En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.

"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

Russian Warships to Get NATO Communications Equipment

Russian warships will be equipped with NATO navigation and communications systems to improve coordination in anti-piracy missions around the world, Chief of the Russian General Staff Nikolai Makarov said on Wednesday.

The issue has been discussed during a meeting of the NATO-Russia Council in Brussels.

“We decided to install standard NATO navigation and communications systems on our warships,” Makarov said.

NATO warships have been patrolling the pirate-infested waters off the Somali coast since 2008, as part of Operation Ocean Shield. NATO has recently extended its mission in the Gulf of Aden and adjacent areas until 2014.

Russia joined the international anti-piracy mission in the region in 2008. Russian warships have successfully escorted more than 130 commercial vessels from various countries since then.

Task forces from the Russian Navy, usually led by Udaloy class destroyers, operate in the area on a rotating basis.

A task force from Russia’s Northern Fleet, led by the Udaloy class destroyer Vice Admiral Kulakov, will arrive in the Gulf of Aden in the beginning of May to join the anti-piracy mission.

Russia Orders More S-300 SAM Missiles

The Russian Defense Ministry has resumed large-scale procurements of modernized S-300V surface-to-air missile systems, the manufacturer said on Saturday.

“The State Defense Order through 2020 provides for significant volumes of procurement of modernized S-300V air defense systems,” Almaz-Antei’s general director Vladislav Menshchikov said.

Almaz-Antei’s former design bureau chief Igor Ashurbeili previously said S-300 production for the needs of the Russian military had stopped and that there were only export contracts.

However, in early March the Defense Ministry signed a three-year deal with Almaz-Antei for delivery of S-300V4 air defense missile systems.

The S-300 system is a family of long-range air defense missile systems capable of engaging all types of airborne targets including UAVs, helicopters and planes, as well as ballistic and cruise missiles.

Technology transferred from Israel is helping Russia to design its first strike unmanned air system, with the design expected to be flown for the first time in 2014 carrying sensors and armament.

Russia approached Israel to assist in developing unmanned systems after its RSK MiG-29 fighters shot down Elbit Systems-made Hermes 450 air vehicles operated by the Georgian air force during the war between the countries in 2008.

Moscow first purchased two types of UAS made by Israel Aerospace Industries under a deal worth $50 million: the BirdEye 400 and the improved Searcher 2. It then finalised a deal for more-advanced systems, sources say, which also for the first time included the transfer of some supporting technologies.

Israeli sources say the deals signed so far have included only "basic technology used in small systems", but others claim the transfer has enabled Russian industry to make a "big leap" during the development of the new armed type.

Russia to Adopt New Liquid Heavy ICBM after 2022 - Expert

Russia will only be able to adopt a new 100-ton liquid-propellant intercontinental ballistic missile (ICBM) intended to penetrate the US missile defense system by 2022, the manufacturer said on Tuesday.

Russian military mentioned the possibility of the new ICBMs in 2009 but the official decision to launch development of the new silo-based missile designed to replace the Voyevoda R-36M2 Satan ICBM was only announced late last year.

“Statistics says it will take about ten years,” said Andrei Goryaev, deputy director of the Russian missile maker NPO Mashinostroyeniya.

He said it was hard to make any forecasts about the timeframe. “If the country has not done it for 30 years then difficulties are inevitable,” he said.

Strategic Missile Forces chief Lt. Gen. Sergei Karakayev said in December that Russia’s current solid-propellant ICBMs might be unable to penetrate U.S. missile defenses that the country is deploying in Europe to protect against possible attacks from ‘rogue states’ such as Iran and North Korea.

Russia has expressed concerns that the U.S. missile shield might threaten its national security.

Presently, Russia's Strategic Missile Forces reportedly have over 400 ICBMs, including 171 Topol (SS-25), 70 Topol-M (SS-27), and three RS-24 Yars missiles.

La Russie pourrait acheter à l'Italie une licence permettant de construire des chars d'assaut Centauro, a annoncé samedi à RIA Novosti un représentant du constructeur italien Oto Melara.

"Les deux premiers blindés, dotés de canons de 105 mm et de 125 mm, sont déjà arrivés en Russie (port de Novorossisk, mer Noire) et sont actuellement testés sur un polygone dans les environs de Moscou", a indiqué l'interlocuteur de l'agence.

"Deux autres blindés équipés de canons de 120mm et de 30 mm, arriveront dans 45 jours et seront également testés par l'armée russe", a-t-il ajouté.

