- Russian President Vladimir Putin is set to visit Egypt in November, the first Russian president to visit Egypt since Egypt lost the war with Israel in 1973, according to a report in Makor Rishon. The visit will come on the heels of Russia’s Foreign Minister Sergey Lavrov’s visit to Cairo in the beginning of November. The presidential trip is part of a dramatic series of improvements in Cairo-Russian relations, clearly filling in the vacuum that the U.S. has almost inexplicably left behind. The visit also comes following meetings between Jerusalem and Russia’s Foreign Ministry this week. According to Sergey Vershinin, Russia’s director for Middle East affairs in their Foreign Ministry as well as Russia’s representative to the Quartet, Israel expressed deep concern about the the loss of U.S. aid to Egypt, and that if Egypt doesn’t find a new source of funding, the economic situation in the country will worsen and cause “instability”. Vershinin said that Russia will be investing in improving Russia-Egypt relations, though he cautioned that it won’t return to the levels it was at under the USSR. “We won’t be returning to the days of Aswan,” Vershinin said, referring to when Egypt began its romance and alliance with Russia, after the U.S. withdrew its offer invest in the Aswan Dam in 1956.

Lt. Gen. Vyacheslav Kondrashov, Russian Deputy chief of staff and head of GRU military intelligence, spent the first day of his visit to Cairo, Tuesday, Oct. 29, with Egyptian military chiefs, going through the list of Russian military hardware items they want to buy in their first major arms transaction with Moscow in more than three decades, debkafile’s military sources report. The Egyptians asked Moscow to supply the sort of advanced weapons withheld by the United States, and topped their shopping list with medium-range intercontinental ballistic missiles that cover Iran and most of the Middle East. They told the Russian general that Moscow’s good faith in seeking to build a new military relationship between the two governments would be tested by its willingness to meet this Egyptian requirement. They are most likely after the brand-new SS-25 road-mobile ICBM which has a range of 2,000 km., which the Russians tested earlier this month.
Russia is not entirely comfortable with this demand, having signed a mutual agreement with the US to stop manufacturing medium-range ballistic missiles. And so the sale of SS-25 ICBMs to Egypt could get the Russians in hot water in Washington. Gen. Kondrashov told his hosts that their list would receive serious scrutiny and, in the meantime, Moscow is prepared to offer Cairo long-term credit on easy terms to finance the package. This would relieve cash-strapped Egypt of the need to find the money to pay for the arms and save its leaders having to turn to Saudi Arabia and the Arab Emirates for funding. The Russian general’s arrival in Cairo at the head of a large military delegation was the first in 35 years. Since 1972, when Anwar Sadat expelled the Soviet advisers, Egypt has never acquired Russian weapons.
debkafile: Western sources are divided over the seriousness of the Saudi feud with the Obama administration and tend to minimize Riyadh’s shift away from its traditional ally, the US. But the Saudis are going full tilt to distance themselves from Washington and are meanwhile urging Egypt’s ruler Defense Minister Gen. Abdel-Fattah El-Sisi, to turn away from his country’s long dependence on America. Hence the large arms transaction with Moscow, which was agreed as early as last July - and reported by debkafile at the time - when Saudi Intelligence Director Prince Bandar bin Sultan met Russian President Vladimir Putin at the Kremlin.
Word of the arrival of the Russian GRU general in Cairo appears to have prompted US Secretary of State John Kerry to announce Tuesday that he planned to visit to Egypt in the coming weeks. He may be too late to stop Egypt’s drift out of the US orbit, especially since he made it plain that he would insist on meeting with representatives of all the country’s political factions. This was taken to mean the Muslim Brotherhood and other opposition groups. The Russian delegation has no plans to talk to any non-military figures in Egypt, which means that its members will not step out of the loyal circle centering on Gen. CAIRO, Nov. 5 (UPI) -- The Russians have been quick to