Chevron Signs Petroleum Deals in Offshore Morocco
By Saabira Chaudhuri
Chevron Corp. (CVX) has signed petroleum agreements related to three offshore areas in Morocco, a push to expand its footprint in frontier basins.
The oil and gas company has signed the agreements with Morocco's Office National Des Hydrocarbures Et Des Mines which, once awarded, will allow Chevron to acquire seismic data and conduct studies in deepwater areas known as Cap Rhir Deep, Cap Cantin Deep and Cap Walidia Deep located between 60 miles and 120 miles west and northwest of Agadir, Morocco. The areas encompass about 11,300 square miles with average water depths ranging from between 330 feet to 14,700 feet.
"This is an opportunity for Chevron to expand its already strong presence in the region and allows us to acquire further knowledge about promising geology in an emerging area," said Ali Moshiri, president of Chevron Africa and Latin America Exploration and Production Co.
Chevron has a 75% working interest in the three areas, with the Office National Des Hydrocarbures Et Des Mines holding the remaining 25%.
Chevron and other large oil and gas producers have been suffering the impact of a shaky global economy on oil and gas prices. In November, Chevron reported its third-quarter earnings fell 33%, missing expectations as its oil and gas production was disrupted by maintenance, legal issues and storms, and a refinery fire in California caused a sharp drop in fuel sales.
Earlier this month, the second-largest U.S. oil company by market value said it expects its fourth-quarter profit to rise compared with the previous quarter, benefiting from gains on assets and increased U.S. and international production.
Last month, Chevron said its Australian unit made two more natural-gas discoveries in the Exmouth Plateau area of the Carnarvon Basin, a hydrocarbon basin offshore western Australia.
Shares edged down by 55 cents to $114.69 in recent trading. The stock has risen 7.3% in the past 12 months.

Freeport-McMoRan gets nod for Morocco block
Danica Newnham 23 July 2013 09:28 GMT
US minerals giant Freeport-McMoRan Oil & Gas has received in principle approval from the Morocco government to farm-in to Pura Vida Energy’s offshore Mazagan permit.
Australia-based Pura Vida said in a statement on Tuesday that this approval was the key step in finalising a farm-out agreement made with Plains Exploration & Production (now a Freeport-McMoRan subsidiary) in January.
Under the terms of the deal, Freeport-McMoRan will pay $15 million in cash for 52% operated stake in the 2.7 million-acre block, which lies in the Essaouira basin off the coast of Morocco.
The company is also expected to fully fund up to $215 million in drilling and exploration costs, including at least two exploration wells.
The remaining steps in the completion of the farmout include the signing of an amendment to the petroleum agreement to introduce Freeport-McMoRan as a partner in the Mazagan permit, and the signing of joint ministerial orders.

- Morocco the hot new province for oil
John Beveridge Herald Sun July 25, 2013 12:00AM
IF you are looking for a hot new oil province, it is hard to go past offshore Morocco.
A host of explorers large and small will be poking holes in the seabed over the next couple of years - something that Esso started to do back in the 1960's before it was understandably distracted by some highly successful hits in Bass Strait and the North Sea.
"There is nowhere in the world that I know of that is having this amount of drilling activity at different levels and with various operators," said Tangiers Petroleum executive chair Ms Eve Howell, an experienced oil executive who worked at Woodside and Apache.
At least 10 wells will be drilled starting later this year and some of the major companies involved include Galp, Total, Cairn, Kosmos, Chevron, Plains and Genel.
It is not hard to see why all of the activity is happening with a very large billion barrel oil discovery off the Canadian coast neatly lining up with Morocco as a "conjugate margin" - a more sophisticated version of cutting out the continents and joining them back together to find similar rocks.
The offshore Cap Juby oil field was discovered in Morocco in the 1960s but the area is still relatively unexplored with only one well drilled for every 10,000 square kilometres compared to the global average of 80.
Only eight wells have been drilled since 2000 so the availability of modern 3D seismic mapping should also greatly improve the selection of likely drill targets and the chances of at least one of the drills encountering some oil.
Tangier's large Tarfaya field is certainly in there with a chance, being in the same Jurassic carbonates that hosted Cap Juby and with the potential to host up to 867 million barrels of recoverable oil in four reservoirs.
Even with small recovery rates a positive discovery would be a transformational event for Tangiers, which has retained an impressive 25 per cent free carry after the drilling was farmed out to Galp Energia.
Foster Stockbroking used conceptual modelling to estimate that the largest prospect, called Trident, had unrisked upside of around $10.60 a share, which makes the company a spectacular combination of high risk and reward.
Unusually for a small explorer Tangiers is also reasonably well capitalised with more than US$10 million coming its way in cost reimbursements.
Tangiers also owns a couple of interesting gas prospects in the Bonaparte Basin south west of Darwin and it is entitled to 27 per cent of those after another farmout deal.
It goes without saying that offshore oil drilling is a risky business but Tangiers is a worthy speculative buy purely on the basis that there are so many major oil companies jealously looking at its relatively shallow offshore Morocco permits of 11,282 sq kms.
