Les Dolphins, sont en quelque sorte la première génération des U212. Ils n'ont rien à voir avec le U209. Comme tu peux constater il y a pas une grande différence entre celui là et les Dolphin déjà en service, sauf les aillerons et les gouvernes en plus. Et d'un autre coté, on peut voir quelques différence avec le U212. Mais les Dolphins restent les plus proche des U212, par rapport au U209 et U214.

Faut croire que oui,dans mon intervention faisant referance a la politique interieur je voulai dire que des tensions extréme entre le ministre de la defense et des finances sont monnaie courante,bref rien de nouveau sous le soleil d'Israel donc je confirme la tribune n'est pas trés au fait de la politique interieur israelienne.

La Tribune a fait son travail, GdS, en informant ceux qui ne connaissent pas toujours les coulisses de la politique intérieure israelienne qui trop souvent confine au pur chantage, aux petits "mots doux" que s'envoient les uns et les autres, surtout en ce qui concerne les problèmes de défense bien évidemment.

The Israel Air Force is moving forward with plans to purchase a second squadron of F-35 Joint Strike Fighters and hopes to be able to place the order in the coming year and after resolving the standoff with the Treasury over the defense budget.
According to initial plans, the IAF would place the order for the second squadron in late 2012-early 2013 and begin receiving the planes in 2020. It is possible however that the US would attach the new squadron to the one ordered in 2010 and expedite the delivery if the order is placed soon.
Israel finalized the procurement of its first squadron of 20 F-35s in a $2.75 billion deal in October, 2010. The aircraft are manufactured by Lockheed Martin and IAF pilots are expected to begin training on them in the US in 2016 with their planned arrival in Israel in early 2017. IAF chief Maj.-Gen. Ido Nehushtan, who will step down in April, was a big proponent of the deal and overcame heavy opposition within the defense establishment to gain the government’s approval for the 2010 deal.
His successor, current head of the IDF Planning Directorate Maj.-Gen. Amir Eshel, was also supportive of the deal and is expected to push for the second squadron immediately after taking up the post in a month.
The fifth-generation stealth F-35 is purported to be one of the most advanced fighter jets in the world with the ability to fly undetected in enemy territory.
Its uniqueness stems not only from its stealth capabilities but also from its integrated sensor suite that provides pilots with unprecedented situational awareness and enables information sharing between the various aircraft.
The second contract would likely be for a similar number of aircraft and could mean – depending on when the second deal is signed – that the IAF could have 40 operational aircraft by the end of the decade. Nehushtan recently decided that the F- 35s would be operated out of the Nevatim air force base in the Negev.
News of the possible procurement of a second squadron comes amid increasing speculation that Israel is preparing to launch an aerial strike against Iran’s nuclear facilities.
In recent years, the IAF has invested in qualifying some of its older model aircraft for long-range strike missions. In addition to the F-15I and F-16I, the IAF has reportedly already qualified an additional two F-15 squadrons for long-range missions armed with smart bombs and conformal fuel tanks.
The IAF is also moving forward with the Barak 2020 program aimed at extending the lifespan of its F-16 C/D models to the next decade.
The first aircraft arrived in the 1980s.
The upgrades include the installation of new systems for avionics, mission-debriefing and flight-control system.
The aircraft will also be fitted with new central display units and high-resolution screens aimed at increasing pilots’ situational awareness.

