Next year Boeing, a top United States aircraft manufacturer, will deliver the first of four spy planes it is building for the Turkish Air Force in Turkey's long-delayed multibillion-dollar Airborne Early Warning and Control aircraft program, a senior company official said Thursday.
"We're looking forward to the first delivery toward the end of next year," said Mark Ellis, director at Boeing for Turkey's Peace Eagle aircraft program at a briefing at the Turkish Aerospace Industries plant near Ankara. The remaining three planes are expected to enter service in 2013.
In 2003, Turkey's Undersecretariat for Defense Industries, the procurement agency, ordered from the Chicago-based Boeing four 737-700 planes for the aircraft program, a ground radar, and control systems plus ground control segments for mission crew training, mission support and maintenance support.
The contract was for $1.6 billion. The original contract contained an option for two more aircraft but both Turkish and Boeing officials said there was no indication that Ankara would buy the two additional aircraft.
In 2007 when the first plane was scheduled to arrive, U.S. and Turkish officials said software production and integration problems were delaying the deliveries in a major way. Boeing officials said at the time the development had been tougher than expected.
Turkey's contract came one year after Australia signed a similar deal for six 737-700s and related systems. Australia's program also faced similar delays, but eventually Boeing delivered four aircraft and has begun training Royal Australian Air Force maintainers as part of the contract. This paved the way for the removal of the problems in the Turkish program.
South Korea also is in a process to buy the same type of aircraft.
Turkey plans to use the spy planes for national defense and for NATO-related missions.
The program, based on Boeing's popular 737-700 civilian aircraft, will come with Northrop Grumman's MESA electronically scanned array radar, an all-weather, 360-degree air and maritime mode system.
An airborne early warning system is a radar carried by an aircraft designed to detect other planes. Used at high altitude, the radar allows the operator to distinguish between friendly and hostile aircraft hundreds of miles away. Early warning aircraft are used offensively to direct fighters to their target locations and defensively to counter attacks

La Turquie par contre, est capable de mettre en opération un GAN du haut niveau ... ca il faut l'avouer, mais ca viendra du jour au lendemain, il faut des années et des années pour la maitrise de ces moyens !
un PA n'a jamais était un signe de superpuissance régionale, sinon son coût n'aura pas de légitimité ... un PA est un outil de projection de force loin de ses frontières, et un Outil diplomatique de taille !

Turkey’s utility helicopter program has been designed for maximum local industry contribution. As a result Turkish Aerospace Industries, or TAI, the programs’ prime contractor, and other Turkish companies will manufacture 50 percent of the platform in financial terms. For long a time the United States defense giants have failed to win a lucrative Turkish contract in the face of competition from European and non-European rivals, but the spell was broken last week when Sikorsky Aircraft, a top US helicopter maker, grabbed the job to lead the production of Turkey's next utility helicopter for the military.

Under the move by Turkey's top decision-making body on defense procurement last Thursday, Sikorsky Aircraft Corp., a United Technologies company, defeated Italy's AgustaWestland in a $3.5 billion competition to lead the joint manufacture of 109 T-70 platforms, a Turkish version of the company's S-70 Black Hawk International.

AgustaWestland is a subsidiary owned by the Italian conglomerate Finmeccanica, the closest defense partner for Turkey in recent years. It was competing with the TUHP-149, a proposed Turkish version for its newly developed AW-149.

Turkey has two methods of defense procurement from foreign sources. The first is single-source purchases through government-to-government agreements, and the second is commercial tenders that are international competitions where more than one foreign company is competing.

In the first method, the U.S. is still the largest supplier of Turkey's weapons systems. For example the U.S.’s Lockheed Martin will provide Turkey with 30 modern F-16 Block 50 fighter aircraft worth nearly $1.8 billion soon. Lockheed Martin is also modernizing most of Turkey's older F-16 jets.

In addition Turkey is taking part in the Lockheed Matin-led, multinational program for new-generation and stealth F-35 Joint Strike Fighter Lightning II fighter aircraft, and plans to buy around 100 aircrafts.

