En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.
"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.
M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.
Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.
Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

Pour être honnête, quand je vois le Mig29 chez les pays qui prennent la maintenance très au sérieux ils sont clean les mig, notamment chez les allemands et les polonais... Donc ce n'est pas qu'un problème de fiabilité du matériel, c'est aussi un problème de mentalité.

The Russian Armed Forces will start receiving Il-476 heavy transport planes in 2014, the Defense Ministry said.
The Il-476 is a significantly modernized version of Russia's Il-76 Candid transport plane, featuring a fully-digital flight control system, new avionics and PS-90A-76 engines with improved fuel efficiency systems.
The ministry on Thursday signed a contract worth about 140 billion rubles ($4 billion) with Russia’s United Aircraft Corporation (UAC) for the delivery of 39 Il-476 planes by 2020.
The Il-476 will be built at the Urals-based Aviastar-SP aircraft-manufacturing plant.
A prototype of the plane carried out a maiden flight in September and will undergo a comprehensive testing program for another year.
The Russian military has not received new transport planes for the past 20 years.
According to various sources, there are up to 300 transport aircraft in service with the Russian Air Force, including An-12 Cub, An-72 Coaler, An-22 Cock, An-124 Condor and Il-76 Candid planes. Most of the aircraft entered service in the 1960s and 1970s and are considered outdated by modern safety and noise pollution standards.

Les premiers drones à courte portée de conception russe équiperont les Forces armées du pays en 2013, a déclaré mardi à RIA Novosti une source au sein du ministère russe de la Défense.
"Les troupes terrestres et aéroportées recevront en 2013 leurs premiers drones russes à courte portée (rayon d'action inférieur à 100 km). Il s'agit de systèmes de reconnaissance dotés de drones Orlan-10", a indiqué la source.
"A l'heure actuelle, l'armée russe est dotée de drones israéliens de même classe - "Вird Еye-400" et "Searcher MK2". (…) A l'avenir, les appareils analogues conçus en Russie équiperont non seulement (…) les brigades de reconnaissance, mais aussi les unités motorisées, blindées et d'artillerie ainsi que les régiments aéroportés", a poursuivi l'interlocuteur de l'agence.
Les forces armées de Russie ont besoin d'une cinquantaine de systèmes dotés de drones de courte portée, toutefois la décision définitive dépend du chef de l'état-major du pays, a poursuivi la source.
Conçu par le Centre technologique spécial de Saint-Pétersbourg, le système Orlan-10 comprend une station de base et plusieurs drones pesant une dizaine de kilogrammes chacun. Avec une autonomie de vol supérieure à 9 heures, cet avion sans pilote est équipé d'un catapultage et capable de transmettre un signal vidéo sur une distance allant jusqu'à 120 km.

The Russian navy’s first large ship made of carbon fibre will begin trials in the Barents Sea by the end of November. The Admiral Gorshkov (not to be confused with the INS Vikramaditya) frigate is the lead ship of Project 22350. A Russian Naval Command source told Izvestia that following the trials, the frigate would join the 14th ASW Brigade of Russia’s Northern Fleet. The frigate has been built using stealth technology, with its superstructures made entirely of composite materials that absorb or semi-conduct radio waves to ensure invisibility to radars.

“This is the first large ship to be fully designed and built in Russia since 1987 and this includes St Petersburg’s Severnaya Verf shipyard. Project 22350 stealth frigates will replace large ASW ships code-named Udaloy by NATO,” an officer at the Navy Command said.
Opinions on the ship have been mixed. Naval officers say carbon fibre is useless because it is weaker than vessel-grade steel, and the worry is that its superstructures could disintegrate in extreme northern conditions with strong winds, low temperatures, and frequent storms. In addition, the superstructure is subject to strong heat pressure at the time of anti-ship and anti-aircraft missile launches.
Severnaya Verf, on the other hand, believes carbon fibre exceeds steel in terms of physical parameters. Its representatives told Izvestia that tests of the superstructure and its components had revealed a high rigidity and resilience to thermal impact.
The Admiral Gorshkov was the first ship to receive not only a stealth superstructure but also the latest combined diesel and gas turbine propulsion system. It is efficient and provides better acceleration capabilities. The frigate is also equipped with a host of modern electronics not found in existing ships. This is at the same time a strength and a weakness, as there is a lack of trained personnel. A Navy command representative and some Northern Fleet officers said it would be impossible to form a crew without extended training on the ground.
Chairman of the State Duma Defence Committee Vladimir Komoedov who is also a former Commander of the Black Sea Fleet, said there is nothing to fear from composite materials. “Recently, I visited a factory that makes carbon fibre nozzles for space rockets. It is wonderfully resilient to high temperatures and dynamic loads. If carbon fibre provides stealth, then the ship needs it. In any case, the introduction of a new unit to the Navy is good news,” Komoedov told Izvestia.
Editor-in-chief of Vzlyot magazine, Vladimir Scherbakov, believes that it remains to be seen how carbon fibre will behave in real-life conditions and particularly in combat.
“Composite materials are used everywhere these days. Individual ship parts have been tested on the ground, and the calculations look excellent on paper. But that already happened with aluminium in the 1980s – the Falkland Island war demonstrated that aluminium ships are highly combustible. So many fleets have abandoned aluminium superstructures as a result,” he said.
Military historian Dmitry Boltenkov had another bone to pick: “Should a frigate with a displacement of just 4,500 tonnes be named after Admiral Sergei Gorshkov, who did a lot for the Navy? A 45,000-tonne aircraft carrier used to bear his name (it is now India’s Vikramaditya). The Admiral Gorshkov name would be more fitting for a Borei-class submarine.”
The stealth frigate was laid down in Severnaya Verf in February 2006 and was floated out of the launch dock in October 2010. It is equipped with a 130-mm gun mount, 16 anti-ship Onyx missiles, and 16 anti-submarine Kalibr-NKE missiles. There is also a surface-to-air Polimer-Redut defence system and a Ka-27 helicopter for ASW missions.

