This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an important partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed recertification program will allow the Royal Saudi Air Defense Forces to extend the shelf life of the PAC-2 missiles in its inventory for an additional twelve years.
The proposed recertification program will not alter the basic military balance in the region.
The principal contractor will be Raytheon Corporation in Andover, Massachusetts. The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale
Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Le royaume wahhabite avait promis cette aide financière à l'armée libanaise en 2013, avant de la concrétiser par un accord signé en novembre 2014 à Paris. Une première livraison d'armes et d'équipements militaires français financée dans ce cadre est arrivée au Liban en avril 2015 pour renforcer l'armée libanaise face aux répercussions du conflit syrien et à la menace djihadiste du groupe Etat islamique (EI).

Au total, une vingtaine de sociétés françaises sont censées participer à ce contrat qui porte sur des équipements terrestres, maritimes et aériens, dont des véhicules blindés, des pièces d'artillerie lourde, des missiles antichar et des mortiers et armes d'assaut, précisait-on alors de source proche du ministère français de la Défense.

Le différend entre Beyrouth et Riyad est apparu en janvier, lorsque le Liban a refusé de voter un communiqué arabe condamnant les attaques de représentations diplomatiques saoudiennes en Iran après l'exécution d'un dignitaire chiite par le royaume wahhabite (Reuters).

Quand je vois tout ces achats de la part des Saouds ça me rappelle tout les joueurs débutants qui des qu'ils commencent a jouer un jeu ce mettent a tricher avec des codes, argent illimité ou armes illimités etc.. mais au final sans résultat...

The Royal Saudi Air Force (RSAF) has placed an order for six air traffic control (ATC) systems from Finmeccanica, the company announced on 9 March.

All six will be delivered by the end of 2017.

Although it did not state the contract's value or identify the ATC systems, Finmeccanica said three of the systems will be fixed and three will be shelterised transportable systems comprising primary and secondary radar, control, and communications subsystems.

The operational shelter used with the transportable system has three work stations.

It added that the same type of transportable system is already in service with the Italian Air Force and can be integrated with a precision approach radar - which air traffic controllers use to help pilots land their aircraft - or be connected to an ATC control tower to "realise a fully operational airport system".

Finmeccanica has developed a range of products designed to establish ATC functions at forward operating bases or in emergency situations.

These include the Aerodrome Flight Information System (AFIS), which the company has said is already in service with the Italian Air Force. The AFIS is a mobile air traffic control tower with three work stations that can by carried by a C-130J transport aircraft.

Finmeccanica also offers a transportable precision approach radar in the form of the PAR 2090CM, which is integrated into a single shelter that can be carried by a C-130.

L'Arabie Saoudite a la particularité d'avoir la plus grande flotte d’Hercules en dehors des États-Unis d'Amérique.

Le KC-130J « Super Hercules » Tanker :

Le KC-130J «Super Hercules» en version Tanker est directement dérivé du nouveau C-130J « Super Hercules ». Il incorpore une technologie de pointe pour réduire les besoins en personnel, de fonctionnement de soutien avec des coûts de cycle de vie plus actuel que pour les anciens C-130. Le modèle dispose également d'une maniabilité accrue et une manutention plus courtes. Il est doté de nouveaux moteurs Rolls-Royce Allison AE 2100D3 dotés d’hélices à six pales. La version KC-130J est dotée des systèmes de perches de ravitaillement, des réservoirs supplémentaires et un poste pour l’opérateur ravitailleur. Le système de ravitaillement existe déjà sur les modèles plus anciens du C-130.

Pre-delivery trials of the first of 44 BAE Systems Hawk Mk 165 Advanced Jet Trainer (AJT) aircraft for Saudi Arabia are progressing ahead of the start of deliveries in the coming weeks, as shown by an image of aircraft 2101 flying in national livery.

A photograph taken by IHS Jane's at BAE Systems' Warton facility in the north of England on 23 March shows the aircraft (serial ZB101 while in the UK) performing the final phases of flights trials in the standard colours and markings of the Royal Saudi Air Force (RSAF), having previously only been seen in factory primer. The second aircraft, 2102 (ZB102), also flew.

