Le missilier européen a présenté à la demande du ministère de la Défense saoudien ses produits de défense aérienne (Air Defence). Thales n’avait pas été convié à cette réunion qualifiée de technique.
Mieux que la série TV "Plus belle la vie", la guerre MBDA versus Thales en Arabie Saoudite ne s'arrête décidément donc jamais. Dernier épisode en date, le missilier a été invité il y a un peu plus de dix jours par les autorités saoudiennes à présenter ses systèmes d'armes dans la défense aérienne, de la courte à la longue portée (du Mistral au système SAMP/T en passant par le VL Mica), selon des sources concordantes. Très certainement avec la bienveillance des autorités françaises en dépit d'un soutien jusqu'ici sans faille au groupe électronique en Arabie Saoudite pour le programme de renouvellement de la défense aérienne du royaume, Mark 3. Un projet estimé à 4 milliards d'euros en deux phases (2,5milliards puis 1,5 milliard d'euros). Une réunion avec le numéro deux du ministère de la Défense saoudien (Moda) à laquelle n'était pas invité Thales. Une réunion qui a fait tousser au sein du groupe d'électronique une fois l'information parvenue à ses oreilles. Thales propose le nouveau système Crotale, qui équipe le royaume depuis plusieurs décennies. Cette réunion "technique", selon les termes d'une source proche du dossier, a embrasé les braises encore chaudes, qui couvaient sous la cendre depuis l'énorme déception provoquée par la visite ratée de François Hollande en Arabie Saoudite fin décembre. Un voyage où l'Elysée était persuadé de revenir avec le contrat Mark 3 en poche pour Thales, sinon l'engagement du roi Abdallah à le signer rapidement. En vain, le président est reparti sans aucune garantie. "La France s'est auto-intoxiquée sur ce dossier", constate une source proche du dossier. Thales et MBDA se regardent en chiens de faïence Selon certaines sources, Thales aurait tenté de "s'incruster" dans cette réunion. "Thales n'était pas invité. Nous avons fait une présentation à la demande du client et la discussion est restée sur le plan technique", explique-t-on à "La Tribune". Bref, les deux groupes se rendent coup pour coup en Arabie Saoudite, théâtre d'une guerre souterraine incroyable entre les deux groupes qui déborde d'ailleurs au-delà sur les services de l'Etat. "Le Crotale nourrit la caisse de Thales, cela ne nourrit pas la politique de l'Etat", soupirent certains au sein du ministère de la Défense. Dans l'entourage du ministre, on estime que ce contrat pour Thales n'est "pas nécessairement terminée" après l'échec de la visite de François Hollande. Au sein du groupe d'électronique, après un petit coup de blues début janvier, on ne désespère toujours pas de convaincre les Saoudiens de prendre le Crotale NG avec… le soutien indéfectible de l'Etat français, notamment de l'Elysée qui rappelle à chaque visiteur saoudien l'offre de Thales. Les Français se chamaillent, les Allemands engrangent Pendant que les Français se chamaillent, se bagarrent et se neutralisent, les Allemands engrangent quant à eux des contrats en Arabie Saoudite. La filiale suisse du groupe Rheinmetall vient de signer un contrat de 83 millions d'euros… dans la défense aérienne en vendant un canon bitubes (Oerlikon Skyguard). Au total, le groupe allemand a obtenu depuis 2006 dans le domaine de la défense aérienne une série de contrats d'une valeur de 665 millions d'euros en Arabie Saoudite. Soit autant que Thales dans la courte portée sur la même période. Et si Thales et MBDA devaient travailler ensemble Comble de l'ironie, MBDA et Thales pourraient être amenés à travailler ensemble prochainement en Arabie saoudite. La direction générale de l'armement (DGA) réfléchit à proposer à moyen terme au royaume wahhabite le système SAMP/T proposé par le GIE Eurosam (MBDA et Thales). Il est vrai que les deux groupes coopèrent main dans la main dans plusieurs autres pays comme par exemple en Turquie (programme T-Loramids). Mais ce ne sera peut être pas facile de rabibocher les équipes, qui se sont durement affrontées sur le théâtre saoudien. Une saga qui n'est donc pas près de se terminer et qui est finalement bien mieux que la série "Plus belle la vie".

Lors du déplacement de Brest, la délégation saoudienne devrait visiter la FREMM Aquitaine (photo Guillaume Izard, Marine nationale). On se souviendra que les deux pays négocient toujours un projet de vente de six frégates multimissions (Sawari 3). Ce qui explique que JYLD se soit rendu à quatre reprises à Ryad dont la dernière le 30 décembre 2013 avec le PR.