An army conscript has been charged with causing this week's explosion at a military ammunition disposal site in Russia's Urals region, investigators said on Thursday.
More than 4,000 tons of ammunition exploded at a disposal site in Russia's Orenburg region on Tuesday, injuring an officer and forcing the temporary evacuation of residents from nearby villages.
Investigators said Private Alexander Kasatkin had confessed to smoking as the munitions were being unloaded from trains, in violation of safety regulations.
“He dropped a cigarette butt on the ground without making sure that it was extinguished,” investigators said. “Ten minutes later several crates with munitions caught fire.”
Kasatkin faces three years in prison if convicted.
The Orenburg blast was the latest in a series of incidents involving the poor handling of munitions at disposal sites and firing ranges across Russia in the last few years.
On September 26, an officer was killed by an ammunition blast at the Totsky range, 180 km northwest of Orenburg.
Six soldiers were killed on May 2 in an explosion at a military training center near Nizhny Novgorod, some 400 kilometers east of the capital, Moscow.
In June 2011, huge explosions shook an ammunition depot in Russia's Urals republic of Udmurtia, leaving 95 people injured. RIA NEWS

The Ka-27M has already undertaken deck landing trials on a stationary destroyer at a berth on the Kola Peninsula, he added.
The latest sea trials will involve tests of the Ka-27M's new avionics systems in search of submarines, and trials of its radar against submarine, surface and air targets.
"The new machine has not only had modern avionics systems installed, but also updated special missions systems," he said. In addition, it has a new radar giving 360 degree coverage and a greater search radius and simultaneous tracking of dozens of targets.
"The modernized Ka-27M has also had its service life extended by another 10 to 15 years," Serga added.
The Ka-27 entered service with the Soviet Navy in 1982 in an anti-submarine role. Variants include the downgraded Ka-28 export model, the Ka-29 transport helicopter and Ka-31 airborne early warning system.

A Russian amphibious antisubmarine warfare aircraft in service with the Black Sea Fleet crashed on Friday in Ukraine killing three and injuring one crewmember, the Russian Defense Ministry said.
The Beriyev Be-12 Mail plane crashed during landing at the Kacha airfield, 50 kilometers from the Russian naval base in Sevastopol on the Crimean Peninsula.
“There were four crewmembers aboard, while the aircraft did not carry any weapons,” the ministry’s spokesman Col. Igor Konashenkov said.
Flights of Be-12 planes have been suspended while investigators establish the cause of the incident. Preliminary data indicates that the plane may have experience an engine problem before the crash.
“The plane made a sudden left wing roll and crashed near the beginning of the airstrip,” a source at the Kacha airfield told RIA Novosti.
Be-12s have been in service with the Russian Navy since early 1960s. The nine remaining operational Be-12 planes are part of a mixed air regiment assigned to the Black Sea Fleet.
The plane that crashed on Friday has been in service for over 30 years, the source said.

Russia to Protect South Borders With S-400 Air Defense Systems
The air defense units of Russia’s Southern Military District will be rearmed with advanced S-400 Triumf air defense systems by the end of 2012, a spokesman for the district said on Monday. The Southern Military District was created in October 2010. Russia already has four S-400 regiments protecting national airspace around Moscow, in the Far East and in the Baltic exclave of Kaliningrad. The Aerospace Forces have not disclosed what system was involved, but in July this year Defense Ministry spokesman Lt. Col. Dmitry Zenin said Russia's Aerospace Defense Forces would carry out their first test-firings of the new S-400 air defense missile system in August.
The S-400 system uses a combination of three different types of missile to engage targets at up to 250 miles (40N6 missile), 160 miles (48N6 missile) and 70 miles (9M96 missile), according to globalsecurity.org.