The aircraft is the first of an initial batch of 22 Hawk AJTs that the RSAF ordered in 2012 to replace the Hawk Mk 65 and Mk 65A platforms currently in service. An order for a further 22 aircraft was first reported by IHS Jane's in February after it appeared in BAE Systems' preliminary annual report for 2015.

The Hawk AJTs are being acquired because their 'glass' cockpits more closely resemble those of the Eurofighter Typhoon and Boeing F-15SA Eagles onto which the RSAF's student pilots will transition. Its acquisition is part of a wider revamp of the service's pilot training capabilities, which includes 55 new Pilatus PC-21s and 25 Cirrus SR22 primary training aircraft, as well as simulators, upgraded training facilities, spares, and support.

Le Rafale a-t-il une chance en Arabie Saoudite, chasse gardée des États-Unis et de la Grande-Bretagne?

Rafale, avions-ravitailleurs MRTT, corvettes Gowind, patrouilleurs rapides, système de défense anti-aérienne Mark 3 seront fin avril au cœur des discussions entre les autorités françaises et le vice-prince héritier et ministre de la Défense saoudien, Mohammed bin Salman bin Abdul Aziz.  


C'est une visite très importante pour la France, et plus particulièrement pour l'industrie de défense tricolore, si elle est maintenue. Déjà reportée, la venue à Paris le 25 avril du vice-prince héritier et ministre de la Défense saoudien, Mohammed bin Salman bin Abdul Aziz, qui était initialement attendu le 22 mars, pourrait débloquer plusieurs dossiers d'armement en suspens entre les deux pays. Au cœur des relations dans le domaine de l'armement entre Paris et Ryad, l'avenir de la société ODAS, qui représente les intérêts de la France en Arabie Saoudite, sera évoqué lors des entretiens de Mohammed bin Salman à Paris.

Des négociations vont commencer "dans les jours qui viennent" pour définir exactement quel sera le nouveau dispositif, qui prendra le relais d'ODAS pour coordonner les relations dans le domaine de l'armement entre les deux pays. Seront-elles achevées avant la visite du vice-prince héritier ? Pas sûr. "C'est un peu tôt", explique-t-on à La Tribune. Dans un courrier adressé en novembre au ministre de la Défense Jean-Yves Le Drian et signé par  le vice prince héritier, l'Arabie Saoudite annonce qu'elle ne veut plus travailler avec ODAS.

"Le ministère saoudien de la Défense fait part de son désir de mettre fin à toute relation avec la société française ODAS", est-il écrit dans ce courrier.

Quels contrats pourraient être officiellement signés?

Le contrat le plus mature, qui pourrait être mis en vigueur rapidement par l'Arabie Saoudite, est celui du chantier naval de Cherbourg, Constructions Mécaniques de Normandie (CMN), propriété de l'homme d'affaires franco-libanais Iskandar Safa. Sans passer par l'aide de la société ODAS, CMN a signé il y a quelques mois un contrat avec Ryad pour la vente de plus de 30 patrouilleurs (34/35) de 35 mètres équipés du système de combat Tacticos, le CMS de Thales Nederland, pour un montant inférieur à 600 millions de dollars.

Un contrat qui n'a toujours pas été mis en vigueur par l'Arabie Saoudite mais le chantier a récemment franchi un jalon très important. Selon des sources concordantes, il a obtenu des garanties bancaires d'un consortium de banques russes et du Golfe. En dépit des pressions de l'Etat français, les banques tricolores n'ont quant à elle pas souhaité accompagner CMN, qui est allié avec l'industriel saoudien Zamil.

Il est également possible que Ryad commande au vu de ses besoins opérationnels deux  avions-ravitailleurs A330-200 MRTT d'Airbus supplémentaires. L'armée de l'air saoudienne, qui a en déjà six en service (trois commandés en janvier 2008, puis trois autres en juillet 2009), a reçu le sixième appareil en juin 2015. A terme, elle pourrait disposer de douze A330 MRTT.