Commercial tenders

But in commercial tenders, U.S. companies have been failing against other foreign firms in the past 10 years. For example, in 2007 AgustaWestland won a multibillion-dollar Turkish tender to provide the Turkish Army with 51 T129 attack helicopters. Later the company grabbed another contract to make Turkey another nine T129s.

Also, U.S. companies, over the past 10 years, lost bids against Israeli firms to modernize the M-60 main battle tanks and to buy unmanned aerial vehicles. In addition, a South Korean company, Korean Aerospace Industries, won a Turkish tender for basic trainer aircraft, and an Italian company, Telespazio, topped U.S. rivals and won a Turkish contract to build a military satellite.

Turkey in recent years managed to locally design, develop and produce most of what it needed for its Land Forces and Navy by manufacturing armored vehicles and smaller vessels, and its new defense industry strategy calls for greater self-sufficiency in other fields, including some fixed-wing and rotating-wing aircraft.

Sikorsky is no stranger to the Turkish military. In the 1990s it sold more than 100 S-70 Black Hawk International helicopters in two batches. In 2006, it finalized a deal to sell 17 S-70B Seahawk naval warfare helicopters to the Turkish Navy. Recently it started deliveries, and in the face of a delay in deliveries, it accepted a Turkish request to provide an 18th S-70B free of charge.

Sikorsky Aircraft, based in Stratford, Connecticut, was founded in 1925 by aircraft engineer Igor Sikorsky, an American immigrant originally born in the Ukrainian capital of Kiev.

Disappointment

AgustaWestland said it was disappointed it had lost the latest utility helicopter competition to Sikorsky.

"Unfortunately Turkey’s decision was to opt for an old design of helicopter instead of leveraging on the fruitful collaboration and advantages achieved with the T129 program for attack helicopters," said Ugo Rossini, vice president head of AgustaWestland for Europe. "With that decision Turkey's aerospace industry has lost a unique opportunity to become a major player in the helicopter industry through the co-development of a new generation helicopter."

But Turkish procurement officials said Sikorsky Aircraft's financial and commercial cooperation package was better and more concrete, providing Turkey with benefits worth billions of dollars for the $3.5 billion utility helicopter program.

Now, whether the U.S. defense industry's comeback to the Turkish market will remain in place will mostly be up to who wins a new multibillion-dollar Turkish contract for long-range missile and air defense systems.

For that program the U.S. Raytheon-Lockheed Martin is offering its Patriot Advanced Capability-3 (PAC-3) systems, and is in competition with the Italian-French MBDA, Europe's largest missile maker competing with Aster 30 SAMP/T, and Russian and Chinese rivals.

Most defense experts here suggest that the Chinese and Russian options are not compatible with NATO systems, so the actual competition will take place between the PAC-3 and SAMP/T systems.

In addition, the U.S. so far has not accepted a Turkish request made more than two years ago for the purchase of MQ-9 Reaper armed drones. "It will remain to be seen whether the positive climate between the U.S. and Turkey created by Turkey's selection of Sikorsky Aircraft will extend to cover the sale of Reapers," said one defense analyst.

Je viens de relire ce qu'il a dit exactement. En faite il répondait à une question d' un journaliste qui lui demandait si la Turquie pouvait se doter d'un PA dans le cadre de sa montée en puissance régionale.

Il a dit que suite aux derniers travaux de construction de bateaux nationaux, la Turquie avait acquis énormément d' expérience et de savoir faire et que dans le cas où il fallait construire un porte avion, la Turquie en serait tout à fait capable avec des moyens nationaux.
Il a cependant rappelé qu'un PA c'était pas juste un PA mais toute une flotte comprenant 1 SM 2 destroyers, etc, etc, + le ravitaillement + 40 avions et entre 1000 à 5000 personnels formés....

Sous entendus bien trop cher pour un besoin qu'on a pas...