Raytheon has secured its first export customer for the Paveway IV 500lb dual-mode (INS/GPS and laser-guided) precision guided munition (PGM), company officials confirmed on 25 March.
While the company was unable to confirm the identity of the customer, it is understood to be the Royal Saudi Air Force (RSAF). The Saudi export order is estimated to be worth in the region of GBP150 million (USD248 million) and to be for around 2,400 Paveway IVs.
A contract for the Paveway IV order is understood to have been signed between Raytheon UK and Saudi Arabia in December 2013, with the company receiving export approval from the US Congress - needed due to the use of US International Traffic in Arms Regulations (ITAR) sanctioned technology in the Paveway IV - in February.
The RSAF has long been earmarked as a potential Paveway IV operator, with IHS Jane's reporting in July 2013 that a Saudi export contract for Paveway IV was expected to be signed in December 2013. It is understood the RSAF intends to deploy the Paveway IV from both their Eurofighter Typhoon and Panavia Tornado fighter aircraft, although not from their Boeing F-15 Eagle fighters.
John Michel, business director for Raytheon Missile Systems in the United Kingdom stated the order was of "significant" value and volume of Paveway IVs, but was unable to confirm specific numbers.
Raytheon confirmed that production was already beginning for the new order, with relevant sub-contracts having already been placed. Michel expects that first delivery of the Paveway IV will occur in the next 18 months, with all deliveries completed six months thereafter.
The company also announced the delivery of the 4,000th Paveway IV to the UK Royal Air Force (RAF), the weapon's only current operator, on 25 March. The RAF first ordered the Paveway IV in 2003, placing a contract for around 2,400 units of the PGM. Two further follow on orders (totalling around 1,600 units) were placed by the UK Ministry of Defence (MoD) in April and December 2012 to replenish stocks expended on operations in Afghanistan and Libya.
The Saudi order thus comes at a fortuitous time for Raytheon UK, which, with deliveries now almost complete for the RAF, would have otherwise have lacked an order to maintain production at the company's Glenrothes facility in Scotland, which has the capacity to build around 200 Paveway IV units per month.
Michel stated that the export order would maintain production of the Paveway IV at Raytheon UK's Glenrothes facility in Scotland for another 24 months, which provides a solid indication of the number of PGMs involved in the Saudi order. With the RAF's 2012 orders for 1,600 being valued by the UK MoD at over GBP100 million, the value of the Saudi order is likely to be in the region of GBP150 million, plus any additional training, integration, logistics and support costs.
Originally developed for the UK Harrier GR.9 aircraft, the Paveway IV is currently only deployed by the RAF's Panavia Tornado GR.4 fleet, with over 1,000 Paveway IV combat drops carried out by the RAF over both Afghanistan and Libya. Paveway IV marked a step-change for the laser-guided Paveway PGM series, being the first version to incorporate a GPS/INS targeting capability, which has since been introduced into the Enhanced Paveway II series of PGMs, and also a readily programmable detonation capability, including: impact burst, delayed burst, or air-burst detonation options.
Paveway IV was developed for an MoD requirement for a solely INS/GPS guided munition, although the MoD subsequently opted to incorporate a laser-guidance unit, with the baseline Paveway IV accordingly now featuring both INS/GPS and laser guidance. Unlike other iterations of the Paveway series, the Paveway IV is only available as a 500lb weapon, using the Mk 83 warhead.
Work to operationally clear the Paveway IV on the Typhoon has been underway for some time under the Typhoon Phase 1 Enhancement (P1E) programme, with TJ Marsden, chief engineer on the Paveway IV programme stating on 25 March that Raytheon had now completed integration work of the PGM on the Typhoon. Alongside the integration work of Paveway IV on Typhoon, Raytheon has completely requalified the bomb for the Tornado to certify the aircraft to carry the PGM on all of its weapon stations and for all operational scenarios. Operational clearance of the Paveway IV on the Typhoon is expected to follow Raytheon's completion of the integration work, although the exact timeline for this is in the hands of the UK MoD.
The Paveway IVs for Saudi Arabia are expected to be of Raytheon's new baseline for the PGM, known as Mk II, which incorporates improved capabilities, based on the RAF's operational experience with the munition. These include an improved level of GPS accuracy, and an increased launch acceptability region for releasing the Paveway IV.
Additionally, Raytheon has developed a number of optional spiral upgrades for the Paveway IV, under the Selective Precision Effects At Range (SPEAR) Capability 1 programme, which are expected to be shortly be decided on by the UK MoD Defence Board. The first of these is a low collateral damage warhead for the Paveway IV, which Raytheon fired for the first time in early March at the MoD's West Freugh test range in Scotland.
The company has also developed a penetrator warhead for the Paveway IV, through which the company is aiming to provide roughly the same level of capability as a 2,000 lb penetrator in a 500 lb package. To achieve this, the warhead incorporates an inner hardened-steel penetrator surrounded by a frangible peeling shroud, operating on the same principle as a sabot round to provide a higher sectional density and reduced impact area to improve penetration, while maintaining the same form and fit as with the standard Mk 83 warhead.
The third upgrade provides the transfer of the moving targeting capability of the Enhanced Paveway II's digital seeker onto the Paveway IV, allowing for the engagement of manoeuvring targets travelling at speeds of over 70 mph. A fourth upgrade, not part of the UK's SPEAR Cap 1 programme, includes the installation of an active-GPS anti-jamming unit in the tail of the Paveway IV, augmenting the passive anti-jam capability already present in the PGM's seeker.
The company expects that these upgrades could be operational within four to five years of MoD approval, with both the low collateral warhead and the digital seeker upgrades expected to be cost neutral.

