- Aerostar Pitches for More Overhauls of MiGs
Bacau, Romania-based Aerostar is nearing the end of a program to bring eight Mozambique Air Force MiG-21 fighters back to life after some 20 years in storage. The company is best known today for its commercial MRO and aerostructures business. But the latest MiG work follows Aerostar’s previous contract to upgrade 110 Romanian air force MiG-21s to the Lancer standard, with new avionics designed by Elbit Systems.
During a June 10 visit to Bacau AIN was able to see the last two of the eight that are scheduled to be delivered by the end of June (a pair of two-seaters were delivered first, followed by one single-seater, and the other three are en route to Africa). The work has involved avionics and systems upgrades, and relifing of the airframes. The upgrades to the Mozambique aircraft are not as comprehensive as those for the Lancer, but they will give the African country a new fighter capability at a fraction of the cost of new aircraft offered in the market today. Sava Mirza, Aerostar manager military aviation MRO and upgrades, told AIN the contract includes “development, design and testing—from concept to execution.” The Mozambique contract also includes an upgrade to an L-39 jet trainer plus training and support.
Aerostar currently supplies Airbus with landing-gear assemblies, as well as the entire landing gear for the Daher-Socata TBM 850/900 single-engine business turboprop, via Messier-Dowty-Bugatti of France. It also has a second maintenance hangar, opened in June 2012, to expand the commercial aircraft MRO business. Alexandru Filip, Aerostar business development director, told AIN that “49 percent of sales now come from civil production and, in 2013, 18 percent was [civil] MRO.”
The Romanian Lancer fleet is now being recycled through the Bacau factory one-by-one, for airframe relifing. Aerostar president and general director Grigore Filip, who was the manager in charge of the Lancer upgrade in the 1990s, said “based on our experience with Eastern platforms such as the MiG-21 and L-39, and our expertise in new navigation systems, our plan is to offer this expertise and experience for future-generation aircraft. “ He added that “these are aircraft that have flown few hours and it’s a good platform, not much affected by corrosion.”

The first of the three hulls that H2X will deliver to CMN for the contract with Mozambique left the workshops on Monday, September 8. The hull will leave La Ciotat, France, on Friday, September 12 to reach Cherbourg aboard the cargo Spirit. It will then be motorized and equipped in CMN shipyard.

CMN confirms the signing of a new export contract with Mozambique: Three more HSI32 Interceptors have just been ordered for the Navy of Mozambique. This is in addition to the three OCEAN EAGLE 43 trimaran patrol vessels and three HSI32 interceptors (and several fishing vessels) that were ordered by the African nation back in September 2013. Meanwhile, the first trimaran patrol vessel has just been launched by the French Shipyard.
CMN who contacted Navy Recognition explained that the first 3 HSI32 will be delivered from Cherbourg in early summer 2015. The 3 new HSI32 will de deliverered from December 2015 with a rate of one ship every 2 months.
CMN HSI32 Interceptor
The HSI32 is designed to meet the needs of modern Navies and Coast Guards. The HSI32 is a fast interceptor which combines significant intelligence and surveillance capacities with high speed (45 knots) and extended patrol period of 3 days.
CMN has sought to develop a versatile interceptor, efficient and easy to use for conducting anti-piracy, anti-terrorism, or control of illicit trafficking missions.
The HSI32 has a range of 800 nautical miles (approximately) with a crew of only 12 sailors. This new advanced interceptor comes with a RHIB launching ramp at the stern and a 360° bridge.
The HSI32 is fitted with self-defense capabilities including a 20 mm remote weapon system plus two 12.7 mm machine guns with a field of 360° coverage.