US approves Saudi cargo plane sale to Turkey



The United States has approved the sale to Turkey by Saudi Arabia of six U.S.-made C-130E military cargo planes, senior Turkish and U.S. officials said late Monday.
Turkey struck a deal last summer with Saudi Arabia to purchase the six older cargo planes.
The U.S. approval in late April comes at a time when two transport aircraft programs Turkey is involved in are faltering or facing major delays.
One procurement official told the Hürriyet Daily News that the planes were being purchased at a very reasonable price, but declined to specify a figure. An industry source suggested the unit price was less than $10 million.
The permission of the United States, the original manufacturer of the planes, was needed. “We weren’t expecting any major problems on this, and everything worked out well. We’re happy about this,” the procurement official said.
The planes are expected to arrive in Turkey later this year. The Turkish Air Force already is flying the older C-130B and C-130E models of the C-130 family, acquired from the United States decades ago.
As a member of the pan-European Airbus A400 consortium, Turkey has been planning to buy 10 A400M cargo planes, but the program has been facing major delays.
On the local C-130 upgrade front, Turkey’s efforts to achieve the avionic modernization of the Air Force’s 13 planes also have faced delays.
Currently, the Turkish Air Force also has 19 older European-made C-160s, which originally were planned to eventually be replaced by the A400.
In addition, the Turkish military is operating about 50 CN-235 light transport aircraft Turkish Aerospace Industry, or TAI, had co-produced with Spain’s CASA in the 1980s and 1990s

Boeing slips Turkish AEW&C delivery, but nears Chinook deal

Boeing has again slipped its delivery schedule for the Turkish air force's 737-based airborne early warning and control system aircraft, with the first example now due to be handed over by the end of 2012.

Confirming the fresh delay to the Peace Eagle project at the IDEF show in Istanbul, Greg Pepin, vice-president of Boeing Turkey, said: "We want to reach 100% of the Turkish air force's needs. We are late but focus on the needs of the air force."

Boeing is still in talks with Turkey's undersecretary of defence industries (SSM) about penalties linked to the late delivery of the AEW&C fleet. The company has not given "any extra invoice to the project" with the new slip, Pepin said.

Turkey's first aircraft is in Seattle, Washington, with the other three at a Turkish Aerospace Industries site in Ankara. One will be delivered in late 2012, with the remainder to follow in 2013.

Meanwhile, Pepin said Boeing and the SSM are discussing the details of a proposed sale of 10 CH-47F Chinook transport helicopters.

"In a few weeks, the contract will be signed," he said. "The first delivery will be after 36 months."

Ankara had previously requested a possible 14-aircraft CH-47F deal via the US Defense Security Cooperation Agency worth a potential $1.2 billion.

Turkey signs up as Talarion partner

Turkish Aerospace Industries has signed a memorandum of understanding with EADS company Cassidian to become a part of its Talarion unmanned air system project.

Ankara has long been interested in participating in the European programme for a next-generation medium-altitude, long-endurance UAS, and its undersecretary of defence industries has now agreed to make a significant investment in the prototype phase. A team of Turkish companies led by TAI will participate in the effort, it was announced during the IDEF exhibition in Istanbul.

"Cassidian is very pleased and honoured to welcome TAI as part of the Talarion team," said Cassidian Air Systems chief executive Bernhard Gerwert. "With this industrial commitment we strongly believe that the potential customers will decide soon to support this unique product."

Talarion has been proposed to fulfil the future intelligence, surveillance and reconnaissance requirements of France, Germany and Spain, with Turkey long cited as a potential additional partner. The system is designed to meet a range of military and civilian mission requirements, including border protection and anti-piracy tasks to be flown in civil airspace.

"We look forward to the progress of this programme, which offers the highest performance of its class, incorporating the most modern modular sensor suite and data links," said TAI general manager Muharrem Dortkasli.

Cassidian earlier this year requested an investment of €300 million ($424 million) to build a prototype of its Talarion system. With first flight scheduled for 2014, the company has established a so-called "plateau" phase, which currently involves around 160 engineers from main suppliers in France, Germany, Spain and Turkey.

Pratt & Whitney gives Turkish firm more F135 work

Kale Group and Pratt & Whitney have started a construction programme in Izmir ahead of the production of F135 engine parts for the Lockheed Martin F-35 in Turkey.

To be opened by the end of 2012, the new factory will employ 700 people within a five-year period.

"The F-35 is a great opportunity for Turkey to develop its aerospace industry," said Kale Aero general manager Ilhan Ozaydin. The company will focus on the production of titanium components under the deal with P&W, he said.

