year, the BIR received two PKSV as a donation from the US DoD. These were followed by the 12 Ratel IFVs in early 2016.
While the Thunder have been used in the troop transport role since their delivery, the Ratel are employed in three major functions: as road clearing vehicles against IEDs and mines, being fitted with a mine roller to detonate these artefacts, as troop transports and also fire support vehicles. For this latter role, they are armed with a Serbian made M55 20 mm canon which the BIR uses with explosive ammunition.
The Thunder were deployed in combat operations inside Cameroon throughout 2015, being attached to the command posts of Operation Alpha’s three different zones (South, Centre, North). In November 2015, the BIR launched its first cross border operation into Nigeria, Arrow 1, which saw 500 troops deployed by Cameroon with armoured support being provided by the Thunder.
As one BIR officer explained, BIR armoured vehicles always work in pairs, for mutual support. While the Thunder have been involved in all Arrow operations since their inception, the Ratel made their combat debut during Arrow 4, on 25 January. They were later involved in all subsequent five Arrow operations, until Arrow 9 as well as in other smaller operations.
The BIR has said it is very satisfied with the excellent mobility and firepower of the Ratel. During Arrow 5 between 11 and 14 February, the Ratel were again heavily involved, neutralizing several Boko Haram strongpoints with their 20 mm canon, a feat they would repeat during Arrow 6, in late February.
The regional effort against Boko Haram has significantly weakened it and forced its members to resort to more asymmetrical tactics, increasingly relying on IEDs, suicide attacks and targeted assassinations. While the sect remains a significant threat, the days of major attacks mobilizing hundreds of fighters, vehicles and armoured support seem, at least for now, over in Cameroon (but not elsewhere as the late May attack on Bosso, Niger evidenced).
Despite this, Cameroonian armoured forces presently deployed in the Far North are unlikely to be heading home any time soon, since major operations against Boko Haram are likely to take place in the future, as the sect’s major stronghold in the Sambisa Forrest still needs to be cleared.
Since March 2014, when Boko Haram conducted its first attack against a Cameroonian Army patrol in the Far North province, the Cameroonian Defence Forces (CDF) has been at war with the sect. In May 2014, President Paul Biya decided to scale up the campaign against the jihadists, thus marking the beginning of a forces’ build up which has resulted in a current deployment of over 9,000 men in the operational area.

Tchad et Cameroun sont engagés dans la lutte contre Boko Haram. Même si le nombre d'appareils par pays n'est pas spécifié, on peut penser que chacun recevra 2 Cessna Grand Caravan. En octobre 2015, deux avions ISR de ce type avaient été livrés au Niger par les Etats-Unis.

Le 6 décembre 2016, l'ambassadeur des États-Unis Michael S. Hoza a remis au ministre de la défense du Cameroun ? 21 véhicules d'appui aux opérations de maintien (pksvs) avec des radios et un paquet de pièces de rechange pour les militaires camerounais. La cérémonie présidée par le ministre délégué chargé de la défense a eu lieu à la brigade du quartier général de Yaoundé. La main sur le coeur, le U.S ambassadeur a déclaré que " Les États-Unis sont fiers d'offrir ces outils dans le combat contre boko haram." Il a aussi fait l'éloge des soldats camerounais pour leur dévouement dans la lutte contre le terrorisme et leur a demandé " d’utiliser les véhicules dans la lutte contre ces Les ennemis et les vaincre ". Le Ministre délégué à la présidence chargé de la défense Beti Assomo a salué la coopération Cameroun-U. S dans le domaine de la défense et de sécurité. Les 21 pksvs composés de quatre véhicules de commandement, 15 de troupes et deux véhicules de récupération d'une valeur totale de 10,780,147 dollars offerts par le département d'état. Cameroonian military sources have revealed details of the recent improvements in the country's air-defence capabilities.
Sichuan Military Electronics Industries Group Company (SEMIC) 825 towed fire-control radars were seen being paraded for the first time on 20 May 2015 in Yaoundé. They were paraded alongside what appeared to be Oerlikon Contraves (now Rheinmetall) 35 mm GDF anti-aircraft guns that Cameroon has had in its inventory since the 1980s.
A Cameroonian Defence Forces (CDF) source told IHS Jane's that the SEMIC 825s were part of a major package of Chinese military equipment that was agreed in 2012 and financed by a XAF2 billion (approximately USD340 million) loan from China's Eximbank.