Enfin, les deux pays pourront faire un nouveau point sur l'avancée du contrat Donas signé en novembre 2014 et qui a connu de nombreuses turbulences. Le haut comité franco-saoudien a confirmé cette opération. Selon une source proche du dossier, entre 75% et 80% de la trentaine de contrats signés auraient déjà été mis en vigueur et seront livrés à l'armée saoudienne et non plus à l'armée libanaise. Certains observateurs bien informés estiment même que 95% des contrats auraient été mis en vigueur.

Mark 3 et Rafale, des serpents de mer?

Thales a ressorti de ses cartons le système de défense anti-aérienne de courte portée Mark 3 (Crotale NG). Une campagne toujours vivace en dépit des très longues discussions qui s'étirent sur plusieurs années entre l'Arabie saoudite et la France. Selon des sources concordantes, le système proposé par Thales à base de missiles VT1 a détruit des roquettes lors de démonstrations. Ce qui aurait beaucoup intéressé les Saoudiens soucieux de mieux protéger leurs troupes et les populations au contact des rebelles chiites houthis, qui utilisent fréquemment des roquettes pour bombarder le sud du Royaume. Thales a refait une offre sans passer par ODAS, selon plusieurs sources concordantes. Cela pourrait être la surprise saoudienne mais une extrême prudence est requise.

Le groupe d'électronique espère signer un contrat d'une valeur totale de 4 milliards d'euros pour équiper la défense anti-aérienne de courte portée du royaume, qui est composée de systèmes de missiles Shahine (Crotale amélioré, monté sur châssis AMX 30). Thales est le fournisseur attitré du Royaume depuis près de trente ans de sa défense anti-aérienne (contrat Al Thakeb en 1984). Le contrat Mark 3 toujours annoncé mais jamais signé a toujours été remis sur la table des négociations par la France, qui soutient le groupe d'électronique contre vents et marées au grand dam d'Airbus et de MBDA.

Le Rafale a-t-il une chance en Arabie Saoudite, chasse gardée des États-Unis et de la Grande-Bretagne? A priori non. Dassault Aviation y croit-il même si les Saoudiens ne sont pas satisfaits de la flotte d'avions de combat britanniques, Tornado et Eurofighter ? Pas sûr en dépit de visites de son PDG Eric Trappier sur place. Selon une source interrogée par la Tribune, "cela se passe très mal à cause du Yémen et les Saoudiens sont fâchés contre les Britanniques".

Il y a bien eu des discussions sur le Rafale entre Paris et Ryad, qui a un besoin opérationnel urgent. Mais Dassault Aviation, qui fabrique le Rafale en trois ans, n'a plus la possibilité de prélever sur la chaîne d'assemblage des appareils comme pour l'Egypte (6 Rafale déjà livrés). Finalement, Ryad veut-elle vraiment cet avion ou veut-elle faire pression sur Londres pour obtenir plus ? Ce sont les questions que le monde de l'armement se pose à Paris.

Et le char Leclerc, les satellites, les corvettes Gowind?

DCNS propose à la marine saoudienne cinq corvettes Gowind de 2.500 tonnes, très proches de celle déjà vendues à l'Egypte pour compléter la flotte de l'est. Soit un contrat estimé à environ 1,5 milliard. Le groupe naval tricolore doit faire face à la concurrence de BAE Systems qui propose quant à lui aux Saoudiens quatre à six corvettes de la classe Khareef, trois patrouilleurs et deux chasseurs de mines. A plus long terme, DCNS vise le renouvellement de la flotte de l'est des frégates (trois à six bâtiments).

L'Arabie Saoudite a quant à elle sondé la France sur le char Leclerc, dont les exemplaires émiratis ont impressionné les forces armées saoudiennes pendant le conflit yéménite. Les Français n'ont pas dit non même si les Saoudiens en voudraient des "quantités astronomiques", selon Paris. Affaire à suivre d'autant que l'armée de Terre saoudienne va récupérer les matériels terrestre et aéroterrestres initialement destinés au Liban. Soit 250 blindés (VAB Mk3 et Sherpa de Renault Trucks Défense notamment), sept hélicoptères Cougar armés (Airbus Helicopters) et 24 canons auto-tractés Caesar (Nexter).
Enfin, s'agissant des satellites de télécoms et d'observation, c'est un peu la bouteille à l'encre. Les deux constructeurs de satellites Thales Alenia Space (TAS) et Airbus Space Systems ont conclu un accord pour proposer une offre conjointe aux Saoudiens, qui porte sur la vente de quatre satellites (deux d'observation et deux de télécoms). Mais les Américains ont débarqué en force et auraient vendu une constellation de cinq satellites. Cette décision surprend beaucoup en France pour deux raisons. "Les Etats-Unis refusent de donner aux Saoudiens une définition des images aussi précise que les Français ont promis", explique-t-on à La Tribune. Surtout, la France a été invitée à négocier de gré à gré pour les quatre satellites.

