The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

The Federal Security Council considered the transaction on Monday, according to Spiegel. A decision has been postponed until the coming year.
The council is a committee made up of the chancellor and several federal ministers that oversees matters of national defense, including the approval of arms exports.
Saudi Arabia is specifically interested in the Boxer troop transporter, considered by some to be one of the more advanced fighting vehicles in the world and currently employed by the German military in Afghanistan.
The Boxer would allow the Saudi Kingdom to significantly upgrade the Royal Guard Regiment of its army.
The council did not rule on Saudi Arabia’s request for the delivery of “Leopard-2″ battle tanks, a point of controversy in Germany.
A decision to export rocket-propelled grenades bunker-busting munitions to Israel was approved at the same meeting, Spiegel reported.
In 2011, the German government exported some 5.4 billion euros ($7 billion) worth of arms, an approximately 14 percent increase from last year. The government has not yet published figures on arms exports in 2012.

Discussions with the Kingdom of Saudi Arabia Government have been underway for some time to agree definitive pricing for the supply of 72 Typhoon aircraft to the Royal Saudi Air Force (RSAF) contracted in 2007 under the government to government Salam programme. Whilst progress has been made through the course of these negotiations, issues remain to be resolved before contract pricing, acceptable to all parties, can be agreed. Discussions continue towards a Salam agreement. Acceptable pricing terms remain the Group’s driver to such an agreement, not the timing of the settlement. Should an acceptable agreement not be reached before the Group’s full year results announcement, the impact on 2012 trading guidance would be to reduce the Group’s underlying earnings per share by approximately 3 pence per share. BAE Systems, as the prime contractor to the UK Government, has delivered 24 Typhoon aircraft to date. All parties remain committed to the programme and further aircraft are in-build for deliveries to recommence in 2013. Further progress has been made on other aspects of the Group’s business in the Kingdom of Saudi Arabia. Following the approval of budgets amounting to $12bn in December 2011, negotiation of contracts to provide the next five years of support together with supply of other related equipment under the core Saudi British Defence Cooperation Programme (SBDCP) are well advanced and are expected to be signed before the end of 2012. These contracts will allocate a significant proportion of the approved budgets. These contracts under the SBDCP follow the £1.6bn award, in May 2012, to support the future aircrew training requirements of the RSAF. That contract includes the supply of 22 new Hawk Advanced Jet Trainer aircraft, 55 Pilatus PC-21 aircraft and other aircrew training equipment.

For decades Germany has declined to sell such heavy weapons to Saudi Arabia because of concerns over human rights and fears for Israel's security.
Opposition politicians and even some members of Merkel's ruling centre-right coalition had slammed the reported tank sale, particularly in light of pro-democracy uprisings throughout the Middle East.

L’entreprise d’armement KRISS ne pourra pas vendre pour 45 millions de matériel à l’Arabie saoudite. Estimant que les armes risquaient d’être utilisées en violation des droits de l’homme, le Conseil fédéral a mis mercredi son veto à sa demande d’exportation.
Il a utilisé sa marge de manœuvre, a justifié devant la presse le porte-parole du gouvernement André Simonazzi. La demande concerne des éléments de pistolets. Les différentes parties auraient dû être livrées aux Etats-Unis, où elles auraient été assemblées avant d’être exportées en Arabie saoudite.
L’affaire avait été rendue publique jeudi dernier par la télévision alémanique. L’émission « 10 vor 10 » avait révélé que le lobby suisse des armes avait envoyé une lettre au président de la Confédération Ueli Maurer afin que le Conseil fédéral donne son feu vert à la vente. Il avait mis en avant la défense des emplois.
Le Groupe pour une Suisse sans armée (GSSA) avait dénoncé la transaction, rappelant que ces armes sont destinées à la garde royale d’Arabie saoudite, qui viole systématique et gravement les droits de l’homme. Selon le GSSA, la vente aurait donc contrevenu à l’ordonnance sur le matériel de guerre. (ats).

comme chaque dimanche porte son lot de deals saoudiens ici,le journal "Bild am Sonntag" parle d´un deal OKé de principe par le conseil de securité pour des patrouilleurs(garde cotes) de la werft Lürssen,montant 1,5 B€. un seul coute entre 10-25 M€. les navires sont a livrer dans 2 ans apres signature du contrat.

An Emirates First Class lounge in Dubai.Saudi Arabia is looking into buying patrol boats worth 1.5 billion euros ($2 billion) from a German firm, and appears to have won the Berlin government’s approval despite widespread public criticism of arms deals, a newspaper reported on Sunday. The Arab kingdom was exploring a deal to buy the ships, each costing between 10 and 25 million euros, from Bremen-based dockyard Luerssen, Bild am Sonntag newspaper said. Arms exports are a sensitive issue in Germany given the country’s Nazi past and the role arms makers like Krupp played in fuelling numerous 19th and 20th century wars. Germany’s national security council, which includes Chancellor Angela Merkel and the ministers of defence, development, economy and foreign affairs, had already given the deal a preliminary nod, according to the newspaper. The council has to approve such deals in Germany but its decisions are not made public. A spokeswoman for the economy ministry, which oversees such deals, declined to comment. No one at Luerssen was immediately available for comment. The newspaper did not say why Saudi Arabia might be seeking the vessels. But Saudi Arabia’s foe Iran has repeatedly threatened to close the Strait of Hormuz, a route for oil exports from the Gulf, if Iranian nuclear sites are attacked by Israel, which believes Tehran is trying to develop an atomic bomb – a charge Tehran denies. While Iran’s navy lacks a modern combat capability, its Revolutionary Guards have a wide range of more modern missile patrol boats armed with Chinese and Iranian-made anti-ship missiles, Western defence analysts say. With less than eight months to go until Germany’s federal elections, the news drew criticism from opposition politicians. “The government apparently wants to totally arm Saudi Arabia and has not learned anything from the public protests against weapons deliveries to this country,” said Thomas Oppermann, parliamentary floor leader for the opposition Social Democrats. Germany has refrained from exporting heavy weapons to Gulf states in the past because of its relationship with Israel and more recently because of the Arab Spring revolts. However, according to a government report, Berlin approved the export of 5.4 billion euros worth of arms in 2011, after studying requests from different countries, a 14 percent increase from the previous year. Of those arms, 42 per cent went to countries outside the European Union or NATO. In December, Bild am Sonntag reported the German government was close to completing a 100-million-euro arms deal for “Dingo” armoured vehicles and Der Spiegel magazine reported Saudi Arabia wanted to buy several hundred BOXER armoured fighting vehicles. In 2011, Saudi Arabian security sources said the country was buying hundreds of tanks from Germany in a multi-billion euro deal that German opposition lawmakers at the time said contravened export guidelines for military hardware. A Saudi Arabian Tornado fighter crashed in the kingdom's Eastern Province during a training mission on Monday, but its crew survived, the defence ministry said.
The aircraft crashed at the King Abdul Aziz Airbase in Dhahran while on a "routine training mission," state news agency SPA quoted a ministry official as saying.