That package included a batch of NORINCO PG99 (Type 90) anti-aircraft guns (the Chinese version of the GDF) and FN-16 manportable air-defence systems (MANPADS), as well as the fire-control radars. The source declined to reveal the numbers involved.
The SEMIC 825 performs the same role as the Skyguard fire-control radar that is often used with GDF guns. The source said it can acquire targets at a range of up to 40 km, track them at a maximum distance of 32 km, and identify them at ranges of up to 6 km.
The FN-16 can engage targets at a maximum altitude of 4,000 m and maximum range of 6 km, according to the documentation released by China's Poly Technologies. The missile uses what is described as an "infrared/ultraviolet two-colour quasi-imaging seeker" in addition to a laser proximity fuze.
The equipment was delivered in 2013 to the Surface-to-Air Artillery Regiment (RASA): the Cameroonian Army's dedicated anti-aircraft unit based at Edéa.
Following the delivery the RASA has been reorganised into one command battery, one training battery, two PG99 batteries, one MANPADS battery, and one vehicle-borne surface-to-air missile (SAM) battery, which has not been activated as its weapon systems have yet to be delivered.http://www.janes.com/article/62239/new-cameroonian-air-defence-capabilities-revealed

La bataille de l'Unité d'élite des forces de défense camerounaises, le BIR, contre Boko Haram, est en passe d'être gagnée. Certes au prix d'un sacrifice mais la victoire militaire n'est plus loin.

C'est une grande perte pour l'armée camerounaise. Dimanche, le général Jacob Kodji est mort des suites d'un accident d'hélicoptère alors qu'il rentrait d'une mission au Nord-Cameroun. Le général Kodji, qui dirigeait la quatrième région militaire interarmées, coordonnait depuis près de deux ans la lutte contre les rebelles de Boko Haram. Le colonel Kameni commandant de la quatrième région de gendarmerie ainsi que deux pilotes sont aussi décédés dans l'accident. L'armée camerounaise est en deuil, elle a perdu l'un de ses plus brillants officiers, voilà ce que dit, très attristé, un responsable de l'état-major à Yaoundé. Le général de brigade Jacob Kodji était unanimement apprécié et respecté. A la fois pour sa simplicité avec les hommes de troupe, et pour son engagement. Loin de l'image que l'on se fait parfois du général lointain et cantonné à la capitale, Jacob Kodji ne manquait jamais une occasion de se rendre sur le terrain. Il participait directement aux opérations militaires. C'est d'ailleurs, au cours d'un vol de reconnaissance au-dessus du parc de Waza dans l'Extrême-Nord du pays qu'il a perdu la vie. »

The new vessel is named LCM 205 « LE MOUNGO » refering to the MOUNGO River which materializes the link between the English and French speaking areas of Cameroon. -------french version-------- Le Mercredi 25 Janvier 2017, le Contre-Amiral Chef d’Etat Major de Marine représentant Monsieur le Ministre Délégué à la Présidence chargé de la Défense, a présidé à la Base Navale de Douala, la cérémonie de réception d’un Chaland de Transport et de débarquement, don de la coopération sino-camerounaise. Ce nouveau vecteur naval a reçu pour nom de baptême LCM 205 « LE MOUNGO ». Ce fleuve, long de 150 km prend sa source des flancs des monts Koupé et Bakossi. De par sa position, il matérialise l’union historique entre ce qui a été les Cameroun Oriental et Occidental, symbole de notre unité. »