Le ministre de AE canadien a enfin donné son feu vert pour l'exécution d'un contrat de 11 MM$ portant sur la livraison de véhicules blindés fournis par General Dynamics Land Systems Canada. Ce contrat de 2014 avait été bloqué en  raison de la situation des droits de l'homme en AS. Le business a repris le dessus

Canada’s Liberal government refused to back down Wednesday in the face of growing criticism for having greenlit arms sales to Saudi Arabia that could help it wage war in Yemen.

A previous Conservative administration announced the $12 billion sale of light armored vehicles in February 2014.

However, the Conservatives are now raising alarms over the arms sale — believed to be the largest in Canadian history — while the New Democratic Party (NDP) accused the Liberals of misleading Canadians.

The Liberals have refused to cancel the sale since coming to power in November, saying it was a “done deal” that could not be broken off without possibly incurring significant penalties and job losses.

But documents released this week by the justice department in response to a lawsuit seeking to block the deal showed Foreign Minister Stephane Dion signed crucial export permits only last Friday.

Canadian media published excerpts saying Dion was advised that the sale of the vehicles equipped with machine guns and anti-tank weapons would help Riyadh in its efforts at “countering instability in Yemen” and fighting the Islamic State group.

In a retort to critics, Dion said Wednesday that similar weapons systems sold to Saudi Arabia since 1993 had been used responsibly.

“The best and updated information indicates that Saudi Arabia has not misused the equipment to violate human rights,” he told reporters. “Nor has the equipment been used in a manner contrary to the strategic interests of Canada and its allies.”

But Conservative MP Tony Clement said Canada’s export controls do not require firm evidence of breaches, only an assessment of a risk of abuse.

“If the preponderance of the evidence is that it could be used against civilian populations… then the deal has to be off,” he said.

NDP leader Thomas Mulcair joined the fray saying, “the government lied to Canadians about who signed what when in the Saudi arms deal, and that is a very serious matter.”

Fighting in Yemen has killed almost 6,300 people, half of them civilians, since Saudi Arabia launched its controversial intervention against Iranian-backed Huthi rebels in March last year, the World Health Organization says.

L’Arabie saoudite lie désormais ses contrats d’armement au développement d’une industrie militaire locale qui puisse couvrir 30 à 50% des besoins du pays, a annoncé lundi son vice-prince héritier et ministre de la Défense.

Le prince Mohammed ben Salmane, qui a présenté un plan de transformation économique du royaume à l’horizon 2030, a déploré que l’Arabie ne dispose pas d’une « industrie militaire », alors qu’elle est classée troisième acheteur d’armes dans le monde en 2015 bien « avant la Grande-Bretagne et la France ».

« Désormais, le ministère de la Défense et les autres organes de sécurité et militaires ne passeront de contrat avec un fournisseur étranger que s’il est lié à une industrie locale », a-t-il dit dans une interview diffusée par la chaîne de télévision Al-Arabiya.

« Nous procédons à une restructuration de plusieurs de nos contrats militaires pour les lier à une industrie saoudienne », a ajouté celui qui est considéré comme l’un des hommes forts du royaume.

L’armée saoudienne, cliente traditionnelle des Etats-Unis, de la Grande-Bretagne et de la France pour son armement, « a une forte demande que nous devons satisfaire localement », dans une proportion de « 30% à 50%, pour doter le pays d’une nouvelle industrie ».

Une entreprise publique d’industries militaires, en cours de mise en place, devrait devenir opérationnelle fin 2017, a encore dit le prince Mohammed qui est âgé de 30 ans.

