Les chantiers navals russes livreront 17 navires en 2011



En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.

"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

La Russie pourrait se retirer du Traité russo-américain de réduction des armes stratégiques (START), suite aux récentes évolutions autour du bouclier antimissile de l'Otan en Europe, a déclaré mercredi le président russe Dmitri Medvedev.

Russia postpones Bulava missile test


The test launch of Russia's Bulava ballistic missile has been postponed until a later date, a source in the Defense Ministry said on Monday.

November 28 was the planned launch date from the Yury Dolgoruky nuclear-powered submarine. It was supposed to be a two-missile salvo launch and an important phase in testing before the Bulava is put in service with the Russian Navy.

“The salvo launch of the Bulava has been moved to a later date which has not been determined yet,” the source said, adding that the postponement was due to “unfavorable weather conditions in the White Sea.”

The planned test would have been the fourth this year and the 18th overall. Despite several previous failures, officially blamed on manufacturing faults, the Russian military has insisted that the Bulava will be the main armament of the next generation of strategic submarines.

The Bulava (SS-NX-30) submarine-launched ballistic missile carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The three-stage missile is designed for deployment on Borey-class nuclear submarines.

Russie: le radar de Kaliningrad capable de contrôler 500 cibles (Défense)

Le radar mis en service opérationnel ce mardi dans la région de Kaliningrad, sera capable de contrôler jusqu'à 500 cibles dans un rayon de 6.000 km, a annoncé le ministre russe de la Défense Alexandre Serdioukov à Dounaïevo, dans la région de Kaliningrad.

"Le radar aura une portée d'environ 6.000 kilomètres et pourra contrôler simultanément jusqu'à 500 cibles", a indiqué M.Serdioukov lors d'une réunion du commandement des Forces armées russes présidée par le chef suprême des armées Dmitri Medvedev.

Le radar de Kaliningrad contribuera au développement du nouveau système de défense aérospatiale, qui sera pleinement opérationnel à partir du 1er décembre prochain, a ajouté le ministre.

Le radar "Voronej" de Kaliningrad est capable de contrôler l'ensemble de l'Europe et de l'Atlantique, selon le commandant des Troupes de défense aérospatiale Oleg Ostapenko.

Le radar peut être utilisé comme un élément du système de pré-alerte en cas d'une attaque de missiles, mais aussi comme un système de défense antimissile et antiaérienne. Selon les spécialistes, le radar "Voronej", qui utilise entre autres les ondes décimétriques, dépasse largement ses prédécesseurs, les stations "Dniepr" et "Darial" créées à l'époque soviétique, et ses performances peuvent être encore améliorées.

Le président russe Dmitri Medvedev a participé en personne à la cérémonie de mise en service du radar "Voronej-DM" de Kaliningrad. Il a espéré que les partenaires occidentaux de la Russie considéreraient cette mesure comme la première preuve attestant que Moscou était prêt à donner une réponse adéquate à la menace que le bouclier antimissile américain en Europe représentait pour les forces nucléaires russes.

Le 23 novembre, le président Dmitri Medvedev avait dressé une liste des mesures à entreprendre en riposte à l'implantation d'un bouclier antimissile américain en Europe, dont le déploiement d'une station radar et de missiles de type Iskander dans la région de Kaliningrad.

Le Président du consortium russe des constructions navales OSK s'est rendu le 25 novembre dernier à Sevmash pour une visite de travail. A cette occasion, il a annoncé que le carnet de commandes des chantiers navals était rempli jusqu'en 2022.


"Un contrat sans précédent dans l'histoire de la Russie a été signé selon lequel Sevmash a reçu des commandes jusqu'en 2022" a annoncé Roman Trotsenko, Président d'OSK lors d'une conférence de presse donnée à Sevmash (Severodvinsk) en compagnie du directeur général des chantiers navals, Andreï Diatchkov. "Le plus important contrat (...) a été signé le 9 novembre de cette année en présence du chef du gouvernement Vladimir Poutine" a t'il ajouté avant de poursuivre : "Ce contrat porte sur la construction en série de sous-marins nucléaires à Sevmash. Ce contrat est sans précédent non seulement par son coût, mais également par les conditions de planification".