Would Israel have done better to postpone its F-35 acquisition? Recent report on glitches in the F-35 raises different questions in Israel
11:16 GMT, February 16, 2012 In early December 2011, a US Department of Defense report about the F-35 Joint Strike Fighter (JSF) was leaked to the media. The report, dubbed the “Quick Look Review” (QLR), was written by a committee that included some senior US defense establishment figures who were charged specifically with looking into the question of “concurrency,” i.e., selling the airplane while the flight testing is still underway. The committee was set up in light of a less than glowing report about the flight tests submitted at the end of October.
Concurrent acquisitions have been part of virtually every large weapons acquisition project in the West in recent decades. The extended development and production timetables have always required the start of low rate initial production (LRIP) before the conclusion of all testing and sometimes even before the end of the final development. The assumption is that flaws that surface during testing can be fixed later in units manufactured in the early batches.
In the case of the F-35, this method has been stretched to unprecedented lengths. The plane’s developers relied on the fact that the development methods, particularly regarding the computer simulations – based on the experience with development of the F-22 at Lockheed Martin – would allow them to reach a design mature enough to begin procurement even before flight tests began. Thus, the first batch was ordered in FY 2007, even though flight tests only started in 2008. By FY2011, 88 planes had already been ordered and the acquisitions for the next few years are planned at the rate of 30-40 additional planes every year.
Toward the middle of 2011 it became clear that the flight tests were not progressing at the anticipated rate and indicated that the design of the three F-35 models was not as mature as had been expected. The bottom line of the QLR report was that while there is no reason to stop concurrent acquisition altogether, there are, in the language of the report, several problems with “major consequences” regarding continued production.
So far, more than 700 change requests (CRs) have been submitted. The committee noted that it takes 24 months on average from the time a CR is submitted until the change is actually introduced in the planes on the production line. As for the planes made up until then – they will have to be modified at a later date, with an additional cost to the plane. Among the problems of major consequence are problems with the pilot’s helmet mounted display system (HMDS).[1] There are severe safety problems with the fuel dump subsystem, and problems with the reliability of the integrated power package (IPP).[2] The report’s authors also indicated problems whose full extent would only become apparent during later testing.
The flight test program is only in its initial stages. So far only 19 percent of the planned testing is complete, and all tests were within the more “conservative areas” of the flight envelope. Likewise, no testing has yet been undertaken to certify weapon systems. The QLR report does not deal with the cost of the plane, but recently published data indicates that the cost of planes from LRIP 5 (whose production has recently begun) will reach some $160 million. This price does not include the cost of the modifications and repairs that have already become evident or those that will appear during later testing.[3] According to the current schedule (which may yet change), only the planes going into production after 2018 will have full operational capabilities. These planes will only be supplied sometime after 2019-20.
In August 2010, the Israeli Ministry of Defense announced its intention to acquire 20 F-35 planes (the security cabinet’s approval was granted in October 2010). During the negotiations over the issue, there was talk of delivering the planes starting in 2014 at the earliest. As of now, the order is for 19 planes to be delivered starting in 2016 at the earliest. The latest report published has direct implications for the Israeli Air Force’s ability to take delivery and integrate the planes. Some estimate that the delivery date will be postponed, perhaps even until 2018.
The F-35 is without a doubt the most advanced combat aircraft in terms of its stealth, ability to pinpoint and identify targets, and help the pilot’s situational awareness. Indeed, one could accept the proponents’ claim that the transition to the fifth generation fighter is a huge technological leap. However, the most recent report shows that even if the first planes are supplied in 2018, these will come from one of the LRIPs before the end of the flight tests. In exchange for a $140-160 million price tag per plane, the Israel Air Force will take delivery of planes that are not yet certified to carry any sort of weapon systems, are not certified for the entire flight envelope, and will almost certainly have to be upgraded to repair flaws that will only emerge during later flight tests. The defense establishment is thoroughly convinced that the planes will be supplied by the end of 2016. Air force pilots will start training on them in the United States even earlier than that. Furthermore, sources in the defense establishment say that changes and improvements in fighter jets, even new ones, are a routine matter. In the past too, Israel acquired planes that underwent such changes as soon as they landed here. As for the flaws noted in the QLR, the defense establishment is aware of them and is also aware of the technological solutions to fix them – solutions that will be incorporated into the planes intended to be delivered here.
Were Israel to buy the fighter jets with Israeli taxpayer money, it is certainly a question whether the acquisition of the F-35 is a worthwhile deal at this stage. However, even under current circumstances, when the planes are bought with the special American defense aid funds, it is worth giving serious reconsideration to the questions: On which weapon systems does it make sense to use the defense aid money in the next few years? Is it not a good idea to postpone the purchase of the F-35 until the coming decade and in the meantime invest the money in different weapon systems?
At the same time, it should be asked: in what ways have the threats against Israel changed, and to what extent can the existing aircraft array confront them? Fifth generation planes would certainly improve capabilities, but does a possible postponement in acquisition seriously affect Israel’s response to the new threats?
In addition, it is necessary to examine the F-35’s special capabilities, some of which – though assuredly not all – are technologies one can install on combat aircraft already in the IAF ORBAT. While such upgrades will not turn the enhanced planes into fifth generation fighters, they will certainly improve their capabilities to confront the new threats. ---- By Yiftah Shapir Institute for National Security Studies (INSS) (INSS Insight No. 314)

La réponse semble positive dans les sphères militaires, et les interrogations portent plutôt sur le moment opportun pour le faire: l'armée doit-elle attendre une attaque réussie du mouvement terroriste, c'est-à-dire faisant des victimes, pour le frapper durement ?
"Il n'est pas nécessaire d'attendre une provocation pour lancer une offensive contre les infrastructures terroristes dans la bande de Gaza", répond un responsable du commandement du Sud. "Les attaques en cours, par des roquettes et le long de la frontière, accumulées, sont plus que suffisantes pour justifier une action immédiate".
Le mois dernier, le chef d'Etat-major a demandé au commandement du Sud d'accélérer les préparations en vue d'une potentielle grande opération sur la bande de Gaza dans les prochains mois, et cette semaine, Tsahal va installer le système de défense antimissile Dôme d'acier aux environs de Tel Aviv.
En 2011, 680 roquettes, parmi lesquelles des Katioucha à longue portée, et tirs de mortier ont visé Israël. En 2010, seules deux Katioucha avaient été tirées. Depuis le début de l'année 2012, près de 30 roquettes ont été tirées sur Israël.