Un représentant haut placé de l'agence russe d'exportation d'armements "Rosoboronexport", a confirmé à RIA Novosti que les tests de chars Centauro ont commencé afin de prendre la décision d'acheter une licence de construction de ces blindés en Russie. Une entreprise mixte pourrait être créée sur les lieux du géant automobile Kamaz, au Tatarstan.

Le char Centauro pèse 24 tonnes, a une vitesse maximale de 100km/h et une autonomie de 800 km. Il est équipé d'un canon et de deux mitrailleuses de 7,62mm. L'équipage du blindé est de quatre personnes.

Les tests de chars italiens Centauro traduisent le désir des militaires russes de mieux connaître le matériel de guerre étranger, mais la fabrication de ces engins en Russie est peu probable, estiment des experts russes invités par RIA Novosti à commenter les informations selon lesquelles Moscou envisagerait de construire de ce type de blindés.

"Ces tests traduisent le désir du ministère de la Défense de mieux étudier l'expérience acquise à l'étranger dans la construction de matériel blindé. Bien qu'un peu obsolète, le char Centauro a toutefois fait ses preuves. L'armée russe ne dispose pas de véhicules de cette classe, même si leur développement a été entrepris à l'époque soviétique", a déclaré le colonel à la retraite Viktor Mourakhovski, expert en matière de matériel blindé.

Un représentant du constructeur du char, Oto Melara, a annoncé samedi à RIA Novosti que Moscou pourrait acheter à l'Italie une licence permettant de construire ces engins en Russie. Selon l'interlocuteur de l'agence deux véhicules sont actuellement testés sur un polygone dans les environs de Moscou.

D'après M. Mourakhovski, il ne peut pas y être question de produire des chars Centauro sous licence, même si leurs essais pourraient aider les ingénieurs russes à concevoir des blindés de cette classe.

Cet avis est partagé par Mikhaïl Barabanov, rédacteur en chef du magazine Moscow Defense Brief. Il est persuadé que les tests de véhicules italiens ont pour seul objectif de donner aux concepteurs russes la possibilité d'étudier les meilleurs modèles de chars à roues étrangers.

"Leur assemblage sous licence serait inconcevable sans la production de nombreuses composantes en Russie. Or, cette production s'avère pour le moment impossible", a constaté M. Barabanov.

"C'est pourquoi, les perspectives de ce projets sont nuls", a-t-il conclu.

Un groupe de parachutistes russes s'est envolé samedi pour les Etats-Unis où les premiers exercices antiterroristes conjoints avec les commandos américains sont prévus, a annoncé aux journalistes le porte-parole du ministère russe de la Défense Alexandre Koutcherenko.

"Une délégation des troupes aéroportées russes s'est envolée pour les Etats-Unis afin de participer aux premiers exercices antiterroristes russo-américains prévus sur le territoire de la base militaire de Fort Carson, dans l'Etat du Colorado", a déclaré le porte-parole.

Des tirs avec des armes équipant l'armée américaine, des préparatifs aux activités subversives et des sauts en parachute figurent notamment au programme des manœuvres.

La phase finale des exercices se déroulera fin mai. Les participants devront détecter, prendre d'assaut et détruire un important camp des terroristes, a ajouté le porte-parole du ministère russe de la Défense.

Russia Testing Italian Tank

Russia is testing Italy's Centauro wheeled tank and considering building it under license, a representative of the Oto-Melara company which makes the tank said on Saturday.

"The first two machines with 105-mm and 125-mm guns are on trial at a Moscow Region proving ground," he said.

Two more Centauros with 120-mm and 30-mm guns will also join the trials in another six weeks. "The tanks will take part in laboratory, driving and firing trials," the Oto-Melara representative said.

When the trials are complete at the end of this year, Russia will consider creating a joint venture for production of the tank with an enterprise from the Russian military-industrial complex, he said.

Russian truck maker Kamaz in Naberezhny Chelny could be involved in the deal, according to a source in Russian arms sales holding Rosoboronexport.

Commenting on the report that Russia is considering building Centauro tanks under license, Yury Borisov, first deputy head of the military-industrial commission, said Russia will only buy foreign weapon models on a one-off basis to study the manufacturing technology and then set up its own production.

A number of military experts earlier said licensed production of those machines in Russia is unlikely.