Le Président d'OSK et le DG de Sevmash peuvent en effet se réjouir : le 9 novembre dernier, Vladimir Poutine, arrivé à Severodvinsk accompagné du Ministre de la Défense Anatoli Serdioukov, a signé un chèque de $9,2 milliards (280 milliards de roubles) à l'ordre d'OSK pour les commandes d'armements d'Etat pour l'année 2011. Nous donnions ici il y a peu la ventilation des 280 milliards de roubles selon les projets. En voici un bref tour d'horizon avec des clichés récents :



Le Président d'OSK évoquait les sous-marins nucléaires : 164 milliards de roubles ont été alloués à la construction de 4 submersibles du Projet 885.1 Yasen-M (voir ci-dessous la première unité, le Severodvinsk à quai). Il s'agit du principal poste de dépense pour ce contrat.




39 milliards de roubles ont également été rajoutés concernant les submersibles du Projet 955A Boreï A (voir ci-dessous le K-550 Alexandre Nevski, second de la série des Boreï) :

Russia transfers Mistral’s first tranche to France


Rosoboronexport has officially transferred the first tranche for the construction of the Mistral-class assault landing ship's technical documentation to France-based DCNS.

The payment was for the ship's technical documentation although the tranche amount was not disclosed.

According to United Shipbuilding Corporation (USC) president Roman Trotsenko Russia will conduct 40% of the construction work for the first two ships.

Russia signed a €1.2bn deal with France for four Mistral-class landing ships, along with crew training and licences for equipment such as the SENIT-9 data transfer system, earlier this year.

Construction is expected to start in January 2012.

The French Mistral-class amphibious assault ship is capable of carrying 16 helicopters, four landing vessels, 70 armoured vehicles and 450 personnel

Russia to make own 'future soldier' gear in 3 years



Russia may develop a domestic version of 'future soldier' gear in the next three years, a high-ranking defense industry official said on Thursday.

“I think that an [Russian-made] infantry soldier system will appear in the next three years,” said Yury Borisov, first deputy chair of the Russian Military-Industrial Commission. “I believe that Russian arms makers are quite capable of creating ‘future soldier gear’ which can compete with any similar equipment in service with other armed forces around the world.”

Borisov said the Russian version would have a “reasonable” weight and consist of at least 10 modules to make it adaptable to different combat situations.

A typical infantry soldier system weighs less than 25 kilograms (55 lbs) and includes weapons, ammunition, combat clothing with body armor, a ballistic helmet, a portable computer and various communications equipment.

The Russian Defense Ministry said in February it was holding talks with France on the purchase of Felin advanced 'future soldier' equipment for “testing purposes.”

Some of the early 'future soldier' equipment was tested by the United States in the 2003 invasion of Iraq. Various versions are being introduced as standard infantry soldier gear in NATO member states and some other countries.

Russian Air Force to get 60 air defense systems in 2012



The Russian Air Force is planning to acquire about 60 new and modernized air defense systems in 2012, Air Force spokesman Col. Vladimir Drik said on Thursday.

“The new acquisitions include S-400 long-range air defense missile systems, Nebo-U radars and Pantsir-S1 short range missile/gun systems,” Drik said.

The Air Force will receive up to 10 Su-34 Fullback fighter-bombers, about 10 Su-25SM Frogfoot attack fighters, and an unspecified number of Su-35S Flanker-E multirole fighters.

The Su-35S is Russia’s advanced “Generation 4++” fighter.

New acquisitions will also include over 20 attack helicopters, such as the Mi-28N Night Hunter and the Ka-52 Alligator, as well as “highly modernized” Mi-35 Hind helicopters.

