Les chantiers navals russes livreront 17 navires en 2011



En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.

"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

Russia to Sell Off 18 'Indian' Su-30 Fighters

Russia is to put up for sale a batch of 18 Sukhoi Su-30 multirole fighter aircraft, rejected by India on concerns about their engines and returned to Russia in 2003, a defense official said on Wednesday.

"The 18 Su-30s previously used by India and then returned, are in an aviation repair plant in Belarus and are on sale to potential buyers," said Alexander Fomin, deputy director of the Federal Service for Military-Technical Cooperation. He added that the aircraft could be modernized before being sold on.

The Su-30MKI is India's lead fighter aircraft, and around 140 have been produced under license by HAL Aeronautics in India. The Indian Air Force is expected to buy a total of around 280 during the next decade.

Development of the Su-30 began in the 1980s for the Soviet Armed Forces, based on the Su-27UB conversion trainer.

The first batch of 18 Su-30s delivered to India were Su-30MK and Su-30K standard, and were built to a lower specification than the later Su-30MKI. This meant that they did not have thrust-vectoring engine nozzles or canard foreplanes, enabling extra maneuverability.

Their avionics systems were also built to a lower specification than the later Su-30MKIs built by HAL, which included a high level of Israeli and French-built systems.

The Russian Air Force has received three modernized Antonov An-124-100 super-heavy transport aircraft as part of an update program for its transport fleet, Air Force spokesman Col. Vladimir Drik said on Thursday.

"The air force has got three modernized Ruslan An-124-100s and four more are being updated at the Ulyanovsk Aviastar factory," he said.

The main components of the modernization program for the An-124 are a new avionics suite and navigation system, increase the range by range 5,400 km, and a strengthened airframe. The aircraft will also get a new braking system allowing it to make 30 percent shorter landing runs. It will also get a new SRPPZ-2000 terrain warning awareness system.

"We plan to modernize another ten or so An-124s to An-124-100M standard," Drik said, adding the service will also get "up to ten new-build An-124-300 transports with an increase in payload of up to 150 tons."

The largest transport aircraft in military service in the world, the An-124 is Russia's main long-range heavy transport aircraft, and is capable of carrying outsize loads thanks to its large nose and tail doors. It is also capable of landing on rough airstrips.

Les Troupes de missiles stratégiques russes (RVSN) ont commencé à préparer le déploiement des nouveaux missiles Iars dans les unités de missiles d'Irkoutsk, de Novossibirsk (Sibérie) et de Kozelsk (ouest), a déclaré lundi le commandant en chef des RVSN, le général Sergueï Karakaïev.
"Les travaux préparatifs en vue de fournir des missiles Iars aux unités de missiles d'Irkoutsk, de Novossibirsk et de Kozelsk, ont débuté", a déclaré le général avant d'ajouter que plusieurs autres unités de missiles recevront prochainement les nouveaux armements.
Selon M.Karakaïev, les missiles fournis à l'unité de missiles de Kozelsk seront installés dans des silos.
Le missile balistique intercontinental RS-24 Iars est une version modernisée du missile RS-12M2 Topol-M. Il est doté d'ogives multiples de 150 à 300 kt à guidage individuel. A l'avenir, le RS-24 constituera, avec le Topol-M monobloc (RS-12M2), le noyau des forces nucléaires russes.

Russian AF to Get First T-50 Fighters in 2013

VORONEZH | The Russian Air Force will receive the first batch of prototypes of its fifth-generation T-50 fighter for performance testing in 2013, Col. Gen. Alexander Zelin said on Thursday, according to RIA Novosti.

The T-50, developed under the PAK FA program (Future Aviation System for Tactical Air Force) at the Sukhoi experimental design bureau, is Russia's first new major warplane designed since the fall of the Soviet Union.

“The work on the fifth-generation fighter is going according to schedule,” Zelin, a former Air Force commander, told a news conference in Voronezh (central Russia). “The third prototype has joined the testing program and the fourth is being built.”

