This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an important partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed recertification program will allow the Royal Saudi Air Defense Forces to extend the shelf life of the PAC-2 missiles in its inventory for an additional twelve years.
The proposed recertification program will not alter the basic military balance in the region.
The principal contractor will be Raytheon Corporation in Andover, Massachusetts. The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale
Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Lockheed Martin Corp., Missiles and Fire Control, Dallas, Texas, is being awarded a $932,836,737 modification (P00026) to previously-awarded contract HQ0147-17-C-0032 to exercise an option for the production of Terminal High Altitude Area Defense (THAAD) interceptors and associated one-shot devices to support the U.S. government (USG) and the Kingdom of Saudi Arabia (KSA) Foreign Military Sales (FMS) case requirements.  The THAAD interceptors and associated one-shot devices will be procured under fixed-price incentive (firm target) contract line items.  The value of this contract is increased from $5,366,947,800 to $6,299,784,537.  The work will be performed in Dallas, Texas; Sunnyvale, California; Huntsville, Alabama; Camden, Arkansas; and Troy, Alabama, with an expected completion date of April 1, 2026.  Fiscal 2020 USG procurement funds in the amount of $327,498,097; and KSA FMS funds in the amount of $605,338,640 are being obligated at time of award.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

The Spanish government says it has yet to approve a request for a definitive export licence for a EUR2 billion (USD1.7 billion) corvette order by Saudi Arabia in July 2018, despite construction having already started on the five corvettes.

In a written reply to a question from Basque Bildu party member of parliament (MP) Jon Iñarritu on 8 April, the Socialist-led coalition said the application would be "rigorously" checked against the UN-backed 2014 Arms Trade Treaty, Spanish legislation, and EU criteria.

This comes after strong opposition in recent years to Spain selling the corvettes and also bombs to Saudi Arabia, in particular from the far left party Unidos Podemos, which is now a junior partner in the government with the Socialist Partido Socialista Obrero Español (PSOE) party.

Boeing Receives $22.7M for Riyadh’s F-15SA Aircrew Training Devices

The Pentagon has awarded Boeing $22.7 million for F-15SA aircrew training devices (ATD).

The contract modification provides for the purchase and installation of a full mission trainer (FMT), a visual database for the area of King Khalid Air Base, Saudi Arabia, and five years of contractor logistics support for existing ATDs.

This modification involves Foreign Military Sales (FMS) to Saudi Arabia, and work is expected to be completed by April 30, 2024.

In May 2020, the US Navy gave Boeing $1.9 billion to provide 650 Stand-off Land Attack Missile – Expanded Response (SLAM-ER) missiles to Saudi Arabia. Boeing also scored a deal to supply over 400 Block II anti-ship missiles to Riyadh in the same month. These missiles are compatible with F-15SA jets.

RSAF aircraft special paint for Saudi National Day

Each year Saudi National Day (Arabic: اليوم الوطني المملكة العربية السعودية‎ al-yawm al-waṭanī al-mamlaka al-ʿArabiyya as-Suʿūdiyya) is celebrated in Saudi Arabia on 23 September to commemorate the renaming of the Kingdom of Nejd and Hejaz to the Kingdom of Saudi Arabia by a royal decree from King Abdul Aziz Ibn Saud in 1932. It was made a national holiday by King Abdullah in 2005.

Since the last few years it has become a tradition for several Royal Saudi Air Force (RSAF) aircraft to receive special colors and markings to commemorate the occasion. This year the following aircraft received various “90 years” and “vision 2030” markings:

CMN Hands Over 2nd and 3rd Batches of HSI32 Interceptors to Royal Saudi Navy

French Shipyard CMN handed over the second and third batches of HSI32 Interceptors for the Royal Saudi Navy. The delivery ceremony took place September 20, 2020 in Dammam, Saudi Arabia.

The ceremony was held in presence of Commander of the Saudi Royal Naval Forces Lieutenant General Fahd bin Abdullah Al-Ghufaili.

In his speech during the ceremony, the Commander of the Royal Saudi Navy explained that these new vessels will upgrade the preparedness of the navy to further enhance the maritime security on one hand and protect the country’s vital and strategic interests on the other.

In April 2018, Saudi company Zamil Offshore Services concluded an agreement worth 480 million dollars with French shipyard CMN for the construction of 39 HSI32 interceptors for the Saudi Naval Forces. According to the agreement, 21 vessels are set to be built by CMN in Cherbourg, France, and the remaining 18 are to be assembled at the facilities of Zamil Offshore Services in Saudi Arabia.

CMN delivered the first two HSI32 Interceptors on July 24, 2019 at the shipyard in Cherbourg, Normandie. In addition, CMN is set to deliver three Combattante FS56 Fast Attack Craft (originally ordered on behalf of Lebanon). Meanwhile, Zamil Shipyards laid the keel of its first HSI32 Interceptor built in Saudi Arabia one year ago in Damman. The Royal Saudi Navy officially inducted a first batch of two HSI Interceptor fast patrol crafts in January 2020.

According to CMN, the HSI32 is a fast interceptor which combines significant intelligence and surveillance capacities with high speed (45 knots) and extended patrol period of 3 days.