German Government To Cancel Saudi Tank Deal
BERLIN — The German government will not approve a reported deal to sell up to 800 battle tanks to Saudi Arabia, a German Sunday newspaper said, citing government sources.
The sale of the Leopard-2 tanks was billed as one of the biggest deals for the German armaments industry, Bild reported.
But Economy Minister Sigmar Gabriel, a Social Democrat in the left-right “grand coalition,” has “positioned himself against a tanks delivery to the autocratic royal house,” it said, citing government sources.
“Without agreement from the economy minister, the deal has no chance,” Bild said.
The report said the deal was not sent for approval to the German national security council, which counts Chancellor Angela Merkel among its members.
In 2012 Bild am Sonntag reported that Saudi Arabia wanted to buy 600-800 Leopard battle tanks from Germany, more than twice as many as originally envisaged.
Its latest report Sunday said Saudi Arabia was chasing the German tanks for years and had budgeted nearly €18 billion ($25 billion) for them.
The Leopard-2 tanks, Germany’s main battle tank, is also produced under license in Spain.
Germany declined to sell heavy weapons to Saudi Arabia for decades because of concerns over human rights and fears for Israel’s security.
Contacted by AFP, an economy ministry spokeswoman said the government did not give information about “individual procedural stages of possible approvals for export of munitions.”

p.s: les verts ont intenté plainte aupres de la cours constituionelle contre la pratique des deals allemands (cf deals saoudiens et algeriens approuvés par merkel sans debats en 2011) ils demandent changements de lois pour avoir plus d´informations a temps et plus de controle parlementaire.

Chef de l’Al Mukhabarat al A’amah, le service de renseignement saoudien, le prince Bandar ben Sultan ben Abdelaziz al-Saoud a été démis des fonctions qu’il occupait depuis juillet 2012 « à sa demande », a annoncé la chaîne de télévision Al-Ekhbariya. Il a été remplacé par son adjoint, Youssef ben Ali al-Idrissi. Ce dernier a été nommé selon un décret royal.
Aucune explication n’a été donnée pour expliquer ce changement. Cependant, le prince Bandar a fait l’objet de plusieurs rumeurs ces dernière semaines. A priori, sa « démission » pourrait être liée à son état de santé. Le désormais ancien chef des renseignements saoudiens a en effet été hospitalisé, fin décembre, aux Etats-Unis avant de se rendre au Maroc.
Cet ancien ambassadeur du royaume Wahabbite à Washington (poste qu’il a occupé de 1983 à 2005) avait fait parler de lui à l’occasion de la crise syrienne en affirmant (du moins, c’est ce qui a été rapporté) vouloir armer les rebelles syriens face aux forces restées loyales au président Bachar el-Assad. Il avait fait la même chose, 25 ans plus tôt, avec les « moudjahidines » afghans alors aux prises avec l’armée soviétique.
Selon le journal libanais al-Akhbar, le prince Bandar aurait aussi finance, en 2006, une milice anti-Hezbollah mais proche de l’ancien Premier ministre Saad Hariri. Mais cette formation n’aura eu qu’une existence éphémère puisqu’elle sera dissoute 2 ans plus tard.
Qualifié de « vétéran de l’intrigue diplomatique à Washington et au Moyen-Orient » par le Wall Street Journal, le prince Bandar aurait tenté de convaincre les Etats-Unis (et aussi la France) de la nécessité de frapper le régime syrien. D’ailleurs, il se dit qu’il a même reproché à la tiédeur Maison Blanche à ce sujet. De leur côté, les responsables américains n’ont pas manqué de critiquer son approche « hasardeuse » de la crise syrienne.
Est-ce en raison de cette attitude ou de son état de santé (voire les deux), le prince Bandar s’était vu retirer la gestion du dossier syrien, ce dernier ayant été confié au ministre saoudien de l’Intérieur, le prince Mohamed Ben Nayef Ben Abdel, par ailleurs très actif contre les réseaux d’al-Qaïda.