Any oil discovery in the area is sure to give Tangiers shares a kick.
The improving iron ore dynamics were once again on show with Atlas Iron shipping a record 2.22 million tonnes in the June quarter.
While the iron ore price has been bouncing around a lot after a sickening plunge below US$90 a tonne last year, chief executive Ken Brinsden said there are few signs of slackening demand.
Where the price goes from here is anybody's guess but most analysts have it trading somewhere between US$110 and US$130 a tonne, which is no disaster.
It is hard to work out Atlas' exact costs but pre-royalty cash costs of around US$50 a tonne should leave a reasonable margin even if the total cost is US$20 a tonne higher than that.
Like all of the iron ore producers, Atlas is taking a scythe to costs which will be a big help when combined with the beneficial effects of the fall in the value of the Australian dollar.
Production should continue to rise as the new Abydos mine and recently approved $146m Mt Webber project come on line with further expansions also possible if access to rail is forthcoming.
Down the track it is not hard to see Atlas profitably shipping 14 million tonnes a year, with a caveat that the iron ore price remains in the current post boom sweet spot. Exploring: San Leon plans to evaluate the commercial viability of a surface retorting project on the Timahdit oil shale deposit in Morocco
Promise in unconventional sector with oil shale deposits holding 50 billion barrels
07 January 2011 02:42 GMT
Danica Newnham
19 August 2013 08:12 GMT London-listed San Leon Energy has been awarded a block considered to hold the highest shale oil yield in Morocco.
The company said Monday it had signed a memorandum of understanding with Moroccan state energy company ONHYM to acquire exclusive rights to a 36-square kilometre block in the Timahdit oil shale deposit.
According to San Leon, the Timahdit deposit in the awarded area yielded an average of 99 litres per tonne of shale oil in the rich layers. It is also considered to have significantly less moisture content than many other international oil shale deposits.
Over a two-year period, San Leon planned to evaluate the commercial viability of a surface retorting (the process of yielding shale oil through pyrolysis and vapour condensation) project.
It said recent analysis by Enefit OutotecTechnology (EOT) confirmed that the Timahdit oil shale had commercial potential using EOT’s surface retorting process and further raw shale oil upgrading.
According to EOT, the project would suit an initial retorting unit to produce 3600 barrels per day of raw shale oil. Two additional units could be added to boost output to 11,000 bpd and would include syntehtic oil upgrading and power generation facilities.
San Leon said planned to select a large sample of the Timahdit oil shale for extensive evaluation in EOT’s laboratories in Frankfurt, Germany.
San Leon chairman Oisin Fanning said the award of Timahdit demonstrated the company’s commitment to establishing a major shale oil project in Morocco.
“Based upon the results of the recent analysis by EOT and current oil prices we are committed to a feasibility study evaluating the commercial potential of the Timahdit oil shale,” he said in a statement. http://www.upstreamonline.com/live/article1334864.ece

08/19/2013 | 02:28am US/Eastern
San Leon Awarded a 36 km(2) Timahdit Oil Shale Block
San Leon Energy is pleased to announce that it has signed a Memorandum of Understanding ("MoU") with the Office National des Hydrocarbures et des Mines ("ONHYM") in Morocco, granting San Leon exclusive rights to a 36 km(2) Block in the Timahdit Oil Shale Deposit for two years to evaluate the commercial viability of a surface retorting (process yielding shale oil through pyrolysis and vapor condensation) project on the prolific Timahdit oil shale deposits. Timahdit's shale oil yield in the awarded area is considered to be the highest in Morocco with an average of 99 l/t in the rich layers and has significantly less moisture content than many other international oil shale deposits.
Recent analysis by Enefit OutotecTechnology ("EOT", see also www.enefit.com/eot) has confirmed that the Timahdit oil shale has commercial potential using Enefit's surface retorting process and further raw shale oil upgrading. As a result of low moisture content in the Timahdit shale, the oil project will have an output capacity for power generation as a side product.
EOT has completed an Initial Evaluation Study using historical exploration data to evaluate the commercial potential of exploiting Timahdit oil shale using the Enefit280 plant design, which processes up to 280 tons of oil shale per hour. The study considers an initial Enefit retorting unit producing 3,600 BOPD of raw shale oil. Two additional Enefit units could be added to increase production up to 11,000 BOPD, and would include synthetic oil upgrading and power generation facilities.
As a result of the positive results of the initial evaluation of the Timahdit oil shale, and San Leon's successful award of the Timahdit Oil Shale Block, San Leon and EOT have agreed to extend the scope of their existing cooperation to cover the Timahdit concession. The companies plan to select a large sample of the Timahdit oil shale for extensive evaluation in EOT's laboratories in Frankfurt, Germany. In the meantime both companies continue to progress the extensive engineering and commercial analysis required to make Timahdit oil shale a reliable energy resource for Morocco.