Separately, Dutch firm Fokker Elmo is also investing in a factory in Izmir, to support the production of launchers for the Lockheed Patriot air-defence system.

"If Turkey will choose the Patriot, we can transfer the launcher production to Turkey," said Fokker Elmo marketing and sales manager Rico Engelman.

TAI's Anka UAS attracts foreign interest

Turkish Aerospace Industries used the IDEF show in Istanbul to deliver updates on a number of its unmanned air system programmes. The company exhibited its Anka/Phoenix medium-altitude, long-endurance design and also displayed its Sivrisinek/Mosquito unmanned helicopter for the first time in public. Both systems are currently in flight test.

Referring to the Anka, TAI general manager Muharrem Dorktasli said: "We have begun the second prototype's test flights. The schedule is going on time." The company will build a total of five prototypes, with Dorktasli saying the first is planned for delivery next year.
Equipped with a forward-looking infrared sensor provided by Turkish company Aselsan, the Anka has already attracted international interest, with TAI talking to some countries in the Middle East about possible future sales.

First flown earlier this year and developed using company funds, the vertical take-off and landing Mosquito (above) is being pitched initially to a domestic customer. "There is a market for an unmanned helicopter," Dorktasli said. "The Turkish army has a close interest and negotiations will start soon."

Turkey's bid to acquire long-range missile and air defense is triggering hot debates as the NATO member country includes Chinese and Russian options on the list of probable buyers. Western experts insist the Russian and the Chinese systems are not compatible with NATO systems

Chinese and Russian companies eyeing Turkey’s multibillion-dollar program to acquire long-range missile and air defense will not be excluded from the contest despite Western criticism, Turkey’s procurement chief has said.

Western critics have claimed that the selection of either the Chinese or the Russian firm could compromise NATO’s intelligence and security procedures.

“The two systems [Russian and Chinese ones] will stay among our options; there’s no need to exclude them,” Murad Bayar, the head of the Undersecretariat for Defense Industries, Turkey’s procurement agency, told the Hürriyet Daily News.

Turkey’s choice on this large program is expected to be announced late this year or early next year. Bayar said Turkey would probably not issue a short list before its final decision is made.

One of the competing companies in the ongoing contest for Turkey’s national contract is the U.S. partnership between Raytheon and Lockheed Martin, with their Patriot Advanced Capability-3, or PAC-3, systems. Russia’s Rosoboronexport is marketing the S300 and S400 while China Precision Machinery Export-Import Corp., or CPMIEC, is offering its HQ-9. The Italian-French Eurosam, maker of the SAMP/T Aster 30, is also trying to market its product.

Some Western experts say that since the Russian and the Chinese systems are not compatible with NATO systems, their victory could provide them with access to classified NATO information, and as a result may endanger the alliance’s procedures.

“If, say, the Chinese win the competition, their systems will be in interaction, directly or indirectly, with NATO’s intelligence systems, and this may lead to the leak of critical NATO information to the Chinese, albeit inadvertently. So this is dangerous,” one Western expert said.

“There are technical ways to prevent the Chinese and the Russians from getting access to NATO information, but this would drastically raise the price,” the expert said. “One explanation is that Turkey itself doesn’t plan to select the Chinese or Russian alternatives, but is still retaining them among the options to put pressure on the Americans and the Europeans to curb their prices.”

Turkish and NATO systems

Turkey’s long-range air and missile defense systems program, T-Loramids, has been designed to counter both enemy aircraft and missiles.

Separately, under a NATO plan approved during a summit meeting in Lisbon in November, the Western alliance will create a collective defense system against potential incoming ballistic missiles from rogue countries. Ankara agreed to the decision only after NATO accepted a Turkish request that Iran or other countries would not be specifically mentioned as potential sources of threat.

NATO now seeks to deploy special X-band radars in Turkish territory for early detection of missiles launched from the region.

Ideally, in the event of such a launch, U.S.-made SM-3 interceptors – based on U.S. Aegis destroyers to be deployed in the eastern Mediterranean and possibly in Romania – would then be fired to hit the incoming missile mid-flight.

Turkey’s national air defense system will be independent and separate from the NATO missile shield. But since both systems are, by nature, anti-ballistic missile schemes and both are supposed to protect Turkish soil, they will have to be integrated in some way.