L’Arabie saoudite dispose des forces armées les mieux équipées du Golfe avec des effectifs de 233.500 militaires.

Saudi Arabia interested in arms trade with Russia on condition of licence production

On Monday, the rights watchdog Amnesty International said it had documented evidence that US, UK and Brazilian-made cluster bombs had killed Yemeni civilians, including children, during the year-long Saudi offensive in that country.

WASHINGTON — The Obama administration has moved to block sales of cluster bombs to Saudi Arabia for use in Yemen, amid reports of mounting civilian casualties there, a US media report said Saturday.

The report in the journal Foreign Policy, citing US officials, said that the White House had quietly placed a hold on the transfer of such munitions to the Sunni kingdom as it carries out a bloody war on Shiite rebels in Yemen.

A Saudi-led coalition has been fighting the Iranian-backed Huthis since March 2015, trying to roll back their control of wide swaths of Yemen.

Asked by AFP for comment, an administration official said that “we are aware of reports that the Saudi-led coalition used cluster munitions in the armed conflict in Yemen, including in areas in which civilians are alleged to have been present.”

“We take such concerns seriously and are seeking additional information,” the official added.

Foreign Policy said it was the first concrete display of unease by US officials over bombings that human rights activists say have killed and injured hundreds of civilians, including children.

Cluster bombs are designed to kill enemy personnel and destroy vehicles or runways.

But because they disperse scores of tiny bomblets over a wide area — some of which may not explode for years or even decades after being dropped — they pose a particular threat to civilians.

They were banned by an international treaty in 2008, but Russia and the United States, both major suppliers, failed to sign it.

The US antiwar group CodePink on Sunday applauded the administration decision, and called on President Barack Obama to suspend all arms transfers to the kingdom.

Amnesty International said Monday that the Saudi use of cluster bombs had created “minefields” for civilians in Yemen. It has called, along with Human Rights Watch, for a ban on arms sales to the Saudis.

The United States has sold the Saudis millions of dollars’ worth of cluster bombs and provided other forms of military support.

The reported move on cluster bombs comes amid growing criticism by American lawmakers of the Saudi monarchy. Legislators are unhappy that the Saudis have not done more to fight the militants of the Islamic State group in Syria, Yemen and elsewhere.

The longstanding US-Saudi relationship, built on an exchange of American security backing for a reliable supply of Saudi oil, has been strained as the United States has gained greater energy independence even while reaching historic agreement with the Saudis’ bitter regional foe Iran.

Boeing will shortly begin delivering AH-6i Little Bird light attack and reconnaissance helicopters to Saudi Arabia, with the first of 24 platforms set to roll off the Mesa production line in Arizona in the coming days.

With aircraft 61001 now in the final phase of assembly following its return to the line from the paint shop on 6 June, deliveries of the first batch to the Saudi Arabian National Guard (SANG) will begin before the end of the month.

Coincident with the aircraft deliveries, training of US instructor pilots is set to commence in the coming days also. The first SANG student pilots will arrive at Mesa at the beginning of the fourth quarter of 2016, with about seven pilots typically rotating through Mesa for one year at a time before returning to Saudi Arabia.

Boeing was awarded the contract to build the AH-6i helicopters for the SANG in September 2014 (although this was actually revealed by company in late 2013). The imminent commencement of deliveries to the SANG comes approximately seven months after Boeing stood up AH-6i production in December 2015. Running parallel to the AH-64E Apache Guardian's 12-station assembly line at Mesa, the current seven-station AH-6i line (consolidating at five stations for full-rate production) will be putting out two helicopters per month. The last of the SANG's 24 platforms is set to arrive on the line in February 2017.

Boeing currently receives the 'green' AH-6i airframes from MD Helicopters Inc (MDHI), which builds them at its Monterrey facility in Mexico, ahead of systems assembly and integration by Boeing at Mesa. A company spokesperson said that, while this arrangement will continue for the first 24 helicopters, no decision has yet been taken as to whether or not it will continue after that.

The AH-6i is based on the 1960s-era Hughes Model 369 (OH-6 Cayuse in US Army service) light scout helicopter, and features an enhanced powerplant, payload, and avionics package.
