Liberian Chief of the Armed Forces Calls for Partnerships June 10, 2016
The Chief of Staff of the Armed Forces of Liberia (AFL), Brigadier General Daniel D. Ziankahn, has called on authorities and citizens of Grand Gedeh County to see the army as a partner in the development and security of the state.
General Ziankahn also urged the citizens and officials to always alert the government through the Ministry of Defense about unusual happenings that threaten national security in the county to ensure that they are promptly addressed.
The AFL Chief of Staff made the call Tuesday [June 7] when he officially received the keys of the newly-renovated Camp Whistnant AFL Barracks in Zwedru.
The Camp Whistnant Project valued over US$46,000, comprises four units and 32-bedroom apartments, and was implemented by the United Nations Mission in Liberia (UNMIL) under its quick impact project.
Turning over the keys of the facility to General Ziankahn, UNMIL Deputy Force Commander Brigadier General Atef A.M. Attia lauded the AFL and the county’s administration for their cooperation that led to the completion of the project.
In remarks at the ceremony, Grand Gedeh County acting Superintendent Abraham T. Gbeway thanked UNMIL for the gesture which, he noted, has brought hope to the people of Grand Gedeh.
He called on other local and international institutions to follow the example of UNMIL by completing the remaining units at the barracks.
Camp Whistnant hosted the fourth Infantry Battalion of the Armed Forces before the Liberian Civil Crisis.

The United States Government has boosted Liberia’s international peacekeeping mission capacity with a donation of military equipment to the Armed Forces of Liberia (AFL). The equipment turned over Tuesday included 18 Land Cruiser Pick-ups, two Land Cruiser maintenance vehicles, two 24-foot Whaler Boats and one 44-foot container of spare parts.

Nigeria has graduated new pilots.The Nigerian Air Force has finished training two Liberian pilots, the first since the end of that country’s civil war in 2003, and who will now return to Liberia to help establish the Liberia Air Wing.
On 23 August 2007, the Governments of Liberia and Nigeria signed a Memorandum of Understanding (MoU) on military cooperation to rebuild the Armed Forces of Liberia (AFL).
In the MoU, the two officers (Flight Lieutenants Jerreck Jeff Dwanah and Varney Adolphus Sieleaf) were part of eight cadets that departed Liberia in 2007 to undergo a four-year regular degree at the Nigerian Defense Academy in Kaduna. They commenced their pilot training at the Nigerian Air Force 301 Flying Training School in Kaduna, following their graduation as members of 60th Regular Course from the Nigerian Defense Academy in September 2013.
Upon completion of their training, the Liberian government asked for further training. They had their ab-initio flying training at the NAF 401 Flying Training School (FTS) before the NAF facilitated the conduct of their advanced pilot training at the International Aviation College (IAC), Ilorin.
The two pilots received their wings on 16 April. The ceremony was attended by the Minister of Defence of the Republic of Liberia, Major General Daniel Ziankahn (Retired), who decorated the newly trained Liberian Armed Forces pilots.
The Minister lauded the NAF for not only facilitating the training of its pilots but also standing side by side with the country during its trying times. “Nigeria contributed troops, provided logistics and equipment and your troops paid the supreme price which helped in restoring peace in Liberia…The Government of Liberia remains indebted to the Federal Republic of Nigeria for your wonderful supports”.
According to the 2008 New Defense Act, section 5.1, the Liberia Air Wing, when activated, will undertake search and rescue missions; provide limited air transportation for the movement of troops and logistics for the AFL; undertake medical evacuation; undertake limited marine patrol over Liberia’s Exclusive Economic Zone and assist those ministries and agencies in times of emergency and natural or man-made disasters, as well as assist in evacuation and logistics movement.
During the ceremony on Monday, Nigeria’s Chief of Air Staff, Air Marshall Sadique Abubakar said the training of Liberian pilots is “a demonstration of the strong ties between our two countries.” The ceremony was the second wings parade of 2018, bringing the total number of pilots in Nigeria who have received their wings this year to 25.
Additionally, 12 NAF pilots who completed their advanced training from the International Aviation College in Ilorin and the Afrika Union Aviation Academy (AUAA) in South Africa, were winged at the occasion, bringing the total number of pilots produced by the NAF in the last two years to 80.
There are 64 Nigerian student pilots at various stages of flying training in various NAF flying training schools. They are all expected to graduate by the end of this year. In addition to pilots, Abubakar said the Nigerian Air Force is inducting six new helicopters with more on the way.

