BAE Systems Seeks to Jointly Develop a Naval Capability with Turkey
Concept of a Type 26 frigate for the Global Combat Ship programme.
Interview with Andrew Humphreys, BAE Systems’ VP for Southern Europe
09:54 GMT, November 11, 2011 BAE Systems has had a presence in Turkey for nearly 20 years. Its technological activities in Turkey including the production of naval radars, naval gun systems, torpedoes and mission systems. Mr Andrew Humphreys, Vice President, Southern Europe for BAE Systems Group Business Development (GBD), informed Defence Turkey (DT), a media partner of defpro.com, about the company’s capabilities, its strategy on cooperation in Turkey and upcoming opportunities of cooperation with the Turkey Armed Forces and Turkish defence industry.
DT: In terms of production, investment, export and international projects, how could you evaluate the improvements in figures in 2010? How do you assess BAE Systems’ position in 2011 and what are the company’s targets for 2011?
Andrew Humphreys: BAE Systems is a global defence and security company with approximately 100,000 employees worldwide. The company delivers a full range of products and services for air, land and naval forces, as well as advanced electronics, security, information technology solutions and support services. In 2010 BAE Systems reported sales of £22.4 billion (US$ 34.6 billion).
The company is performing to plan in 2011 and one of the areas we are focusing on is how the business can enhance its international operations.
DT: BAE Systems made sound achievements in Turkey. Within this context, how do you assess the activities, performed over the years?
Humphreys: BAE Systems has had a presence in Turkey for approaching 20 years and we have a corporate office in Ankara. The company has a significant installed base in Turkey including: Naval Radars, Naval Gun Systems, Torpedoes and Mission Systems. In partnership through joint venture companies we also have Rapier Vehicles and the Rapier GBAD system.
We are keen to extend this by establishing partnerships and assisting in Turkey’s goal of becoming the world's 10th largest economy by 2023 and a net exporter of state-of-the-art defence equipment.
DT: It is well known that the Type 26 programme, referred to as Global Combat System (Ship), can be new opportunity for cooperation between UK and Turkey. Could you please inform us about this programme and BAE Systems’ contribution? What kind of collaboration is offered to Turkey?
Humphreys: The UK is very keen to establish a partnership with Turkey to jointly develop a naval capability. There are ongoing discussions at government, naval and industry levels to explore such possibilities.
One area we hope could provide an opportunity to work together is the Global Combat Ship (GCS) programme. Within this framework the aim would be to deliver warships designed to meet the demands of the maritime environment into the middle of the 21st century and beyond.
Such warships would be based on a core platform, developed by the partners, which can be tailored for specific equipment and systems integration to meet future customer requirements.
Such a venture would involve ships built in Turkey, with economies of scale created from a shared design and procurement process to reduce costs and deliver substantial through-life savings in training, maintenance and support programmes.
So, in summary, it is a highly collaborative programme with significant mutual benefits. The programme is in its initial stages and we very much hope that the UK and Turkey will choose to become international partners in the naval sector.
DT: Turkey’s FNSS Savunma Sistemleri (FNSS) has strengthened its position in global markets. How do you assess its activities?
Humphreys: I have been fortunate to visit FNSS’s Ankara operations on several occasions. Anybody visiting Gölbasi cannot help but be impressed with the capability and drive of the management team there.
We and the Turkish defence industry are truly proud of what FNSS has achieved. The agreement with the Malaysian government for the new 8x8 PARS armoured vehicle is a landmark for Turkish defence exports.
When I was last at FNSS the team demonstrated the Mobile Amphibious Assault Bridge, which I have to say is a very impressive example of skilled engineering technology.
DT: BAE Systems already has a strong track record of collaboration with Turkey through FNSS. Will a similar joint venture with a Turkish Company be considered in the maritime and naval business?
Humphreys: FNSS is a highly successful company and BAE Systems is proud to be the minority partner in that venture. It is a business model that has benefitted the Turkish defence industry.
It may be that such a model is equally applicable to other sectors of defence, for example, naval and air. However, at the moment we are keeping an open mind and really focusing on what Turkey’s needs are and how we can best support these.
DT: BAE has cooperated with Turkish companies in the past and is presently doing so. Could you please provide more information about your partnerships with Turkish defence industry?
Humphreys: As you say, through FNSS, we have a successful track record of partnering with the Turkish defence industry. At IDEF we announced an intention to hopefully partner with other Turkish defence companies.
It is too early to detail specifics. What I can say is that we are having positive discussions with interested parties. What I have learnt, from over 20 years’ working in the global defence industry, is that these things do not happen overnight.
DT: Could Turkey and Turkish defence industry be considered a strategic partner for 3rd markets exports?
Humphreys: Definitely, yes. Turkey is a key player in the global defence industry.
A cornerstone of any partnership we would aim to establish in Turkey is to address not only domestic needs but also how, through cooperation, we can jointly address third party markets. The success of FNSS in securing international business is an excellent example of this.

US Congress approves gunship sale to Turkey
U.S. Congress formally approved the sale to the Turkish Army of three U.S.-made AH-1W attack helicopters from the U.S. Marine Corps inventory.
