"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

For the first time in many years, Baltiysky Zavod shipyard (affiliate of United Shipbuilding Corporation) starts large-scale recruitment of engineers and workers competent in shipbuilding. By 2013, labor staff of Baltiysky Zavod Shipbuilding Ltd will increase by one third.

Today, the shipyard employs almost 2,400 persons including over 800 direct-labor workers. According to the shipyard's personnel director Irina Musienko, by the end of 2012 the company will need to recruit 200 employees, and in 2013 – other 450 workers plus 150 engineers and servants. "Primarily, we need qualified arc welders, assemblers of shipboard systems, crane operators and chippers", she said.

This is the first large-scale recruitment in the recent 13 years. Last time Baltiysky Zavod recruited large number of workers in 1999 to build frigates for Indian Navy. But in recent years the shipyard being controlled by ex-senator Sergei Pugachev faced employment layoffs. The reasons were lack of orders, low wages, and regular ware arrears.

"Now all problems are in the past", says Alexander Voznesensky, Director General of Baltiysky Zavod Shipbuilding Ltd. "With attachment to United Shipbuilding Corporation, wages grown by 30% and by the year-end they will become one of the highest in our sector", he added.

Being almost tapped out in the last year, the shipyard's backlog of orders now has grown up to RUR 55 mln. Revenue of Baltiysky Zavod Shipbuilding Ltd in 2012 is evaluated as RUR 12.7 bln (in the last year – RUR 1.3 bln).

The company needs workers' arms and engineers' ideas to implement large state contracts, i.e. construction of a nuclear-powered 60-megawatt icebreaker for Atomflot and a diesel-electric 25-megawatt icebreaker for Rosmorport, completion of energy unit for the world's first floating nuclear power plant for Rosenergoatom. According to experts, unique expertise of the shipyard guarantees new contracts, growing wages, and an opportunity to develop qualification in Russian and international projects.

JSC United Shipbuilding Corporation is Russia's largest shipbuilding company. It was established by presidential decree in 2007 with 100% shares in federal ownership. The holding comprises about 60 companies and organizations of shipbuilding industry (largest shipyards and ship-repair plants, leading design bureaus). Presently, the corporation consolidates about 70% of national shipbuilding industry. Although the company is oriented on Russian market, it exports production to 20 countries.

Baltiysky Zavod was established in 1856. The shipyard is specialized in warships, large-capacity civil vessels for various types of cargo, icebreakers (including nuclear-powered ones), ro-ro and ro-pax ships, chemical tankers, bulkers etc.

Citation :: Russian Navy Plans to Assign 30 Helicopters to Each Mistral

Each of the two Mistral class amphibious assault ships being built in France for the Russian Navy will have air wings consisting of 30 Ka-52K and Ka-29 helicopters, Izvestia newspaper reported on Wednesday.

“These will be air wings comprising carrier-based and land-based elements to ensure fast rotation of the helicopters for repairs or replacement due to combat losses,” Izvestia quoted a Defense Ministry source as saying.

A Mistral-class ship is capable of carrying 16 helicopters, four landing vessels, 70 armored vehicles, and 450 personnel.

“The actual number of helicopters on board will vary according to the operational tasks,” the source said.

Prototypes of a naval version of the Ka-52 Alligator attack helicopter are under construction at the Progress plant in Russia’s Far East. The flight tests are expected to start in 2014.

Ka-29 Helix has been originally designed for the Soviet navy as a dedicated assault transport helicopter, and its adaptation for Mistrals will be less time-consuming and costly.

Russia and France signed a $1.2-billion contract for two French-built Mistral class ships, including the transfer of sensitive technology, in June 2011. Two more ships are expected to be 80% built in Russia, 20% in France.

The first Mistral class warship is expected to be put in service with the Russian Navy in three years.

The Russian military has said it plans to use Mistral ships in its Northern and Pacific fleets.

MOSCOW | Russia’s Aerospace Defense Forces will receive the second batch of Pantsir-S air defense systems by November this year, the Defense Ministry said, according to RIA Novosti.