The Air Force will also receive about 30 Mi-8 transport and five Mi-26T heavy lift helicopters

Le chantier naval russe de Sevmach a lancé la construction d'un nouveau sous-marin nucléaire de classe Boreï A, a annoncé à RIA Novosti le PDG du chantier Andreï Diatchkov.

"Nous avons effectivement commencé la construction du quatrième sous-marin de classe Boreï, qui sera le premier navire de classe Boreï A", a déclaré le responsable.

Selon M.Diatchkov, le chantier a également entamé les travaux préparatoires à la construction des cinquième et sixième sous-marins de classe Boreï.

Le chantier Sevmach héberge actuellement trois sous-marins de classe Boreï à différentes stades de leur construction (Iouri Dolgorouki, Alexandre Nevski et Vladimir Monomakh). Le quatrième sous-marin, nommé officieusement Sviatitel Nikolaï (Nicolas de Myre), sera le premier navire de nouvelle classe Boreï A, dont les caractéristiques seront supérieures à celles de la classe Boreï.

Au total, Sevmach envisage de construire huit sous-marins de classes Boreï et Boreï A. Ces submersibles, dotés de missiles Boulava, constitueront le socle des forces navales nucléaires russes après 2018.

La Russie dépêche un patrouilleur en Méditerranée


Le patrouilleur russe Ladny de la flotte russe de la mer Noire a quitté dimanche le port de Sébastopol pour mettre le cap sur la Méditerranée, a annoncé le porte-parole de la Flotte russe de la mer Noire Viatcheslav Troukhatchev.

"Le Ladny a quitté Sébastopol et a mis le cap sur la Méditerranée. Le navire a pris le large un jour plus tôt que prévu en raison d'une mauvaise météo", a précisé Viatcheslav Troukhatchev.

Selon le porte-parole, le navire fera escale à Chypre, à Malte, en France et en Espagne. Une brigade autonome de fusiliers marins chargée de protéger le navire lors du passage des détroits de la mer Noire et lors des escales à l'étranger se trouve à bord du patrouilleur.

Fin novembre, le journal russe Izvestia a rapporté que le patrouilleur rejoindrait le porte-avions russe Admiral Kouznetsov et la frégate anti-sous-marine Admiral Tchabanenko. Les trois navires devraient arriver en Méditerranée par le détroit de Gibraltar et faire une escale dans le port syrien de Tartus au printemps 2012.

Une source au sein du ministère russe de la Défense a démenti ces informations. Selon la source, les navires participeraient à des exercices navals en Méditerranée sans faire d'escale en Syrie.

Depuis la mi-mars, la Syrie est secouée par un mouvement de contestation du régime en place. Selon l'Onu, la répression de la révolte y aurait déjà fait au moins 4.000 morts. Damas, qui fait état de 1.500 morts dont 1.100 policiers, affirme que le pays est en proie à des bandes armées financées depuis l'étranger.

16:39 GMT, December 7, 2011 On December 7, 2011, Anatoly Serdyukov, Russian Defence Minister, and Alexey Fedorov, President of JSC IRKUT Corporation, signed a contract on delivery of a batch of Yak-130 combat trainer aircraft. Under the contract, IRKUT Corporation will supply 55 Yak-130 aircraft to the Russian Air Force till 2015.

“As part of efforts to form a new image of the Russian armed forces, the Defence Ministry pays primary attention to equipping the army with state-of-the-art hardware and to enhancing its combat capability,” the Russian Defence Minister said. “The new Yak-130 aircraft will help improve pilots’ skills and to train them to be ready to fly new-generation combat aircraft to be mass purchased by the Defence Ministry.”

Alexey Fedorov underlined that signing the state contract on the Yak-130 is the event of great importance for the company. “I’m sure that we can provide timely delivery of high quality aircraft for the Russian Air Force”, declared the head of IRKUT Corporation.