The Defense Security Cooperation Agency (DSCA), the Pentagon’s arms-selling body, on Oct. 28 notified Congress of its intention to sell three AH-1W Super Cobra gunships, made by the U.S. Bell Helicopter Textron, to Turkey, whose Army uses these gunships effectively against the outlawed Kurdistan Workers’ Party (PKK), which has been waging a violent campaign in the country’s southeast.
In the event of no opposition from the Senate, Congress’ upper chamber, arms sales to NATO partners become automatic in 15 days. The deadline was Nov. 12 for the Super Cobra deal and it passed without a Senate veto.
Before notifying Congress officially, the DSCA makes informal pre-consultations in the Senate to see if any senators plan to veto an arms deal. It notifies Congress of a planned sale only after it becomes almost certain that the deal will face no obstacles.
Some members of the U.S. House of Representatives, Congress’ lower chamber, have voiced opposition to the Turkish deal, but representatives do not have the veto power of senators.
The deal is worth $111 million and three helicopters are expected to be sent to Turkey in the next few months and be ready for combat before the summer, when the PKK usually launches its attacks.
Turkey had acquired 10 such helicopters in the 1990s, but only six remain operational.
In recent years Ankara has been asking Washington to transfer more AH-1Ws, but the United States rejected earlier Turkish requests, saying its Marine Corps was using all 170 AH-1Ws in the Afghanistan war.
But this time a positive U.S. response was prompted by Ankara’s decision last month to host an X-band radar on its soil as part of a planned NATO shield system to counter potential ballistic missile attacks from rogue states. The U.S. administration proposed the sale from its Marines’ present inventory.
Toward the end of next year, Italy’s AgustaWestland, which has a multibillion-dollar contract for joint production of 50 T-129 attack helicopters with Turkish Aerospace Industries, is expected to begin deliveries to the Turkish Army.

Predators complete test flight as Turkey produces more UAVs
US-deployed Predator drones at İncirlik Air Base in southern Turkey, which will be used as part of Turkey’s fight against the terrorist Kurdistan Workers’ Party (PKK), completed their first test flights on Tuesday, at a time when Turkey is increasing its domestic production of homemade drones.
Two of the four Predators drones deployed on Nov. 14 at İncirlik Air base made their first test flights in Adana. The lift-off operation was carried out by the American staff of the Ground Control Unit at the base. The Predators were controlled by a center based in Nevada in the US during the whole flight. Images of the flight will be delivered to US military quarters in Ankara after initially being sent to the US.
12 new UAVs to be used in the fight against PKK terrorism
The UAVs are important in Turkey’s intensified fight against the PKK, which has stepped up its terrorist attacks against Turkish security forces, civilians and businesses in southeastern Turkey over the past six months. Turkey took an important step in its counterterrorism efforts with the intensification of the use of drones, including starting to manufacture drones domestically; 168 drones produced domestically are used by the Turkish Armed Forces (TSK) for surveillance activities.
The Turkish Kale Kalıp-Baykar joint venture, which won a contract to produce 12 UAVs from the Undersecretariat for the Defense Industry (SSM), has already completed production of the first drone. The TSK will start to employ this first UAV next week.
The vehicle, called Çaldıran, has capacities superior to other domestically manufactured UAVs currently in use by the TSK. Çaldıran has a firing range of 1,200 kilometers, can fly at an altitude of 22,000 feet, can stay in the air for 12 hours, has a nine-foot wingspan and has thermal cameras with advanced viewing capacity for night and day. The 11 remaining intelligence gathering vehicles will be delivered to the TSK in the next two years. The total cost of the contract is $24 million, TSK sources told Zaman.
Other UAVs previously produced by the same industrial group, which have a firing range of 15 kilometers and flying speed of 55 knots-per-hour, collect intelligence in southeastern Turkey at the moment.
Another domestic UAV, developed by Turkish Aerospace Industries (TAI), the Anka, will be used in operations against the PKK to locate terrorists and be ready to use in early 2012. With a 56-foot wingspan, the ability to fly at a speed of 75 knots-per-hour and capable of reaching an altitude of 30,000 feet (9,144 meters), the drone is expected to spy mostly on PKK militants who enter Turkey from bases in northern Iraq. The Anka is expected to replace Israeli-made Heron UAVs.
Israel sends technical staff for renovation of Heron UAVs
In a related development, Israel recently sent technical staff for the renovation of Heron unmanned air vehicles (UAV), which were sent by Israel last year, as a step to ease strained Israeli-Turkish relations since the Mavi Marmara crisis, which occurred after Israel refuse to apologize after its 2010 raid on the Turkish-owned aid ship in international waters, which resulted in the deaths of eight Turks and a Turkish-American.
Turkey purchased 10 Herons from Israel in a 2004 tender at a cost of about $183 million. Turkey has been using Israeli-made Heron drones in its fight against the PKK. However, the Herons received were not able to reach the altitudes indicated in the contract, and five of the Herons had engine-related problems. These five and at least two others that had other problems were sent to Israel for repair. However, there were significant delays in their return. In September, Prime Minister Recep Tayyip Erdoğan publicly complained about these delays. This, intelligence sources say, worked to speed up the delivery process, as Israel has recently returned all of the Herons. Israeli technical personnel in charge of renovating the craft left Turkey due to security reasons, following the diplomatic crisis between Turkey and Israel in September.
A technical team sent by Israel is now in Batman province of southeastern Turkey where Israeli-made Herons were deployed.