Russia plans to boost annual defense spending by 59 percent to almost 3 trillion rubles ($97 billion) in 2015, up from $61 billion in 2012, the head of the State Duma’s Defense Committee told RIA Novosti on Wednesday.
“Targeted national defense spending as a percentage of GDP will amount to 3.2 percent in 2013, 3.4 percent in 2014 and 3.7 percent in 2015,” Defense Committee chairman Vladimir Komoedov is quoted as saying in the committee’s conclusion on the draft budget for 2013-2015.
The draft budget will come up for a first reading in the Duma on Friday.
The spending proposals provide financing to “re-equip units with new weapon systems, military and specialty equipment and provide housing and social safeguards for service members” among other issues, Komoedov said.

The A-135 ABM network is deployed around Moscow to counter enemy missiles targeting the city or its surrounding areas. It became operational in 1995 and consists of the Don-2N battle management radar and two types of ABM missiles.
The short-range 53T6 (SH-08 'Gazelle') endoatmospheric interceptor missiles are deployed at five launch sites with 12 or 16 missiles each. These are tested roughly annually at the Sary Shagan test site.
The previous test of a 53T6 missile was carried out in December 2011.
The A-135 system is compliant with the 1972 Anti-Ballistic Missile Treaty from which the United States unilaterally withdrew in 2002.

The Russian armed forces are to carry out live firing tests of the Army's Pantsyr short-range gun-missile air defense system against cruise missile targets for the first time at a range in northern Russia, the Defense Ministry said on Wednesday.
"The Pantsyr will be tested in live attacks for the first time against real cruise missile targets on the range," a Defense Ministry source said.
The system has previously only been tested against practice targets imitating cruise missiles.
"The system has been flown several thousand kilometers to an airfield near the Pemboi Range in the Komi Republic, after which it will be driven to the firing range," the source said.
The Pantsyr, produced by Russia's KBP, is a combined gun-missile system combining a wheeled vehicle mounting a fire-control radar and electro-opitical sensor, two 30-mm cannons and up to 12 57E6 radio-command guided short-range missiles, and is designed to take on a variety of targets flying at low-level, including cruise missiles and aircraft.
Cruise missiles represent a difficult target as they are small, fast moving and often have a low infrared and radar signature.
The Pantsyr can engage targets up to 12 miles (20 km) by missile and 2.5 miles (4 km) using the cannon, KBP claims.
The system was first made in 1994 and first shown at the MAKS airshow in Moscow in 1995. A modified variant was shown at MAKS 2007.

07:25 GMT, October 18, 2012 MOSCOW | Russia plans to boost annual defense spending by 59 percent to almost 3 trillion rubles ($97 billion) in 2015, up from $61 billion in 2012, the head of the State Duma’s Defense Committee told RIA Novosti on Wednesday.
“Targeted national defense spending as a percentage of GDP will amount to 3.2 percent in 2013, 3.4 percent in 2014 and 3.7 percent in 2015,” Defense Committee chairman Vladimir Komoedov is quoted as saying in the committee’s conclusion on the draft budget for 2013-2015.
The draft budget will come up for a first reading in the Duma on Friday.
The spending proposals provide financing to “re-equip units with new weapon systems, military and specialty equipment and provide housing and social safeguards for service members” among other issues, Komoedov said. (RIA Novosti)

Nouveau missile intercontinental russe: la production débutera en 2012 (armée)
La Russie lancera la production d'un nouveau missile balistique intercontinental lourd à combustible liquide d'ici la fin de l'année, a annoncé vendredi à Moscou le conseiller du commandant des Troupes balistiques stratégiques russes (RVSN) Victor Essine. "Le ministère russe de la Défense a approuvé un projet préalable du missile début octobre. Les constructeurs ont été chargés d'améliorer certains détails. La production du missile débutera avant la fin de l'année", a indiqué le général à la retraite Essine. Le missile balistique intercontinental de 100 tonnes qui sera créé en Russie d'ici 2018, est destiné à remplacer le missile balistique R-36M2 Voevoda, connu en Occident sous le nom de Satan, qui a une charge utile de 10 tonnes. Le missile lourd en voie de création pourra transporter une charge utile de 5 tonnes, soit quatre fois plus que les missiles Iars et Topol. Il sera capable de surmonter plus facilement le système de défense antimissile américain que les missiles balistiques russes à combustible solide (Iars, Topol-M, Boulava).