Le gouvernement mozambicain a annoncé la conclusion d'un accord de renégociation de la dette liée à l'achat controversé d'une flotte de chalutiers et d'embarcations militaires aux chantiers navals français de Cherbourg, dans un communiqué reçu mercredi par l'AFP.
Contracté en 2013, l'emprunt de 850 millions de dollars, qui a depuis généré le plus gros scandale financier au Mozambique, est vu comme l'un des facteurs responsables du récent plongeon de l'économie mozambicaine, déjà affectée par la crise des matières premières.
Depuis 2015, la monnaie mozambicaine a perdu plus de 30% de sa valeur et les remboursements de la dette ont fortement creusé les réserves de change.
L'accord de restructuration, initié en juin 2015 par le nouveau gouvernement et arrangé par les banques Crédit Suisse et VTB, a été signé lundi à Maputo et ratifié mardi soir en conseil des ministres, précise le communiqué.
La proposition du gouvernement a reçu l'accord de 86,5% des investisseurs détenteurs de l'emprunt, a précisé à l'AFP Rogerio Nkomo, porte-parole du ministère des Finances.
"Jusque là, le montant des remboursements était de l'ordre de 200 millions de dollars par an. Grâce à ce processus, ce montant est passé à 75 millions de dollars par an, ce qui devrait réduire énormément la pression sur le budget", a-t-il ajouté.
Originellement émis par la Compagnie mozambicaine de thon, dite Ematum, l'emprunt avait servi à financer l'acquisition d'une flotte de 24 bateaux de pêche au thon aux Constructions mécaniques de Normandie (CMN) de Cherbourg.
Mais l'opacité sur la constitution d'Ematum et sur la répartition des fonds, la présence de six embarcations militaires dans le contrat avec les CMN, et les déclarations contradictoires du précédent gouvernement avaient conduit les médias locaux à crier au scandale.
D'après les termes de l'accord signé lundi, la dette d'Ematum est échangée contre une dette contractée cette fois par l'Etat et remboursable en totalité en 2023.
D'ici là, le Mozambique devrait commencer à toucher les revenus liés à l'exploitation des immenses réserves de gaz du bassin du Rovuma (nord), prévu à l'horizon 2020.
Mais cette renégociation ne devrait pas mettre fin au scandale, alors que beaucoup d'interrogations demeurent sur la véritable allocation des fonds.
Le Wall Street Journal a révélé dimanche qu'un autre emprunt, de 622 millions de dollars, avait été conclu en 2013 par une société détenue par des capitaux publics mozambicains, dénommée Proindicus SA, pour financer l'achat d'embarcations militaires et d'installations radar.
Le porte-parole du ministère des Finances s'est refusé à commenter cet emprunt, jamais rendu public.

Mozambique Navy has ordered 3 Schiebel S-100 Camcopter vertical takeoff and landing unmanned aerial vehicles (UAVs) to operate from its Ocean Eagle 43 offshore patrol vessels
The Schiebel Camcopter S-100 is an Austrian unmanned aerial vehicle (UAV) using a rotorcraft design.
Produced by the Austrian company Schiebel, it was developed from 2003 to 2005. With a maximum take-off weight (MTOW) of 200 kilograms (440 lb), its endurance is 6 hours. It has a maximum speed of 220 kilometres per hour (140 mph) and a ceiling of 5,500 metres (18,000 ft). It is powered by a 55 horsepower (41 kW) Diamond engine and can carry various payloads, such as electro-optics and infrared sensors.
The Ocean Eagle 43 – trimaran ocean patrol vessel ordered by the Mozambican government was launched in January 2015. The vessel is built by French shipyard CMN (Construction Mecanique de Normandie) to meet the naval operational needs of marines and to support special operations forces.
The vessel intended for sea policing, surveillance of exclusive economic and fishing zones, search and rescue (SAR), safety and State action at sea, protection of vulnerable vessels and offshore installations, monitoring of marine environment, escort operations, counter speedboats, asymmetric threats and the boarding of terrorists. It is also used for combating illicit trafficking, smuggling, illegal immigration, terrorism, and piracy at sea.

September 7, 2016 70 SHARE Facebook Twitter Mozambican Prime Minister Carlos Agostinho do Rosario on Monday urged the Defence Ministry to step up training activities focused on national unity and on developing the country.
He stressed the need for “technical and scientific mastery of military arts and ethics, always focused on the goal of national development”.
Rosario was speaking in the southern city of Matola at the Armando Emilio Guebuza Higher Institute of Defence Studies (named after the former President), at the opening of a national meeting of military training, educational and human resource establishments.
Held under the motto “for effective and efficient management of human resources in the national defence sector”, the meeting, Rosario said, should centre on prospects for the future. The expectation, he added, is for a rapid impulse in the modernization of the Mozambican armed forces (FADM).
This modernization, the Prime Minister declared, seeks to ensure that the FADM is able “to respond in full to the missions laid down in the Constitution, for the consolidation of national unity, the defence of the motherland and the maintenance of peace and harmony”
Rosario praised the defence and security forces for their work in defending the country’s territorial integrity and national sovereignty, in the search for effective peace in the face of the attacks carried out by gunmen of the Renamo rebels, and the resulting economic instability.
He called for determination and courage so that the Renamo attacks do not divert the country from its development agenda.
The defence sector now has a number of specialized training institutes, notably the Samora Machel Military Academy in the northern city of Nampula, and the Alberto Chipande Sergeants Training School in Boane, just outside Maputo, as well as the Armando Guebuza Higher Institute of Defence Studies.