Pantsir-S is a short-to-medium range combined surface-to-air missile and antiaircraft artillery system designed to protect point and area targets. The Russian military took delivery of the first batch (more than 10 units) in 2011.

“The second delivery is expected in September-October this year,” a Defense Ministry spokesman told reporters on Tuesday.

“The main purpose of this system is to protect S-400 Triumf air defense systems at their deployment sites from enemy air and missile strikes,” the official said.

Commenting on recent media reports that the military refused to accept the Pantsir-S for service with the Ground Forces, the spokesman said that the work on variants for Ground Forces and the Navy is still under way.

“As soon as this work is done, the system's prototype will undergo field tests," he said, adding that the Pantsir-S version for aerospace defense units fully meets performance requirements for this type of weaponry.

The Defense Ministry has so far ordered 100 Pantsir-S units for Aerospace Defense Forces, which are expected to be delivered in the next few years.

The export version of the system, Pantsir-S1, has been sold to the United Arab Emirates, Syria and Algeria.

Russia will set up an aerospace "super-holding" company consisting of missile makers NPO Mashinostroyenie and Tactical Missiles Corporation to develop hypersonic weapon technology, Deputy Prime Minister Dmitry Rogozin said on Wednesday.
"Initially, we are talking about a big 'super-holding' based on Tactical Missiles Corporation and NPO Mashinostroyenie," said Rogozin, who oversees Russia's military-industrial complex.
Discussions on the creation of such a super-holding have been underway at least six months, Rogozin said.
"We have found an acceptable solution on how to form this super-holding," he said. "The main idea for this holding is hypersonic technology."
Development of hypersonic weapons - meaning those capable of flying at several times the speed of sound, generally with scramjet engines - has been a pet theme of Rogozin.
In May, during a visit to Tactical Missiles Corporation's NPO Raduga missile design bureau, Rogozin called on Russia's defense industry to develop hypersonic air-breathing weapons as a future strike system.
He picked out American development work in the X-51, Falcon, HiFire and HyFly programs as examples of what he described as the perspective threat posed by U.S. hypersonic development work.
"The undertaking of this work allows us to lay the basis for the creation of a national competitor in hypersonic weapons," he said.
He has since frequently repeated his call for hypersonic weapons to be developed as a replacement for the Russian Air Force's existing long-range bomber fleet.
"I think we need to go down the route of hypersonic technology and we are moving in that direction and are not falling behind the Americans," he said on Rossiya 24 TV in August. "We will use this technology when developing a new bomber."
"The question is whether we will copy the Americans' forty-year experience and create a [Northrop] B-2 analog...or will we go down a new, ultramodern technology route, looking to the horizon, and create a machine able to penetrate air defenses and carry out a strike on any aggressor," he added.
Aerospace analysts contacted by RIA Novosti say hypersonic technology is more likely to be relevant to an air-launched weapon itself, rather than a manned aircraft.
Tactical Missiles Corporation, based in Korolyov, Moscow Region, was formed in 2002 by amalgamating a number of defense design and production enterprises, of which the main ones were Korolyov-based Zvezda-Strela (tactical air-to-surface missiles), Moscow-based Vympel (tactical air-to-air missiles), NPO Raduga (cruise missile design), and Region (tactical air-launched weapons).
NPO Mashinostroyenie, based at Reutov just west of Moscow, has designed and produced most of the Russian Navy's submarine-launched cruise missiles as well as satellites and other space systems, and has previously conducted extensive research into hypersonic weapons technology, including making a prototype hypersonic air-launched missile called GELA.
NPO Mashinostroyenie is also the Russian partner in the BrahMos joint venture with India to develop the BrahMos supersonic cruise missile, based on the Russian 3M55 Oniks. BrahMos has said it is developing a hypersonic successor system to its existing supersonic missiles in partnership with India.

BISHKEK — President Vladimir Putin agreed on Sept. 20 to a deal with Kyrgyzstan that will allow Russia to keep a military base in the country until 2032 as Moscow and Washington jostle for influence in the region.