exploit U.S. President Barack Obama's Oct. 9 suspension of hundreds of millions of dollars in U.S. military aid to Egypt. Moscow's military intelligence chief, Lt. Gen. Vyacheslav Kondrashov, reportedly visited Cairo seeking to restore a strategic dialogue between the Kremlin and Cairo after a four-decade break and to discuss Egypt's military requirements in the event of tougher U.S. action in response to the Egyptian army's July 3 ouster of the country's first Islamist president, Mohamed Morsi of the Muslim Brotherhood, and the killing of hundreds of his supporters. Egypt's relations with the United States nosedived after the Obama administration froze delivery of four Lockheed Martin F-16 fighter jets, 10 Boeing AH-64 Apache attack helicopters and kits for 125 General Dynamics Land Systems M1A1 Abram tanks, along with some $260 million of the $1.3 billion in U.S. military Cairo gets every year. Washington says the cutoff will not be permanent, but relations between Washington and Cairo, already troubled by Washington's effort to secure a rapprochement with Iran, have swiftly chilled, jeopardizing an alliance that played a major role in stabilizing the Middle East for much of the last 30 years. Israel's Debkafile website, which is widely believed to have links with Israeli intelligence, said that Kondrashov, head of Russia's GRU military intelligence and deputy chief of the general staff, said Egypt asked Moscow to provide the type of weapons the Pentagon refused to supply, including medium-range ballistic missiles that cover most of the Middle East, including Iran. Debkafile suggested that the weapon Egypt's generals "are most likely after" is Russia's new SS-25 road-mobile intercontinental ballistic missile which has a reputed range of 2,000 miles and which the Russians recently tested. Military analysts say Moscow probably isn't very keen on supplying such advanced systems to Egypt as that would aggravate Washington and would add a new layer of complexity to the highly volatile security crisis in the Middle East. Russian President Vladimir Putin is determined to restore the influence Moscow had in the Arab world during the Cold War, with arms sales an important element in that drive. Kondrashov's response on the missile issue is not known. But Debkafile reported he said Moscow is prepared to offer the Egyptian generals long-term credit on easy terms to finance any arms package on which agreement is reached. Kondrashov's Oct. 28 arrival in Cairo, at the head of a large military delegation, was the first such visit since the late President Anwar Sadat expelled Egypt's Soviet allies in 1972, a precursor to his eventual shift to the United States and Egypt's switch from Soviet to U.S. military hardware. The Sunday Times of London said the Egyptians would like to acquire the new generation of anti-tank weapons Russia is now producing and want upgrades for the Soviet-era tanks and other equipment is still has in its military inventory. However, much of that equipment is aging or obsolete, and it's difficult to determine why the Egyptians would want to bother with upgrades, when they might be in a position to acquire top-of-the-line systems from Moscow. However, in 2006, the Egyptians reportedly had Russia's Oboronitelnye Sistemy, or Defensive Systems, overhaul the S-125 surface-to-air missile system it had bought years earlier from Moscow to modern standards and renamed the S-125 Pechora 2M, a far more powerful and effective weapon designated SA-3A Goa by NATO. These are still in the Egyptian air-defense inventory. Israeli warplanes reportedly targeted Syrian S-125s acquired from Russia in a raid on the port of Latakia Oct. 30. There's also been speculation that the Russians, who maintain a limited naval facility at the Syrian port of Tartus may seek to obtain a larger base at an Egyptian port on the Mediterranean, where Putin apparently seeks to establish a permanent Russian naval presence. Egyptian strongman Gen. Abdel-Fattah al-Sisi, the defense minister and army chief, has shown no sign of backing off his harsh crackdown on Morsi's Islamist supporters, and indeed there are reports it is intensifying. Wayne White, a former deputy director of the State Department's Middle East intelligence office, observed: "The F-16s and tanks are not relevant to the ongoing repression, so this action may not do anything to reduce it."

