Les opérateurs SAM syriens sont des plus expérimentés au moyen-orient du fait de leurs expérience dans différents conflits ... les sous-estimer serrait une très grave erreur. Les américains ont fait de même face aux ex-yougoslave et ils ont en payé le prix cher !

Turkey launches new bid for light trainer aircraft

Turkey’s defense procurement authorities have pushed the button to launch an international competition for the acquisition of a batch of 52 basic trainer aircrafts, otherwise known as “screeners.”

The Under secretariat for Defense Industries (SSM) has issued a Request for Proposals (RfP) for the contract that foresees the off-the-shelf purchase of a small fleet of screeners. The screeners will replace a fleet of ageing SF 260s used in the Turkish Air Force for preliminary training.

Turkey still operates with nearly 40 SF 260s assembled by TAI in the early 1990s. In addition, for preliminary training purposes the Air Force operates Cessna 172s.

Defense industry sources said the screener contract could go up to approximately $75 million.

Potential bidders are the U.S. Beechcraft and Cirrus, Austria’s Diamond, Germany’s Grobe, Czech Zlin and Italy’s Aermacchi.

Meanwhile, Turkey has silently phased out a fleet of 48 F-5 lead-in trainer aircrafts, which Israel’s Elbit upgraded and delivered in the early 2000s. That was a nearly $150 million contract. TAI is upgrading nearly 60 T-38 basic trainers to replace the F-5s and the older T-38s.

The Defense Industry Executive Committee, the ultimate decision-maker in defense procurement, decided Sept. 26 to make an order for the serial production of the Hürkuş, Turkey’s first indigenous basic trainer aircraft.

Turkey’s first indigenous basic trainer aircraft has been approved for flight testing, with the maiden flight planned “within the next year,” one official said.

The Hürkuş, also developed by TAI, has been undergoing tests for runway-holding, steering and braking time limits.

TAI is manufacturing four prototypes of the Hürkuş for a round of tests. The first prototype successfully went through engine tests in February, the second is being tested for static durability and cabin pressure, the third is being assembled, and the fourth will be tested for metal fatigue.

The two-seat Hürkuş will have a 35-year service life, or 10,500 flight hours. The turboprop aircraft has a 1,600-horsepower engine that can fly at an altitude of 10,577 meters at a maximum speed of 574 kilometers per hour.

The Hürkuş will be equipped for day and night flying, as well as basic pilot training, instrument flying, navigation training, weapons and formation training. Both of the aircraft’s cockpits will have good vantage points, with a 50-degree down-view angle from the rear cockpit, ejection seats, an on-board oxygen generation system, an environmental control system, an anti-G system and high shock absorbing landing gear for training missions.

The Hürkuş will come in four variants:

■ Hürkuş-A: A basic version that has been certified with EASA, according to CS-23 requirements and is intended for the civilian market.

■ Hürkuş-B: An advanced version with integrated avionics, including a mission computer and cockpit avionics layout similar to F-16 and F-35 fighters. The Turkish Army is considering an initial order of 15 aircrafts.

■ Hürkuş-C: An armed version for close-air support, which will have a maximum weapons load of 3,300 pounds. The Turkish Army has expressed interest in the Hürkuş-C to provide support for its attack helicopters.

■The Coast Guard version: TAI plans to offer another version of the Hürkuş to support the Turkish Coast Guard’s maritime patrol activities. The aircraft’s back seat would be occupied by an operator for a forward-looking infrared sensor.

Turkish attack helicopter project sees further delays

The main batch of 50 Turkish Aerospace Industries (TAI)/AgustaWestland T129 attack helicopters is to be delayed by another year, Murad Bayar, head of Turkey's Undersecretariat for Defence Industries (SSM), has told IHS Jane's .

Delivery of the aircraft had originally been planned to begin in mid-2013, although this has now been pushed back another year. AgustaWestland sources separately confirmed that manufacturing of the first of the production batch in Italy has yet to begin.

The news comes as the delivery of the nine early delivery, basic configuration, T129A helicopters continues to be delayed due to technical issues discovered during acceptance tests conducted by the Turkish Land Forces Command, Bayar stated. However, he added that the technical problems were not too serious and should be overcome.

Local media reports have claimed that excessive vibrations have been occurring during flight trials and that the aircraft are unbalanced.

Meanwhile, Turkish Defence Minister Ismet Yilmaz stated on 11 November that the procedures for accepting the first four early delivery T129As (largely assembled by AgustaWestland) have now been completed and their acceptance process continue. However, he fell short of elaborating on the remaining five early delivery helicopters (assembled by TAI).

TAI has been making modifications to meet specific Turkish requirements on the nine pre-series T129A attack helicopters that Turkey has ordered as a stop-gap measure until the main batch of T129B attack helicopters enter service.

Under the USD3 billion Attack and Tactical Reconnaissance Helicopter (ATAK) programme, TAI is to assemble and modify 51 T129Bs, a variant of the A129 Mangusta being developed specifically for Turkey. Aside from the nine T129As, there are six T129 prototypes in existence, with three built each by AgustaWestland and TAI.

Ankara is planning development of a national satellite launch system capable of delivering military and civil spacecraft to orbit, according to Turkish Defense Minister Ismet Yilmaz.

Following a Jan. 3 meeting of Turkey’s Defense Industry Executive Committee, Yilmaz said the government will enter negotiations with Turkish weapons builder Roketsan Inc. for the early concept design phase of a new launch system “to ensure that military and civilian satellites can be sent into space,” Yilmaz said in a Jan. 3 statement.

During the meeting, attended by Yilmas and Turkish Prime Minister Recep Tayyip Erdogan, the committee also approved the beginning of contract negotiations with Turkish Aerospace Industries for domestic development of a synthetic aperture radar (SAR) spacecraft dubbed Gokturk-3, with support from defense electronics manufacturer Aselsan and state research institute Tubitak.