The Merkava is the standard main battle tank of the Israel Defense Forces. It is widely considered to be one of the best tanks in the world, and is perfectly suited for the needs of the IDF (Israeli Defence Forces). The initial planning for the Merkava began in the 1960s at a time when Israel wanted to become less reliant on foreign factories. The IDF began research and development together with the British army, but due to political reasons the project was soon abandoned. (Israeli Defence Forces)
Years later, drawing on lessons from the 1973 Yom Kippur War, Israel Tal led a development team to begin work on the Merkava MK-I project. By 1974 the first designs and prototypes were ready and by the end of 1978 the IDF began to train its forces in the new tank. The design team took into consideration the special Israeli battlefield characteristics and designed the Merkava MK-I accordingly.
The Merkava first saw action in the 1982 Lebanon War. After the war, many necessary changes and improvements to the design were noted and implemented with the release of the Merkava MK-II in 1983. The new Merkava MK-II was optimized for urban warfare and low intensity-warfare and included many updates to the armor, the sensors and to the firing-system. The machine guns could now be fired remotely, allowing the crew to remain safely inside the tank. A new Israeli-developed transmission system and increased fuel storage gave the Merkava MK-II greater range and better maneuverability.
The designers of the Merkava envisioned the Merkava platform to be continuously developed based on lessons and feedback from the crews using it, rather than a slow and linear operational testing process; so just a few years after the Merkava MK-II saw the light of day the next upgrade in form of the Merkava MK-III was released. The Merkava MK-III went through a series of more dramatic updates such as a redesign of the turret system, allowing it to move independently from the chassis, so it can track targets regardless of the tank’s movement. The armor system was redesigned for rapid repair and replacement in the field, and for easy upgrading as newer materials become available. Many of these improvements were based on lessons learned through combat experience in Lebanon and Gaza, and as a result the IDF decided to gradually switch to an armored force entirely based on Merkavas.
The Merkava MK-III underwent several generations of upgrades adding more and more features to this great tank. Many of the features that were added over time were actually prototypes that would later be used in the latest model of the Merkava family – the Merkava MK-IV.
The Merkava MK-IV, introduced in 2004, is the most modern update to the Merkava platform and includes an upgraded fire control system with the ability to defend against attack helicopters, a digital battlefield management system and an unprecedented suspension and track system that allows it to move in even the harshest terrains that would force any other tank to its knees. All Merkava MK-IVs are equipped with the Trophy missile-defense system, making this incredible tank a nearly indestructible battle platform.
In 2005, the IDF achieved its initial goal to have an armored corps entirely composed of Merkava battle tanks. The Merkava main battle tank proved its outstanding abilities in countless missions and battles and claimed its rightful place among the best tanks of the world.

The Israel Annual Conference on Aerospace Sciences is held every year by the Israel society of aerospace sciences. Lectures are given by world leading experts and representatives from the Israeli defense and Hi-Tech industries, the Israel Air Force, and leading Israeli academic institutions.
This year's conference will be held on February 29th at Dan Panorama Hotel in Tel Aviv and on March 1st at the Technion Campus in Haifa. New aeronautical, commercial and military aviation state-of-the-art technologies will be presented by first-class experts from various countries. Chair of the program committee is Gila Ghilai from IAI.
Optimization of prop-rotor design for V/STOL electrically powered UAS is one of the subjects that will be presented by IAI's experts. A prop-rotor design method for an electric propulsion system will be explained in details. The design was adapted for IAI Panther UAS, powered by three electrical engines. The Panther is designed for vertical take-off and landing like a helicopter, and level straight flight as a fixed-wing aircraft.
Prop-rotor design problem involves a compromise between two different flight conditions: hover and cruise. This drives the designer to use multidisciplinary design optimization methods. The design framework is based on ESTECO modeFrontier® design environment. The process formulation refers to a multi-goal design problem with several design constraints.
Among other subjects to be presented by IAI's experts are: missile guidance, structural integrity of aircraft, recent innovations in IAI's new business jet program, specialized airframe technology for UAS and civil applications for UAS and Maritime UAS.

14:39 GMT, February 28, 2012 On Sunday (February 28), the Israeli Air Force's (IAF) unit for cooperation held a seminar at the Palmahim airbase for officers in courses to become brigade and battalion commanders.
The seminar, which was attended by dozens of officers, focused on deepening cooperation at high level commands and sharpening the common language between blue and green corps.
The day opened with commander of the IAF, Maj. Gen. Ido Nechushtan, speaking about cooperation between the arms. The various cooperative efforts between the two branches were covered in depth, ranging from battle formations to the use of unmanned aerial vehicles (UAVs) and attack helicopters.
"The main goal of the seminar is to improve the level of cooperation with the Air Force, which already stands at a good level, and with proper preparation and maintain an emphasis on the issues, we can cooperate further," said the operations officer from the Southern GOC, Guy Bitton, who will soon be appointed Sagi brigade commander.
"This is an important opening salvo. Any future commander here today will be committed to implement the lessons learned here today. We are here to share our needs, wants, and expectations from each other and this is an essential step," said Lt. Col. Bitton, who commended the close cooperation between air and land forces during the terrorist attack north of Eilat last August. "The challenge is that if we encounter another attack, the Air Force's activation will be more effective and can work well with our brigade, and these are the primary conclusions we reached today."
