Israel Kicks Off Program to Improve Its F-16s and F-15s
F-15s and F-16s make up the backbone of Israel’s potent fighter force. The IDF’s main fighter is the F-16 Fighting Falcon, including aging F-16 A/B Netz (“Falcon”), plus F-16C Barak (“Lightning”) and two-seat F-16D Brakeet (“Thunderbolt”), and now the heavily customized two-seat F-16I Block 52+ Soufa (“Storm”). Indeed, the Israelis fly the largest contingent of F-16s outside the United States. Israel also flies longer range, higher performance F-15 A-D Baz (“Eagle”) models that have greatly distinguished themselves in IDF service, plus the customized two-seat F-15I Ra’ahm (“Thunder”) Strike Eagle optimized for advanced ground attack as well as long range interception. All of these aircraft are heavily modified from the US versions with Israeli avionics, self-protection systems, weapons, and sometimes radars as well.
While Israel’s F-16A/B Netz inventory may well be sold on the international market as the Soufas arrive, their F-16 C/D and F-15 A-D planes are expected to serve the Air Force Corps until at least 2020. To keep their edge, Israel is about to spend “around tens of millions of dollars” to improve and upgrade them…
Cheyl Ha’Avir: Upgrading the Fleet
Announced improvement for the “Barak 2020” F-16 C/Ds will include an command and control upgrades to match the systems in the newer F-16I Soufas, replacement of the screens in the cockpit with more advanced color displays and head up displays, and other undisclosed upgrades.
Announced improvement of the F-15 A-D Eagles will include a “replacement of electronic war systems” and an “improvement in the ability to carry advanced bombs” via integration of new weapons. Presumably, Python 5 and Derby 4 air-air missile integration will be part of the process, if that isn’t already present from past modernizations. While the release wasn’t specific, JDAM compatibility is likely to be a priority and Lockheed’s JASSM/JSOW are also proving popular these days. Tamir Eshel of Defense Update writes us to add that integration of RAFAEL’s “Spice”, a kit similar to JDAM but improved via a combination of electro-optical and GPS guidance, will also be included.
This is actually the second modernization wave for the F-15 A-Ds, following close on the heels of the 1995-2001 Baz Meshopar (“Improved Eagle”) program. Israeli-Weapons.com notes that the Baz Meshopar package resembles the US Air Force (USAF) F-15 Multi-Stage Improvement Program, although it was implemented with a significant element of Israeli-built electronics and avionics integrated around the MIL-STD 1553 and MIL-STD 1760 data buses. The latter are required in order to add compatibility with GPS-guided weapons, and key elements of the F-15I Ra’am Strike Eagle variant include a modernized cockpit with Elbit multifunction displays, Elbit’s DASH (Display And Sight Helmet), a GPS-INS navigation system, AIM-120 AMRAAM and Python 4 missile capability, plus software upgrades delivered via the USAF’s Warner Robins Air Logistics Center avionics management directorate software division. The upgraded aircraft are known as Baz Meshopar (Improved Eagle) but are also referred to as the F-15 AUP (Avionics Upgrade Program).
Meanwhile, back in North America, US budget crunches and procurement cutbacks around the F-22 and F-35 JSF programs will intensify the need to keep its TacAir fleet up to acceptable strength via supplemental measures. As such, Israel’s upgrades could hold future interest as a template for upgrades that would turn the USA’s F-15C dedicated air superiority fighters into modernized multi-role aircraft at a reasonable cost.
Feb 19/11: Flight International reports that Israel’s F-15 Eagle upgrades are expanding to add its oldest F-15 A/B aircraft. Reports vary, with estimated totals of in-service F-15 A/Bs ranging between 26-45. One prototype has already been completed.
The upgrade will give all of Israel’s F-15s some level of long-range strike capability, and reportedly includes fuselage strengthening (which may be informed by the USAF’s recent fleet grounding), MIL-STD-1760, and unelaborated “improvements to the aircraft’s radar,” among others.
Israel’s F-15A/Bs carry the APG-63 mehcanically scanned radar, which was introduced in the 1970s. Its first set of 25 F-15A/Bs were reportedly early production USAF airframes, and would definitely have been delivered without the APG-63’s key 1979 upgrade: a software programmable signal processor. Note that the AN/APG-63v1 is actually a major redesign introduced in the early 1990s, which currently serves on a number of USAF aircraft, and on South Korea’s F-15K Slam Eagles. The v1 does not have an AESA front end like its v2 and v3 counterparts, but is compatible with adding one later. Switching APG-63s for their v1 counterpart would require a significant weapons purchase.
Feb 16/11: Retired IAF Brig-Gen. Assaf Agmon of the Fisher Institute for Air and Space Strategic Studies, says Israel is likely to re-assess the importance of its air force, in the wake of Egypt’s unrest and uncertainty surrounding the future of their peace treaty with Egypt. He sees the reassessment as broader than just the air force, but that has been Israel’s traditional bulwark against conventional threats. Agmon is suggesting additional buys of F-35A medium stealth fighters, but delivery timing and program issues could also push the IAF to focus on quickly-delivered fleet upgrades instead. Nov 30/10: Flight International reports that the Israeli air force has upgraded its first F-16C/D to the “Barak 2020” configuration. Modifications are being performed at the squadron level, under the supervision of the air force’s central maintenance depot (technical unit number 22).
April 20/06: David Axe of DefenseTech notes that the USAF is indeed preparing a modernization roadmap for its single-seat F-15C Eagle air superiority fighters, and that conversion to multi-role status is part of that roadmap. Up to 200 F-15Cs may eventually be involved, and a new AN/APG-63v3 AESA radar is the 1st step.