With its booming defense industry and comparatively well-trained armed forces, Turkey has emerged in recent years as a donor in military aid and the Turkish Armed Forces (TSK) a much-sought-after partner in the world.

In 2012, Turkey concluded a military aid agreement with 14 countries, while work is currently under way for an agreement to be signed with 16 other countries, said İsmet Yılmaz, minister of defense, in a debate over the defense budget for fiscal year 2014 at a session of Parliament's Planning and Budgetary Commission.

The minister, who said Turkey attached great importance to developing military ties with countries around the world, stated at the session of the commission on Nov. 11, that Turkey has so far concluded a military training, technical and scientific cooperation agreement with a total of 67 countries. The number of countries with which Turkey has concluded a defense industry cooperation agreement is 55, while a military training cooperation agreement has been signed with a total of 52 countries around the world.

“We have been continuing, since 1992, to supply military aid to many countries in Central Asia, the Caucasus, the Balkans and Africa with which we have ties of historical friendship and brotherhood,” the minister said.

For the year 2014, Turkey's defense budget, accepted at the Planning and Budgetary Commission, is TL 21.815 billion ($10.8 billion), which represents 2.3 percent of the country's gross domestic product (GDP). Although running expenses, such as the salaries of armed forces personnel and maintenance costs, take up almost half of that budget, the remaining portion spent on new weapons systems and the modernization of weapons is enough to make Turkey, as per the annual report of the year 2011 on military expenditure by the Stockholm International Peace Research Institute (SIPRI), the 15th biggest spender on arms in the world.

Last year, the total turnover of the Turkish defense and aviation industry reached $4.75 billion, while the exports figure, including aircraft parts for civilian use but excluding items such as military suits and boots, was $1.26 billion. If items such as suits and boots are included in the total, then the exports figure increases to $1.5 billion. “I can say the exports figure for the year 2013 is on the increase,” the minister said at the session.

As per the strategic plan of the Undersecretariat for the Defense Industry (SSM) for 2012-16, the industry aims to increase yearly revenue to $8 billion and exports to $2 billion by 2016. Presently ranked 16th in terms of turnover, the industry hopes to place in the top 10 in the world by 2023, the centennial of the foundation of the Turkish Republic. Turkey is also working towards the domestic production of fighter jets, with the first test flight expected to take place in 2023.

Turkey's homemade corvette with stealth technology and the unmanned aerial vehicle (UAV) Anka-Phoenix together with the T-129 attack helicopter Turkey has recently produced with the help of the Anglo-Italian AgustaWestland are some of the leading Turkish attack and defense instruments that have attracted foreign attention.

For the attack helicopter, Turkish Aerospace Industries (TAI) developed the software source codes and carried out their integration, while Aselsan, a Turkish defense giant in electronics and weapons systems, and AgustaWestland are the project's major subcontractors. Turkish engineers also made significant contributions to the avionics technology and heavy armor protection of the helicopters, of which Turkey plans to produce 51 in the first batch.

The T-129, Turkey's first domestically produced attack helicopter, is almost ready for delivery to the TSK. Although the acceptance process is not yet complete, the delivery to the TSK of the first nine helicopters is expected to take place by the end of the year. “After the helicopter starts being used by the TSK, I believe these helicopters will have strong chances for export,” Murad Bayar, head of the SSM, previously told Sunday's Zaman.

Among Turkey's defense industry's recent successes is Roketsan's Cirit, a laser-guided air-to-ground missile which has attracted international attention with its cost efficiency and high precision. The company recently signed, with the United Arab Emirates Tawazun company, a nearly $200 million worth contract to supply the UAE Armed Forces with Cirits, which will also be used by the T-129 choppers.

Roketsan, a local defense firm that produces short-range and medium-range missiles and rockets, is about to begin the serial production of a stand-off missile, SOM, developed by the Defense Industries Research and Development Institute of the Scientific and Technological Research Council of Turkey (TÜBİTAK). With a range of more than 100 nautical miles, the turbojet-powered SOM is an air-launched weapon that is designed for use against heavily defended targets. Guidance is by GPS/INS with radar altimeter/ terrain-referencing and an imaging infrared seeker for automatic terminal guidance.

Anka, Turkey's medium-altitude, long-endurance class drone, is also set for mass production. The SSM has recently signed an agreement with local producer TAI, Turkey's aviation giant, for 10 drones which will be used by the TSK for reconnaissance, observation and targeting. TAI is also working to produce an armed version of the drone. TAI has also developed a basic trainer (Hürkuş) aircraft which carried out its maiden flight in August.

Turkey has set for itself ambitious targets in aviation and space technology. At the beginning of the year, SSM's Bayar announced three major projects. The first is the establishment of an organized industrial zone, to be located in an area of more than 5 million square meters in Ankara's Kazan district, where domestic and foreign companies specializing in aviation and space will cluster together.

The second major step will be the creation, within TAI, of a Space and Satellite Integration Center where all sorts of observation and communications satellites will be produced. The third investment in aviation comes from Aselsan, which is establishing a facility where high-tech radar and electronic warfare technologies will be manufactured.

Quand les gros systèmes vont entrer dans l'inventaire et atteindre la maturité, on va avoir de gros succès export en terme de montant.

- Frégate TF-2000, remorqueur côtier, modernisation frégates Barbaros (MEKO 200 Track II A/B), chasseur de mines, nouveau type LCT*, Fast Attack Craft, bateau pour les GC (600 tonnes), bateau de patrouille et d'intervention rapide, navire école (voilier).

* Le nouveau type LCT est un concept différent de celui d'ADIK qui en a livré 8 à la Marine très récemment.