The T-50 made its maiden flight in January 2010 and three prototypes have since been undergoing flight tests.

Zelin earlier said that the number of T-50 aircraft involved in testing would be increased to 14 by 2015.

The fighter was first shown to the public in August 2011, in Zhukovsky near Moscow, at the MAKS-2011 air show.

It is expected to enter service in 2016. (RIA Novosti)

Russian air force to order Su-25 replacement

Russia's air force will acquire a new ground attack aircraft similar in concept to the Sukhoi Su-25, but has dropped plans to field an armed version of the Yakovlev Yak-130 jet/combat trainer.

"This new type of ground attack aircraft has been included in the state arms procurement programme," says Col Gen Alexander Zelin, an aide to Russian defence minister Anatoly Serdyukov and until May the commander of its air force. "It will be put in service by 2020."

The new aircraft will be equipped with an advanced radar, feature elements of stealth technology and also be able to use short runways. It will replace the modernised Su-25SM. Moscow plans to upgrade 80 of its Su-25s to the improved standard, and has so far received more than 30.

The Russian military has abandoned plans to develop a light attack aircraft based on the Yak-130, as Zelin says a prototype dubbed the Yak-131 did not demonstrate a high enough level of protection for its pilot.

Meanwhile, Zelin says the air force will receive the first batch of prototypes of its Sukhoi PAK-FA/T-50 fighter for performance testing in 2013.

"The work on the fifth-generation fighter is going according to schedule. The third prototype has joined the testing programme and a fourth is being built."

The T-50 made its first flight in January 2010 and Zelin has previously said 14 of the aircraft would be involved in testing by 2015.

In a separate development, the air force has received its first three upgraded Antonov An-124-100M transports. The service plans to have about 10 more aircraft modified to the new configuration, in addition to buying up to 10 new-build -300 variants with an increased payload of up to 150,000kg (330,000lb).

Russia Turns on New Missile Warning Radar

Russia placed its new Voronezh-M long-range missile warning radar on duty in the Irkutsk region of Siberia on Wednesday, marking a major increase in its missile early warning system capability..

"At 10:15 a.m. (5:15 a.m. Moscow time) on May 23, it was put on duty," said Lt. Gen. Oleg Ostapenko, the commander of Russia's Aerospace Defense Forces at the site.

"This unique station has massive capabilities and is a key link in carring out our strategic tasks given to us by the high command. It plays a key role in the missile early warning chain," he said at the opening ceremony for the Voronezh-M radar station.

"Once a second Voronezh-M is built, we will no longer have to rely on the Dnepr missile early warning system radars" he added.

The Dnepr system was the Soviet Union's first generation phased-array anti-missile radar system. It was deployed at a number of peripheral sites in the USSR including Latvia, Kazakhstan and Azerbaijan. Russia lost use of these facilities when the Soviet Union collapsed, causing a loss of surveillance capability.

With the introduction of a second Voronezh-M station, the system will have its coverage doubled to 240 degrees, covering an arc from India to the United States.

The new Voronezh-M station can also be more quickly deployed to a new site and requires a smaller crew to operate it compared to previous generation stations. The radar station also uses 40 percent less energy.

Former Strategic Missile Forces Chief of Staff Col. Gen. Viktor Yesin said the new Voronezh-M radar station covers the northeast of the U.S. and China.

It can detect ballistic targets up to 6000 kilometers, while the older Dnepr radar can only detect them at up to 2500 kilometers, Yesin said.

Severodvinsk-based Shipbuilding Center ‘Zvezdochka’ is a diversified shipbuilding enterprise. It has two covered slipways with 7 shipbuilding sites which are designed for overhaul and construction of vessels with a launching weight of up to 18,000 tons. The firm is majority owned by Northern Shipbuilding and Ship Repair Center, part of JSC United Shipbuilding Corporation.Project 667BDRM Delfin nuclear-powered subs are basic assets of Russia’s maritime nuclear deterrence force. Their construction was started in 1981 at Sevmash shipyard. In total, the Russian Navy received seven submarines of the class between 1984 till 1990. Presently, Russian Navy operates six of them. Zvezdochka shipyard has repaired and modernized all of them from 1999 to 2012. Verkhoturye SSBN – lead sub of the class– was laid down at Sevmash shipyard in February 1981.