Russian Armed Forces introduce new service branch for aerospace defense

07:20 GMT, December 5, 2011 Russia has organized an aerospace defense branch. The new service branch consolidates units, troops and systems that once worked separately to keep the skies above the country clear. The Aerospace Defense (ASD) system was organized at the direction of the Russian president and officially commenced on December 1.

“The first duty relief to be activated has taken responsibility for the missile attack warning system, anti-missile defense, air defense, space surveillance and satellite launch systems,” ASD spokesman Colonel Alexei Zolotukhin said on Thursday.

ALL THE WAY FROM GROUND TO SPACE

ASD is based on the space troops organization and consolidates the following sections:
• A missile attack warning system;
• A space surveillance system;
• A military space launch infrastructure;
• Air defense missile troops of the Air Force;
• The aerospace defense unified strategic command (earlier based on the Moscow missile defense system)

The branch is subdivided into three sections: the space command, the air and anti-missile defense command, and the Plesetsk military space center.

In this way, all available information on a possible aerospace attack and the control for engaging both ballistic and aerodynamic (aircraft and cruise missile) targets will be concentrated in one command system.

ASD troops now control all air defense radar stations, early warning radar systems and orbital intelligence systems (both ground- and satellite-based). Other facilities include S-300 aerospace defense brigades and Moscow’s anti-missile defense system equipped with silo-launched interceptors of intercontinental warheads.

HODGEPODGE INHERITANCE

The Aerospace Defense branch is another attempt to do something with the Soviet legacy in such interlinked areas as anti-missile defense, the country’s air defense, missile attack early warning systems, space surveillance, and military space infrastructure.

In fact, all these systems were established simultaneously and partly complemented one another. Many facilities to defend the Soviet Union from space were “unique and unmatched by anything else”: the response measures were designed with special technology and principles of combat application.

Now the operational philosophy of the armed forces has changed. One can criticize specific points but the general trend is simple: Russia is trying to live within its means by integrating its forces and using “all-purpose platforms.”

It has been specifically noted that existing systems still capable of being upgraded (A-135 anti-missile system of the Moscow industrial area) should be interfaced with new weapons and information systems to be aligned with the aerospace defense system in the coming years.

The question is how it will all be integrated in practice. It has often been argued, when testing automatic battle management facilities, that some or all systems should be integrated. Integration programs so far have entailed providing two monitor screens for one operator and thus displaying the combat situations from two different systems, not an automatic exchange of data between them.

The A-135 system is classified, but what is known about its predecessor - (A-35M) - makes one pause: developers of future synchronized mobile aerospace defense systems are facing challenging problems.

REAL AND CONTEMPLATED WEAPONS

Under the weapons procurement program until 2020, 56 battalions in the armed forces are to be equipped with S-400 air defense systems (four battalions have already received the equipment, another two to four will receive it by early 2012) and ten battalions will received S-500 systems (the program is in the first phase of its development).

The last system, it seems, will bear the main burden of anti-missile duties. According to military experts, the system will include a missile for the exo-atmospheric interception of ballistic targets. The S-500 system, according to plans, will be deployed after 2015.

By 2015, incidentally, the Mints Radio Engineering Institute (which has developed most of our early warning radar) promises to roll out a fully prefabricated radar unit called the Mars. It is a mobile version of the Voronezh radar system now being adopted in Russia’s missile attack early warning system. It is reasonable to assume that the two systems (the S-500 and the Mars) are being developed in tandem as a weapon and information means of anti-missile defense.

The tortuous progress in heavy systems development has already brought Russia’s air defense to a peculiar state. Unable to select a unified platform for the country’s, army and navy air defense systems in the 1970s, the ministry purchased all three and demanded “maximum unification” (which was achieved only nominally because of the different approaches to designs).

As a result, the army and air defenses are now facing a decision between two design-different but purpose-similar anti-aircraft systems. One is the S-400, which has succeeded the “anti-aircraft” S-300P, taught to intercept tactical ballistic missiles. And the other is the S-300VM/BMD Antei-2500, a derivative of the army’s S-300V missile hunter, which has been successful in hitting aerodynamic targets. The logic is forcing these two systems, for all their distinctions, to look increasingly alike.