Concerned that training scenarios have become too “sterile,” the IDF Ground Forces Command is considering a proposal to make infantry exercises more “chaotic,” with more casualties, intelligence failures, difficulty in maneuvering and a more advanced adversary.
Following the Second Lebanon War, the IDF launched an unprecedented training regimen to restore basic capabilities to the military’s ground forces. However, after four years of training, some commanders feel the scenarios that are regularly practiced have become too simple and insufficiently challenging
One problem brigade commanders have discovered is that a significant percentage of combat soldiers drop out of exercises in the middle.
As a result, the commander of the Nahal Brigade, Col. Amir Abulafia, recently issued an order that soldiers excused from an exercise for medical reasons will play the role of wounded soldiers instead of sitting on the sidelines.
“We need to make exercises more difficult so they better simulate a real battle,” a senior IDF commander explained. “This means more casualties, technological problems, scheduling issues and constant changes in orders.”
The Ground Forces Command has held a series of meetings with brigade commanders to discuss the changes. One brigade commander said he would like to see more effective use of live-fire exercises between opposing IDF forces.
“Currently, the force that impersonates the enemy does it in a way that simply looks like fireworks,” the officer complained. “We need to make the scenario more real for commanders so they are better prepared for future battles.”
The decision to change the training regimen follows a move in the Ground Forces Command last year to restructure its infantry battalions with the integration of new weapons systems and the formation of special squads with new capabilities.
One change involved the establishment of a special sniper squad in each company. Previously, there was only one sniper team per battalion.
Each battalion has also received a number of two-seat ATVs, which can carry 700 kg. of supplies in the rear, as well as at least one wounded soldier. The vehicles have a maximum speed of approximately 80 kph.