India gifted two fast interceptor boats and 44 Sports Utility Vehicles (SUVs) to Mozambique on Monday, July 29, to boost military cooperation between the two countries.
New Delhi and Maputo are likely to sign three pacts during Indian defense minister Rajnath Singh’s 3-day visit to the African nation starting 28 July, with the objective of boosting bilateral military ties. “India is willing to forge a strong bilateral relationship with Mozambique by increasing regular engagement and cooperation in multiple spheres,” Singh tweeted after his arrival in the country.
Mozambique is likely to share valuable white shipping information, allow Indian naval ships to carry out hydrographic surveys in the future, and let India carry out surveillance of Exclusive Economic Zone in return for India’s gift.
The engagement with Mozambique will enable India to blunt China’s influence in Africa which it has been engaging with for over a decade.
Maputo has emerged as one of India's top priorities in foreign relations for its liquid natural gas reserves and its strategic locations, which can be exploited to keep a watch on crucial sea lanes of communications in the Indian Ocean.
The image in one of the tweets posted by the Indian defense ministry hints towards the ship being L&T's fast interceptor craft. The high-speed interceptor boats are being built by L&T Shipyard for the Indian Coast Guard for patrol and rescue operations in India's Exclusive Economic Zone.

The Mozambican military appears to have received at least one new Mi-17 helicopter from Russia, photographs released on social media indicate.
Two of the three photographs showed an Antonov An-124-100 from the 224 th Flight Unit of the Russian Air Force being unloaded at a location that could be identified as Nacala airport in northern Mozambique.
The third photograph showed a 'dolphin-nosed' Mi-17 helicopter being manhandled by a mixed group of Russian and men wearing Mozambican camouflaged fatigues. The helicopter was missing its main rotor blades but appeared otherwise in pristine condition, suggesting it is a new aircraft.
It was painted in the same livery as the one worn by a Mozambican Mi-8 that crashed in April in Cabo Delgado Province.

- FAZSOI – Livraison d’une cuisine de campagne aux forces armées mozambicaines

Lundi 13 décembre 2021, le Bâtiment de soutien et d’assistance outre-mer (BSAOM) Champlain a effectué une relâche opérationnelle à Pemba, au Mozambique, afin de livrer une cuisine de campagne aux forces armées partenaires.
Renforcé par un élément du Détachement de Légion étrangère de Mayotte (DLEM), le bâtiment des Forces armées dans la zone sud de l’océan indien (FAZSOI), dans le cadre de sa mission de surveillance dans la zone sud de l’océan Indien pour effectuer une relâche opérationnelle au Mozambique. Il a mené une opération logistique afin de livrer un Élément tracté de réchauffage et de cuisson (ETRAC) dont le but est de contribuer à l’amélioration des conditions de vie en campagne des forces armées mozambicaines, aujourd'hui confrontées à des groupes terroristes dans le Nord du pays.
Ce matériel permet de fournir trois repas par jour à plus de 130 personnes et permet ainsi d’inscrire l’action de sécurisation des forces mozambicaines dans le temps long. Les soldats mozambicains ont appris à déployer, redéployer et transporter l’ETRAC en toute sécurité et sont désormais en mesure de l’utiliser dans des conditions optimales, en opération.
Cette interaction entre le Champlain et les forces armées mozambicaines, menée dans le cadre du partenariat militaire opérationnel animé par les FAZSOI, contribue à renforcer les liens entre forces armées régionales et à mieux répondre aux défis communs de la zone sud de l’océan Indien.
Les 1700 militaires déployés aux FAZSOI garantissent la protection du territoire national et animent la coopération régionale depuis La Réunion et Mayotte. Les FAZSOI constituent le point d’appui principal du théâtre « océan Indien » pour lutter contre de nouvelles menaces comme le trafic de stupéfiants, assurer la surveillance des zones économiques exclusives (ZEE) associées à l’ensemble des îles de la zone de responsabilité et conserver une capacité régionale d’intervention rapide.