Russia signed a deal with Italy in December for the semi-knocked down assembly of 60 Lynx light multirole armored vehicles (LMV) from Iveco, Deputy Defense Minister Alexander Sukhorukov said in January.

Oto-Melara, part of the Italian Finnmeccanica group, is part of the CIO joint venture with vehicle manufacturer Iveco to make military vehicles.

Italy already has 400 Centauros in service. The 24 ton tank has a four-man crew, top speed of 100 km/h (60 mph) and range of 800 km (500 miles). It has a main gun and two 7.62 mm machineguns.

According to CEO of Russia’s Almaz-Antei advanced arms makers Dr Vladislav Menshikov, his company continues work, started decades ago in the Soviet Union, to develop powerful airborne lasers capable of shooting down hostile aircraft and incoming missiles. Sources say a weapon of this kind can destroy targets travelling at altitudes of up to 40 kilometers.

Chief Editor of the Natsionalnaya Oborona (National Defence) journal Dr Igor Korothcenko is ‘moderately skeptical’:

"Laser weapons will catch on, but not before 30 to 40 years from now. The problem is that developing them is exorbitantly costly. In the near future, guided missiles will be doing the air defence job. In the meantime, Russia has made considerable progress in laser weapon development. Its work in this field is focused on powerful airborne laser guns."

Laser weapon R&D in the US is on hold, but is likely to be reactivated, as the Americans build missile defence systems and consider plans to take weapons to orbit. Russia is doing everything in its power to avert a costly arms race in space.

Russia to Sell Off 18 'Indian' Su-30 Fighters

Russia is to put up for sale a batch of 18 Sukhoi Su-30 multirole fighter aircraft, rejected by India on concerns about their engines and returned to Russia in 2003, a defense official said on Wednesday.

"The 18 Su-30s previously used by India and then returned, are in an aviation repair plant in Belarus and are on sale to potential buyers," said Alexander Fomin, deputy director of the Federal Service for Military-Technical Cooperation. He added that the aircraft could be modernized before being sold on.

The Su-30MKI is India's lead fighter aircraft, and around 140 have been produced under license by HAL Aeronautics in India. The Indian Air Force is expected to buy a total of around 280 during the next decade.

Development of the Su-30 began in the 1980s for the Soviet Armed Forces, based on the Su-27UB conversion trainer.

The first batch of 18 Su-30s delivered to India were Su-30MK and Su-30K standard, and were built to a lower specification than the later Su-30MKI. This meant that they did not have thrust-vectoring engine nozzles or canard foreplanes, enabling extra maneuverability.

Their avionics systems were also built to a lower specification than the later Su-30MKIs built by HAL, which included a high level of Israeli and French-built systems.

Russian Air Force Gets First Modernized An-124s

The Russian Air Force has received three modernized Antonov An-124-100 super-heavy transport aircraft as part of an update program for its transport fleet, Air Force spokesman Col. Vladimir Drik said on Thursday.

"The air force has got three modernized Ruslan An-124-100s and four more are being updated at the Ulyanovsk Aviastar factory," he said.

The main components of the modernization program for the An-124 are a new avionics suite and navigation system, increase the range by range 5,400 km, and a strengthened airframe. The aircraft will also get a new braking system allowing it to make 30 percent shorter landing runs. It will also get a new SRPPZ-2000 terrain warning awareness system.

"We plan to modernize another ten or so An-124s to An-124-100M standard," Drik said, adding the service will also get "up to ten new-build An-124-300 transports with an increase in payload of up to 150 tons."

The largest transport aircraft in military service in the world, the An-124 is Russia's main long-range heavy transport aircraft, and is capable of carrying outsize loads thanks to its large nose and tail doors. It is also capable of landing on rough airstrips.

Les Troupes de missiles stratégiques russes (RVSN) ont commencé à préparer le déploiement des nouveaux missiles Iars dans les unités de missiles d'Irkoutsk, de Novossibirsk (Sibérie) et de Kozelsk (ouest), a déclaré lundi le commandant en chef des RVSN, le général Sergueï Karakaïev.
"Les travaux préparatifs en vue de fournir des missiles Iars aux unités de missiles d'Irkoutsk, de Novossibirsk et de Kozelsk, ont débuté", a déclaré le général avant d'ajouter que plusieurs autres unités de missiles recevront prochainement les nouveaux armements.
Selon M.Karakaïev, les missiles fournis à l'unité de missiles de Kozelsk seront installés dans des silos.
Le missile balistique intercontinental RS-24 Iars est une version modernisée du missile RS-12M2 Topol-M. Il est doté d'ogives multiples de 150 à 300 kt à guidage individuel. A l'avenir, le RS-24 constituera, avec le Topol-M monobloc (RS-12M2), le noyau des forces nucléaires russes.