The agreement — essentially a set of memorandums of intent ahead of formal treaties — also foresees Russia wiping out nearly $500 million (380 million euros) in debt owed by Kyrgyzstan, a significant sum for the central Asian ex-Soviet state.

Landlocked Kyrgyzstan is the only nation in the world to host both Russian and U.S. bases. Both Moscow and Washington are seeking to extend their presence in the country following the ousting of President Kurmanbek Bakiyev in a bloody revolution in 2010.

The agreements signed during Putin’s visit include a document spelling out the terms for the presence of Russia’s Kant base and another document to settle Kyrgyzstan’s debt to Russia.

A source in the Kyrgyz government told AFP Russia would be able to keep its base in the country for another 15 years after 2017.

“A new document should be developed by 2017,” the source said, adding the agreement could then be extended every five years.

Kyrgyzstan is also home to a U.S. air base which is a vital transit point used to ferry troops to Afghanistan, refuel warplanes and evacuate wounded soldiers.

The current lease on the Manas Air Base expires in 2014, and U.S. Defense Secretary Leon Panetta travelled to Kyrgyzstan in March in an effort to persuade the local government to leave the door open to renewing access to the base after 2014.

Speaking to reporters, Kyrgyz President Almazbek Atambayev confirmed that his government would like to turn the Manas base into a civilian airport after 2014, while Putin sought to stress that the fate of the U.S. base was not the subject of talks on Sept. 20.

He indicated however that Moscow was ready to help turn the Manas Air Base into a profitable civilian facility.

“We are ready to help fill it up with concrete economic substance,” Putin told reporters, adding that the Russian military presence would be a “significant stabilizing factor” in the region.

Kyrgyz Finance Minister Olga Lavrova told AFP that Russia had agreed to write off Kyrgyzstan’s $489 million debt.

“Part of the sum in the amount of $189 million will be fully written off in a lump sum,” she said. “The other part in the amount of $300 million will be written off in annual installments beginning from 2016.”

Le nouveau chasseur Sukhoi, Su-30SM, conçu pour l'armée russe, a effectué vendredi son premier vol, a annoncé le groupe Irkout qui a conçu l'avion.

"Le vol a duré deux heures, il s'est déroulé sans problèmes. A bord, deux pilotes d'essai - Sergueï Kostine, commandant de l'équipage, et Pavel Malovetchko, navigateur d'essai", a indiqué la société faisant partie du Consortium aéronautique unifié (OAK).

Le chasseur polyvalent à haute manœuvrabilité Su-30SM est un appareil de la famille des Su-30MK, adapté aux exigences de l'Armée de l'air russe. L'avion possède de nouveaux radars et systèmes de liaison radio et d'identification. Ses armements et autres systèmes ont aussi été modifiés par rapport à la version originale.

Le groupe Irkout doit produire 30 chasseurs polyvalents Su-30SM d'ici 2015, conformément à un contrat signé avec le ministère russe de la Défense en mars dernier. La livraison des Su-30SM à l'armée doit augmenter le potentiel de combat des forces aériennes russes, selon le ministre russe de la Défense Anatoli Serdioukov.

Russia’s advanced military research agency may become operational as early as the end of 2012, Deputy Prime Minister Dmitry Rogozin said.

The Russian Foundation for Advanced Research Projects in the Defense Industry will be similar in its purpose to the Defense Advanced Research Projects Agency (DARPA) in the United States.

The new body is expected to boost the development of advanced weaponry and help streamline the arms procurement process in Russia.

“I think that we will wrap up all legal procedures by the end of this year and the foundation will start operating,” Rogozin, who oversees Russia’s defense industry, said in an interview with Rossiiskaya Gazeta to be published on Wednesday.

“The agency will provide support for both fundamental research and high-risk projects,” Rogozin said.

He expressed hope that by bringing the fundamental and applied research closer together and implementing the results of this research in concrete weapons development projects, the new agency will help Russia achieve technological breakthroughs in key defense areas as early as in three years.

“We have so many breakthrough projects gathering dust that if we implement only a small part of them we will see a revolutionary leap in Russia’s development,” Rogozin said.