Israel unveils new ‘Ghost’ UAV
At first sight it looks like a toy model of a Chinook helicopter, the twin-engine, tandem-rotor helicopter used by the US Army. It is, however something completely different.
Called the “Ghost,” this aircraft is Israel Aerospace Industries’s latest unmanned aerial vehicle, unveiled on Tuesday during a visit Defense Minister Ehud Barak made to the Israeli defense giant.
Barak praised the quality of IAI’s products and said the company was making a significant contribution to the nation’s standing around the world as a leader in the development of military platforms.
IAI Chairman Yair Shamir and CEO Itzhak Nissan gave Barak a tour of the facility and presented some of the company’s new inventions. One platform that they unveiled especially for Barak was the “Ghost,” a new tilt-rotor UAV that has the ability to land and take off vertically.
A tilt-rotor aircraft uses a pair or more of powered rotors mounted on rotating shafts at the end of a fixed wing for lift and propulsion, and combines the vertical lift capability of a helicopter with the speed and range of a conventional fixedwing aircraft.
The new UAV was developed by IAI’s Malat Division, which has manufactured the company’s long list of drones including the Heron TP, a squadron of which was declared operational by the Israel Air Force in February.
The Ghost weighs just 4 kilograms and is intended for reconnaissance missions in urban settings. It has a quiet propulsion system, a range of about 4 kilometers and the ability to fly at speeds up to 35 knots.
Barak said that Israel needed to retain its military superiority to ensure its continued survival.
“These are major changes that will impact the Middle East for years to come,” Barak said, referring to the upheaval in the Arab world. “Our security is in our hands and we need to retain military superiority, readiness and a high level of alert, as well as our special relationship with the United States.”
The Ghost is the second tilt-rotor UAV to be developed by IAI. In October, the Malat Division unveiled the Panther, which can also take off and land vertically.
Larger than the Ghost, the Panther has a take-off weight of about 60 kg. and the ability to remain airborne for about 6 hours with a variety of payloads. It has a wingspan of 8 meters.

An Israel Defense Forces (IDF) Stryker Armored Fighting Vehicle fitted with the ASPRO-A (TROPHY) Active Protection System developed by Rafael Advanced Defense Systems successfully completed a series of evaluation tests at the U.S. Army Aberdeen proving Ground, as part of foreign APS evaluation mandatded by the U.S. Congress and Office of Secretary of Defense (OSD). During the six week testing, the system withstood numerous missiles and rockets attacks. Rafael’s TROPHY is an operational Active Protection System (APS) currently fielded on the IDF Merkava Mk4 main battle tanks. The system passed its first combat engagement yesterday, successfully intercepting an RPG fired at a Merkava tank by a Palestinian guerillas. The TROPHY Situational Awareness and Active Protection Hard Kill System, operates in three major stages: threat detection, threat tracking, followed by hard kill (HK) countermeasure (Multiple Explosive Formed Penetrators – MEFP) activation and threat neutralization. The countermeasure activation takes place only if the threat trajectory is aimed to hit the platform. In addition to the Active Protection, the TROPHY System provides the location of the threat’s launching point to the vehicle’s Battle Management Systems (BMS) and/or Remote Controlled Weapon Station (RCWS), thus enabling quick engagement with the target. The recent tests in the U.S. were part of a broader evaluation of several APS from different vendors, including the South-African LEDS 150 system developed by Saab, the Israeli Iron-Fist from IMI, the TRAPS, produced by Textron Systems and Iron Curtain, developed by the u.S. company ARTIS. Other systems being tested were the FCLAS and IAAPS developed in the U.S. in the mid 2000s. Trophy was the last of seven systems tested as part of the program since 2009. For the OSD evaluation Rafael has integrated the TROPHY System on an IDF Stryker Armored Fighting Vehicle utilizing a new configuration optimized for the vehicle. The Stryker system comprised the regular four panel ‘WindGuard’ radar, and two countermeasure units positioned on each side of the vehicle. “We chose to be evaluated on a Stryker to show TROPHY’s diversity – on one hand the system protects Merkava 4 MBT along Israel’s borders and on the other hand it can protect light and medium Armored Fighting Vehicles as they are part of the current battlefield” said Giora Katz, Corporate VP and General Manager of Land and Naval Sector at Rafael.