Current plans, in this class, provide for only S-400s and Vityaz systems - the next generation of medium-range surface-to-air systems, which must supersede the earlier S-300Ps. No confirmed plans for the army’s heavy AD systems have been announced, with just a few hints that available S-300Vs will be upgraded to S-300V4s.

This shows that, on the one hand, Russia’s aerospace defense is only beginning to integrate its weapons systems. On the other, the overall amount set aside for rearmament (about 20 trillion rubles for the next ten years), as seen against the background of continued difficulties in the industry, often compels the military to make simple decisions: what to take and what to discard.

For the moment it is hard to say how much the Antei anti-ballistic technology will be needed for the development of the S-500. But, judging from decisions made public, the focus on the Antei-Almaz approach as a single platform in aerospace defenses is becoming increasingly obvious.

Russia completes testbed trials of the crucially new engine for non-nuclear submarines – air-independent propulsion plant - and prepares to construct an experimental prototype, reports RIA Novosti referring to Director General of Sevmash shipyard and Rubin Design Bureau Andrei Diachkov.

Earlier on, a high-ranking representative of Russian Navy Main HQ told to RIA Novosti that Russia was about to build submarines powered by radically new propulsion plant. At present, all Russian non-nuclear subs use diesel engines. "Rubin design bureau actively works on an air-independent propulsion plant with electrochemical generator. We've almost completed testbed trials and plan to show the project to Indian delegation this December", Diachkov said.

As for him, experts of Rubin bureau have proved that obtainment of hydrogen on board a sub was technically possible. "This would make possible to produce hydrogen on board a sub instead of storing it like Germans do", said the Rubin's director general.

Besides, he added that the prospective Russian air-independent propulsion plant would use standard diesel fuel and have no need of complicated servicing at base. "By the way, it has no motion parts, so acoustically is very advantageous", emphasized Diachkov.

As for him, to implement such large-scale project as development of air-independent propulsion plant, a federal target program should be founded. "Soon Rubin would construct an experimental prototype, and that is very cost-consuming. Another solution is to work in cooperation with other companies", noted Diachkov.

Russian Nakhimov frigate to undergo refit after 2012


Russia will begin the refit of its mothballed nuclear-powered frigate Admiral Nakhimov (former Kalinin) with advanced weaponry and electronics at the Sevmash shipyard, Russia.

Commissioned in 1988, the Nakhimov Kirov-class cruiser was mothballed in 1999 and has been reportedly undergoing a major overhaul at the Severodvinsk Shipyard since 2005.

RIA Novosti has quoted Sevmash general director Andrei Dyachkov as saying: "During the talks with the Russian Defence Ministry, we have concluded that it would be senseless to continue the repairs without determining the final variant of the modernisation, so the repair work has been suspended until after 2012."

The refit will include replacement of the frigate's main weaponry, the SS-N-19 Shipwreck missiles, with P-800 Yakhont (SS-N-26) anti-ship cruise missiles.

The cruiser will also be equipped with advanced air defence missile systems based on the land-based S-400 Triumf, and new point-defence systems.

The Russian Defense Ministry is also planning to refit the Admiral Lazarev and Admiral Ushakov missile cruisers by 2020 to leverage its combat strength.

The Kirov-class vessels, to be deployed with Russia's Northern and Pacific fleets, are designed to engage large surface targets and are equipped with 12 SA-N-6 Grumble launchers, two SA-N-4 Gecko missiles and SS-N-19 Shipwreck missiles.

non le Mig-29K ne viendra qu´apres retirement des SU-33 qu´on voit la,2 appareils de preserie ont ete commandés a Mig dont l´assemblage commence cette année,donc faut attendre leur evaluation ops pour apres,les livraisons serie pourraient commencer a partir de 2013.