The United States and some of its Western partners are opposed to the integration of any Russian or Chinese system into the NATO missile shield. “American officials already have said that non-NATO elements would cause serious interoperability problems,” said one Turkish diplomat.

The governments of the competing companies are also involved in a diplomatic campaign to woo Turkey.

According to a release of highly classified U.S. diplomatic correspondences by the whistleblower website WikiLeaks, U.S. Defense Secretary Robert Gates has lobbied Turkish counterparts to select the U.S.-built PAC-3.

In a Feb. 16, 2010, cable sent to Washington by then-U.S. Ambassador to Ankara James Jeffrey, Gates was quoted as saying “nothing can compete with the PAC-3 when it comes to capabilities.”

..mais penses y un peu,aux changements des 24 derniers mois,accrochage avec israel,desaccords répetés avec USA,rapprochement avec l´Iran,Russie et autres qui ont agacé etc...tu sais que bcp d´ "experts" US et autre europeens ont deja soulevé des question sur l´Otanisation de la Turquie encore dans la lumiere de ces changements et leurs inquietudes pour les interets de l´occident avec un allié qui devient difficile

InternationalTurkey's Hurkus trainer to fly next year

Turkish Aerospace Industries plans to conduct the first flight with its Hurkus ("Free Bird") turboprop trainer in August 2012.

Launched four years ago and sponsored by Turkey's undersecretary of defence industries, the Hurkus programme will deliver three models, ranging from a primary military and civilian trainer to a light attack aircraft.

Powered by a Pratt & Whitney Canada PT6 engine, the aircraft is planned to have a top speed of more than 250kt (462km/h), and to be capable of performing manoeuvres between +7g and -3.5g.


The first Hurkus A will be manufactured by the end of this year, said TAI, with more than 1,800 of the required 3,300 parts already produced.

After securing certification from the European Aviation Safety Agency and the Turkish Civil Aviation Authority, the company aims to start deliveries by 2014. The Turkish air and land forces have both expressed interest in the project.

La Turquie joue trop au malin,et c'est pas bon..

Pour un pays se portant candidat a l'UE,membre de l'OTAN,il ne faut pas trop se familiariser avec la chine ou russie,et faire gaffe avec l'iran et israel.

Faudra pas s'ettoner si F35 downgrade, refus de certains armement...Pourtant avec une aviation constitué de 250 F16 vous risquez de vous retrouver avec des FC1/J11/et autre Mig ou Soukhoi...Au cas ou les dirigeants turcs decident de accentué les mauvais rapport avec l'occident au profit de l'iran,chine,russie.

Mais bon je pense qu'ils sont conscient de ce qu'il font et c'est juste histoire de mettre pression aux occidentaux pour leur montrer que le turquie peut se debrouiller autrement.

Turkey’s first active laser-guided missile, the “Cirit,” has been receiving attention from other countries as well, Turkish executives have told the Anatolia news agency.
As successful tests continue, foreign armies have started showing interest in the air-to-ground weapon. Turkish officials expect a high volume of foreign sales after the missile meets domestic needs.
Used by “Atak” helicopters against ground targets, the Cirit performs well on light-armored targets. The missile uses a multipurpose warhead and an electromechanical control propulsion system.
Designed by Turkish company Roketsan, the Cirit is poised to become “the most effective weapon” of Turkish T129 assault helicopters, the agency reported, noting that the missile represents an important stage in domestic missile technology.
The missile can use two alternative warheads: The first is used to pierce armor or start a fire and also has a shrapnel effect, while the second only has a magnified shrapnel effect.
As of this year, the Cirit is ready for serial production, Anatolia reported. The missile has a range of eight kilometers, and will be installed in T129 helicopters that will be jointly produced by Turkey’s Tusaş and Italy’s AgustaWestland.
Roketsan was established in 1988 by a decision of the Defense Industry Executive Committee. More than 35 percent of the company belongs to the Turkish Armed Forces Foundation, while state lender Vakıfbank has a 10 percent stake.

Aujourd'hui la turkish air force a recu son premier des 30 f 16 blok 50+.ces avions sont produites sous licence dans les usines de TAI