MOSCOW, November 11 (RIA Novosti) – The flagship of Russia’s Pacific Fleet, the Varyag missile cruiser, docked on Monday at the Mediterranean port of Alexandria, making it the first Russian warship to visit Egypt since 1992. The Varyag’s arrival comes two days ahead of a visit by a Russian delegation led by Foreign Minister Sergei Lavrov and Defense Minister Sergei Shoigu to bolster military and political ties with Egypt. During the six-day stay, the warship’s crew will exchange visits with local government and naval officials and take part in a series of cultural and sports events, said the Pacific Fleet’s spokesman, Capt. 1st Rank Roman Martov. The Varyag, a Slava-class missile cruiser designed as a surface strike ship with anti-aircraft and anti-submarine capability, is currently part of Russia’s standing naval task force in the Mediterranean, which comprises some 10 warships from all four Russian fleets. For Moscow, the improvement of ties with Egypt could signify a return in force to the Middle East while US diplomacy is failing all over the region.

Les exportateurs d'armes russes reviennent au Moyen-Orient et en Afrique du Nord. Après la reprise de la collaboration militaro-technique avec l’Iran et la Libye, c’est au tour de l’Egypte. Selon certaines sources, ce pays pourrait acheter à la Russie des équipements militaires pour une somme dépassant 4 milliards de dollars. Le ministre de la Défense Sergueï Choïgou se rendra en Egypte du 12 au 15 novembre.
Une coopération très prometteuse... La coopération militaro-technique entre Moscou et le Caire, interrompue à l’initiative de l’Egypte dans les années 1970 a toutes les chances de reprendre. A cette époque cette collaboration a été interrompue à l’initiative du président égyptien de l’époque Anouar el-Sadate. La Russie et l’Egypte ont repris leur collaboration dans le domaine de l’armement dans les années 2000. Moscou a alors modernisé les missiles de défense aérienne égyptiens des années 1970 : les S-125 Petchora (la version Petchora-2M) les missiles automatiques de défense Kvadrat,les systèmes automatiques Chilka, et le système de missiles sol-air 9K38 Igla. En outre, l'Egypte a reçu de nouveaux systèmes de missiles de moyenne et courte portée Bouk-M1-2 et Tor-M1E. Le volume total de la coopération militaire russo-égyptienne n'est pas négligeable – 1,852 milliard de dollars entre 2005 et 2012 (19,4 % du marché). La Russie est le deuxième plus grand fournisseur d'armes à l'Egypte, dernière les Etats-Unis. Pendant la même période, Washington a livré au Caire pour 6,865 milliards de dollars de matériel militaire (soit 71,8 % du marché). La Chine arrive occupe la troisième place avec 341 millions de dollars (3,56 %), suivie par les Pays-Bas (165 millions de dollars), l'Italie (139 millions) et l'Espagne (100 millions de dollars). Ce contrat de 4 milliards de dollars risque d’augmenter la part de la Russie sur le marché russe de l’armement, permettant ainsi à Moscou de dépasser les Etats-Unis en termes de contrats signés. Les livraisons américaines des années 2013-2016 devraient atteindre 3,41 milliards de dollars. L’Espagne occupe actuellement la deuxième place avec 300 millions de dollars, et la Russie serait troisième avec 108 millions. … avec un budget important Il est très probable que le nouveau contrat avec la Russie puisse inclure plusieurs systèmes de défense aérienne modernes de courte et de moyenne portée, mais aussi des aéronefs. L'Egypte pourrait s’intéresser aux hélicoptères multicibles Mi-35, Mi-28 et la dernière version du Mi -17, ainsi que par des avions de combat MiG-29M et Su-30MK2. Les systèmes de défense côtière pourraient être intéressants pour l’Egypte, mais aussi des systèmes d’ingénierie navale - les navires de guerre, des sous-marins de fabrication russe, des missiles côtiers et des complexes d'artillerie. Concrètement, le premier contrat inclura des systèmes de défense aérienne et des hélicoptères de différents types, en très forte demande aujourd’hui. Les mythes du « printemps arabe » Les processus politiques qui ont commencé en hiver 2010-2011 en Tunisie et en Egypte et se sont étendues à d’autres pays de l’Afrique du Nord et du Moyen-Orient. Et ces troubles ont fait comprendre aux experts militaires russes nouvelle demande en armement va se créer dans les pays de cette région. Le premier grand contrat a été signé avec l’Irak, où un nouveau régime a été instauré avant le « printemps arabe », non pas suite à la révolution, mais avec l'aide de la puissance militaire américaine. Alors que le contrôle de la part des Etats-Unis était en train de faiblir, le nouveau gouvernement irakien, partant de ses intérêts stratégiques, a normalisé ses relations avec l’Iran et a repris les contacts dans le domaine militaro-industriel avec Moscou. Le contrat de 4 milliards de dollars est réalisé depuis automne 2013, commençant par des livraisons des hélicoptères Mi-35M. Les relations avec la Libye ont également repris. Quant à la visite de la délégation russe en Egypte, il s’agit déjà d’une collaboration à grande échelle, et non pas de livraisons ponctuelles. Le soutien de la Russie du régime au pouvoir en Syrie a rendu à Moscou sa réputation de partenaire fiable, perdue depuis l’éclatement de l’URSS.

Pour moi la meilleur avion russe c'est SU-35 , ça n'a rien avoir avec les autres avions | |

| Les Egyptiens sont en train de bluffer les Américains , ils reprennent les coopérations avec la Russie les visites de courtoisies ... Les Américains leurs ont mit la veste de l'année avec la baisse du budget d'aide militaire . J'attend de voir la réaction des américains , si ils réagissent pas c'est que safi c'est officiel ils s'en foutent maintenant du Moyen - Orient . | |