The new agency, which would initially employ 100-150 experts, will be funded under the state arms procurement program until 2020.

Russia’s Vedomosti business daily speculated in July that up to 4.7 trillion rubles ($145 billion), or almost a fifth of the rearmament program’s budget, could be spent for “unidentified” purposes, including “secret weapons development.”

The Russian Air Force will accept into service in 2013 the new Raduga Kh-101 cruise missile, capable of delivering precision strikes with a conventional warhead at long-distance, an Air Force source told Izvestia on Wednesday.
The new missile, currently being flight-tested, will be able to hit targets with an accuracy of just 30 feet (10 meters) at ranges of up to 6,000 miles (10,000 km), giving Long-Range Aviation its first precision-strike long-range weapon, the paper says.
The Russian Air Force's bombers currently deploy the Kh-555 conventionally-armed cruise missile, which only has an accuracy of 75-90 feet (25-30 meters) accuracy.
The subsonic Kh-101 navigates primarily by using Russia's GLONASS satellite navigation system, but also has a backup intertial guidance mechanism which can take over if its SATNAV is jammed. It will also be capable of hitting small moving targets like vehicles, the paper said.
The new missile delivers a bigger payload - 880 pounds (400 kg) than its Kh-555 predecessor (440 pounds), and over a much longer range. A nuclear-armed variant, Kh-102, will also enter service.
The long-range capability is essential as Russia no longer has bases abroad and therefore cannot provide distant fighter escort for its bomber fleet, Alexander Konovalov of the Strategic Evaluation Institute told the paper.
The large size of the weapon means it can only be carried by Russia's biggest bombers, the Tupolev Tu-95MS and Tu-160, and not the Tu-22M3, which will continue in service with the Kh-555, the source told Izvestia

An upgraded Antonov An-70 propfan tactical transport aircraft carried out a test flight on Thursday after a two-year delay, the company's president Dmytro Kyva announced.

He said the 32-minute flight at Ukraine's Aviasvit-XXI international airshow had been a success, and called this "the main event of the airshow."

Test flights were suspended for two years as the An-70 underwent vital modernization work following a number of technical malfunctions in previous flights.

The Ukrainian-designed An-70, built jointly with Russia, has had a long-running and troubled gestation period, with one prototype crashing in a collision in the 1990s, and a second crashing in 2001 in an accident during take-off in Omsk. It also had a history of problems related to its propfan engines.

Kyva said that the company had received orders for two planes from Ukraine’s Defense Ministry, and that they would also supply them to Russia.

Russia withdrew from the project in 2006, and Russian Air Force commander Vladimir Mikhailov was quoted as saying that it had no need for the aircraft and would prefer the modernized Il-76, but later rejoined the program.

L'usine de Votkinsk produit en série le missile balistique intercontinental embarqué Boulava depuis quatre ans, a annoncé jeudi à Votkinsk l'ingénieur en chef et directeur technique de l'usine Roudolf Kouzine.
"Nous produisons Boulava en série depuis quatre ans", a indiqué M.Kouzine devant les journalistes.
Il a rappelé que les essais en vol du missile avaient été achevés en 2011, ce qui avait même été annoncé par le président russe de l'époque Dmitri Medvedev. Toutefois, le missile n'a toujours pas été livré à la Marine russe. D'habitude, les nouvelles armes ne sont pas produites en série, mais en lots d'essai jusqu'à leur mise en dotation.
Le commandant en chef de la Marine, l'amiral Vladimir Vyssotski a déclaré à maintes reprises que le missile Boulava serait livré à l'armé en même temps que son vecteur, le sous-marin nucléaire Iouri Dolgorouki (projet 955 Boreï), en 2012.
Le missile R30 3M30 Boulava-30 (code OTAN SS-NX-30, dénomination internationale RSM-56) doit devenir l'arme principale des forces stratégiques navales russes. Le Boulava est un missile à trois étages à propergol solide destiné à équiper les sous-marins. D'une portée de 8.000 km, il peut être équipé de dix ogives nucléaires hypersoniques de 100 à 150 kt et à trajectoire indépendante.

