The Office of the Program Manager-Saudi Arabian National Guard Modernization Program held its annual U.S./SANG Aviation Program Management Review April 1-7 in Huntsville, Ala.
Representatives gathered to discuss procurements as the United States helps the Kingdom of Saudi Arabia's Ministry of the National Guard build their aviation force.
OPM-SANG, which celebrated a 42-year partnership with the MNG last month, is dedicated to enhancing the special relationship between the KSA and the United States. To do this, military and civilian teams assigned to Saudi Arabia assist in modernizing their National Guard force. This modernization encompasses training, equipment, maintenance, supply, procurement, management, organization, health care and facilities.
"The goal of the Aviation PMR is to synchronize actions across the aviation enterprise to ensure our (MNG) partners modernize their aviation force in the most efficient manner they can," said Brig. Gen. Paul Laughlin, OPM-SANG program manager.
The five days of face-to-face talks between OPM-SANG and MNG leaders, industry partners, contractors and case managers were especially important as a Saudi-led coalition has conducted airstrikes on Houthi rebels in Yemen since March 26. The air campaign was suspended April 21, but military action has since resumed.
"The Kingdom of Saudi Arabia is currently conducting combat operations within their region and the Guard must be prepared to answer any call and accomplish assigned missions," Laughlin said April 1.
The MNG is one of two, full-time active armies in the Kingdom and is on a path to achieve an end-strength of 120,000. Its roots date back to the late King Abdul-Aziz's original White Army, and its stated mission is to assist with the defense of the Kingdom and protect the royal family.
While the PMR had no connection to the airstrikes in the Middle East, it does underscore the importance of the OPM-SANG mission and this year's conference in Huntsville.
"I believe this is a first in a long time that an Army Security Assistance organization is assisting a partner nation with beginning an army aviation force from the ground up," Laughlin said.
He said the complex nature of starting up an aviation force from its founding takes a lot of expertise, coordination and skilled negotiation.
"With as many agencies, commands and corporations, all assisting in the modernization efforts, it is imperative that synchronization occurs," Laughlin said.
He noted that the initial UH-60M Black Hawk and AH-64E Apache helicopters have been delivered and are on their way to close out Phase 1 of the modernization program, filling the MNG's first combat aviation brigade.
Feedback from the PMR was positive. Both U.S. and Saudi representatives are hopeful that the meeting will result in improved coordination and performance.
"The PMR is a very important event to us," MNG chief of aviation Maj. Gen. Rashed Al Zahrani said. "It is critical so that we ensure everything is being accomplished in a timely manner and appropriately."
"We have mapped out a viable plan for the remainder of Phase 1 through Phase 3," Laughlin said. "I am very proud of the work which has been done so far by the OPM-SANG aviation team. Their dedication and commitment to excellence with assisting their Saudi Guard counterparts is inspiring."
Laughlin praised the Saudis' participation and openness during the PMR.

Fin mai, le département d'Etat américain a donné son accord pour la vente de 10 hélicoptères MH-60R à l'Arabie Saoudite. Cette acquisition est d'une valeur d' 1,9 milliards de dollars. Elle représente une première étape au plan de modernisation de la flotte de la marine saoudienne, estimée à environ 16 milliards de dollars.
Conclu dans le cadre FMS, ce premier contrat comprend donc 10 MH-60R, des équipements associés, mais aussi des armes et un soutien logistique. Ainsi Riyad attend également des mitrailleuse GAU-21 et M420, des roquettes de 70 mm à guidage laser élaborées par BAE (« Arme Advanced Precision ») et des missiles AGM-114, eux aussi à guidage laser, de chez Lockheed Martin (« Helfire »).
Les hélicoptères seront équipés des radars Telephonics APS-153 (v) et FLIR Raytheon AAS-44C (v), les mêmes que ceux présents sur les modèles américains. Le dernier est doté d'un système infrarouge et d'un laser de ciblage. Les aéronefs seront également munis de bouées Sonar SSQ-36/53/62. L'ensemble de ces dispositifs, ainsi que le poste de pilotage, devront être intégrés par Lockheed Martin, le constructeur.
Cette acquisition vise à moderniser les ressources militaires de Riyad. « L'Arabie Saoudite va utiliser ces nouvelles capacités comme un moyen de dissuasion face aux menaces régionales et pour renforcer la défense de son territoire » rapporte la Pentagon's Defense Security Cooperation Agency. Destinés à l'attaque de sous-marins et de navires, les MH60R peuvent également participer à des missions de secondaires du type recherche et sauvetage (SAR), évacuation médicale (MEDEVAC), relais de communications, ravitaillement vertical ou encore soutien aux incendies.

Les forces armées saoudiennes vont bénéficier d'un soutien pour deux King Air 350 équipés pour des missions ISR. Le contrat a été attribué à L-3C (lire ci-dessous); il a une valeur de 23 millions de dollars.
En août 2012, l'Arabie saoudite avait déjà été équipée en matériel ISR dans le cadre d'un contrat d'une valeur de 257 millions de dollars avec L-3C. Le contrat de 2012 prévoyait la fourniture de 4 King Air (et 4 autres en option).
Il est difficile de dire précisément quelle est le volume de la flotte ISR saoudienne. En août 2014, après l'annonce de la fourniture de deux appareils ISR (valeur 61 millions de dollars), elle était estimée à 14 appareils. Les deux premiers ont été livrés en 2011.

France and Saudi Arabia plan to sign $12 billion of deals on Wednesday, French Foreign Minister Laurent Fabius told reporters during a visit by Deputy Crown Prince Mohammed bin Salman in deals highlighting Paris' growing commercial ties in the Middle East.
The contracts include 23 Airbus H145 helicopters worth $500 million, Fabius told reporters. The H145, previously known as the EC145, is a light twin-engined helicopter typically used for emergency services or border patrols. A military version is used by the U.S. Army.
Saudi Foreign Minister Adel Al-Jubeir said he was still discussing the price for a contract for French naval patrol boats, built by DCNS. Saudi Arabia also plans to sign a feasibility study for two EPR reactors built by Areva, Fabius added. The contracts, the latest to be agreed between Paris and a Gulf Arab state, come after French President Francois Hollande was invited by Gulf Arab leaders in May to address their summit in Saudi Arabia, a rare privilege for a foreign head of state.

Russia is ready to supply Iskander tactical missile complexes to Saudi Arabia, Igor Sevastyanov, a deputy director general of Russia’s state weaponry trading corporation Rosoboronexport said on Friday, July 3. "If we, let’s say, begin the talks today they will certainly take some time," he said. "I think if Saudi Arabia wants buying this equipment, Russia will supply it."
For the process to begin, however, a number of procedures should be fulfilled as the first step. Also, the customer should have earnest willingness, Sevastyanov added.
In addition to it, a presentation of coastal guard ships and patrol vessels has been done for the Saudi Arabian delegation at the International Naval Show underway in St Petersburg.
Sevastyanov’s announcement regarding Iskanders comes across as a new development, since officials of the St Petersburg-based Machine-Building Design Bureau have said previously the Iskanders will not be exported. Nonetheless, the missile complexes have been entered in the least of defence products that can be exported.
In June, a Saudi delegation visited the Army’2015 defence forum in the Moscow region to hold talks on purchasing the complexes.
Saudi Arabia never bought weapons from Russia. Saudi Arabia has some ballistic missiles received from China but is under the fire of Russian-made Scuds missile fired by the Yemen's Houthi rebels.