HSI32 Interceptors have already been delivered by CMN to the Navy of Mozambique back in 2013. The Saudi vessels differ slightly in design as they feature a secondary raised pilot house. It is powered by three waterjets.


The vessel has a range of 800 nautical miles and a crew of 12 sailors. It features a stern ramp to launch and recover a RHIB and as well as a panoramic 360° bridge. Images of the vessels show them fitted with a Nexter Narwhal 20mm remote weapon station at the bow.

Pour le moment, et à trois semaines de la cérémonie où il devra passer la main, le président Trump n’a toujours pas reconnu la victoire de son rival démocrate, Joe Biden lors de l’élection de novembre dernier. En attendant, les ventes d’armes continuent.

Ainsi, le 29 décembre, la Defense Security Cooperation Agency [DSCA], l’agence chargée des exportations d’équipements militaires américains via le dispositif des Foreing Military Sales [FMS], a publié quatre avis pour recommander au Congrès d’approuver la vente de 20 nacelles de désignation laser ATPs [Sniper Advanced Targeting Pods] et de contre-mesures infrarouge à l’Égypte, d’hélicoptères AH-64E au Koweït et… 3.000 bombes GBU-39 SDB [Small Diameter Bomb] à l’Arabie Saoudite pour un montant estimé à 290 millions de dollars.

Pour rappel développée par Boeing, la GBU-39 est une munition de 110 kg, doté d’une centrale de navigation inertielle couplée à un GPS. Emportant une charge explosive de 17 kg,

Cette vente « améliorera la capacité de l’Arabie saoudite à faire face aux menaces actuelles et futures en augmentant ses stocks de munitions air-sol de précision à longue portée », fait valoir la DSCA, qui souligne que ces munitions permettront de limiter les risques de dommages collatéraux en raison de leur précision. Ce contrat, ajoute-t-elle, « renforcera encore l’interopérabilité entre les États-Unis et l’Arabie saoudite. »

Seulement, il n’est pas acquis que, compte tenu de l’implication des forces saoudiennes au Yémen, que le Congrès donne son accord. D’autant plus que, l’an passé, le président Trump avait eu recours à une procédure d’urgence pour contourner représentants et sénateurs afin d’imposer des ventes de matériels militaires à Riyad pour un montant total de 8,1 milliards de dollars. Et il avait mis en avant la « menace iranienne » pour justifier cette décision.

Cette procédure permettra de « soutenir nos alliés, renforcer la stabilité du Moyen-Orient et aider ces nations à faire de la dissuasion et à se défendre de la République islamique d’Iran », avait insisté Mike Pompeo, le chef de la diplomatie américaine, insistant sur le fait que le partenariat avec ces pays arabes est une « pierre angulaire de la stratégie de sécurité nationale des États-Unis. »

Cela étant , des élus républicains et démocrates s’allièrent pour adopter plusieurs résolutions visant à bloquer ces ventes, en évoquant la situation au Yémen et l’assassinat du journaliste Jamal Khashoggi par des agents saoudiens. Le président avait dû fait usage de son droit de veto. Pour passer outre, il fallait au Congrès réunir 2/3 des voix. Ce qu’il échoua à faire.

Maintenant que la donne politique est en passe de changer à Washington, reste à voir quel sort sera fait à cette vente potentielle de 3.000 GBU-39… Le Congrès a désormais 90 jours pour donner ou non son accord. Un élément qui pourrait influencer sa décision serait la reconnaissance d’Israël par l’Arabie Saoudite, comme l’ont récemment fait les Émirats arabes unis, Bahreïn, le Soudan et le Maroc.

Saudi Arabia’s Science Technology has partnered with South Korea’s Hanwha Defense to jointly produce new K30 Biho (Flying Tiger) II air defense systems (ADS).

According to the company, a hybrid Biho ADS completed foreign trials in Saudi Arabia.

Saudi Arabian Military Industries (SAMI) has an ambitious goal of producing 50% of defense equipment by 2030. Riyadh recently collaborated with Russia to manufacture Kalashnikov assault rifles. It has also commenced production of Haboob drone using technology shared by Turkey.

The K30 Biho twin 30 mm self-propelled anti-aircraft weapon was developed for the South Korean military which was seeking a mobile short-range ADS.

It combines an electro-optically guided 30 mm gun system with a surveillance radar system on a K200 chassis. It supplements the K263A1 Chungung, a self-propelled 20 mm Vulcan system. The system consists of an electro-optical targeting system (EOTS), panoramic periscope, forward looking infrared system (FLIR), laser rangefinder (LRF), thermal sight, a TV camera, and a digital fire-control system.

Biho’s TPS-830K radar can detect and track a 22 sqft-RCS target from a range of 17 km. The cannons have a cyclic rate of fire of 600 rpm and an effective anti-aircraft range of 3,000 m and each is loaded with 300 rounds of ammunition. In December 2013, DAPA announced that the Biho had been integrated with the Shingung surface-to-air missile to increase its coverage to 7 km. Two pods each containing two missiles are mounted, one of each side of the turret.
