| WASHINGTON, November 20, 2019 - The State Department has made a determination approving a possible Foreign Military Sale to Morocco of thirty-six (36) AH-64E Apache attack helicopters and related equipment for an estimated cost of $4.25 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on November 19, 2019.
The Government of Morocco has requested a possible sale of thirty-six (36) AH-64E Apache attack helicopters (24 new, 12 optional); seventy-nine (79) T700-GE-701D engines (72 installed, 6 spares); thirty-six (36) AN/ASQ-170 Modernized Target Acquisition and Designation Sight/AN/AAR-11 Modernized Pilot Night Vision Sensors (M-TADS/PNVS); eighteen (18) AN/APG-78 Fire Control Radars (FCR) with Radar Electronic Units (REU); eighteen (18) AN/APR-48B Modernized - Radar Frequency Interferometers (MRFI); five hundred fifty-one (551) AGM-114R Hellfire missiles (441 new, 110 optional); sixty (60) AGM-114L Hellfire missiles; seventy-two (72) M36E9 Hellfire Captive Air Training Missiles (CATM); five hundred eighty-eight (588) Advanced Precision Kill Weapon System (APKWS) kits (478 installed, 110 optional); seventy-eight (78) Embedded Global Positioning Systems with Inertial Navigation (EGIs) (72 installed, 6 spares); thirty-nine (39) AAR-57 Common Missile Warning Systems (CMWS) (36 installed, 3 spares); and two hundred (200) AIM-92H Stinger missiles. The estimated cost is $4.25 billion.
This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that is an important force for political stability and economic progress in North Africa.
The proposed sale will improve Morocco's capability to meet current and future threats, and will enhance interoperability with U.S. forces and other allied forces. Morocco will use the enhanced capability to strengthen its homeland defense and provide close air support to its forces. Morocco will have no difficulty absorbing the Apache aircraft into its armed forces.
The proposed sale of this equipment and services will not alter the basic military balance in the region.
The prime contractors involved in this program will be Boeing Company, Mesa, AZ and Lockheed Martin, Orlando, FL. There are no known offset agreements proposed in connection with this potential sale. The purchaser typically requests offsets. Any offset agreement will be defined in negotiations between the purchaser and the contractor(s).
Implementation of this proposed sale will require the assignment of eleven U.S. Government personnel and three contractor representatives to Morocco as part of the Technical Assistance Fielding Team and Field Service Representatives.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Je pense que les pilotes sont formés avant la livraison en sorte que ces pilotes peuvent voler avec ses coco le jour de la livraison. L'exemple est celui des pilotes turcs avec les F-35. Il y avait un premier groupe de pilotes turcs qui pu voler avec cet avion mais il n'y a pas eu de livraison.

il n'y a pas que les pilotes à former mais tout l'environnement : techniciens d'entretien mécanique, l'informatique, personnel d'armement etc ....
Pour chaque helico, tu dois former 20-30 personnes en plus du personnel embarqué (qui doi être doublé ou triplé) et vu le type de matériel high tech, c'est des profils pointus et exigeants
Donc , 3 à 4 ans me semblent la norme car un AH n'est pas une Dacia ...

Selon des sites d'informations , Livraison prévue début 2024. Je ne sais pas s'il y a possibilité d'en prélever du stock de l'US army en attendant la livraison des nôtres.si ç' est fait ça va avoir un coup psychologique terrible sur les sandalos et leur sponsor.

Oui ils peuvent prioriser par rapport à une autre commande, si le client qui nous précède est ok. Mais avec compensation. Je sais pas si le contrat le stipule.
Mais ça sert à rien de les avoir si on est pas opérationnel poir les utiliser et maintenir.

C comme pour les f-16 il y avait déjà des pilotes au level instructeurs même avant la livraison du premier 16 à Ben guérir. Donc il y a forcément une transformation sur le 64 bien avant la livraison,

U.S. Approved More than $175 Billion in Weapons Sales in 2020
Authorized U.S. arms exports jumped 2.8 percent, climbing to $175.08 billion in 2020 from $170.09 in 2019, fueled largely by major F-35 sales, the Defense Security Cooperation Agency announced Dec. 4.
The total reflects all deals DSCA has approved in the fiscal year, including $50.78 billion of implemented government-to-government foreign military sales. The increase in approved buys coincided with the State Department’s efforts to reform arms transfers, including the loosening of restrictions governing the export of remotely piloted aircraft.
The 2020 FMS sales dropped about $5 billion from 2019’s total of $55.39 billion for a three-year rolling average of about $54 billion, according to DSCA. Major implemented sales included $23.1 billion for F-35s to Japan, $4.5 billion for F-15J modernization to Japan, $4.25 billion for AH-64E helicopters to Morocco, and $3 billion for aviation fuel to Israel, among others.
Of that total, $44.79 billion is funded by allied and partner nations, $3.3 billion is from Title 22 foreign military financing, and $2.69 billion is from Title 10 U.S. government funding for foreign military assistance and building partner capacity, DSCA Director Heidi Grant said in a Pentagon briefing.
“The sales demonstrate the United States continues to be the global security partner of choice. Not only do we already offer the most advanced defense equipment in the world, we are also increasingly adapting to meet the technical needs of our allies and partner militaries,” she said.
Additionally, DSCA issued 28,800 export licenses via direct commercial sales, for a total of $124.3 billion. This is up from $114.7 billion in 2019. Major congressional notifications for this included $3.25 billion for P-8 spare parts to Australia, $1.12 billion for Italy to manufacture F-35 wing assembly, and $2.48 billion for E-7 Airborne Early Warning and Control aircraft.
Fiscal 2021 already looks to be a big year for arms sales abroad, though some announced deals have been met with controversy. In November, DSCA approved a $10.4 billion sale of F-35s and a $2.97 billion sale of MQ-9s to the United Arab Emirates, though several lawmakers have moved to block that sale.
The increase in approved sales came despite impacts of the COVID-19 pandemic, which reflects the importance both the government and defense companies put on meeting requests from allies and partners, said R. Clarke Cooper, the assistant secretary of state for political-military affairs.
“Through supply chains and revenue streams, though they were disrupted and budgets are uncertain, our partners’ programmatic needs remain unchanged,” he said. “Both the United States government and industry continue to honor our commitments to our partners.”