Russian AF to Get First T-50 Fighters in 2013

VORONEZH | The Russian Air Force will receive the first batch of prototypes of its fifth-generation T-50 fighter for performance testing in 2013, Col. Gen. Alexander Zelin said on Thursday, according to RIA Novosti.

The T-50, developed under the PAK FA program (Future Aviation System for Tactical Air Force) at the Sukhoi experimental design bureau, is Russia's first new major warplane designed since the fall of the Soviet Union.

“The work on the fifth-generation fighter is going according to schedule,” Zelin, a former Air Force commander, told a news conference in Voronezh (central Russia). “The third prototype has joined the testing program and the fourth is being built.”

The T-50 made its maiden flight in January 2010 and three prototypes have since been undergoing flight tests.

Zelin earlier said that the number of T-50 aircraft involved in testing would be increased to 14 by 2015.

The fighter was first shown to the public in August 2011, in Zhukovsky near Moscow, at the MAKS-2011 air show.

Russian air force to order Su-25 replacement

Russia's air force will acquire a new ground attack aircraft similar in concept to the Sukhoi Su-25, but has dropped plans to field an armed version of the Yakovlev Yak-130 jet/combat trainer.

"This new type of ground attack aircraft has been included in the state arms procurement programme," says Col Gen Alexander Zelin, an aide to Russian defence minister Anatoly Serdyukov and until May the commander of its air force. "It will be put in service by 2020."

The new aircraft will be equipped with an advanced radar, feature elements of stealth technology and also be able to use short runways. It will replace the modernised Su-25SM. Moscow plans to upgrade 80 of its Su-25s to the improved standard, and has so far received more than 30.

The Russian military has abandoned plans to develop a light attack aircraft based on the Yak-130, as Zelin says a prototype dubbed the Yak-131 did not demonstrate a high enough level of protection for its pilot.

Meanwhile, Zelin says the air force will receive the first batch of prototypes of its Sukhoi PAK-FA/T-50 fighter for performance testing in 2013.

"The work on the fifth-generation fighter is going according to schedule. The third prototype has joined the testing programme and a fourth is being built."

The T-50 made its first flight in January 2010 and Zelin has previously said 14 of the aircraft would be involved in testing by 2015.

In a separate development, the air force has received its first three upgraded Antonov An-124-100M transports. The service plans to have about 10 more aircraft modified to the new configuration, in addition to buying up to 10 new-build -300 variants with an increased payload of up to 150,000kg (330,000lb).

Russia Turns on New Missile Warning Radar

Russia placed its new Voronezh-M long-range missile warning radar on duty in the Irkutsk region of Siberia on Wednesday, marking a major increase in its missile early warning system capability..

"At 10:15 a.m. (5:15 a.m. Moscow time) on May 23, it was put on duty," said Lt. Gen. Oleg Ostapenko, the commander of Russia's Aerospace Defense Forces at the site.

"This unique station has massive capabilities and is a key link in carring out our strategic tasks given to us by the high command. It plays a key role in the missile early warning chain," he said at the opening ceremony for the Voronezh-M radar station.

"Once a second Voronezh-M is built, we will no longer have to rely on the Dnepr missile early warning system radars" he added.

The Dnepr system was the Soviet Union's first generation phased-array anti-missile radar system. It was deployed at a number of peripheral sites in the USSR including Latvia, Kazakhstan and Azerbaijan. Russia lost use of these facilities when the Soviet Union collapsed, causing a loss of surveillance capability.

With the introduction of a second Voronezh-M station, the system will have its coverage doubled to 240 degrees, covering an arc from India to the United States.

The new Voronezh-M station can also be more quickly deployed to a new site and requires a smaller crew to operate it compared to previous generation stations. The radar station also uses 40 percent less energy.

Former Strategic Missile Forces Chief of Staff Col. Gen. Viktor Yesin said the new Voronezh-M radar station covers the northeast of the U.S. and China.

It can detect ballistic targets up to 6000 kilometers, while the older Dnepr radar can only detect them at up to 2500 kilometers, Yesin said.