TIMBUKTU MALI, Soldiers of the Liberian Contingent, LIBATT 5 serving in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) were decorated with the United Nations service medal on September 7, 2018 during a parade held at Timbuktu Super Camp. United Nations Medal is a prestigious honor awarded by the United Nations (UN) to the various world countries militaries for participation in joint international military and police operations such as peacekeeping, humanitarian efforts, and disaster relief. The United Nations gives this to peace Keepers from troops Contributing Countries (TCC) for their Support to host Country National Government in restoring Peace. The medal is given to personnel serving in peacekeeping mission after 90 days. The Medals were presented by Brigadier general Stevan Jan Anderson, sector west Commander and assisted by the Chief of Staff of the Armed Forces of Liberia, Major General Prince Charles Johnson III.
During his visit to Mali, General Johnson III who was welcomed by the Liberian Contigent Commander, Cpt James D. Fahnbulleh, visited Sector west Headquarters where he had discussions with the Sector Commander Brigadier General Anderson Concerning the prospect of the Liberia Contingent serving in the mission (MINUSMA). Thereafter, he returned in the Liberian camp held an open discussion with Officers and Non-commissioned Officers. In his brief to the troops, the AFL Chief of staff praised the Men and Women in arms for their sacrifices and overall performance “think about your family name, the institutions you represent and Liberia at large, “said General Johnson III. The Armed Forces of Liberia departed Liberia on June 20, 2013 to join the Africa International Support Mission in Mali (AFISMA) which later changed to the Multidimensional Integrated Stabilization Mission in Mali, (MINUSMA) In April 2013, when the UN Security Council adopted resolution 2100.

The Commander In-Chief of the Armed Forces of Liberia, His Excellency President George M. Weah, has officially dedicated FPV Aegis Boat. The dedication ceremony took placed on , May 10, 2019 at the Mesurado Pier on the Bushrode Island. FPV Aegis Boat t was donated to the National Fisheries and Aquaculture Authority (NAFAA) by the Wales Government of the United Kingdom. Speaking during the program, the president extended profound gratitude to the Government and people of Wales saying “the Boat came at the right time when Liberia was facing illegal fishing in her waters ”. He lauded the International Partners for the level of support giving to his government and assured them that the Boat will be used for it intended purpose. He thanked NAFAA and the Liberia Coast Guard (LCG) for the level of cooperation and collaboration between them. The President concluded by urging Liberians to remember the nation most famous song “the Lone Star For Ever”, naming the Boat “FPV Lone Star”. In separate remarks, the Acting Minister of National Defense, Hon Tibli Olandrus Dickson thanked the International Community for helping Liberia built-up its Coast Guard, particularly the United States for the construction of Boat houses along the coast, pledges AFL full cooperation with NAFAA in cubing illegal fishing in Liberia’s territorial waters

EFS : Premier DIO franco-britannique au Libéria

Du 29 juillet au 9 août 2019, l’unité de coopération régionale des éléments français au Sénégal a réalisé un détachement d’instruction opérationnel (DIO) au profit de l’armée du Libéria. Inédit par son concept, ce DIO s’est déroulé de manière conjointe avec les forces britanniques représentées par 8 fantassins du Duke of Lancaster's Regiment.
100 militaires libériens ont pu bénéficier de cette formation associant les savoir-faire Génie (lutte contre les engins explosifs improvisés et les mine) enseignés par les sapeurs du 2e régiment étranger de Génie (2ème REG) et les savoir-faire infanterie pris en charge par les Britanniques. Les sapeurs du 2ème REG ont également pu profiter de cette instruction conjointe pour échanger avec les formateurs britanniques.
“Cette mission – première réalisée avec nos camarades britanniques – s’est parfaitement insérée dans le cycle de préparation et de projection de l’Army force Liberia”, explique le commandant Vianney, officier de marque du détachement. “Nous l’avons constaté lors de l’exercice de synthèse qui a été un succès. Les savoir-faire génie étaient parfaitement intégrés à la mission infanterie”.
Ce DIO doit également son succès à la participation d’un avion Hercules C130 espagnol et de son équipage du détachement espagnol MARFIL, qui ont assuré le transport du personnel et du matériel.
Créés le 1er août 2011, suite au traité signé entre la France et le Sénégal, les 350 éléments français au Sénégal (EFS) constituent, à Dakar, un « pôle opérationnel de coopération » (POC) à vocation régionale, dont les principales missions consistent à assurer la défense et la sécurité des intérêts et des ressortissants français, appuyer nos déploiements opérationnels dans la région et contribuer à la coopération opérationnelle régionale. Les EFS disposent par ailleurs de la capacité d’accueillir, de soutenir voire de commander une force interarmées projetée.