Executive Chairman, Oisin Fanning commented:
"We are excited by the award of the Timahdit oil shale area to San Leon and the extended cooperation with EOT. Based upon the results of the recent analysis by EOT and current oil prices we are committed to a feasibility study evaluating the commercial potential of the Timahdit oil shale. San Leon's continued investment in Morocco is supported by the Company's ongoing cooperation with ONHYM and the Morocco government. Timahdit demonstrates San Leon's commitment to establish a major shale oil project in Morocco." _________________

- Speculation is rife for Moroccan oil and gas
North Africa Holding Invests in the Healthcare Sector
Speculation is rife for Moroccan oil and gas Photo Credit:Reuters/Supri Supri It's early days yet, but several international companies are sniffing around Morocco's offshore basins in the hunt for oil and gas.
The United States Geological Survey (USGS) estimates more than 19 billion barrels of technically recoverable undiscovered conventional oil and 370 trillion cubic feet of undiscovered natural gas is spread across eight geological basins in North Africa.
Of the undiscovered conventional oil resource of 19 billion barrels of oil, about 41%, or 7.5 billion barrels, is estimated to be in the offshore salt structures near Morocco.
As a result, the North African country oil importer, has recently been on the radar screens of oil and gas companies due to its promising offshore riches. Earlier this year, Chevron signed petroleum agreements with Morocco's Office National Des Hydrocarbures Et Des Mines (ONYHM) for three offshore areas.
The US energy giant plans to acquire seismic data and conduct studies in the deepwater areas of Cap Rhir Deep, Cap Cantin Deep and Cap Walidia Deep, located west and northwest of Agadir, Morocco.
The areas comprise around 29,200 square kilometers with average water depths ranging from between 330 feet to 14,700 feet.
Chevron Morocco Exploration has a 75% working interest in the three areas, with the Office National Des Hydrocarbures Et Des Mines holding the remaining 25%.
While the arrival of Big Oil in Morocco was a big fillip for the country's energy potential, other intrepid explorers have also joined the fray.
Bermuda-based Kosmos Energy, Scotland-based Cairns Energy and Angol-Turk company Genel Energy have swooped in to pick up promising offshore plays.
Kosmos Energy has acquired 14 million areas of pre-salt plays offshore Morocco.
The company says it has secured a key position in the Agadir Basin, operating three large blocks: Essaouira; Foum Assaka; and Tarhazoute.
"In addition, the Agadir Basin is a salt basin that provides significant hydrocarbon trapping opportunities," according to Kosmos. "We are processing and interpreting 3D seismic data from our 2012 data acquisition as we mature the substantial prospectivity on the blocks. The company is planning for initial exploration drilling as early as late 2013."
The company recently told investors that signed a new-build drillship on a three-year contract, starting in mid-2014 offshore Morocco,
"Management is looking to secure a second rig to drill in the region in H1 2014. The company has stakes in three sizeable licenses offshore Morocco and, having closed its data rooms recently, Kosmos expects to announce farm-out deals in the coming months," said Victoria McCulloch, analyst at RBC Capital Markets.
The company's Moroccan portfolio encompasses a number of pre-salt, post-salt and stratigraphic plays and shareholders may be hoping to obtain insights from third-party drilling in the fourth quarter of 2013 or first half of 2014.
Last year, Cairn bought acreage of 8,900 square kilometers, comprising a 50% operated interest in the Foum Draa blocks 1-3 and a 37.5% operated interest in the Cap Juby Maritime blocks I-III license.
"Preparations are underway for the planned first well in the sequence on the Foum Draa permit which is due to commence later in 2013 subject to necessary approvals," the company noted on its website.
"These preparations include sea-bed site surveys and environmental surveys. The Environmental Impact Assessment (EIA) for the planned drilling program is underway."
Cairn has a 50% interest, along with Office National des Hydrocarbures et des Mines (ONHYM) 25%, San Leon Energy 14.2%, Serica Energy 8.3% and Longreach Oil & Gas 2.5%, in the Foum Draa acreage.
Cairn is also looking to drill an exploration well in 2013/early 2014 in the Juby Maritime area, along with partners Genel Energy and ONHYM.
Genel Energy, headed by Tony Hayward - the former chief executive officer of BP, has also taken a major interest in Morocco's offshore basin.
The company said, in an investor presentation, that it plans to spud its first well in the fourth quarter of the year.
"Cairn is likely to be targeting the most analogous, post-salt play on Foum Draa, but Cairn/Genel's well on Juby Maritime and a Q3 2013 CPR from Genel could help increase the profile of the wider region," said RBC's McCulloch.
Morocco is the latest African country to see a surge of interest from oil and gas companies. The country is also benefiting from the early success of oil companies in neighboring Mauritania's offshore reserves as well.
The country's proximity to energy-starved European markets also make it an attractive target for oil and gas companies.
As an energy importer, Morocco remains vulnerable to oil price volatility. The International Monetary Fund estimates that an increase in the Brent price of 5% a year starting in 2013 would lead to a depreciation of 10% of the Moroccan currency.
The presence of some of the world's most resourceful companies such as Cairns and Genel suggests that Morocco could soon join its neighbor Mauritania and Algeria as an oil producer. http://www.zawya.com/story/Moroccos_offshore_riches-ZAWYA20130820103835/