Les porteurs du missile Boulava sont le sous-marin stratégique modernisé Dmitri Donskoï (projet 941 UM Akoula, "Typhoon" selon le code OTAN) et les sous-marins du projet 955 Boreï - Iouri Dolgorouki, Alexandre Nevski, Vladimir Monomakh et d'autres encore. Au total, la Russie compte produire huit sous-marins nucléaires du projet 955 d'ici 2020.

The Yuri Dolgoruky advanced fourth-generation strategic nuclear submarine, built at the Sevmash military shipyard in Severodvinsk, is ready for commissioning, the enterprise’s press service told Itar-Tass on Monday
“Sevmash specialists have removed all the shortcomings found by the standing commission for state acceptance of vessels, to which testifies the vessel’s inspection act, signed by Chief of the Main Staff of the Russian Navy Admiral Alexander Tatarinov,” the press service said.

JSC PO Sevmash is a shipbuilding company based in Severodvinsk, a port city on Russia's White Sea. The name Sevmash is an abbreviation of Severnoye Mashinostroitelnoye Predpriyatie (i.e. Northern Machine-Building Enterprise). Sevmash is the largest shipbuilding enterprise in Russia and today the country’s only nuclear submarine producer. In 2009, the company employed 26,951 people and its revenue from military production was 533.02 million US dollars.

The Yuri Dolgoruky submarine, built within Project 955 Borei, is an advanced strategic missile carrying submarine. Its hull length is 170 metres, width - 13.5 metres, maximum depth - 450 metres, underwater speed - 29 knots. After the Yuri Dolgoruky nuclear-powered submarine, the Alexander Nevsky, Vladimir Monomakh and Prince Vladimir submarines were laid down. The series of the fourth-generation nuclear submarines armed with the Bulava ballistic missile system will form the basis of Russia’s naval strategic nuclear forces in the coming decade.

The Borei class submarines are designed at the St. Petersburg-based Rubin Central Design Bureau for Marine Engineering. The Rubin Design Bureau is one of the main Russian centres of submarine design, having designed more than two-thirds of all nuclear submarines in the Russian Navy.

Citation :: Russian Defense Ministry Signs Multi-billion-dollar Plane Contract

Russia's Defense Ministry on Thursday signed a contract worth about 140 billion rubles ($4 billion) to buy 39 IL-476 transport planes, President Vladimir Putin announced.

"This is the first, essentially new plane, that Russia's aviation industry has produced in the past 21 years" President Putin said "I am confident that this plane will enjoy great demand here, and among our possible partners abroad."

The Russian President made the announcement while watching the modified IL-76 undergo flight tests at the Aviastar-SP aviation complex in Ulyanovsk. The plane completed a flight test that lasted approximately 15 minutes.

Although externally the modernized plane bears a close resemblance to its predecessor, the new plane boasts modernized wing-construction, the body has been reinforced, and the engines updated. The on-board communication and navigation systems have also been updated.

Russia's rearmament program envisages the purchase of 100 of these updated planes, currently two have been built - one for flight tests, and a spare.

Russia’s Irkut aircraft-manufacturing plant delivered the first six Yakovlev Yak-130 Mitten combat trainers to the Russian Air Force on Thursday, a spokesman for the Western Military District said.

“On October 4, the first batch of Yak-130 combat trainers fly from the Irkut plant to the Borisoglebsk airfield [Voronezh region] after an extensive flight testing program,” Col. Andrei Bobrun said.

The Irkut aircraft maker and the Russian Defense Ministry signed in December 2011 a contract for the delivery of 55 Yak-130 jets by 2015.

The Yak-130 is a highly maneuverable subsonic jet with an extended range of about 1,250 miles (2,000 kilometers) and a maximum speed of 600 mp/h (1,060 km/h) in level flight. It can carry a combat payload of up to 6,600 pounds (3,000 kg), consisting of a variety of Russian and Western-developed weapons.

As an advanced jet trainer, Yak-130 is suitable for training or re-training pilots to fly fourth- and fifth-generation fighter aircraft.

It can also carry out a variety of light-attack and reconnaissance missions.