Thales Defense and Security Inc has been awarded a USD11.7 million contract to provide air traffic control (ATC) equipment and services to the Saudi Arabia National Guard (SANG), the US Department of Defense (DoD) announced on 23 April. The contract covers the provision of precision approach services, airspace control services, and navigational capabilities to support visual flight rules, special visual flight rules, and instrument flight rules operational and mission requirements within the terminal area for fixed- and rotary-wing aircraft. According to the DoD notification, ATC equipment will be installed and services provided at Khashm al-An Airfield, east of Riyadh, and Dirab Airfield, southwest of Riyadh.

Personne n'est dupe, ils ne possèdent que quelques dizaines de ces missiles, dont la technologie remonte aux années 50, les montrer ne sert qu'à la propagande interne, je ne suis même pas sur qu'ils puissent viser une ville avec, à supposer bien-sur que ca a été bien maintenu depuis 1987.

Saudi Arabia displays ballistic missiles for the first time
Saudi Arabia publicly displayed its Dong Feng-3 (DF-3) ballistic missiles for the first time in a 29 April parade marking the end of what was billed as its largest ever military exercise. The parading of the missiles will be seen as the latest Saudi step to publicise its ballistic missile capability, which has included media coverage of the opening of the Strategic Missile Force's new headquarters in Riyadh in 2010. The DF-3 (US designation: CSS-2) is a single-stage, liquid-fuel ballistic missile that was developed by China in the 1960s. It is estimated to have a range of 2,500 km with a 2,000 kg warhead, but suffers from poor accuracy. It was confirmed in March 1988 that China had transferred an unspecified number of DF-3 missiles with conventional warheads to Saudi Arabia. The estimates of the number of missiles delivered to the kingdom range between 30 and 120. Saudi television footage of the parade at Hafr al-Batin Airbase in the northeast of the kingdom showed two missiles with DF-3 written on them in Latin script. The missiles were mounted on the same towed erector launchers that have been seen in photographs of Chinese DF-3s. These launchers can only travel on paved surfaces, but provide an adequate level of mobility for firing from the prepared launch pads at Saudi ballistic missile bases. Speculation that Saudi Arabia is in the process of replacing its DF-3s was fuelled by the circulation of a photograph of Prince Fahd bin Abdullah bin Muhammad al-Saud visiting the Strategic Missile Force headquarters in Riyadh during his brief tenure as deputy defence minister in 2013. The photograph shows senior officers presenting him with a display case containing models of three missiles, including one that looks like a DF-3. There has been speculation that one of the other two missiles in the case is a Chinese DF-25 (CCS-5) with a pointier nose for a conventional warhead. In January, a Newsweek story cited an unnamed "well-placed intelligence source" as saying Saudi Arabia began replacing its DF-3 from 2007, when it bought solid-fuel DF-25 missiles. The source said the United States approved the transfer after CIA analysts inspected the missiles and were satisfied that they were not designed to carry nuclear warheads. Other weapons and platforms that were not previously known to have been acquired by Saudi Arabia but which featured in the parade included Oshkosh Mine Resistance Ambush Protected - All Terrain Vehicles (M-ATVs) and M113s that had been upgraded by the Turkish company FNSS into the M901A TOW anti-tank missile launcher variant. The parade, marking the end of Exercise 'Saif Abdullah', was attended by dignitaries from various countries, including the king of Bahrain, the crown prince of Abu Dhabi, the Kuwaiti defence minister, and Pakistani Chief of Army Staff General Raheel Sharif. Saudi Chief of Staff General Hussain al-Qubail stressed the defensive posture of the Saudi armed forces, saying: "By conducting this exercise, we are preparing our forces to defend our holy places and our achievements ... we don't intend to attack anyone because it's not the kingdom's policy."