Russia to Reopen Arctic Airbases

Selected air units of Russia’s Western military district will start this year preparations to return to abandoned Arctic airfields, the commander of the district’s aviation Maj. Gen. Igor Makushev said on Wednesday.

Military airfields in the Arctic were used extensively in the Soviet era, but after the collapse of the Soviet Union in 1991 they have been generally mothballed.

“We will start reopening airfields on Novaya Zemlya and in Naryan-Mar as early as this summer,” Makushev told a news conference in St. Petersburg.

Plans for next year include the reopening of a military airfield on Graham Bell Island, which is part of Franz Josef Land.

Russia has announced plans to deploy a combined-arms force to protect its political and economic interests in the Arctic region by 2020, including military, border and coastal guard units to guarantee Russia's military security in diverse military and political circumstances.

Russian Defense Minister Anatoly Serdyukov said in July 2011 that two arctic brigades would be stationed in “Murmansk or Arkhangelsk or some other place.”

Le gouvernement russe a approuvé le 31 mai le programme fédéral de développement des frontières nationales de la Russie d'ici 2020, prévoyant l'octroi de 134 milliards de roubles (3,3 mds EUR) à ces fins, rapporte mercredi l'Agence fédérale pour le développement des frontières nationales (Rosgranitsa).

"Le programme a pour but de créer un système moderne de protection des frontières nationales, de former les conditions favorables pour le commerce extérieur et le transport international en développant les sites de l'infrastructure frontalière", lit-on dans un communiqué de l'agence publié mercredi.

Selon le document, le nouveau programme prévoit de nouvelles approches concernant le développement des frontières nationales, notamment l'application de technologies modernes dans la construction des sites frontaliers, le renforcement des unités opérationnelles de gardes-frontière, l'introduction de systèmes automatisés de contrôle et l'achat de nouvelles armes et matériel.

Le programme précédent de développement des frontières s'est achevé en 2011, les dépenses de l'État ayant atteint au total 110 milliards de roubles (2,7 milliards d'euros).

Russia's latest ballistic missile submarine, the Borey class Yury Dolgoruky will complete an initial sea trial on June 7, its maker Sevmash shipyard said on Tuesday.

"The Yury Dolgoruky will complete an initial sea trial on June 7. If all testing goes successfully, the boat will be accepted into service in the near future," a Sevmash source told RIA Novosti, adding that no tests of the boat's future primary armament, the Bulava ICBM, are planned during the sea trial.

The Bulava will be test-fired again this year, but from another boat of this class, the Alexander Nevsky, and if the test is successful, the two systems will be accepted into the service this year.

Defense Minister Anatoly Serdyukov and former navy commander Admiral Vladimir Vysotsky have previously said that the Borey class boats and Bulava, would enter service this fall.

The 24,000 ton displacement Borey class boats will carry 16 Bulava missiles. The new boats will be the mainstay of Russia's naval nuclear deterrent fleet after 2018, replacing the existing Project 941 and Project 667 (NATO Typhoon and Delta-3 and Delta-4) class ballistic missile submarines.

Russia’s Eastern Military District took delivery of a “regimental” set of S-400 Triumph air defense missile systems, the Defense Ministry said on Saturday.

Russia currently has four S-400 regiments - two in the Moscow region, one in the Baltic Fleet and one in the Eastern Military District.

By 2020, Russia is to have 28 S-400 regiments, each comprised of two battalions, mainly in maritime and border areas.
The S-400 Triumph long- to medium-range surface-to-air missile system can effectively engage any aerial target, including aircraft, unmanned aerial vehicles, and cruise and ballistic missiles at up to 400 kilometers and an altitude of up to 30 kilometers.

The Russian Defense Ministry has said there are no plans so far to export the S-400, which will be produced only for the Russian Armed Forces.