En janvier 2022, un détachement franco-britannique a formé plus de 150 militaires libériens avant leur déploiement dans le cadre de la Mission multidimensionnelle intégrée des Nations unies pour la stabilisation au Mali (MINUSMA).
La formation a porté sur la lutte contre les engins explosifs improvisés, le secourisme au combat, la défense de base militaire, le combat embarqué et l’escorte de convoi. Ce programme soutenu a permis de préparer en conditions réelles les militaires libériens qui seront projetés prochainement.
À cette occasion, les militaires français ont évalué les phases d’instructions et partagé leurs connaissances avec leurs homologues britanniques afin d’améliorer la qualité du savoir transmis aux armées partenaires dans la région.
L’engagement contre le terrorisme nécessite des efforts dans la durée de la part de la communauté internationale dans un cadre politique partagé avec les armées partenaires. La France reste engagée dans la bande sahélo-saharienne, en particulier dans le domaine de la réassurance de nos partenaires locaux et des forces internationales engagées au Mali, dont la MINUSMA.
Dans le cadre de la transformation de la force BARKHANE, le dispositif français est structuré autour de deux axes : la lutte contre les groupes armés terroristes et la montée en puissance des armées partenaires. Il a pour objectif d’aider nos partenaires sahéliens à combattre la menace terroriste qui cherche à s’étendre du Sahel vers le sud et vers les pays du golfe de Guinée.
Pôle de coopération régionale pour l’Afrique de l’Ouest, les EFS réalisent des missions de formation et d’entraînement au profit des armées locales, à la demande des pays partenaires. Ces formations s’inscrivent dans le cadre d’une véritable stratégie visant à consolider le niveau opérationnel des unités. L’objectif est de pouvoir, ensemble, générer des armées d’emploi capables de produire des effets opérationnels significatifs et durables face aux crises sécuritaires qui touchent la sous-région.

Depuis le mois de janvier, un détachement franco-britannique prépare plus de 150 militaires libériens dans le cadre de la Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation au Mali (MINUSMA).
Une première phase de travail avait permis aux soldats libériens de s’entraîner aux savoir-faire relatifs à la lutte contre les Engins explosifs improvisés (EEI), au secourisme au combat, à la défense d’une emprise militaire, au combat embarqué et à l’escorte de convoi.
Cette semaine, l’entraînement s’est poursuivi par un exercice de synthèse de quatre jours. Cette phase pratique a mis en situation une section en défense d’emprise, une section d’intervention rapide et une section en patrouille autour d’une position fortifiée appelée Forward operating base (FOB).
Forts du partage de connaissances avec leurs homologues britanniques, les spécialistes des Éléments français au Sénégal (EFS) ont permis d’évaluer la capacité opérationnelle du détachement libérien.
Cette action de formation s’inscrit pleinement dans le cadre d’une des 3 dimensions de la transformation de l’opération BARKHANE dans la bande sahélo-saharienne. L’objectif est de former, entraîner, équiper et conseiller les armées partenaires, en s’appuyant sur le dispositif de partenariat militaire opérationnel existant à l’échelle régionale, notamment au sein des EFS.

As part of the capacity building of personnel of the Armed Forces of Liberia (AFL), the Office of United Kingdom Short Term Training Team from the British Armed Forces, has provided a short-term training to some personnel of the AFL The training is in United Nations Peace Support Operations Specialist Skills and took place from 4-29 March 2024 at Camp Sandee Ware. The 4-week intensive training captured modules in IED Threats and Recovery, Infantry Skills, Tactics and Team Medical Training for AFL’s personnel in United Nations Peace Support Operations. About 91 soldiers from units across the AFL took part in the training exercise. At the close of training exercises, Brig Gen Davidson F. Forleh, Chief of Staff of the Armed Forces of Liberia, hailed the collaboration between the British and Liberian Governments and thanked the British Ambassador, H.E. Neil Bradley, for the training provided to the AFL. The Chief of Staff said he was also honored to be at the first graduation exercise under his leadership, and asked the graduates to take seriously what they have learned because the skills will are needed now and in future United Nations Missions. Stressing the logistical constraints faced by the AFL, the Chief of Staff however assured the graduates that there will be more trainings and he will lobby and negotiate with counterparts for more trainings opportunities. He said that there are lots of internal security issues facing West Africa and as such AFL personnels must be prepared to handle when called upon. The Chief of Staff emphasized the formation of a robust Quick Reaction Force which will be on a stand-by with the ability to respond and take siege of internal security matters such as Demonstrations, Raid, Rioting, Road Block, Crowd Dispersal, etc. Also speaking at the graduation ceremony, the British Ambassador, H.E. Neil Bradley, said the training was very important for the AFL and he wished to do more to assist in training and helping the AFL in other areas.