During the intensive six-week test program the system demonstrated its worth under complex combat scenarios, intercepting a variety of advanced threats from Anti-Tank Rockets (ATRs) and Guided Missiles (ATGMs), including those equipped with tandem warheads (defeating contemporary reactive armor protection). Test results were presented by OSD test manager to senior OSD and U.S Army representatives in a VIP day, on January 25th, 2011.
Rafael is currently developing another version known as TROPHY LIGHT, under an evaluation contract for the U.S. Space and Naval Warfare Systems Command (SPAWAR) to be demonstrated on a Mine Protected Ambush Resistant (MRAP) All Terrain Vehicle (M-ATV). Beside offering the protection level required by the servcie, the application of such system on a smaller and lighter vehicle requires minimal modification to the vehicle, maintaining the system’s cost at acceptable level. For this evaluation, TROPHY-LIGHT will be evaluated along with the TRAPS, representing a non-kinetic RPG protection solution.

ISRAEL REBUILDS SCRAPPED SIKORSKY
The Israeli air force has decided to rebuild a Sikorsky CH-53 helicopter that was cannibalised for spare parts and dumped in a scrapyard several years ago. This will replace an Israeli CH-53 Yasur which crashed in Romania in July 2010. Six Israeli crew members and one Romanian observer were killed when the aircraft came down. According to a report in the Israeli air force magazine, the service's 22nd maintenance unit will perform the rebuild.

However, the IAF also fears that even at the price of $100 million per unit, it may eventually end up with a jet lacking the advanced capabilities it needs. A meeting headed by the director-general of the Defense Ministry, Maj. Gen. Udi Shani, is scheduled to take place in two months to sum up the work of the teams that visited the United States and to decide whether the purchasing agreement of 25 jets already signed needs to be changed. Lockheed Martin, for its part, wants to deliver the planes as soon as possible to boost its marketing efforts with an Israeli endorsement. The Defense Ministry said yesterday that it had signed letter of agreement to receive stealth jets in late 2015. "We do no intend to comment on financially-motivated speculation," the ministry said in a statement. Lockheed Martin said it remains convinced it will provide Israel with fully battle-ready F-35 jets on the schedule discussed by the U.S. and Israel governments. "All jets received by Israel will have full battle capabilities," the company said.

Israeli air force to take second look at V-22 Osprey
The Israeli air force is again evaluating the possible purchase of the Bell Boeing V-22 Osprey tiltrotor. In 2009 the force stopped the evaluation after two years of work. But in a rare statement to the air force magazine, Maj Gen David Barki, head of the helicopter air division, said that the air force is considering future procurement of the V-22. "It is not included in the multi-year plan that will terminate next year. But one option that we consider for the future, is the V-22. This aircraft can give us operational capabilities that we don't have today." Israeli experts say that the new interest in the V-22 is for fast deployment of Special Forces troops and medical evacuation. Meanwhile, the V-22 fleet has surpassed 100,000 flight hours. The milestone arrived on 10 February during a US Marine Corps MV-22 combat mission in Afghanistan. "The V-22 is proven and forward-deployed, supporting combat operations and responding to contingency operations around the world," says US Marine Corps Col Greg Masiello, head of the V-22 Joint Program Office at Naval Air Systems Command. "The Osprey brings unprecedented range, speed and survivability to the warfighter and will continue to excel in combat and remain ready, effective and survivable," he says

Il n'y a rien d'etrange a cela,durant les combats de 2006 quand les helicoptéres de transports blackhawk ou CH-53 transporté des commandos ou evacués des blesses ils leurs arrivé de reperé des emplacement de lance-roquette qui bombardé israel ou qui aller le faire,mais ces helicoptéres n'avait aucun moyen de les attaquer et ils se contenté seulement de passer l'information a l'etat major, durant les analyses des combats de 2006 les pilotes de UH-60 ont demandé a etre doté d'armement de precision et d'une formation d'attaque ce a quoi l'etat major a donné suite en augmentant ainsi ses helicoptéres d'attaques sans ce privé d'helicoptére de transport tout en offrant une valeur ajouté a ses pilotes d'helicoptére en gros Tsahal a multiplié ses forces d'hélicoptéres d'attaque sans acheter plus d'apache ou autres.
